Singapore unveils upgraded Stars package to fast-track Timor-Leste's Asean membership

SINGAPORE, July 14 — Singapore on Monday launched the enhanced Singapore–Timor-Leste Asean Readiness Support (Stars) package to support the country's integration into the regional bloc and its long-term development.
Prime Minister Lawrence Wong said the enhanced package will include tailored support to facilitate Timor-Leste's accession to key Asean agreements, specialised training in areas aligned with the country's national priorities, and leadership development programmes and scholarships for the next generation of leaders.
'Timor-Leste's upcoming accession to Asean is a significant milestone, both for your country and for Asean.
'Singapore looks forward to welcoming you warmly to the Asean family, and we will continue to stand with you on this journey,' Wong said at the official lunch he hosted in honour of Timor-Leste's Prime Minister Kay Rala Xanana Gusmao on Monday.
Wong said Singapore launched Stars in 2002, a specially customised package to empower Timorese officials with the knowledge and skills needed for Asean membership.
According to Singapore's Foreign Ministry, over 1,100 Timorese officials have, to date, participated in courses under the Singapore Cooperation Programme and the Stars package.
Gusmao arrived in Singapore on Sunday for his second official visit to the city-state, which continues until Wednesday.
He is accompanied by Vice Prime Minister, Minister Coordinator for Economic Affairs, and Minister of Tourism and Environment Francisco Kalbuadi Lay, as well as Minister of Foreign Affairs and Cooperation Bendito dos Santos Freitas.
Timor-Leste is expected to be officially admitted as the 11th member of Asean at the 47th Asean Summit in October in Kuala Lumpur.
In the Joint Communique issued following the 58th Asean Foreign Ministers' Meeting, the ministers expressed their commitment to supporting Timor-Leste in expediting its early accession to key Asean economic agreements, in order to facilitate its full integration into the regional bloc. — Bernama

SINGAPORE, July 16 — Singapore's economic growth is likely to slow in the second half of the year despite a better-than-expected performance in the first half because of uncertainties over tariffs, the head of its central bank said yesterday. Monetary Authority of Singapore (MAS) managing director Chia Der Jiun, speaking during the release of the central bank's annual report, said this was in line with the central bank's expectations of slower global economic activity and weaker external demand. Chia said there was considerable uncertainty given the range of potential outcomes. 'There is a range of possibilities around the extent and scope of tariffs, whether trade agreements are concluded and prove to be durable, and whether escalating trade conflicts recur,' he said. On Monday, the city-state reported preliminary growth of 4.3 per cent for the second quarter compared to a year earlier, pegged to the front-loading of exports during a pause in US tariffs. The trade ministry in April downgraded the city-state's GDP forecast for 2025 to a range of 0 per cent to 2 per cent, down from 1 per cent to 3 per cent. 'Consumption and investment will likely soften in the months ahead,' said Chia. US President Donald Trump last week notified more than 20 countries of tariff rates of 20 per cent to 50 per cent that will kick in from August 1, warning that any reprisals would draw a like-for-like response. Singapore has not yet received a letter from the Trump administration this round and its exports are still subject to the 10 per cent baseline tariff announced in April. Chia told the media briefing that the MAS made a net profit of S$19.7 billion (RM66.25 billion) in the 2024/25 financial year. Assets under management in Singapore grew 12.2 per cent year-on-year to exceed S$6 trillion for the first time. 'Singapore continues to be a trusted and attractive wealth management centre underpinned by high standards of regulation,' said Chia. The MAS this month gave penalties of $21.5 million to nine financial institutions, including Citibank, Julius Baer and UBS, for their role in the 2023 S$3 billion money laundering case. 'Our financial eco-system will be tough on suspicious and illegitimate monies, but welcoming and efficient to legitimate wealth,' Chia said. — Reuters

