Tariff uncertainty adds pressure to US soft goods retailers: Fitch

Fitch Ratings has warned that ongoing trade tariff uncertainties continue to pose execution risks for US soft goods retailers, exacerbating pre-existing structural challenges in the sector. In April, the agency revised its 2025 outlook for the US retail and consumer products sectors to 'deteriorating' from 'neutral', citing the potential for increased trade barriers, rising retail costs, and waning consumer sentiment.
Retailers reliant on imports from China, Vietnam, and Cambodia are especially vulnerable, with Fitch noting the absence of a long-term trade agreement and persistent uncertainty despite a recent US Federal court ruling. Soft line and department store retailers face heightened sourcing risks, which could affect holiday season planning and lead to markdowns, inventory issues, or lost market share, it said in a press release.
Fitch Ratings has downgraded its 2025 outlook for the US retail and consumer products sector to 'deteriorating', citing tariff uncertainty, soft consumer demand, and sourcing risks, especially for soft goods retailers. Apparel and footwear sales are expected to decline mid-single digits, pressuring margins. While firms like Dillard's remain resilient, others like Capri Holdings face heightened risk.
Fitch projects mid-single digit topline declines for discretionary spending, including apparel and footwear, in 2025. This could result in EBITDA declines of up to mid-teen levels due to sales deleverage, increased markdowns, and some absorption of tariff costs. However, Fitch also noted divergence across product categories and company strategies.
Larger, higher-rated retailers such as Signet Jewelers (BBB-/Stable) and Dillard's (BBB-/Positive) are expected to better withstand volatility due to stronger vendor relations, design capabilities, and liquidity. In contrast, companies like Capri Holdings (BB/Negative), which is already experiencing EBITDA and topline pressure, may face greater challenges. Capri could benefit in the near term from the proceeds of its Versace sale.
Fitch expects retailers to preserve liquidity by limiting share buybacks, capital expenditure, and dividends, as they did during past downturns. While most Fitch-rated issuers have sufficient rating headroom and manageable maturity risk, companies such as Levi Strauss, Macy's, Nordstrom, and Samsonite may see EBITDAR leverage trend near or above negative rating sensitivities in 2025 before improving in 2026, the release added.

By Danial Azhar and Rozanna Latiff KUALA LUMPUR (Reuters) -Malaysia's Prime Minister Anwar Ibrahim announced new measures on Wednesday to address growing public disquiet about the rising cost of living, including a cash handout for all adult citizens and a promise to lower fuel prices. His statement in a televised broadcast came ahead of a planned protest to be held in Malaysia's capital Kuala Lumpur on Saturday, aimed at forcing Anwar to step down over escalating prices and a failure to deliver on promised reforms. Anwar's administration has carried out a number of measures to boost revenue and productivity this year, including a minimum wage hike, increased electricity tariffs on heavy power users and an expanded sales and services tax. Anwar has said the moves were mainly targeted at large businesses and the wealthy, but critics have voiced fears that higher costs would eventually be passed down to consumers, including lower and middle-income earners. On Wednesday, Anwar said all Malaysians above 18 will receive 100 ringgit ($23.67) in a one-off cash handout to be disbursed from August 31. The government will spend a total 15 billion ringgit ($3.55 billion) in cash aid in 2025, up from 13 billion ringgit originally allocated for the year, he said. Police have said they expect between 10,000 and 15,000 people to attend Saturday's protest, which has been organised by opposition parties. "I acknowledge the complaints and accept that the cost of living remains a challenge that must be addressed, even though we have announced various measures thus far," Anwar said, adding that more initiatives to aid those in poverty will be launched on Thursday. Anwar said the government will also announce details of a long-awaited plan to adjust blanket subsidies on the widely used RON95 transport fuel before the end of September. Once the subsidy changes are implemented, Malaysians will see fuel prices at the pump drop to 1.99 ringgit per litre, compared to the current price of 2.05 ringgit, Anwar said. Foreign nationals however will have to pay unsubsidised market prices for the fuel, he said. Anwar did not provide details on how the measure will be enforced. Analysts say changes to the fuel subsidy rationalisation scheme - originally set for mid-2025 and aimed at also removing subsidies for the wealthy - could affect Malaysia's fiscal consolidation plans. Kenanga Investment Bank economist Muhammad Saifuddin Sapuan said the cash handout and subsidy measures were necessary to boost domestic demand, amid external headwinds arising from ongoing global uncertainty. "Nevertheless, this comes at a cost, especially on how the government will finance it, and likely put pressure on its fiscal target," he said. Kathleen Chen, of Fitch Ratings' Sovereigns team, said further delays or insufficient progress on subsidy rationalisation could jeopardise the government's goal to reduce its deficit to 3% by 2028. Fitch expects Malaysia's general government debt to remain high, at around 76.5% of GDP in 2025, with only a gradual decline in the medium term, she said.

