Brazil's government, Congress fail to reach agreement on IOF tax
SAO PAULO - An attempt by Brazil's Supreme Court to broker a deal between President Luiz Inacio Lula da Silva's government and Congress over a controversial tax increase ended in a stalemate on Tuesday, with both sides opting to let the court settle the dispute.
The hearing focused on the government's recent decision to raise Brazil's Tax on Financial Operations (IOF) on some transactions in an effort to boost state revenues and Congress' subsequent move to block the tax hike.
Representatives from the Chamber of Deputies, the Senate and the executive branch agreed that a judicial ruling would be the "best way to resolve this conflict," according to a document released by the Supreme Court's press office.
Supreme Court Justice Alexandre de Moraes earlier this month temporarily suspended both the government's decree raising the IOF tax and Congress' attempt to overturn the measure, leaving the future of the tax uncertain until the court rules. REUTERS

These are the first such attacks on oilfields in the region and coincide with the first in seven months on shipping in the Red Sea by Iran-aligned Houthi militants in Yemen. Thursday's strike hit an oilfield operated by Norway's DNO in Tawke, in the Zakho area, the region's counter-terrorism service said. It was the week's second strike on a site operated by DNO, which operates the Tawke and Peshkabour oilfields in the Zakho area that borders Turkey. DNO did not immediately reply to a Reuters request for comment. No group has claimed responsibility for four consecutive days of attacks, but security officials told Reuters the drones came from areas controlled by Iran-backed militias. No casualties have been reported but oil output in the semi-autonomous Kurdistan region has been slashed by 140,000 to 150,000 barrels per day (bpd), two energy officials said. Top stories Swipe. Iran backs militant groups that are part of the Islamic Resistance in Iraq, a collection of about 10 hardline Shi'ite armed factions that command about 50,000 fighters and arsenals. They have claimed responsibility for dozens of missile and drone attacks on Israel and U.S. forces in Iraq and Syria since the Gaza war erupted in 2023. U.S.-based Hunt Oil operates the Ain Sifni oilfield in the Dohuk region, which was attacked on Wednesday. The contract with Barcelona is dated June 29 and stipulates that a logo branding the war-hit Central African country as the "heart of Africa" will appear on the backs of training and warm-up jerseys for the men's and women's teams. The logo will also appear in advertising for the club and in the club magazine and annual report, the contract says. Congo will pay the club between 10 million and 11.5 million euros annually over the next four seasons, it says. Details of the deal between Congo and Barcelona have not been announced. AS Monaco and AC Milan last month also announced sponsorship deals with Congo without disclosing the amounts. Congolese sports minister Didier Budimbu told Reuters the contract with AS Monaco is worth 1.6 million euros per season. He did not disclose the amounts for the contracts with AC Milan and Barcelona. Announcing the AC Milan deal on June 20, Congolese tourism minister Didier M'Pambia said it was part of a government strategy "to reposition the DRC on the international stage as an undisputed leader on the African continent" by promoting tourism and investment opportunities. Congo's tourism ministry did not immediately respond to a request for comment on Thursday, while Barcelona told Reuters they had no comment at this time. In February Congo's foreign minister Therese Kayikwamba Wagner urged football clubs Arsenal, Bayern Munich and Paris St Germain to end their "blood-stained" sponsorship agreements with "Visit Rwanda". Geo and ARY news channels had said earlier on Thursday that Trump was expected to visit Pakistan in September. But both later withdrew their reports. "Geo News apologises to its viewers for airing the news without a verification," it said. A senior management official at ARY told Reuters it backtracked after the foreign office said it had no knowledge of a visit. George W. Bush was the last U.S. president to visit Pakistan in 2006. "We have nothing to announce," a U.S. embassy spokesperson in Islamabad told Reuters, referring further questions on Trump's schedule to the White House.