KUCHING: Sarawak will supply Sabah with 30MW of electricity starting August 2025 and this grid will also eventually connect to Brunei Darussalam as part of the Borneo Grid which it prioritises before realising supplying to the Asean Grid – to Singapore and the Philippines in future. Sarawak is supporting Malaysia in advancing the Asean Power Grid by realising an 'Interconnected Borneo' first. Malaysia is the Chairman of Asean this year. Advertisement Its plan for the Peninsular Malaysia and Singapore Interconnection is 1,000MW each from the mid-2030s via a 700-km submarine cable. 'Sarawak has been exporting 100 to 200MW of electricity since 2016 through the West Kalimantan Interconnection,' revealed Datuk Sharbini Suhaili, Group Chief Executive Officer Sarawak Energy Berhad at the International Energy Week 2025, at the Borneo Convention Centre Kuching (BCCK). The event is dubbed 'Borneo's Biggest International Energy Expo & Summit', themed: 'From Sarawak to the World: Journey to Clean Energy Leadership'. Sharbini is proud that Sarawak has put Malaysia on the world's map as a sustainable source of renewable clean energy, and by this role, the largest state in Malaysia is recognised for its leadership in green energy. Panel speaker, Puah Kok Keong, the Chief Executive of Energy Market Authority of Singapore noted that Sarawak has the lowest electricity tariff in Malaysia. He said whilst Singapore's electricity tariff is at Singapore 30 cents, Sarawak Energy offers the lowest unsubsidised tariffs in Malaysia and among the most competitive in the Southeast Asia region for organic residential, industrial and commercial customers averaging 28 sen/kWh, as its energy landscape comprises of a balanced capacity mix of 60 per cent renewable energy. Sarawak's unique energy landscape enables the state to be at the cusp of a transformative clean energy era. While the state is powered by predominantly renewable hydropower, it is also advancing alternative renewable energy like solar, biomass, etc. This afforded Sarawak Energy an opportunity to diversify its customer base and market besides the sharing of generation of renewables capacity. This facilitates regional energy trading, optimal resource utilization and promotes renewable energy integration. It also has abundant indigenous gas and coal resources for energy security and reliability of supply. Nevertheless, the state is on course to phase out coal from energy mix in future. Sharbini said 'Sarawak Energy is committed to achieving balanced energy development, focusing on energy security, sustainability and affordability to drive sustainable socioeconomic transformation in Sarawak.' Sarawak is harnessing its renewable hydropower with its Batang Ai (94MW since 1985), Bakun (2,520MW since 2011) which is the largest in Southeast Asia, Murum (944MW since 2014), and Baleh (1,285MW to be fully commissioned in 2030) to realize the Borneo grid before exporting surplus electricity to Singapore and West Malaysia. 'All hydropower facilities operated by Sarawak Energy are guided by the International Commission on Large Dams (ICOLD) and the Hydropower Sustainability Standard (HSS),' Sharbini said as he elaborated on the strategic importance of enhancing energy connectivity across Asean nations to create a resilient, efficient and integrated energy network. He called on Asean governments to allow the private sector to drive this energy transformation across Asean with support for fundings. Singaporean Puah Kok Keong revealed that the Singapore government has allocated some S$10 billion to the Singapore Future Energy Fund which must be spent prudently for this purpose. TA Research maintained a positive outlook on consumer activity. PETALING JAYA: The economy is expected to remain underpinned by resilient private consumption in the second half of 2025, despite a moderation in distributive trade momentum and global uncertainties, according to analysts. While growth in the distributive trade index (DTI) softened slightly in May, economists projected that favourable labour conditions, targeted policy measures and a recent interest rate cut would continue to support household spending and cushion downside risks to gross domestic product (GDP) growth. Malaysia's DTI expanded by 4.1% year-on-year (y-o-y) in May 2025 to 163.3 points, easing from April's 4.3% y-o-y growth. Distributive trade sales rose 4.4% y-o-y, also moderating from 4.7% in the preceding month. TA Research noted that the April-May DTI average of 4.2% y-o-y represented a marginal moderation from 4.3% y-o-y in the first quarter (1Q), suggesting 'a normalisation in spending patterns following steady momentum'. Nonetheless, the research house maintained a positive outlook on consumer activity, stating: 'We maintain the view that private consumption will remain resilient, underpinned by a favourable labour market, steady income gains and benign inflationary pressures, all of which support household purchasing power.' It added that Malaysia's Asean Chairmanship in 2025 could provide an additional uplift through heightened international engagements. 'These activities could spur urban consumption, particularly within the hospitality, transport and retail sectors, creating a positive spillover effect on domestic demand,' it said. TA Research forecasts private consumption expenditure (PCE) to grow by 4.7% y-o-y in 2Q25, slightly below the 5% y-o-y registered in 1Q25, due to a high base. Consequently, it expects GDP growth to moderate to 4% y-o-y in 2Q25 from 4.4% y-o-y in 1Q25. The recent 25-basis-point (bps) cut in the overnight policy rate (OPR) to 2.75% is expected to provide further stimulus. TA Research said: 'The recent 25-bps cut in the OPR is expected to reduce borrowing costs for households and businesses, making loans like mortgages, hire purchase and personal financing more affordable.' It cited a historical precedent, stating that a similar cut in 2016 had lifted GDP and PCE modestly in the subsequent quarter. BIMB Research, meanwhile, revised its 2025 distributive trade sales growth forecast downward from 6% to 5.2%, citing lacklustre motor vehicle sales. Nonetheless, the firm remained upbeat on the wholesale and retail trade segments, maintaining growth projections of 5% and 6.6%, respectively.
