The match was tied 2-2 after 90 minutes and went straight to penalties.
The U.S. plays Guatemala on Wednesday in St. Louis for the right to face either Mexico or Honduras in the final July 6 in Houston. Guatemala defeated Canada 6-5 on penalties after a 1-1 draw on Sunday.
After Max Arfsten gave the U.S. a 2-1 lead in the 47th minute with his first international goal, Costa Rica tied it in the 71st when Alonso Martinez scored on the rebound after his New York City FC teammate Freese saved a shot by Carlos Mora.
Arfsten had a goal and an assist and Diego Luna scored his first U.S. goal in the 43rd minute.
Francisco Calvo converted a penalty in the 12th minute to put the U.S. behind for the first time in the tournament. The goal came after Arfsten fouled Kenneth Varga on the right side of the box.
The U.S. failed to tie it in the 37th minute when Malik Tillman missed a penalty after Juan Pablo Vargas put his studs into his ankle. The foul and a yellow card came after video review.
Tillman, who leads the U.S. with three goals, put the PK off the left post in the 37th minute. Arfsten tried to score on the rebound but Keylor Navas made the save for a corner kick, precipitating a near-brawl.
Luna made it 1-1 with an assist from Arfsten when his shot deflected off Costa Rican defender Alexis Gamboa. Four minutes later, Arfsten made amends for his penalty by scoring from a leading pass by Tillman.
Tillman hit the crossbar in the 76th while Martinez smacked the left post nine minutes later.

MLS All-Stars, without Lionel Messi, beats Liga MX All-Stars 3-1
Major League Soccer joint leading scorer Sam Surridge of Nashville SC scored in the first half to help the MLS All-Stars to a 3-1 victory over their Liga MX foes despite the absence of Lionel Messi in the All-Star Game on Wednesday night in Austin, Texas. Philadelphia Union's Tai Baribo added the eventual winner early in the second half, and the Vancouver Whitecaps' Brian White provided late insurance for MLS, which won for the third time in four All-Star Games played in this format since 2021. Tijuana's 16-year-old Gilberto Mora pulled a goal back later in the second half for Liga MX and became the youngest goal-scorer in the event's history. Earlier this month, he became the youngest player ever to win a senior continental international title as part of Mexico's CONCACAF Gold Cup championship squad. Surridge and Inter Miami's Messi each have 18 league goals. It was uncertain all week whether Messi would play on Wednesday, but the 38-year-old, eight-time Ballon d'Or winner did not appear. His Miami teammate, Jordi Alba, also missed the exhibition. Per MLS rules, Messi and Alba would face a one-game suspension for skipping the All-Star Game, which would see them miss a home match against FC Cincinnati on Saturday. Surridge opened the scoring in the 28th minute on a chance created by Los Angeles FC's Denis Bouanga, who beat the Liga MX defence with his pace but saw his initial effort denied by Club America goalkeeper Luis Malagon. Bouanga reached the rebound, then bent in a diagonal cross toward the six-yard box, where Surridge met it with a downward header that beat Malagon. Baribo, who has 14 regular-season goals this year, four behind Messi and Surridge in the MLS Golden Boot race, doubled the advantage in the 51st minute. He reached a cross from the left by Columbus' Diego Rossi and beat Cruz Azul goalie Kevin Mier from about 15 yards out. Mora pulled a goal back in the 64th minute, but White made sure of the MLS win in the 80th minute. The New England Revolution's Carles Gil was exceptional in setting up the attack for the final goal, manoeuvring out of traffic at midfield before playing in the San Jose Earthquakes' Cristian Espinoza down the left. The Chicago Fire's Philip Zinckernagel provided the final pass for White's tap-in from close range.

