Small towns, big compute: Data centre investors look beyond India's metros

Agencies The high energy demands of AI chips are pushing data centre investors to look beyond India's metro hubs and tap into the country's hinterland.
Sify Technologies, CtrlS Datacenters, ESDS Software Solutions, RackBank and others are shifting focus from traditional locations such as Mumbai, Chennai and Noida. Instead, cities like Nagpur, Raipur, Chandigarh, Jaipur, Ahmedabad, Lucknow and Kochi are emerging as attractive alternatives offering better returns.
State governments are actively incentivizing this shift with land subsidies, single-window clearances and relaxed power tariffs. The Chhattisgarh government, for instance, is offering capital subsidies ranging from `60 crore to `300 crore, along with duty exemptions and rental support. The state is also subsidising talent costs with 20% salary reimbursements—up to `50,000 a month per employee—for five years, according to the State's policy document. Rajasthan chief minister Bhajanlal Sharma unveiled a data centre policy in April, aiming to attract `20,000 crore in investment over the next five years. Similarly, Gujarat is offering capital incentives of `50–200 crore, along with tax waivers.
Revival of the edgeExecutives said the AI boom could well mean a revival of edge data centres—smaller and closer to users—which haven't gathered much steam over the last decade. That's changing as cities like Mumbai and Chennai have become overpriced data centre hotspots because of their proximity to submarine cables landing on their shores.
'GenAI is the new engine that will fire investments to edge data centres,' said Rajiv Ranjan, associate director, cloud and AI, at research firm IDC India. 'We expect more AI inferencing workloads to get deployed at edge locations, closer to customers in tier 2 cities.' He also cited an emerging trend of modular or portable data centres, which are suited for small deployments and can be moved. According to IDC, investments in public cloud models at edge locations in the Asia-Pacific region (excluding Japan) are expected to grow from $15 billion in 2024 at a CAGR of 17% through 2028—a trend expected to be mirrored in India.'We believe the inflection point for edge DCs is now,' said Vipul Kumar, VP, edge and network, CtrlS Datacenters. 'A lot of AI workloads—especially inferencing—don't always need to sit in a central cloud or metro hub. They can (and should) run closer to the edge, particularly for use cases in sectors like manufacturing, healthcare, surveillance, agriculture, or autonomous systems in tier 2 and 3 cities of India.'CtrlS has deployed edge capacities in Patna, Lucknow and Bhubaneswar. The company is investing `500 crore in Bhopal, its first facility in central India. It's aiming for expansion in GIFT City (Ahmedabad), Guwahati, Kochi and Nagpur, it said.Sify Technologies said that while Mumbai, Chennai and Noida continue to be its growth epicentres, its edge model is also picking up pace. Raju Vegesna, Sify chairman and managing director, said the company has a $5 billion expansion plan that involves adding sites in tier 2 locations.'We are going to invest in data centres not only in the six-seven metros but in the next 10-20 tier 2, tier 3 cities like Lucknow, Chandigarh, Nagpur with small capacities of around 10 megawatts to create these AI factories,' he told ET in February.ESDS Software Solution is setting up a green data centre in Sahibabad in Uttar Pradesh designed for 600 high-density racks, 30 MW scalable capacity and GPU-ready direct liquid cooling, said chairman and managing director Piyush Somani.
