A strategic shift towards self-reliance

The government's recent shift towards an export-led growth strategy has garnered broad support. Yet, some manufacturers and commentators remain sceptical, expressing concerns about the impact on local industry and jobs.
Others question the timing of these reforms, particularly amid a global "trade war," not realising that this should have been done when Pakistan had started approaching the IMF in quick succession from 2008 onwards for relatively large bailout packages.
For more than a decade, Pakistan's exports have remained stagnant – hovering between $25 and $30 billion annually – while imports have nearly doubled. This widening gap has created a structural imbalance in the foreign exchange reserves, leaving the economy perpetually vulnerable to external shocks and reliant on repeated IMF bailouts.
To break this cycle, the government established specialised task forces comprising trade experts, senior officials and academia. After months of rigorous analysis and consultation, the conclusion was clear: without a comprehensive overhaul of Pakistan's outdated and distortionary import tariff regime, achieving sustained, double-digit export growth will remain elusive.
Several international organisations that have studied Pakistan's trade regime have long urged reform. The World Bank, for example, has consistently ranked Pakistan among the world's most protectionist economies, with average tariffs at least twice the global average and three times higher than those in successful East Asian economies. This tariff structure has created a strong anti-export bias, functioning more as a tool for revenue collection than as a catalyst for industrial competitiveness. If Pakistan is serious about bridging its competitiveness gap and integrating into global markets, modernising its trade policies must be the starting point – and the moment to act is now.
In line with the government's commitment to doubling exports within its five-year tenure, tariff restructuring efforts have been underway for several months. Once finalised, the proposed changes were evaluated through rigorous economic simulations using models such as the Global Trade Analysis Project (GTAP) and government-developed econometric frameworks.
The results indicated clearly positive economic outcomes: increased employment, accelerated export growth outpacing imports and a favorable shift in investment flows. Notably, the analysis revealed a direct correlation between the ambition of reforms and the productivity of outcomes – the bolder the reforms, the greater the economic gains.
These findings are not based on theoretical models alone. Historical evidence from both Pakistan's own tariff liberalisation efforts in the 1990s and early 2000s, as well as from other developing countries, shows that opening up to competition spurs exports, creates jobs, and reduces poverty, especially benefiting small and medium-sized enterprises (SMEs).
Of course, no reform is without its challenges. Certain sectors may require transitional support. But with careful planning and well-designed safeguards, tariff reform could be the bold step Pakistan needs to unlock its full export potential.
While the government will closely monitor implementation and impact, it is crucial to focus on the long-term upside and acknowledge the costs of not reforming. Over the past two decades, many of our peer countries embraced liberalisation while Pakistan fell behind, increasing its economic isolation.
Unsurprisingly, not all stakeholders agree. The Pakistan Association of Auto Parts and Accessories Manufacturers (Paapam) has expressed strong reservations about reducing tariffs to 15% over the next five years. They argue that such reductions could force many local firms to shut down and exacerbate unemployment.
However, the Karachi Chamber of Commerce and Industry (KCCI) counters that excessively high tariffs – currently over 87% on auto parts – only encourage smuggling. According to the KCCI, smuggled auto parts already account for 60% of the market, worth $380 million.
Similarly, a Customs Department study found that in 2021, smuggled auto parts captured half of the Rs122 billion market while local production stood at just Rs16 billion. Ironically, tariffs designed to protect the domestic industry are instead incentivising smuggling and undermining both industry and government revenue.
High tariffs carry several additional drawbacks. They have contributed to Pakistan's economic isolation, both regionally and globally. To offset the impact on certain industries, the government has introduced a range of schemes to provide cheaper inputs – yet these benefits are largely captured by a few large players, leaving SMEs at a disadvantage. At the same time, the cost of exemptions and concessions under the customs duty regime has surged, now amounting to nearly 50% of the total tariff revenue. This growing volume of preferential treatment not only undermines the integrity of the tariff system but is also widely seen as a major deterrent to foreign investment, which thrives on transparency, predictability and a level playing field.
Tariff reform is not a leap into the unknown; it is a calculated, evidence-based step towards a more dynamic, inclusive and globally competitive economy. While short-term resistance is inevitable, the long-term benefits far outweigh the costs.
