Fresno residents who ignore or sidestep the law risk being placed under arrest.
But what happens when laws that govern police are ignored or sidestepped by city leaders? Not a thing. They simply adjourn for lunch.
Over the last few months, dozens of cities, counties and even universities throughout California held community meetings required by a three-year-old state law that provides public oversight over the use of military equipment by local law enforcement agencies.
Los Angeles, San Francisco, San José, San Diego, Sacramento, Burbank, Santa Clara, Tustin, Salinas, Orange County, Alameda County, UC Santa Cruz, UC Irvine and my leafy hometown of Los Altos all turned up in a simple Google search.

Noticeably absent from the list of law-abiders: Fresno.
Born out of local law enforcement agencies rolling up in armored vehicles and riot gear in response to largely peaceful protests during the summer of 2020, AB 481 mandates police and sheriff's departments gain prior approval before purchasing specified types of 'military equipment' and compile an annual report of their existing inventories that describes every item and their authorized uses.
Those reports must be made publicly available and within 30 days accompanied by 'at least one well-publicized and conveniently located community engagement meeting' to provide residents with an open forum for questions about its contents as well as the agency's funding, acquisition or use of military equipment.
The idea isn't to stifle local law enforcement. It's to ensure transparency, which creates increased trust.
In Fresno, the public is getting the short end of the baton. The Fresno Police Department's annual military equipment inventory and use report can be found online – at least by those who can successfully navigate the city's website – but no community engagement forums have taken place since AB 481 went into effect.
A handful of Fresno residents attended Thursday's council meeting and submitted public comments to remind city leaders of their responsibility. They were summarily ignored.
The city council's approval of its police department's military equipment survey and use policy was contained in the consent calendar portion of the meeting agenda. Had the item not been pulled by Councilmember Miguel Arias, who posed a few rudimentary questions to Chief Mindy Casto, there would've been zero discussion of the subject aside from what was aired during public comment.
This meager discourse nowhere near clears the bar of a 'well-publicized and conveniently located community engagement meeting' mandated by AB 481 – regardless of any specious claim or legal interpretation made by City Manager Georgeanne White and City Attorney Andrew Janz. What's more, both know better.
In response to public comment, White strongly asserted (and sounded overly defensive) that the city has a responsibility not to send police officers into a situation where they are outgunned and in undue danger. I agree, except that's not really the point.
Regardless of how one feels about Fresno police spending $435,000 on a new armored vehicle or having 517 AR-15 assault rifles and 158 canisters of tear gas at their disposal, the law is plain. And in California's fifth-largest city, plainly ignored.
Trust between law enforcement agencies and the communities they serve requires openness and effort by both parties. Fitting that Fresno City Hall is located on a one-way street.

A Livermore man has been charged in connection with a drive-by shooting that took place over the July 4 holiday weekend, authorities said. According to Livermore Police, officers were called to the 300 block of Chestnut Street around 2 a.m. on July 5. When officers arrived, they found a 27-year-old Livermore man suffering from a gunshot wound. Officers provided aid to the victim, who was taken to a local hospital. The victim has since been released from the hospital and is recovering. Investigators said they believed the shooting was gang-related. In an update on Tuesday, police said they arrested 25-year-old Jesus Andrade of Livermore in connection with the shooting as he was leaving his home on July 8. He was taken into custody without incident. Police said Andrade was booked into the Santa Rita Jail in Dublin on suspicion of shooting from a vehicle and assault with a firearm. The Alameda County District Attorney's Office has since filed charges in the case. The shooting was among several violent incidents that took place in Livermore on the morning of July 5. Officers also responded to a reported fight involving 30 people near the intersection of Chestnut and North "I" streets and a knife assault in the same area. Police said they also responded to more than 90 fireworks-related calls that night. "I want to thank all the officers and dispatchers who worked last night to manage an exceptionally high call volume while continuing to prioritize public safety," Police Chief Jeramy Young said at the time.

