
A New Luxury-Building Amenity the Whole Neighborhood Can Use: Child Care
Rather than let the room remain dormant, the developer, Josef Goodman, had an idea. Why not turn it into something that the neighborhood, rather than just the building's residents, actually needed: a child care center.
On a recent weekday morning, a dozen toddlers who live nearby passed the deli on the building's ground floor and climbed a flight of stairs to the revived lounge space, converted last fall into Little Legacy Village Preschool. They gathered on a rainbow mat and wriggled into a downward dog and child's pose for a yoga session to start off the day.
The preschool is part of an emerging alliance between real estate, one of New York City's most powerful industries, and child care, one of its most beleaguered.
David and Goliath being on the same team confers mutual benefits.
The city's child care operators are often desperate for space but strapped for cash. Developers can offer deals on rent or help with converting vacant spaces — all while offering wary neighbors an amenity that, unlike a pet spa or a cold plunge, might actually make their lives easier.
There is widening concern among the city's captains of industry that the soaring cost of child care is bad for business.
Families with young children have been leaving New York in large numbers since the coronavirus pandemic. A report by the left-leaning Fiscal Policy Institute found that families with children under 6 were about twice as likely to leave the city than New Yorkers without children. Families have cited concerns about the lack of access to convenient, affordable child care.
The city has lost about 8 percent of its licensed child care providers in the past 10 years, according to a recent report, and some neighborhoods have no licensed providers at all.
The Real Estate Board of New York, a powerful lobbying group, has taken notice.
Last year, the organization launched a campaign with District Council 37, a union representing some of the city's lowest-paid child care workers, to push politicians to increase the city's child care tax credit and make it easier to open new centers.
And the real estate group has been eager to highlight child care spaces included in new buildings.
'We have been seeing this expanding universe of common areas that are provided for some sort of public good,' said Jonathan Miller, president of the appraisal company Miller Samuel.
'It's hard for many to see a developer as altruistic,' he added. 'But the idea is that it's not being done for altruism, it's being done for community acceptance, and that is a very important component of development.'
For Mr. Goodman, the founder of Haussmann Development, creating child care space achieves a few goals at once.
It might make it easier for him to retain tenants, some of whom he said tended to leave his buildings or the city altogether after they started having children.
Also, it never hurts to have the community on your side. 'Generosity is your best form of marketing, right?' he said. 'And then you've developed a reputation where people begin to trust you, and they allow you to build.'
Mr. Goodman worked with Erica Forte, an educator who runs a day care center out of her home down the block from Little Legacy, to open the space. Haussmann spent about $100,000 and used its in-house construction and accounting teams to help convert what Mr. Goodman called a 'white vanilla box' into a colorful classroom. Most of the students use city-funded child care vouchers to pay tuition.
Sometimes, including child care in a new development can help build neighborhood support.
Some residents of Windsor Terrace, a low-rise Brooklyn enclave, opposed the development of two new apartment buildings on the site of a commercial laundry building nearby, arguing that the relatively tall buildings would be out of scale with the neighborhood and would not offer enough affordable housing.
When the City Council approved the development in February, the deal included a sweetener: ground floor child care space.
At 655 Union, a new luxury building in Gowanus, Brooklyn, there is a 25-yard pool outside and a wellness studio upstairs. On the ground level, the building's developers have leased 3,700 square feet to NY Kids Club, a preschool.
And in Inwood, one of the last affordable neighborhoods in Manhattan, some residents worried about the height of a new building — the Eliza — the latest development to feature apartments built on top of new public libraries. When the Eliza opened last year, it included a public prekindergarten center.
While early childhood experts praised those arrangements, they cautioned that they represented only a fraction of the child care seats that the city needed.
Tara Gardner, the executive director of the Day Care Council of New York, said she hoped the real estate industry would consider subsidizing the salaries of child care employees who worked in its buildings. Many such employees make just over minimum wage, and people are leaving the child care industry in droves.
'We can create all the spaces and capacity we need, but if there's no work force, it's all for naught,' she said.
It remains to be seen just how far the real estate industry will go in supporting child care. In the meantime, some child care operators are creating their own playbooks for how to work with developers.
