
Parliamentary committees should not oppose government but act as supportive and corrective instruments: Lok Sabha Speaker Birla
New Delhi [India], June 25 (ANI): The two-day National Conference of Chairpersons of Estimates Committees of Parliament and State / UT Legislatures, which was inaugurated by the Speaker, Lok Sabha Om Birla, on Monday at Maharashtra Vidhan Bhawan, Mumbai, concluded on Tuesday.
Addressing the Valedictory Session, the Speaker, Lok Sabha, Om Birla underscored the importance of fostering institutional synergy, enhancing financial accountability, and embracing technology-driven governance to strengthen democratic processes. He highlighted that seamless coordination among various arms of governance is crucial for efficient policy implementation and citizen-centric administration.
Emphasising transparency and fiscal responsibility, the Speaker called for robust mechanisms to ensure prudent use of public funds. Furthermore, he advocated for the integration of advanced digital technologies to improve administrative efficiency, promote real-time public service delivery, and uphold the values of good governance in the digital age.
Emphasising on accountability and innovation in governance, he emphasised that Parliamentary Committees, whether at the Centre or in States, are not opposed to the government but rather act as supportive and corrective instruments, offering constructive guidance. By offering well-researched recommendations and acting as a bridge between the executive and the legislature, these committees contribute to transparent, accountable, and effective governance, he added.
The Speaker urged members to uphold the spirit of collaboration and responsibility, reinforcing the committees' role as pillars of parliamentary democracy. He also called for coordination between Estimate Committees of Parliament and the states/UTs legislatures.
Advocating for a robust Committee oversight and technology integration in public spending, Birla noted that by leveraging modern technological tools such as AI and data analytics, oversight mechanisms can become more precise and impactful. He called for empowering Committees with necessary resources and digital capabilities to monitor expenditures closely, thereby reinforcing fiscal discipline and promoting good governance. Birla stressed that public representatives, given their direct connection with the people, have a deep understanding of ground-level issues and can significantly enhance budget scrutiny through meaningful engagement.
Mentioning that Estimates Committees must ensure that every rupee spent is for people's welfare, Lok Sabha Speaker emphasised that fiscal resources of the country must be utilised efficiently and responsibly.
He reiterated that the role of Estimates Committees is not just to monitor expenditure but to ensure that welfare schemes are relevant, accessible, and effective for the common citizen, with a special emphasis on social justice and welfare. Birla stated that technology-driven governance, such as Direct Benefit Transfers, has reduced pilferage and ensured that benefits reach the intended recipients--a goal that Estimates Committees must continue to support.
Reflecting on the purpose and impact of the Conference, Birla said that the platform reaffirmed the collective commitment of legislative institutions to fiscal discipline, transparency, and public accountability. Birla also called for wider public engagement with the Committee process and encouraged dissemination of Committee findings to build greater trust in democratic institutions. He suggested that similar conferences be held for other Committees such as the Privileges Committee, Petitions Committee, and the Committee on Empowerment of Women, to encourage inter-legislative dialogue and promote adoption of best practices. Birla expressed confidence that the consensus and ideas forged at this conference would translate into more efficient, accountable, and people-centric governance.
The Conference unanimously adopted six key resolutions that lay out a forward-looking roadmap for strengthening Estimates Committees, Lok Sabha Secretariat said in a release.
Chairpersons and Members of Estimates Committees from 23 States and Union Territories participated in the Conference.
The conference, which marks 75 years of the Estimates Committee's journey, brought together key stakeholders to discuss ways to strengthen institutional mechanisms of financial oversight and improve administrative efficiency in the world's largest democracy. The theme of the Conference was, 'Role of Estimates Committee in effective Monitoring and Review of Budget Estimates for ensuring Efficiency and economy in Administration'. (ANI)

Civic projects worth crores lie idle in Nashik city even after inauguration
Nashik: Several civic projects worth crores of rupees have remained non-operational in Nashik city despite being inaugurated over the past one to two years. The projects include Goda Park near Ramwadi, Chhatrapati Sambhaji Garden adjacent to Ahilyabai Holkar bridge on the Godavari river bank, an auditorium in Hirawadi, a swimming pool on Gangapur Road, and an emergency operation centre. These projects were inaugurated around one or two years ago but have yet to become operational. Nashik Municipal Smart City Development Corporation Ltd (NMSCDCL) constructed these projects, including Goda Park, Chhatrapati Sambhaji Garden, and the emergency operation centre, before transferring them to Nashik Municipal Corporation (NMC). Additionally, the smart city corporation completed the command and control room project, but it remains non-operational and has not been handed over to the civic body. The auditorium at Hirawadi locality in Panchavati was built on six acres by the NMC for Rs 22 crore. The auditorium, with a 644 seating capacity, was inaugurated one and a half years ago before Lok Sabha polls in 2024. Furthermore, the smart city corporation developed Goda Park on the Godavari river bank near Ramwadi at Rs 20 crore. The project is part of the Rs 75 crore Godavari beautification initiative at Godaghat near Ramkund and Ramwadi. Goda Park includes facilities such as a food court, a sitting area, three types of fountains, a children's play area, a viewing deck, and boating access. Civic officials said the smart city corporation handed over the project to the garden department of the NMC, which is deploying a private agency to operate, manage Goda Park. Additionally, a new swimming pool on Gangapur Road is set to become operational soon. The tender process to appoint an agency for operating and managing the swimming pool has commenced. The swimming pool is expected to open within the next couple of months, according to NMC officials. "We have already floated the bids for the deployment of the private agency for the purpose. The entry fees are to be charged from the visitors at Goda Park. We are expecting the project will be operational in Aug," said NMC officials. Other civic projects, including the emergency operation centre and the auditorium at Hirawadi, are slated to become functional shortly, added the officials.