If implemented with vision and consistency, these reforms can serve as a cornerstone of Pakistan's economic transformation, helping the country shift from a consumption-driven, import-reliant model to one that thrives on productivity, innovation and exports. This is not just about trade policy; it is about reshaping Pakistan's economic destiny. The choice before us is clear: continue with the status quo and endure recurring crises, or embrace reform and move confidently towards prosperity.

In an era where optimism often flickers under the weight of uncertainty, Pakistan seems to have finally turned the dial in its favour. The country's new economic momentum structured around reform-driven governance, investor-centric policy frameworks, and an assertive geopolitical posture is beginning to spark a rare confluence of confidence and credibility. At the heart of this strategic recalibration lies the Special Investment Facilitation Council (SIFC), a state-level institutional mechanism that is now proving to be far more than a bureaucratic symbol. The government's ambition to attract US$ 5 billion in foreign direct investment (FDI) is not just rhetorical it is now backed by tangible indicators, from soaring remittances and bullish capital markets to an unprecedented Rs 4.2 trillion development outlay for FY2025–26. Unlike previous economic plans that often stumbled at the altar of execution, this one appears both technically sound and politically backed, signalling a determined move from stagnation to structured growth. The post-budget environment in Pakistan tells a compelling story of market revival and strategic foresight. The KSE-100 index, long seen as a bellwether of investor sentiment, soared past the 125,000 mark a record high that is not merely symbolic but reflects deep-rooted optimism in the financial ecosystem. It is no coincidence that this surge was led by foreign investors, underlining Pakistan's emerging credibility in global markets. The budget has been well received across sectors, with economists and market strategists identifying key policy anchors that aim to shift the economy from short-term consumption patterns to sustainable, production-led growth. The IMF's endorsement of recent reforms further consolidates Pakistan's reformist narrative, while the active dismantling of red tape through SIFC's oversight is removing historical bottlenecks that once stifled both local and foreign investment. In this new configuration, SIFC has become the cornerstone of investment confidence not only fast-tracking approvals but also improving inter-agency coordination, a chronic structural weakness in the past. This forward-looking investment strategy is not confined to rhetoric or theoretical frameworks. It is underwritten by the Rs 4.2 trillion development envelope, of which Rs 1.4 trillion is allocated to the Public Sector Development Programme (PSDP), while Rs 2.8 trillion will be channelled through non-PSDP instruments like public-private partnerships and foreign-funded initiatives. Balochistan, often pushed to the economic periphery despite its geostrategic significance, is now taking centre stage in this paradigm. Federal Planning Minister Ahsan Iqbal's assertion that 'no region will be left behind' is not just political grandstanding but is backed by project-specific commitments in water management, solarisation of remote districts, higher education, and accelerated execution of the second phase of the China-Pakistan Economic Corridor (CPEC) in Gwadar and Makran. This includes the creation of a new Climate Change Fund by the provincial government a significant move that aligns regional sustainability priorities with the federal development matrix. For the first time in decades, Balochistan is no longer merely a line item but a strategic axis in the national development strategy. The broader narrative is equally encouraging. Pakistan's manufacturing base once a victim of policy inertia and energy shortfalls is being recalibrated to support export-led growth, with the textile, food processing, and IT sectors receiving focused policy attention. Finance Minister Muhammad Aurangzeb's unveiling of a Rs 50 billion Industrial Revival Fund is a clear message that the government intends to walk the talk. Special tax incentives, capital repatriation ease, and a renewed focus on digital exports are now forming the architecture of a 21st-century industrial strategy. With IT exports projected to cross $3 billion this fiscal year, there is a credible roadmap in place. More importantly, these initiatives are being undertaken with a view to restructuring Pakistan's growth model from a reliance on consumption and external debt to value-added exports and foreign investment inflows. Analysts at Moody's, Fitch, and JP Morgan forecast a 30–40 percent increase in FDI over the next year a projection contingent, of course, on continued fiscal discipline and uninterrupted policy continuity, both of which now seem more plausible given the institutional backing of the current economic plan. While challenges such as inflationary pressures, external debt servicing, and uneven revenue generation persist, they