Vivvi, a venture-capital-backed child care network with 10 city locations, is a tenant of some of the most powerful real estate groups in the city. The network struck a deal with Related Companies, which helped develop Hudson Yards in Manhattan, to become the sprawling development's exclusive child care provider, with the goal of bolstering attendance in office buildings.
Vivvi also offers child care benefits through NewYork-Presbyterian, one of the city's largest hospital systems and a real estate juggernaut in its own right. A Vivvi location near the hospital's Upper East Side location offers child care from 6 a.m. until 8 p.m., to accommodate medical workers' schedules.
It pays to work with some of the city's wealthiest landlords who can take on more risk, said Charles Bonello, Vivvi's chief executive. Developers can help make their vacant spaces safe for young children, offer deals on rent until a day care facility is fully enrolled or charge child care tenants a percentage of the revenue they generate, rather than a fixed monthly rate.
'The smartest and best landlords understand that it's not just the dollar per square foot you can get from a tenant,' Mr. Bonello said. Instead, developers can 'offer something that will drive interest and value to other holdings.'
That is part of the reason that Jeff Gural, chairman of GFP Real Estate, started working child care into his real estate empire decades ago.
In the 1990s, Buckle My Shoe Preschool was on the verge of being priced out of its space in TriBeCa, where landlords were beginning to raise rents.
One of Mr. Gural's grandchildren happened to attend the school. And his company happened to own a 8,500-square-foot bank space nearby that was in need of a tenant. He turned the space into a preschool and provided scholarships for the city government employees who worked upstairs.
A few years ago, Mr. Gural contributed $2 million to help convert another bank building he owned into a West Village location for Buckle My Shoe. Now, he offers half off the cost of the branch's tuition for many of the tenants in GFP's office portfolio.
Mr. Gural is pragmatic about where this kind of arrangement will work, and where it won't — renting out prime retail space in SoHo to a preschool, for example, might not be a good bet.
But Mr. Gural said he had been shocked by how much his own relatives were paying for child care these days.
'The most important thing for the city is to be able to attract young people who want to live here,' he said. 'If that ever changes, we're in big trouble.'

Some of Mamdani's platform is surprisingly similar to Bloomberg's, experts say
He proposed free crosstown buses. He pushed for steep tax hikes on the wealthy—including an 18.5% property tax increase— insisting none of his rich friends threatened to leave the city over higher taxes. He championed millions to build supermarkets in long-neglected neighborhoods. And under his plan, city workers could give privately raised cash to New Yorkers booking dental appointments or keeping their children in school. These progressive policies, however, are not from New York City's Democratic nominee for mayor, Zohran Mamdani. Experts said they were from Michael Bloomberg, New York's billionaire former Republican mayor and a prominent supporter of Andrew Cuomo's run for mayor. As Mamdani reshapes the city's political map, some experts told ABC News a striking parallel is emerging. Behind the labels of "socialist" and "technocrat," both men share aligned goals: taxing the rich during crises, promoting expansive transit ideas, and bold plans to bring fresh food to low-income communities. Still, experts said, even when policies overlap, most New Yorkers do not see them as similar. They point out many people know Mamdani as an organizer who has posted that capitalism is a form of thef t; Bloomberg as a businessman who built a fortune managing the free market that Mamdani is critiquing. Mamdani identifies himself as a democratic socialist and has stated, "I don't think that we should have billionaires." Bloomberg is one of the richest people in the world. Neither Mamdani nor Bloomberg provided statements to ABC News. Mamdani recently acknowledged in a private meeting with business leaders that he hopes to emulate Bloomberg on a few issues — even as he draws fire from many in the business community, sources familiar told ABC News. "There's a resistance from a lot of powerful forces ... And it doesn't have to do with Mamdani's politics, it has to do with the fact that he doesn't come from them," Democratic strategist Peter Feld told ABC News. Bloomberg spent $8 million backing Cuomo's failed bid to become the Democratic nominee for mayor. "If you said which of these things go together, you probably wouldn't pick Bloomberg and Mamdani," Christine Quinn, the former city council speaker who helped Bloomberg pass key policies, told ABC News. "But when you peel away at the onion, there's a lot of similarities." Free buses As early as 2007, Bloomberg spoke about his public transit goals, telling WABC, "If you were to design the ultimate system, you would have mass transit be free and charge an enormous amount for cars." During his 2009 re-election campaign, Bloomberg proposed making some Manhattan crosstown buses free of charge. An archived