New Zealand: Indian students can work 25 hours/week under new visa rules

Indians studying in New Zealand or planning to head there soon have reason to be optimistic. On July 14, 2025, the New Zealand government unveiled its new International Education Going for Growth Plan, which will tweak immigration rules to attract more international students, while keeping academic quality and immigration compliance intact.
As part of this plan, Immigration New Zealand (INZ) will implement several visa-related changes from November 3, 2025.
Students can work up to 25 hours a week
Currently, international students can work up to 20 hours a week during term time. That cap will now increase to 25 hours for eligible tertiary and secondary school students.
The new 25-hour limit will apply automatically to all new student visas granted from November 3, even if the application was submitted before the rule came into effect. But those holding existing student visas will need to either apply for a variation of conditions or a new visa to take advantage of the extra five hours.
School students in Years 12 and 13 will still need written permission from both a parent and their school to work these hours.
Notably, many student visas already allow full-time work during official breaks and holidays. If this applies, students can wait until after the summer break to apply for the extra in-study work hours—so long as their current visa remains valid.
There are currently 40,987 student visa holders in New Zealand with in-study work rights:
< 29,790 visas expire on or before March 31, 2026
< 11,197 visas expire after that
Not everyone is expected to apply for the additional five hours. Some students may be close to completing their studies, while others may prefer to wait until their next visa renewal to add the change and avoid extra fees.
Broader work rights for exchange and Study Abroad students
From November, all tertiary-level students on approved exchange or Study Abroad programmes will also be eligible for in-study work rights. This includes even short-term enrolments such as one-semester courses.
Until now, these rights were more limited and depended on specific course types or lengths.
Change in institution or course level? Apply again
INZ also clarified that students will now need to apply for a new visa, not just a variation of conditions, if they decide to change their education provider or lower the level of their study.
This move brings greater regulatory certainty and ensures that visa conditions reflect a student's most current enrolment.
Surge in Indian enrolments
New Zealand has been gaining traction among Indian students over the past year. According to New Zealand Education, international student enrolments from India rose 34% in the January–August 2024 period, reaching 10,640. That's up from 7,930 in the entire 2023 calendar year.
'New Zealand is steadily gaining significance as a preferred alternate study destination over the 'Big Four' countries,' Piyush Kumar, regional director for South Asia, Canada and Latin America at IDP Education told Business Standard.
He added, 'Our IDP data also reflects this, with the number of female student enrolments doubling over the same timeframe. This growth can be attributed to its student-first policies and supportive, holistic education system.'
Kumar pointed out that the government's decision to exempt Indian degree holders from qualification assessment and simplify the skilled migration route had added to the country's appeal.

India's outward foreign direct investment (FDI) commitments grew substantially on a year-on-year basis to $5.03 billion in June 2025, up from $2.9 billion in the same month last year. Sequentially, they rose from $2.7 billion in May 2025, according to data from the Reserve Bank of India (RBI). Outbound FDI, expressed as a financial commitment, comprises three components: equity, loans and guarantees. RBI data showed equity commitments rose more than threefold to $2.04 billion in June 2025, compared to $670.7 million in June 2024, and doubled from $987.1 million in May 2025. Loan commitments increased marginally to $585.55 million in June 2025, up from $454.3 million in June 2024. However, they were lower than the $1.02 billion committed in May 2025. RBI's entity-specific data showed Aster DM Healthcare committed $907.6 million as guarantees for Mauritius-based Affinity Holdings. State-owned Indian Oil Corporation committed guarantees worth $294.99 million for its Netherlands-based wholly owned subsidiary (WOS), Indoil Global BV. Integris Health Private Ltd committed equity worth $371.5 million for its WOS, Everlife Holdings Ltd. The National Stock Exchange (NSE) committed $329.2 million for NSE IFSC Ltd, its GIFT City-based wholly owned subsidiary, with a guarantee component of $300 million and an equity component of $29.3 million. Meanwhile, outbound FDI touched $6.64 billion in the April–June 2025 period, with an equity component of $4.3 billion and a loan component of $2.34 billion. Singapore emerged as the top destination for Indian FDI commitments, worth $2.21 billion, followed by Mauritius and the United States of America, with $1 billion each. FDI commitments for the United Arab Emirates stood at $450.5 million and Germany at $345.65 million in April–June 2025, RBI data showed.

The Ministry of External Affairs on Thursday responded to the arrest of Gurjeet Singh Malhi by US immigration authorities over alleged child pornography charges, citing respect for the law and order of the host country, ANI reported. Answering a question on the matter during the press conference, MEA spokesperson Randhir Jaiswal said, 'These are matters of law and order... We would endeavour to tell Indian nationals going abroad that they should abide by local laws, guidelines and regulations.' Earlier on 11 July, the US Immigration and Customs Enforcement (ICE) had arrested a 42-year-old Indian national – Gurjeet Singh Malhi – in the State of Washington on charges of possession of child pornography. Malhi was arrested during a coordinated federal law enforcement operation, and it has triggered a political row in Punjab as both the BJP and Congress accuse the ruling AAP of having links with the accused. Since the purported images of Malhi with Chief Minister Bhagwant Mann's family members, and other AAP leaders and ministers surfaced, the opposition parties in Punjab have attacked the ruling party. Both the BJP and the Congress are seeking explanations from CM Bhagwant Mann and the AAP government in Punjab. Meanwhile, Malhi has been charged by the US authorities with possession of child sexual abuse material (CSAM). 'A citizen of India, Gurjeet Singh Malhi, 42, was arrested during a joint federal law enforcement action in WA. Malhi has been charged by local authorities with possession of CSAM, child sexual assault material, commonly known as child porn,' ICE said in a statement. Congress leader Sukhpal Singh Khaira has sought answers from the Punjab CM over his family's alleged connection with Malhi. 'We (Congress Party) demand an explanation from Bhagwant Mann – what connection does his family have with the shameful arrest of NRI Gurjit Malhi by USA federal authorities for possessing CSAM, Child Sexual Assault Material, commonly known as Child Porn? (sic),' the MLA from the Bholath Assembly constituency said in a post on X. "Does the family of the Punjab CM have relations with such a shameful CRIMINAL? (sic)" the former Leader of Opposition in the Punjab Assembly added. "Similarly, other Aam Aadmi Party leaders like Speaker Kultar Singh Sandhwan, FM Harpal Cheema, MLA, etc. should explain what dealings, including financial, do these leaders have with such Nasty Criminals? (sic)" Khaira further questioned in the post shared on Wednesday. BJP's Chandigarh unit also attacked AAP and asked on X, "How long will AAP's self-proclaimed revolutionaries dodge these serious allegations?" 'NRI Gurjeet Malhi, arrested in the USA on child sexual exploitation (CSAM, child pornography) charges. His photos with CM Bhagwant Mann's family are circulating publicly, along with clear links to AAP leaders like Speaker Kultar Sandhwan, Finance Minister Harpal Cheema, and Minister Lal Chand Kataruchak,' the BJP said in a social media post. 'What is your connection with this man? Why the silence on such a disturbing case?' BJP said. "AAP leaders often target others based on mere photos – will you now apply the same standard to yourselves?" the BJP asked. So far, the Aam Aadmi Party has not responded to the allegations.