are no longer defining the economic conversation. Instead, the narrative has decisively shifted towards opportunity, structure, and long-term resilience. Pakistan appears to be in the early stages of what could be described as a strategic economic reset transitioning from a reactive, stabilisation-focused approach to one that is proactive, structured, and regional in outlook. The recent promotion of Chief of Army Staff Syed Asim Munir co-chair of the SIFC to Field Marshal adds another layer of strategic continuity to the reform process. With military stability, political alignment, and institutional reforms now moving in tandem, Pakistan's path forward looks less precarious and more purpose-driven. The historic capital market rally, coupled with visible improvements in fiscal planning and provincial integration, suggests that Pakistan is not just scripting a new chapter it is attempting to rewrite the entire playbook of its economic future. If current trends sustain and policy discipline holds, the country may well be on the brink of its most transformative economic decade in recent memory. Copyright Business Recorder, 2025

Govt mulling resolving IWT row via Indus body

ISLAMABAD: The government is planning to resolve the matter of abeyance of Indus Waters Treaty (IWT) by India through Permanent Indus Commissioners of the two signatories, Pakistan and India, but If there is no substantial outcome, then Pakistan would consider approaching the Permanent Court of Arbitration. This was stated by Attorney-General for Pakistan Mansoor Usman Awan while speaking to Business Recorder. The process involves Pakistan approaching the World Bank, the broker of IWT, for constitution of Court of Arbitration (CoA), after Indian government's unilateral decision of putting the IWT in abeyance subsequent to the 23 April 2025 terrorist attack near Pahalgam in Illegal Occupied Held Kashmir citing national security concerns. IWT: PM hails arbitration court's ruling 'We are preparing our case to seek all legal remedies to stop New Delhi from blatant violation of the Treaty unilaterally which is still inforce as per the international law,' informed sources told Business Recorder. According to Article 9 of IWT, if a question arises on the applicability of the Treaty between the two signatory countries, and in case both do not agree on a resolution mechanism bilaterally or G2G then the affected party will approach the third party. In this instance, the third party is CoA as a neutral expert is limited to deal only with the design of a project. The remedy to approach CoA is the role of the World Bank, as no country as an aggrieved party can establish CoA itself and for this purpose agreement of both parties is not necessary. The sources said, when an aggrieved party approaches the World Bank for establishment of CoA, the Bank has to establish CoA and it is the duty of CoA to take a decision on the application of the aggrieved country as it cannot hold the application on the grounds of reaching a consensus between the parties. However, in case the World Bank does not forward Pakistan's application for establishment of CoA under influence of some 'powers' and puts it aside, even then it willbe to the benefit of Pakistan as it would have adopted a legal course in accordance with the law and in case of any other step the burden will be on India for not following the legal course. 'Pakistan has decided to adopt legal course. We will go to the Court of Arbitration which will give its verdict as per its mandate,' the sources said, adding that in case the World Bank does not establish CoA, it will be enough for the world powers to understand that whatever legal course was available Pakistan adopted it before taking any adverse action. If CoA gives its verdict in favour of Pakistan and India does not implement it, then Pakistan has legal justification for considering it an act of war. When the case is taken to the International Court of Justice (ICJ), both countries have to accept its jurisdiction. However, if the United Nations passes a resolution on the matter, then IJC is bound to hear an application/ petition of a party as an organ of UN like the World Bank. CoA is established under Indus Waters Treaty whereas IJC can hear any case. Currently, Pakistan is sharing water related data with India unilaterally which means if a question arises at any international fora if Pakistan has shared all the information with New Delhi, then Pakistan would be in the better position. Pakistan has also shared information about variation in inflows in Chenab river at Maralla through Ministry of Foreign Affairs but received no response. CoA recently delivered a supplemental award related to the Indus Waters Treaty (IWT) which was rejected by India, while Pakistan accepted it. The decision relates to a dispute concerning the construction of hydroelectric power plants on the Western rivers, specifically the Kishanganga (2013) and Ratle (2015) projects. The CoA's supplemental award appears to address outstanding issues or clarifications following its earlier rulings. In 25 January 2023, India issued a notice to Pakistan conveying