screenshot from his campaign website states, "The MTA should eliminate fare collection..." At a campaign event, he called the MTA "bloated" and "inefficient." The New York Times contrasted observers calling the proposal "radical," and a Regional Plan Association official saying it "captured people's imaginations." A Mamdani campaign pillar calls for free fares on all bus lines. After piloting a fare-free program on five lines as an assemblymember, Mamdani compared it to Kansas City and Boston's free programs. Cuomo's bus plan for mayor includes evaluating the "expansion of a fare-free bus pilot program" that Mamdani championed, and expanding a 50% discount on public transportation for low-income residents. Regional Plan Association's Kate Slevin, who served in city government under Bloomberg, said she "can't remember other mayoral candidates" with a similar plan for free buses. Slevin told ABC News, "When it comes to fares, those are the only two I can remember." After Bloomberg won, a transportation website reported he removed the proposal from his website. The plan was never implemented. Both men faced criticism over feasibility - the MTA controls bus fares. Mamdani has not publicly highlighted Bloomberg's old bus proposal, but he's aware of at least one Bloomberg transportation initiative: in a recent video about expanding dedicated bus lanes, he said, "It's not a new proposal, Mayor Bloomberg suggested it in 2008." Taxing the wealthy After 9/11, during New York City's financial crisis, Mayor Bloomberg increased property taxes by 18.5%, short of his original 25% push. Months later, Bloomberg raised sales and income taxes. Single filers earning over $100,000 were among those impacted. "[Bloomberg] knew that to make New York livable, you had to raise taxes, and he put that as a priority, rather than to simply cut the budget and vital services," NYU Professor of Urban Planning and Policy, Mitchell Moss, told ABC News. "Taxes were not a peripheral part of his fiscal policy. They were a central part." In a 2007 USC speech, Bloomberg reflected, "As a last resort, we even raised property taxes and income taxes on high-earners," recalling backlash, saying "raising taxes didn't make me the most popular..." In response to concerns New Yorkers may leave, Bloomberg told WNYC: "I can only tell you, among my friends, I've never heard one person say I'm going to move out of the city because of the taxes ... Not one." Former Mayor Bill de Blasio attempted to raise taxes on the wealthy to fix subways, but was not successful. Mamdani proposes permanent additional 2% tax increases for earners making over $1 million and raising corporate taxes. Bloomberg framed his hikes as temporary, specifically tied to emergencies. However, even Bloomberg acknowledged that his tax revenue supported broader ambitions. "Mike Bloomberg raised taxes following 9/11 out of fiscal necessity, not ideology," Ed Skyler, a senior executive at Citigroup and former deputy mayor for Bloomberg, told ABC News. At USC, he said increases, "allowed us to close the huge budget deficits, balance the books and continue investing in the future: building new schools, revitalizing old industrial areas, creating the largest affordable housing program in the nation, supporting our cultural institutions, parks, libraries, and universities, and expanding world-wide advertising to attract businesses and tourists." Food policy for low-income communities Under Bloomberg, starting in 2009, dozens of FRESH grocery stores opened. Many are still operating today. The program offered public subsidies to private grocery operators to boost access to fresh food in underserved neighborhoods. Quinn, then city council speaker and a key player in passing the program, said they always asked: "how do we use the powers of the city of New York to jolt the private sector into action?" Bloomberg frequently sought to merge public and private efforts—through initiatives like his Green Carts program —which supplied permits for vendors selling fresh produce in "food deserts," and Health Bucks, which enabled discounted food to be purchased at farmers markets. Mamdani proposes one municipally owned, nonprofit grocery store in each borough, offering goods at wholesale prices. On " Plain English," Mamdani said his plan would cost less than FRESH. CUNY School of Public Health Professor Nevin Cohen said he believes Mamdani's plan would cost less than Bloomberg's, too. He wrote a piece titled " Guess What? Government Is Already in the Grocery Business," mentioning existing markets in Madison and Atlanta. Mamdani's idea isn't new to the city. Former Mayor Fiorello La Guardia created the first public market network and several still remain today. Under Bloomberg, one such market—Essex Market—was rezoned and relocated to a new, modern space. Cohen said Bloomberg and Mamdani's plans "are not just similar. They actually had the same underlying goal." Cohen said, "Bloomberg very much intervened in the market" and sent an old advertisement of Bloomberg, dressed as a nanny, labeled, "You only thought you lived in the land of the free." Quinn also notes that many of Bloomberg's plans faced resistance, but once implemented, became part of the city's fabric. "What is radical on Monday often becomes widespread by Wednesday," Quinn said.