AI infrastructure startup RackBank, which launched AI cloud business unit NeevCloud in 2023, is investing nearly `700 crore in cities such as Indore, Raipur and Assam. Clean energy momentum is enabling such locations to become attractive for data centres. For instance, CtrlS said it has commissioned a captive solar power facility in Nagpur. Such strategies are proving useful in power-sensitive and water-scarce regions. To be sure, hurdles persist. Companies must invest in dual grid systems for power redundancy. Telecom connectivity and fibre may be sketchy in remote regions. Finding skilled professionals such as certified data centre operators and engineers continues to be a challenge in smaller towns. 'With GenAI, value chain optimisation has emerged as an important use case as models learn from the value chain interactions and data flows to optimise resource, asset, and time efficiencies,' the report helps companies get more nimble.'By using AI to predict disruptions, whether due to trade tensions, raw material shortages, or climate-related events, we can adapt quickly while continuing to deliver responsibly,' a spokesperson for multinational industrial technology company Siemens AG told ET. 'Real-time data on demand shifts, component shortages, or regulatory changes allows us to respond quickly without compromising on our sustainability standards.'The firm is seeing improved capacity utilisation, faster response times, and significantly lower carbon impact by using AI in supply chain management . This includes a 15% reduction in logistics costs and 40% faster delivery times. It is also deploying AI-powered digital twins that simulate supply chain scenarios in can reimagine nearly 60% of 122 supply chain processes, from design and planning to after-sales and service, according to Accenture analysis. 0'For example, embedding gen AI into supply chain control towers improves data interaction, real-time decision making and proactive risk management,' said Vijay Kumar Baliyan, MD and lead, Industry X, Accenture in India. 'We are seeing an uptick in AI adoption in supply chain operations across industries, specifically in retail and ecommerce, consumer goods, healthcare and transportation.'Applications in sourcing and procurement include auto-generated vendor-specific insights to support contract renewals and contextualised performance metrics, he said. This enhances explainability, efficiency and operational performance.'We are seeing a sharp rise in AI adoption across sectors we serve, from energy to infrastructure to manufacturing,' said Anshum Jain, vice president, global supply chain, greater India, Schneider Electric . 'In India, where supply chains face unique challenges like infrastructural variability and regional disruptions, we're seeing AI play a critical role in building operational continuity. AI allows us to detect early signs of disruption, model various scenarios, and proactively address risks, whether it's a raw material shortage or a logistics bottleneck.'Firms are looking to strengthen their capacity to anticipate disruptions and respond with precision. 'Machine learning is used to model supply chain risks, while natural language processing enhances customer communication and sentiment analysis,' said Naresh Kumar, COO of electrical and automation firm Lauritz Knudsen.'AI-driven sales value projections are enabling smarter monthly planning cycles for the company, grounded in real-time data, he added. 'Amid ongoing geopolitical and macroeconomic uncertainties, businesses are grappling with challenges such as price volatility, supply chain disruptions, unplanned tariff costs and unpredictable operational shifts,' said Prashanth Kaddi, partner, Deloitte tools for scenario planning and predictive analytics, including predictive simulations, are becoming indispensable for navigating uncertainty and managing disruptions, he said. For instance, AI can support complex tasks such as trade classification, cost structure analysis, and regulatory compliance, enabling faster and more strategic customers like L&T are leveraging AI to reduce project planning time from two weeks to 10 minutes, unlocking faster decisions and cost savings in infrastructure and EPC, said Himani Agrawal, COO, Microsoft India and South Asia. Globally, procurement and supply chain solutions provider GEP is driving around 50% productivity gains with its AI-powered procurement platform. In a rapidly evolving global environment where trade dynamics are shifting, AI is no longer optional. In fact, it's becoming foundational to how supply chains operate,' said automotive industry is also leveraging AI to manage vast supplier networks, especially as electric and autonomous vehicles become mainstream, said Manish Singhal, secretary general, Assocham.'Retail is undergoing a quiet revolution, using AI to decode consumer behavior and respond to shifts almost as they happen,' Singhal said. 'In food and beverage, AI helps ensure freshness and reduce waste, while healthcare and pharmaceuticals are using it to manage critical, life-saving logistics.'

With country's largest IT services firm TCS laying off over 12,000 employees, industry body Nasscom on Monday said some "transitions" and "workforce rationalisation" are expected in near term as organisations shift toward product-aligned delivery models in response to increasing client demands for agility, innovation, and speed. Tata Consultancy Services (TCS) has said it will lay off more than 12,000 employees, or 2 per cent of its global workforce, this year, as part of a broader strategy to become a "future-ready organisation". The impact will be felt most in the middle and senior grades. Without directly mentioning TCS, Nasscom, in a statement titled "workforce realignment and industry transformation", highlighted that the tech industry is currently at an inflection point, with AI and automation becoming central to business operations. "Over the next several months, we anticipate some transitions as organisations pivot toward product-aligned delivery models, driven by rising client expectations around agility, innovation, and speed. This shift is likely to reshape traditional service delivery frameworks and, in the near term, may lead to some workforce rationalisation as traditional skillsets are re-evaluated," Nasscom said. Looking ahead, technology will continue to serve as a powerful catalyst for growth, making continuous skilling, upskilling, and cross-skilling, vital to developing future-ready and resilient workforces. Nasscom emphasised that deeper collaborations among industry, academia, and government is essential to bridge the skilling gap and embed talent development, which will sustain India's leadership in the AI era. As of Q4 FY25, more than 1.5 million professionals have been trained in AI and GenAI skills across different levels. Notably, advanced AI skilling initiatives have reached over 95,000 employees in leading listed firms, covering AI-native cloud, embedded AI, and applied intelligence certifications. "Hiring trends will continue to evolve, with increasing demand for deep, specialised expertise. There is no one-size-fits-all solution each enterprise will navigate this transition based on its unique strategic needs," NASSCOM said.
