Oman sees all countries as friends: Sayyid Badr at IOC2025
This edition will highlight the importance of inclusivity and building new partnerships in the maritime sector and is expected to host participants from over 60 countries and international organizations, reflecting the region's strategic importance and the need for collaborative solutions.
Sayyid Badr bin Hamad Albusaidi, Foreign Minister, is a member of the presidium committee for the conference, underscoring Oman's leadership role in this initiative.
"Our approach in Oman helps us solve problems and difficulties sustainably, and history has shown that this approach is constructive and successful. For thousands of years, Oman has been a crossing point for countries and oceans and a bridge for the exchange of cultures and trade. The Sultanate of Oman sees all countries as friends and is committed to promoting integration and inclusiveness at the Indian Ocean level.
There are great challenges, not all countries have a peaceful outlook. There may be strong waves pushing us in different directions, but our goal is to achieve peace."
The Indian Ocean Conference (IOC) is an annual international platform dedicated to promoting regional cooperation and addressing challenges in the Indian Ocean region. It brings together, heads of government, senior officials, private sector representatives, scholars, and experts to discuss issues of mutual concern, including maritime security, economic development, environmental sustainability, and geopolitics.
The event fosters dialogue and collaboration among countries bordering the Indian Ocean, as well as global powers with strategic interests in the region.
Since its establishment in 2016, the IOC has served as a significant forum for fostering dialogue and cooperation. Countries such as India, Sri Lanka, Australia, Oman, and Singapore have played central roles in its proceedings. The conference addresses traditional security concerns, such as naval power and territorial disputes, alongside emerging challenges like climate change, natural disasters, and economic disruptions.
The discussions will focus on promoting regional cooperation, enhancing maritime security, amplifying the voice of the Global South, and tackling major challenges in the maritime sector.
The conference will explore strategies to improve trade corridors, ensure freedom of navigation, foster environmental sustainability, and leverage technological advancements for port security and governance.

Oman opens visa, medical examination centre in Manila
Manila, Philippines – Oman Visa and Medical Examination Centre was inaugurated in the Philippines capital Manila on Monday as part of a strategic initiative by the sultanate to streamline and regulate work visa procedures in accordance with employment contracts approved under Omani Labour Law. The centre is a comprehensive, one-stop facility, including bio- metric fingerprint registration, medical examinations, document and employment contract attestation, and other services. Designed to enhance efficiency, protect both workers and employers, and reduce reliance on unregulated intermediaries, the centre enables employers to verify skills and qualifications to ensure they match job requirements. Additionally, the centre provides services such as issuing Omani phone numbers and opening bank accounts in Oman. It also features a dedicated application information centre and will conduct awareness sessions on workers' rights and obligations. These activities will ensure workers receive the necessary information and support throughout the employment process, facilitating a smooth pre-departure experience, a statement said. The Manila centre is the first in a series of similar facilities Oman plans to establish in key labour-exporting countries, with additional centres expected to open in the near future. 'This initiative is part of a broader strategy to enhance labour mobility frameworks and safeguard the rights of workers and employers in accordance with Omani Labour Law.' The Omani delegation held official talks with the Philippines Department of Migrant Workers, where both sides reaffirmed their shared commitment to protecting workers and employers while promoting ethical employment practices. The two sides agreed to cooperate closely to ensure the success of this initiative in line with their mutual objectives. The event was attended by H E Nasser bin Said al Manwari, Oman's Ambassador to the Philippines.

Oman, Philippines strengthen ties with visa exemption agreement
Manila, Philippines – Oman and the Philippines have signed an agreement on mutual visa exemption for holders of diplomatic, special and service passports, in a move that reflects growing bilateral relations and commitment to enhancing cooperation in key sectors. The agreement was signed on Monday during a meeting in Manila between Sayyid Badr bin Hamad al Busaidi, Foreign Minister of Oman, and Maria Theresa Lazaro, Secretary of Foreign Affairs of the Philippines. The two ministers reviewed ways to further develop cooperation, particularly in economic and scientific fields. They agreed to continue efforts to finalise several bilateral memoranda of understanding, including an agreement to avoid double taxation and another to encourage and protect mutual investments. The ministers also agreed to convene the second Oman-Philippines Investment Forum in Muscat next year, aimed at strengthening sustainable economic ties between the two countries. On political matters, the discussions included regional developments and mechanisms to enhance cooperation between the Gulf Cooperation Council (GCC) and the Association of Southeast Asian Nations (ASEAN), particularly in knowledge exchange, capacity building and strategic partnerships. The Philippine foreign minister expressed appreciation for Oman's recent humanitarian efforts, including its role in securing the release of sailors from the Galaxy Leader ship detained in Yemen. She also lauded the sultanate's peace diplomacy, led by His Majesty Sultan Haitham bin Tarik, and the positive treatment of Filipino workers in Oman. Maria welcomed the outcomes of the recent Oman-Cebu Investment Forum and expressed her country's interest in expanding such initiatives, encouraging private sector engagement and investment. Sayyid Badr, in turn, commended the Philippines' support and affirmed the strong ties between the two nations. He noted the shared human values and friendship that continue to guide cooperation for mutual benefit. The meeting was attended by Nasser bin Saeed al Manouri, Ambassador of Oman to the Philippines, Raul Hernandez, Ambassador of the Philippines to Oman, and other officials from both sides.