The $8-billion Skydance-Paramount Global deal is finally closing. Now what?
After finally getting approval from the Federal Communications Commission, Skydance Media is just weeks away from completing its $8-billion merger with Paramount Global, leading to sweeping changes for some of the most iconic media brands. CBS, MTV Networks and Paramount Pictures are all bracing for upheaval when Larry Ellison and his son, David, take the keys from Paramount Global controlling shareholder Shari Redstone. The long-running ownership saga has played out while the rules of the media industry have been upended by streaming and, more recently, a White House unafraid to use its muscle to silence critics. Skydance and its backer, RedBird Capital Partners, have promised investors that it will find $2 billion in cost savings, which means further belt-tightening and layoffs. 'This will be the most dramatic change to the organization since its inception,' said one longtime CBS insider who was not authorized to comment publicly. Here is what Wall Street and the media industry will be watching for once the deal closes on Aug. 7: Last year, Paramount+ added 10 million new subscribers to reach 77.5 million. Its subscriber count is now 79 million, thanks also to NFL programming, CBS shows such as 'NCIS' and original hits including '1923,' 'Landman,' 'Lioness' and 'Tulsa King.' Paramount has projected full-year U.S. profitability for Paramount+ this year, making it one of the fastest subscription services to get there. But its relatively scant resources and thinner slate has made it difficult to truly compete with Netflix and the other biggest players. One potential solution: partnering with a rival streamer to increase its reach. 'Questions around the long-term scalability of Parmamount+ continue to loom large,' analyst firm MoffettNathanson noted in a report Friday. 'Will the new management team pursue external partnerships as a viable path forward?' Ellison and his team have suggested that they will bring a tech-focused sensibility to Paramount. Technological prowess would help Paramount+ improve its user interface and recommendation process, which insiders acknowledge is currently underwhelming. As expected, the architect of Paramount+ original series strategy, Paramount Global co-CEO Chris McCarthy, will leave when the deal closes. Analysts also want to see Skydance will increase investment in film and TV franchises to revive assets that have been constrained by Paramount's debt. While Skydance will get a robust library of films and TV shows, it will also be faced with the slow-melting iceberg that is broadcast and cable TV, which continues to lose viewers. Streaming has surpassed broadcast and cable as the leading source of video consumption just as Skydance takes over CBS and Paramount Global's array of channels that include MTV, BET and Comedy Central. Doug Creutz, an analyst for TD Cowen, believes the merged company should consider spinning off traditional TV businesses, similar to what Warner Bros. Discovery and Comcast are doing with their cable channels. Whether that will happen remains to be seen. 'There is a clear opportunity to improve Paramount's growth profile by letting those assets go,' Creutz wrote Friday. 'On the other hand, we suspect the Ellisons did not purchase Paramount in order to break it up for parts.' A test of Skydance's commitment to broadcast may come if the FCC relaxes TV station ownership rules, which would likely lead to consolidation. CBS News' '60 Minutes' received a vote of confidence with the naming of Tanya Simon, a respected veteran insider to take over as executive producer. She was the choice of the program's strong-willed correspondents. Simon's appointment is expected to provide stability following the departure of longtime showrunner Bill Owens, who was forced out amid the push for a $16-million settlement over President Trump's lawsuit claiming the program deceptively edited an interview with former Vice President Kamala Harris to make her look better to voters. '60 Minutes' remained tough in its White House coverage as negotiations went on. The question is whether that approach will continue with new owners. Larry Ellison has a friendly relationship with the president, and the new owners agreed to appoint an ombudsman to oversee news coverage. Getting it right matters from a business perspective too, as '60 Minutes' remains the most profitable program on CBS. With Simon in place, new management is expected to address other