Malik Tillman joins Bayer Leverkusen for a club-record transfer fee
Bayer Leverkusen has moved to replace Florian Wirtz by signing United States international Malik Tillman from PSV Eindhoven for a club-record fee. The 23-year-old attacking midfielder signed a contract through June 2030, the Bundesliga club said Saturday. Kicker magazine reported Leverkusen was paying PSV a fixed sum of 35 million euros ($41 million) for the player, making him the club's most expensive incoming transfer. We've gained another strong and very dangerous attacking player, Leverkusen sporting director Simon Rolfes said He can play in both the number 10 and the number 8 positions in midfield. Malik is an absolute top signing for us. Tillman, who was born in Nuremberg, Germany to a German mother and American father, played through Bayern Munich's youth teams after switching from Bavarian rival Greuther Frth in 2015. He was unable to establish himself in the senior team and made just seven appearances for Bayern before joining Glasgow Rangers on loan in 2022-23. He joined PSV on loan with an option to buy the next season, before PSV activated the buy option last year. Tillman scored 16 goals and set up five more in 34 competitive games for PSV last season, helping it to the Dutch league title. Leverkusen is rebuilding this offseason amid star player Wirtz' departure for Liverpool for a Bundesliga-record fee.

Mexico Defeat USA 2-1 To Retain CONCACAF Gold Cup
Mexico defeated the United States 2-1 to retain the CONCACAF Gold Cup and lift the title for a record-extending 10th time on Sunday. A 77th-minute header from Mexico skipper Edson Alvarez completed a come-from-behind victory after a typically hard-fought tussle between the North American arch-rivals and 2026 World Cup co-hosts. The win was no less than Mexico deserved after dominating for long periods against Mauricio Pochettino's inexperienced USA side, who went into the tournament missing several first-choice regulars. Alvarez's winner capped a fairytale return to Houston after he had limped off in tears at the same venue during Mexico's opening game of the Copa America last year. "It's a very emotional moment for me," the West Ham midfielder said afterwards. "Ever since I got to Houston, I've been thinking about that heartbreak. I just asked life to give me one more joy." The USA got off to a dream start when center-back Chris Richards headed the hosts into a fourth-minute lead in front of just under 71,000 fans at NRG Stadium. Sebastian Berhalter's perfectly flighted free-kick sowed panic in the Mexican defence and Crystal Palace defender Richards stooped for a powerful header which cannoned off the underside of the bar and over the line. That early effort was to be the USA's best chance of a first half that Mexico controlled for the most part. Mexico's 16-year-old prodigy Gilberto Mora threatened to grab an equaliser in the 24th minute, but his curling shot was saved by USA goalkeeper Matt Freese. Three minutes later Mexico drew level. Marcel Ruiz threaded a superb pass to veteran striker Raul Jimenez, who crashed an unstoppable shot into the roof of the net. Jota tribute Jimenez celebrated by producing a shirt bearing the name and number 20 of late former Wolverhampton Wanderers team-mate Diogo Jota, the Liverpool and Portugal star who died in a car crash in Spain last week. "He was a great team-mate during my two years at Wolves," Jimenez explained afterwards. "We kept in touch often, we shared wonderful moments and times there, playing key roles in Wolves achievements during that period. "It's really tough to hear news about someone so close to you who was a great friend." Mexico continued to carve out the better chances and Roberto Alvarado's low shot forced another good save from Freese in the 35th minute. The goalkeeper needed to be alert again five minutes later, parrying away Mora's powerful strike as it hurtled towards the top corner. Alex Freeman almost nodded the USA back in front on the stroke of half-time after pouncing on hesitation by goalkeeper Angel Malagon, but his header cannoned back off the face of the Mexico stopper. The second half followed a similar pattern, with Mexico looking much the more threatening side as the USA struggled to create anything at the other end. The breakthrough finally came 13 minutes from time, when Johan Vazquez's flick-on from a free-kick was met by Alvarez who powered a header into the net. The goal was flagged offside, but replays showed Alvarez was clearly onside and VAR overturned the decision to give Mexico a record 10th Gold Cup, three more than the USA. "Obviously we're disappointed not to come away with a win," said USA captain Tim Ream. "We started out really well and then they obviously got a spell in the game in the second part of the first half. "We just missed a little bit of calmness when we won the ball, to try and move them around a little bit."