For California, a summer of discontent

California is having a bummer of a political summer. With the state under daily siege by the Trump administration, Los Angeles occupied by federal troops and our gallivanting governor busy running for president, is it really any surprise? A recent UC Irvine poll found that residents, by a 2-to-1 margin, believe California is headed on the wrong track, a mood consistent with other gauges of Golden State grumpiness. Why the sad faces? 'We are so divided as a country that people feel like there's no common purpose and the other guys are out there about to do mayhem to the things that they believe in,' said Jon Gould, dean of UC Irvine's School of Social Ecology. 'Number two, there is a substantial portion of people who feel that their economic situation is worse than it was four years ago, two years ago, one year ago.' Gov. Gavin Newsom also gets some credit, er, blame for the state's darkened disposition. A poll conducted by UC Berkeley's Institute of Governmental Studies found California voters have little faith in their chief executive as he rounds the turn toward his final year in office. (Which may be one reason Newsom would rather spend time laying the groundwork for a 2028 White House bid.) Only 14% of voters surveyed had 'a lot' of trust in Newsom to act in the best interests of the California public, while another 28% trusted him 'somewhat.' Fifty-three percent had no trust in the governor, or only 'a little.' Not a strong foundation for a presidential campaign, but Potomac fever is a powerful thing. The Democratic-run Legislature fared about the same in the Berkeley survey. Forty-four percent of respondents had either a lot or some degree of trust in Sacramento lawmakers — not a great look, but a number that positively shines compared to attitudes toward California's tech companies and their leaders as they increasingly try to spread their overweening influence to politics. Only 4% had a lot of trust in the companies acting in the best interest of the California public; nearly six in 10 did not trust them at all. (There was similarly little faith in business groups.) But it's not just the state's leaders and institutions that fail to engender much trust or goodwill. A survey by the nonpartisan Public Policy Institute of California found residents have also soured on the three branches of the federal government. Fewer than a third of Californians expressed approval for President Trump and the conservative-leaning Supreme Court. Just 2 in 10 Californians approved of the job Congress is doing. Some of that is colored by partisan attitudes. Registered Democrats make up the largest portion of the electorate and, obviously, most aren't happy with the GOP stranglehold on Washington. But that distrust transcended red and blue loyalties. Overall, 8 in 10 adults said they do not fully trust the federal government to do what is right. A nearly identical percentage said they trust the government to do what is right only some of the time. That, too, is part of a long-standing pattern. 'It's a concern, but it's not a new concern,' said Mark Baldassare, who directs research for the Public Policy Institute. 'It's been around in some form for decades.' Back in 1958, when the National Election Study first asked, about three-quarters of Americans trusted the federal government to do the right thing almost always or most of the time — a level of faith that, today, sounds like it comes from people in another galaxy. Starting in the 1960s, with the escalation of the Vietnam War, and continuing through the Watergate scandal of the 1970s, that trust has steadily eroded. The last time the Pew Research Center asked the question, in the spring of 2024, just 35% of Democrats and Democratic-leaning independents nationwide said they trusted the federal government just about always or most of the time. That compared to just 11% of Republicans and Republican leaners. What's new — and perhaps most troubling — in the recent batch of opinion surveys are growing fears for the state of our democracy. Nearly two-thirds of those sampled in the Berkeley poll felt that 'American democracy is under attack' and another 26% described it as 'being tested.' Only 1 in 10 said our democracy is in 'no danger.' America has had some knock-down political fights in recent decades. But it's only in the Trump era, with his incessant lying about the 2020 election and assault on the rule of law, that the durability of our democracy has become a widespread concern. Pollsters didn't even ask that question '10 years ago, 20 years ago, because it was just inconceivable,' said Eric Schickler, who co-directs Berkeley's Institute of Governmental Studies. 'Even in moments when people were mad, say after [Hurricane] Katrina, Iraq with Bush, or amid the Lewinsky scandal or various other moments of trouble and conflict you would never have seen... 64% say American democracy is under attack and only 10% saying democracy is not in danger,' Schickler said. 'That's just a pretty stunning number ... and I think it suggests something really different is going on now.' Perhaps this is just a temporary cloud, like the coastal fog that dissipates as summer rolls on? 'In the short to medium term, I'm not optimistic,' Schickler said. 'I think that the problems that we have, the challenges, have just been growing over a period of time. Starting before the Trump era, for sure, but then accelerating in recent years. I think we're heading more toward a politics where there just aren't limits on what a party in power is going to do or try to accomplish, and the other party is an enemy and that's a really bad dynamic.' Oh, well. There's always the mountains, beach and desert offering Californians an escape.