Delhi's roads set for a makeover: 415 km to be rebuilt under Rs 950-crore scheme
By Tanya Chugh New Delhi [India], June 29 (ANI): In a major infrastructure push, the Delhi government has drawn up a Rs 950-crore plan to reconstruct 415 kilometres of worn-out roads across the city. A proposal in this regard has been sent to the Central government under the Central Road Fund (CRF), with an aim to provide much-needed facelift to key stretches, including the Outer Ring Road, Mathura Road, Najafgarh Road, and Vikas Marg. So far, 150 km of roads have already been repaired, while work is ongoing on another 100 km. A top government source said the proposal has been sent to the Centre, seeking financial assistance to expedite the project. The target for the upcoming financial year is to repair 500 km of roads in the state. Along with the repair of roads, footpaths, and drains, reconstruction will also be undertaken. Construction work will be carried out through e-tendering to complete the project by 2026. The Delhi government hopes to receive financial assistance from the Centre this time, which would help expedite the work. The PWD department has also launched a campaign to fill potholes on the roads. On June 23, the government launched this campaign, during which 3,400 potholes were filled in a single day. 'Our commitment is to give good roads to the people of Delhi. Construction of roads is in progress. We have constructed 150 km of roads and have a target of 500 km for this year. The previous government constructed poor-quality roads. We will recarpet all the roads,' PWD Minister Parvesh Verma told ANI. Odisha: Pinak Mishra appointed Puri SP, Chanchal Rana new Collector after Rath Yatra stampede
Puri (Odisha) [India], June 29 (ANI): Following the tragic stampede during the Jagannath Rath Yatra in Puri that claimed three lives and left several injured, the Odisha government has transferred the Puri Superintendent of Police and Collector. Pinak Mishra has been appointed as the new SP of Puri, while Chanchal Rana replaces Siddharth Shankar Swain as the new Collector. These changes come in the wake of Chief Minister Mohan Charan Majhi's directive for a detailed administrative inquiry to be conducted under the supervision of the Development Commissioner. The CM also ordered strict action against those found negligent in their duties. Speaking after his appointment, SP Pinak Mishra said, 'This is the order of 'Mahaprabhu' that I have appointed as the SP of Puri once again. We will ensure that the 'Rath Yatra' concludes peacefully. I urge the devotees to coordinate with the administration and follow the guidelines issued by the administration.' Newly appointed Collector Chanchal Rana also spoke to ANI, saying, 'As per the will of Mahaprabhu and the instructions of the state government, I have taken charge as Puri Collector today. Our main priority is to ensure that devotees from across the world have a pleasant and joyful experience during the Rath Yatra. The police and the administration have taken all the steps. We also urge devotees to avoid overcrowded areas.' Earlier in the day, Odisha Deputy Commissioner of Police (DCP) Vishnu Pati and Commandant Ajay Padhi were suspended for dereliction of duty related to the stampede incident. The stampede occurred during the Rath Yatra in Puri, as overcrowding led to the unfortunate deaths of three devotees and injuries to several others. Expressing deep sorrow, Odisha Chief Minister Mohan Charan Majhi announced a financial assistance of Rs 25 lakh for the next of kin of each deceased devotee. The Chief Minister ordered a detailed administrative inquiry under the supervision of the Development Commissioner and instructed the transfer of the District Collector. The Chief Minister reaffirmed that Rath Yatra is a source of pride for Odisha and assured strict action against those responsible for the mishap. He emphasised that such incidents must not recur, ensuring the safety and sanctity of the festival in the future. Earlier today, CM Mohan Charan Majhi apologised and sought forgiveness from devotees, following a stampede during the Jagannath Rath Yatra in Puri, in which at least three people died and several were injured. He further directed the authorities to initiate action against those responsible. Posting on social media platform X, Chief Minister Majhi said, 'Due to the intense eagerness among devotees to have a glimpse of Mahaprabhu at Sharadhabali, an unfortunate incident occurred because of the resulting jostling and chaos. Personally, my government and I seek forgiveness from all devotees of Lord Jagannath. We express our condolences to the families of those devotees whose lives were lost at Sharadhabali and pray to Mahaprabhu Jagannath to grant them the strength to bear this profound sorrow.' He added that an investigation will be conducted into the security lapse and action will be taken against those responsible. 'This negligence is unforgivable. An immediate investigation into the security lapse will be conducted, and I have directed that necessary steps be taken to initiate exemplary action against those responsible,' Majhi's X post read. The stampede claimed the lives of three people and injured several early this morning near the Gundicha Temple in Puri. During the annual Rath Yatra, a massive crowd of devotees pull the holy chariots of the three deities - Lord Jagannath, Lord Balabhadra and Goddess Shubhadra, which are taken to the Gundicha Temple, a short distance from the Jagannath Temple. The three deities spend a week at the Gundicha Temple before returning to Jagannath Temple. This year, the Rath Yatra commenced on Friday. (ANI)