Prime Minister Narendra Modi is set to visit Maldives in the second leg of a two-nation visit that is scheduled to begin 23 July. The Indian leader will travel to the United Kingdom, before travelling to the Maldives on 25 July. He will be the guest of honour at Maldives' 60th Independence Day celebrations. 'On the economic front, one recent development which I would like to share with you is that both countries [India and Maldives] are in discussions to negotiate a free trade agreement and an investment treaty as well, while new areas of cooperation, including renewable energy, and fisheries are also in the works,' Misri said at a special press briefing. New Delhi: India and the Maldives have begun preliminary discussions for a Free Trade Agreement, Foreign Secretary Vikram Misri said Tuesday. Malé has drawn most of the $400 million, which is the total amount covered by the first of the two currency swap agreements with India. This has helped the archipelago stave off difficult outcomes for its economy. The preliminary discussions for a FTA between India and Maldives comes after Malé's free trade agreement with China came into effect from 1 January 2025. At the time India had voiced serious concerns over the agreement, which was first signed in 2014 and agreed to by the Maldivian Parliament in 2017. However, following the change in government in 2018, with Ibrahim Solih assuming the presidency, the agreement between Maldives and China was suspended. Malé has also engaged with Turkey for discussions on an FTA. Modi's is set to be the first state visit to be hosted by Maldivian President Mohamed Muizzu, since the latter assumed the presidency in November 2023. Ties have gone through a serious change in the last year, especially as Muizzu had swept to power on an 'India Out' campaign. However, the fragile state of the Maldivian economy has required New Delhi and Malé to deepen their economic engagement, with India first announcing the roll over of a $50 million loan in May 2024. New Delhi further withdrew its roughly 80 military troops from the island country and replaced them with a technical mission following negotiations with Malé during the first half of 2024. In the last decade, China has stepped up efforts to deepen ties with Malé, assisting with a number of infrastructure projects worth over a billion dollars. Muizzu made a state visit to China in January 2024, where over 20 agreements were signed between the two countries. In September 2024, India rolled over another $50 million loan to Maldives, which helped thaw the diplomatic chill that had set in during the first half of 2024. Muizzu eventually made it to India in October 2024 for a state visit. One of the outcomes of the visit were twin currency lines announced by New Delhi worth $400 million and Rs 3,000 crore respectively. On Tuesday, Misri said, 'We extended a considerable amount of emergency financial assistance to the Government of Maldives, including through instruments such as the twin currency swap arrangements that were done when President Muizzu was also here (New Delhi) for $400 million as well as 30 billion Indian rupees.' 'It is a fact that it [Maldives] has faced a stressful financial environment, and that is why we have been giving a helping hand to Maldives in order to stabilise the financial situation. Our recent assistance has led to accretions in the foreign exchange position of the Maldives, and it is this accretion, as a matter of fact, that has been cited by international financial organisations, including the IMF, as a positive factor that has helped Maldives stave off outcomes that would be difficult for it,' added the Indian Foreign Secretary. According to Misri, most of the $400 million swap line has been drawn by Malé and the Rs 3,000 crore swap line will soon be drawn upon, as Maldives looks to protect its economy. Over the years, India has assisted Maldives with over a billion dollars in development assistance, along with the emergency financing it has given in the last 10 months. Modi's third visit to the island nation is set to see new development projects announced, highlighted Misri, while discussions are ongoing for new consulates to be opened by the respective governments. (LTF), one of the leading Non-Banking Financial Companies (NBFCs) in India has recorded consolidated Profit After Tax (PAT) of Rs. 701 Crore, up 10% Quarter-on-Quarter (QoQ) and 2% Year-on-Year (YoY) for the first quarter ended June 30, 2025. During the quarter, LTF achieved a milestone of highest-ever consolidated book of Rs. 1,02,314 Crore, up 15% YoY. The retail book size during the quarter reached Rs. 99,816 Crore, up 18% YoY. The Company has recorded quarterly retail disbursement of Rs. 17,522 Crore for the first quarter ended June 30, 2025, up 18% YoY. Retailisation stood at 98% for the quarter ended June 30, 2025, exceeding Lakshya 2026 target. Debut Investment Grade Credit Rating has been assigned to LTF by international rating agencies (S & P Global Ratings and Fitch Ratings). S & P Global Ratings has assigned LTF "BBB-" long-term and "A-3" short-term issuer credit rating. The outlook on the long-term rating is Positive. Fitch Ratings has assigned LTF long-term foreign and local currency Issuer Default Ratings (IDR) of "BBB-" with a Stable outlook. These long-term ratings are investment grade and are at par with India's Sovereign Credit Rating. This will enable the Company to tap global capital markets, further diversify its liability franchise, and deepen investor base. 'Project Cyclops', in-house developed proprietary credit underwriting engine by LTF, has been rolled-out for SME Finance and its advanced version is implemented in Two-wheeler Finance. The Company's customer-facing PLANET app, which has emerged as a powerful digital channel for customers, crossed more than 1.86 Crore downloads as on date, comprising more than 16.7 Lakh downloads on the rural side. As of date, this channel has done collections of over Rs. 4,800 Crore while servicing around 7.85 Crore requests and has sourced loans of over Rs. 15,500 Crore. The Company has launched a revamped customer-centric website and the next-generation PLANET 3.0.
