Orissa HC expresses shock over manual drain cleaning, orders CMC to use machines
'This court expects that the inhuman methodology resorted to would be stopped immediately and efforts shall be made to undertake the drain cleaning activities by deploying technologically advanced drain cleaning machines,' the bench of Justices SK Sahoo and V Narasingh, which is dealing with PILs on civic issues in Cuttack city, said.
The court took note of media reports on how labourers, even minor boys, are engaged in the daunting task of clearance of wastes, deposits and sewage from the storm water channels and big drains in the city.
While they enter the drains without proper safety gear or safety measures, no CMC staff is monitoring the operations, thereby endangering the lives of the workers.
The bench observed, 'Needless to say, ensuring the health and safety of labourers is crucial for productive outcome. This involves implementing measures to prevent work-related injuries, diseases and hazards. When the labourers are used to clean the big drains manually, it very often leads to hazardous conditions and can lead to injuries or fatalities due to toxic fumes and coming in contact with sharp objects like broken glasses, metals and spikes besides poisonous snakes in the water bodies.'
Accordingly, the bench ordered the CMC to finalise a plan of action to streamline the cleaning process of the drains by adopting suitable machines and training of manpower and place it in the court during on the next date on July 7.
The bench also directed CMC to make sure there is no violation of the provisions of Child Labour (Prohibition and Regulation) Act in their operations.

Cyberabad Police impose strict regulations on spa centres
Hyderabad: The Cyberabad Special Operations Team (SOT), in collaboration with the Anti-Human Trafficking Unit (AHTU) and the Law & Order Wing of Madhapur Zone, convened a joint coordination and awareness meeting with spa centre owners and representatives on Friday. The session, led by Madhapur DCP Dr Vineeth G, primarily focused on ensuring legal compliance, fostering vigilance against human trafficking, and stressing the importance of industry cooperation in maintaining public safety and safeguarding the city's reputation. Dr Vineeth unequivocally stated, 'Engaging in any form of sexual activity on the premises is strictly prohibited. Spa and massage centres must operate only between 9 AM and 9 PM. The premises must not be used for residential purposes or be connected to any residential area.' As per the newly issued guidelines, all masseurs and masseuses are mandated to possess valid qualifications in Physiotherapy, Acupressure, or Occupational Therapy. Comprehensive details of all employees, including housekeeping staff, must be meticulously maintained in a register, and all staff members must be at least 18 years of age. Furthermore, the centres are required to comply with all applicable laws, including the Immoral Traffic (Prevention) Act. The name, licence number, licence details, and working hours of the centre must be conspicuously displayed at the premises. Additionally, details of the licence holder, manager, employees, working hours, types of massages and services offered, and corresponding fees must be prominently exhibited. To enhance oversight, CCTV cameras with recording facilities are to be installed at the entrance, reception, and common areas, with recordings preserved for a minimum of three months. Centres employing more than ten staff members are also mandated to constitute an Internal Complaints Committee, as stipulated by the Prevention of Sexual Harassment of Women at Workplace Act. DCP Dr Vineeth warned that any violation of these guidelines would result in penal action under applicable laws, with legal proceedings to be initiated in the event of any criminal activity. Moreover, the meeting highlighted the Telangana Guidelines (2021) as per the High Court directives: spa centres must maintain registers containing the names, verifiable addresses, phone numbers, and visit dates of customers to facilitate police verification, particularly in complaints involving opposite-sex service requests. These records must be readily accessible for inspection by any police officer not below the rank of Sub-Inspector. Crucially, during working hours, the main entrance door of the premises must remain open. The meeting saw the attendance of key officials including Women & Child Safety Wing (W&CSW) DCP Srujana Karnam, Madhapur SOT DCP Shoban Kumar, Madhapur SOT ADCP Srinivas Reddy, W&CSW ACP Satyanarayana, Miyapur Law & Order ACP Srinivas, AHTU Inspector Jamesh Babu, other police officials, and numerous representatives from spa centres across the Madhapur zone.

NIA chargesheets another accused for promoting banned PFI's activities in Bihar
New Delhi [India], July 4 (ANI): The National Investigation Agency (NIA) has chargesheeted one more accused in a case relating to the anti-national activities of the banned Popular Front of India (PFI) in Bihar, the NIA said in a statement on Friday. Md. Sajjad Alam of East Champaran district, Bihar, is the 18th accused to be arrested and charged in the case RC-31/2022/NIA/DLI. In its supplementary chargesheet filed on Friday before the NIA Special Court, Patna, the anti-terror agency has charged the accused, who was arrested from IGI Airport at New Delhi on his arrival from Dubai (UAE) in January this year, under various sections of the IPC and UA(P) Act. Earlier, the NIA Special Court had issued an arrest warrant against Sajjad, an active PFI cadre. NIA Investigations had revealed that the accused was involved in channelising illegal funds from Dubai to PFI cadres in Bihar through a syndicate based in Karnataka and Kerala. The funds were used for furthering criminal/unlawful activities of PFI even after its ban by the Government of India. The PFI conspiracy, aimed at establishing Islamic rule in India by 2047, involved unlawful activities by the outfit's cadres in order to terrorise people and disrupt the country's peace and harmony by spreading religious enmity between different groups. The case was originally registered on 12th July 2022 at PS Phulwarisharif in Patna district against 26 persons under the IPC. NIA took up the investigation a few days later and invoked the UA (P) Act in the case and had earlier chargesheeted 17 accused persons, the NIA said. Further investigations in the case are continuing, it added. Earlier, in a significant development in its ongoing probe into the targeted murder of BJP Yuva Morcha member Praveen Nettaru, allegedly carried out by members of the banned Popular Front of India (PFI), the National Investigation Agency (NIA) on Friday arrested a prime accused who had been on the run for two years. The accused, Abdul Rahaman, who carried a bounty of Rs 4 lakh, was arrested by an NIA team upon his arrival from Qatar at Kannur International Airport. A total of four accused, including Rahaman and two other absconders, were chargesheeted by NIA in this case in April this year, taking the total chargesheeted in the case to had also declared rewards for information relating to six absconders. Rahaman was carrying a reward of Rs 4 lakh for this investigations had revealed that 'Rahaman had, on directions of PFI leadership, voluntarily harboured the main assailants and others involved in the case.''Rahaman had fled to Qatar after the attackers were arrested,' said the NIA in a statement. Nettaru was brutally killed with sharp weapons by PFI cadres and members on July 26, 2022 in Bellare village of Sullia Taluk in Karnataka's Dakshina Kannada district. ED Officer, Arrested By CBI For Taking Bribe, Released On Interim Bail
Orissa: Enforcement Directorate's Deputy Director Chintan Raghuvanshi, who was arrested by the CBI while allegedly accepting a bribe from a businessman in Bhubaneswar, was released on interim bail from the Jharpada jail on Friday evening. The Orissa High Court granted him interim bail on Wednesday for 10 days on the ground that the young officer became a father on June 28 and he wanted to see his newborn baby and attend some rituals. "The IRS officer was released from jail this evening after the relevant documents from the high court and the lower court were produced to the jail authorities," his lawyer, Lalitendu Mishra, said. A single-judge bench of Justice Gourishankar Satapathy granted the interim bail on the condition that he should not leave the country during the 10-day period. Raghuvanshi and his associate were arrested in Bhubaneswar on May 30 after being allegedly caught red-handed while accepting the bribe amount of Rs 20 lakh from a man who is in mining. According to the CBI, he demanded Rs 5 crore from the businessman, who was involved in certain financial irregularities, to not arrest him. The businessman negotiated it down to Rs 2 crore, and the Rs 20 lakh cash was a part of it.