areas of the news division that can use improvement. The network's revamp of the 'CBS Evening News' has been a disappointment in the ratings and will likely see some changes. In the longer term, there has been chatter that Skydance may set its sights on acquiring CNN from Warner Bros. Discovery and combining it with the broadcast news operation, an idea that has been considered numerous times over the last few decades. CBS canceled 'The Late Show With Stephen Colbert,' upsetting his fans, progressive Democratic legislators and other late-night hosts who make their living lampooning President Trump. The network said it was strictly a business decision, as the younger viewers who made late-night TV monstrously lucrative for decades are no longer showing up. The timing of the move made the company look as if it were capitulating to Trump, who long had the host on his enemies list. But Colbert will remain on the air through May. The show has already been sold to advertisers for next season. The host has remained unrelenting in his mockery of Trump. The season premiere of 'South Park' only upped the ante. The animated series made references to the '60 Minutes' deal, showed Trump in bed with the devil and aired its own version of a Trump-mandated PSA, showing a naked president with talking genitalia. There is no question both shows will test the patience of the new owners. Pulling Colbert off or censoring the 'South Park' creators, who just received a $1.5-billion deal to continue their show and move its library to Paramount+, would lead to a far greater backlash than what has been seen so far. Any attempt to curtail their voices will send a negative message to creative types who consider working with the company's movie and TV operations going forward. Over the last few years, Paramount Pictures — home of franchises such as 'Transformers' and 'Mission: Impossible' — has ranked either fifth or fourth at the domestic box office. So far this year, the lone major movie studio still located in Hollywood proper has accounted for about 7% of ticket sales in the U.S. and Canada, according to box office website the Numbers. Since the pandemic, the company has enjoyed a number of major hits, including 'Top Gun: Maverick' and 'Sonic the Hedgehog 3.' It has also had some solid singles and doubles, including 'Bob Marley: One Love.' But overall, the more-than-century-old studio has struggled from underinvestment in its intellectual property and movie brands. The latest 'Mission: Impossible' starring Tom Cruise — the eighth and purportedly last in the series — grossed $589 million globally but cost $300 million to $400 million to make, not including marketing costs. Paramount's latest effort, an animated 'Smurfs' reboot, sputtered at the box office. Next up: a reboot of 'The Naked Gun.' The unit's leader, Brian Robbins (also head of Nickelodeon at Paramount Global), is expected to leave the studio, though he has not officially announced his plans. David Ellison is a movie fan and is expected to take a particular interest in the operation, with plans to put Skydance's chief creative officer, Dana Goldberg, in charge of film at Paramount. Skydance has worked with Paramount on movies before, producing 'Maverick' and the 'Missions: Impossible' films A transfer of ownership means the NFL can reopen its long-term deal with CBS, which has a Sunday package of games, the AFC Championship Game and two Super Bowls. The NFL is the lifeblood of broadcast television, providing a vast majority of the year's most-watched programs. Without the NFL, CBS would face tremendous challenges in getting fees from pay TV operators who carry its stations. Revenue from affiliates who pay the network for its programming would also dramatically decline. Although the NFL is known for taking a pound of flesh at every opportunity, NFL Commissioner Roger Goodell has signaled he will give careful consideration before making any changes. 'We've had a long relationship with CBS for decades and we also have a relationship outside of that with Skydance,' Goodell told CNBC earlier this month. 'We have a two-year period to make that decision. I don't see that happening, but we have the option and it's something we're going to look at.' The NFL could wait until 2029 when it has the option to open up the contract with all of its media partners. The new media deal for the NBA — $76 billion over 11 years — has the NFL believing its pact is underpriced. Times staff writer Meg James contributed to this report.