City of L.A. on pace for lowest homicide total in nearly 60 years

Homicides across Los Angeles fell by more than 20% in the first half of the year, leaving the city on pace to end 2025 with its lowest total for that crime category in nearly 60 years, according to an LAPD tally. Although violent crime persists in parts of the city, homicides overall in L.A. have dropped to 116 through June 28, the most recent date for which reliable data were available, compared to 152 in the same period last year. Homicides have been on a steady downward trajectory since 2021, when total killings eclipsed 400 amid the tumult of the COVID-19 pandemic. The falling homicide rate in the years since mirrors a national trend, with Baltimore, Detroit and other major cities recording similar declines. Experts say the country may be in the midst of the sharpest decline in killings in history — one that can't be attributed to any single factor. 'What we're seeing is a broader trend that goes over several years,' said Charis Kubrin, a professor of criminology, law and society at UC Irvine. 'We're seeing homicide rates go down all across the United States.' The Los Angeles Police Department did not release homicide data in the 1970s, but it confirmed that the recent totals are on track for the lowest annual count since at least 1968. Cities and unincorporated areas patrolled by the Los Angeles County Sheriff's Department are also recording fewer killings. Through May 31, the most recent date for which data was published, those parts of the county had recorded 58 homicides. Over last year, 184 people were killed in areas that fall under the agency's jurisdiction, down nearly 100 from 2021. The deflated crime numbers paint a decidedly different picture than the dystopian image of the city offered by President Trump and other senior U.S. officials as justification for the deployment of military troops in L.A. in recent weeks. Areas in the city's more southern neighborhoods that have historically borne the brunt of L.A.'s violent crime trends have seen some of the most impressive turnarounds. Take the LAPD's 77th Street Division in South Los Angeles, which in years past has logged higher homicide tallies than the entire San Fernando Valley combined. But killings there dropped from a recent high of 63 in 2021 to 38 last year. The neighboring Southeast Division, which covers Watts and surrounding communities, saw its tally decrease by more than a third in that span. Kubrin and other researchers have long cautioned about reading too much into year-to-year crime data. She said the reasons for the improvements are likely rooted in the complicated and intertwined ways that cities have responded to the 'stress, the political divisiveness and the economic downturn' since 2020. 'With all its diversity and challenges and issues, L.A. still reports lower homicide rates than other major cities,' she said. A theory that violence dips during economic boom times gained traction after studies found that high homicide counts of the early 1990s coincided with a recession, but a similar downturn in the mid-2000s didn't necessarily translate into more people being killed. Conservatives point to mass tough-on-crime strategies, but Kubrin said other Western industrialized countries that lock up only a small fraction of the people as the U.S. also saw drops in crime. The Trump administration has proposed slashing hundreds of millions in federal funding from school safety grants, youth mentoring programs and gang intervention networks, which research shows can help curb crime. Jeff Asher, a leading expert in the field of criminology, deemed the recent period 'the great murder decline,' which he attributed to 'strong investment in communities from private and public sources after the shock of the pandemic.' While the LAPD is already shrinking, some police critics continue to argue for shifting resources from the multibillion-dollar police budget to pay for programs that pull people out of poverty and provide them with stable income and housing. LAPD Deputy Chief Alan Hamilton told The Times that beefed-up police presence on city streets in response to recent emergencies has almost certainly had a deterrent effect that reduced killings, in addition to efforts by gang interventionists and social workers. But Hamilton, who runs the department's detective bureau, warned that such gains could be eroded if the department continues to lose officers amid the city's ongoing fiscal crisis. The city could also see an increase during the hot summer months when bloodshed tends to spike, he cautioned. 'Obviously we flooded the streets during the fires and during the unrest,' he said. The department's strategy typically involves going after the small group of hardcore offenders driving most of the violence, an approach Hamilton said is paying off. 'I think we're seeing the dividends of that, as opposed to casting a wide net,' he said.