its intent to amend the IWT within 90 days to guarantee that disputes would be handled between the two nations without any outside interference. The notice of negotiation was issued just two days before the COA, established at Pakistan's request under the IWT, was to commence which was boycotted by India. According to the Attorney General of Pakistan's (AGP) office, on April 5, 2023, Pakistan responded to the Indian notice in which it was stated that Pakistan was ready to listen to New Delhi's concerns about the prevalent treaty at the level of the Permanent Commission of Indus Waters (PCIW). The decision about the parleys on changes to the Treaty will be taken once Pakistan hears India's concerns at the PCIW level. However, under Article XII, the existing Treaty will continue to reign unless the parties to the dispute, Pakistan and India, bilaterally introduce changes to the Pact. EDITORIAL: As had long been anticipated, the Federal Board of Revenue (FBR) missed its tax collection goal for FY2024-25, collecting Rs11.7 trillion in revenue against an original target of Rs12.9 trillion. The FBR's faltering performance during the year prompted two downward revisions of this target — first to Rs12.3 trillion, then to Rs11.9 trillion. In the end, the FBR missed the initial projection by over Rs1 trillion, and even the final, softened figure by Rs163 billion. These serial downward revisions and repeated misses signal more than just miscalculations by the tax bureaucracy and economic managers, although those are also troubling in their own right. More fundamentally, they expose a systemic failure to reform the chronic failings that lie at the heart of the country's tax architecture. The revenue targets were missed despite the imposition of exorbitant tax rates on salaried individuals and the corporate sector, the taxing of almost all essential consumable items, and the FBR upgrading its digital infrastructure, launching anti-smuggling operations and introducing additional tax measures worth a massive Rs1.3 trillion during the course of the year. In the end, its lacklustre performance also meant missing the IMF-set tax-to-GDP target of 10.6 percent. Even so, it's important to acknowledge that despite missing its collection goal, the FBR still generated revenue 26 percent higher than the previous year's, suggesting that part of the problem lay in setting an overly ambitious target. Annual tax objectives rely on making certain basic assumptions about key economic indicators, including the GDP growth rate, interest rates, inflation and anticipated policy outcomes, including those tied to the IMF programme. When these assumptions are misjudged, the resulting revenue expectations inevitably become skewed. In this case, too, FBR officials have cited overly optimistic projections of import volumes, inflationary pressures and high economic growth — all of which failed to materialise — as key reasons behind the shortfall. However, beyond the miscalculation of targets and economic indicators lie foundational shortcomings in the country's fiscal framework, most crucially, a chronically narrow tax base. The system continues to disproportionately burden the salaried class and the corporate sector — which together contributed a significant Rs5.8 trillion to the national coffers in FY2024-25 — as well as low- to middle-income groups. Meanwhile, large and often more profitable sectors — retail, agriculture and real estate, among others — remain either under-taxed or entirely outside the net. Genuine political will and the policy acumen required to address this imbalance meaningfully remain woefully lacking. The over-reliance on ever-rising tax rates and aggressive taxation measures by the FBR have meant that over time Pakistan has begun to mirror high-tax Scandinavian economies in terms of rates, but without offering the public comparable public services, social protections or institutional accountability that typically justifies such taxation burdens. The reforms needed to address the narrow tax base — such as bringing the vast retail and wholesale sectors into the net — remain largely unimplemented. Meaningful agricultural taxation, now being introduced not out of political will but under pressure from the IMF, is another case in point. There is only so much that can be extracted from the same segments of the population; beyond a certain threshold, higher tax rates simply incentivise evasion rather than improving compliance. When last year's collection target was set, the then FBR chairman, Amjad Zubair Tiwana, had cautioned that revenue was unlikely to exceed Rs11.8 trillion, the one forecast that proved accurate. This suggests that there is awareness at the top of the system's limitations, yet consequential reforms remain absent. Instead, the focus remains on introducing additional, often aggressive tax measures and expanding the FBR's coercive powers to squeeze more from the same outstretched sources. Until the political will, administrative capacity, effective policymaking and institutional accountability to broaden the tax base materialise, these cycles of overreach and underperformance will persist.
