San Juan designates ‘basaan zone' for Wattah Wattah 2025, warns violators
In Mark Salazar's Wednesday report on '24 Oras,' San Juan Mayor Francis Zamora expects a more orderly celebration following the implementation of a new ordinance.
To recall, a resident tagged as 'Boy Dila' went viral for mockingly firing a water gun at an unwilling motorcycle rider.
'Ako namay umaasa na sa taong ito ay hindi niya gagawin yung ginawa niya noong nakaraang taon. Umaasa po ako natuto na siya ng leksyon at magsilbing leksyon sa lahat ng iba na maaaring gumagawa ganyan dati hindi naman nahuli,' Zamora said.
(I'm expecting he will not repeat his actions of last year. I'm hoping this serves as a lesson to him and to others as well.)
Starting June 24, the city has designated a kilometer-long 'basaan zone' from P. Guevarra Street along Pinaglabanan Road to N. Domingo St.
About 300 police officers will be deployed during the festival to ensure public safety.
'Any other area outside this basaan zone ay bawal. Kung kayo pupunta sa San Juan para magdiwang o mag-basaan, welcome na welcome po kayo sa basaan zone,' Zamora said.
(Any other area outside the basaan zone is prohibited. If you want to come to San Juan to celebrate, you are welcome in the basaan zone.)
Additionally, throwing water bombs is prohibited, as well as using high-pressure sprayers, aside from those used by firefighters taking part in the fiesta.
The public is also barred from climbing, shaking, or opening vehicles to douse motorists and passengers.
Those who splash water outside the basaan zone will be meted a fine of P5,000 and face detention of up to 10 days.
For minors caught violating the ordinance, their parents and guardians will have to pay the corresponding fine.
Some residents of Barangay Balong-bao, where Boy Dila resides, expressed their disappointment, saying this was a break from tradition.
Meanwhile, GMA Integrated News found Boy Dila inside a detention facility after he allegedly violated the Anti-Bastos Law for catcalling a minor.
The man, who personally apologized to Zamora last year for his behavior during the fiesta, admitted to a lapse in judgment, saying he was drunk at the time of the incident. —Mariel Celine Serquiña/RF, GMA Integrated News

Remains reclaimed by Manila funeral parlor after kin failed to pay in full
There was no peace for the dead in a Manila funeral parlor recently ordered closed for allegedly leaving bodies in a decomposing state. According to Mark Salazar's report on '24 Oras' on Thursday, one of the remains, identified to be that of Rennan Pornobi, a murder victim in Ermita last April, was earlier released to the family following a partial payment. The family had already held a wake for Rennan, but the Body and Light Funeral Service reclaimed Rennan's remains as his family could not fully pay the charges. 'Yung anak pumunta, sabi sa akin kulang pa po ng P30,000. Nung babayaran nila mayroon pa daw utang…ang sabi parang P30,000 plus pa daw kasi parang aabutin ng P85,000,' said Nestor Malabag, chairperson of Barangay 659 in Ermita. (His child went to us and said that they still have P30,000 left to pay. When they were about to pay, they were told that they still owed the funeral parlor P30,000 because the total cost was around P85,000). 'Ibinalik daw ang patay kasi nabasag yung salamin…Hindi na na-release,' he added. (The body was returned because the glass of the casket was broken…It was never released to them again.) Rennan's body was finally buried at the Manila North Cemetery earlier in the day. Another body, identified as Leah Tongol, also a murder victim in Malate last April, never got out of the funeral parlor as her family could not settle the P150,000 fees. Leah's body was found by the authorities decomposing in the formalin solution. Her body was cremated on the same day and turned over to the family, the report said. Meanwhile, authorities said they would try to identify the eight other bodies seized from the funeral parlor and would wait for their families to claim them for a week. If not, they will be buried without identification, the report said. 'Kung meron kayong labi na naiwan sa Body and Light makipag-ugnayan lang po dito sa opisina ng Manila North Cemetery para naman ang mahal nyo sa buhay ay mabigyan natin nang maayos na pagbuburulan at paglilibingan,' said the cemetery director Daniel Tan. The Manila Sanitary Department on Wednesday ordered the closure of Body and Light after authorities found piles of decomposing cadavers inside its premises. The report said the funeral parlor did not have a sanitary permit and an office permit. Meanwhile, a family went to the cemetery's office looking for the body of their father, whom they had earlier brought to Body and Light. They were surprised to hear the news that the funeral parlor was shut down on Wednesday. However, they lamented that the establishment was still asking them to pay their dues until early Thursday, the report said. 'They were charging us P180,000 in order to release the body. They were in contact with us all the way from yesterday morning til today Thursday morning trying to charge us P180,000. We're telling them we cannot afford that amount,' a family member said. The body of their father was not among those that were seized from Wednesday's operation. But the Body and Light's owner coordinated with the Manila North Cemetery, saying that it would release the remains. To the family's surprise, the body is already in an advanced state of decomposition, which was contrary to the claims of the funeral parlor that it was already embalmed. 'Decomposed siya di gaya ng claim nila na inembalsamo nang maayos. I can only assume kung siya nga po yun,' the kin said. Ex-Pres. Duterte wants Roque to stay away from ICC case, says counsel
President Rodrigo Duterte does not want his former spokesperson Harry Roque to meddle in his case before the International Criminal Court, his legal counsel Nicholas Kaufman said. According to a report on '24 Oras' on Thursday, Kaufman said that Roque is considered a fugitive and the former president is afraid that his status might compromise the case. 'The former President has expressed no desire to see Harry Roque nor to be assisted by him. Harry Roque is a fugitive from justice in the Philippines and the former President thought it best not to have his ICC defence compromised by engaging him,' said Kaufman in a statement. Duterte's lawyer also pointed out that Roque 'had no mandate whatsoever to seek the assistance of a local Dutch lawyer (Kort Geding) to file a case against the Dutch Government for assisting in the rendition of the former President.' Kaufman described Roque's action as 'lunacy' but it was prevented after he contacted the local lawyer concerned. "This is not the first time I've heard such a crazy scheme. I would put it that way because at the end of the day, the Netherlands have to be involved in any request to release an individual from the court,' he said. 'So to initiate a case in the Netherlands, against the Netherlands would be a big mistake." For his part, Roque denied that he intervened in his former boss's case. 'My support to the Duterte Legal Defense continues. There is no truth that I have interfered in the case or I have given statements that might affect the Defense legal strategy in the International Criminal Court (ICC),' he said in a Facebook post. 'As a loyal foot soldier of the Dutertes, I have no wish but to bring the former President back to the Philippines alive. And like many Duterte diehard supporters, I feel a sense of frustration on the pre-trial detention of our beloved President. I thus offered an additional legal remedy, outside of the ICC, subject to the approval of the former President and his family,' he added. Ex-Palawan gov Reyes guilty of Malampaya fund mess —Sandiganbayan
The Sandiganbayan has found former Palawan governor Mario Joel Reyes and his provincial planning and development coordinator Samuel Madamba II guilty of 11 counts of graft in connection with misuse of some P1.53 billion in royalties from the Malampaya gas field in 2009. In a 625-page decision, the anti-graft court sentenced Reyes and Madamba to six to 10 years in prison per graft conviction or a total of at least 66 years of jail time. The P1.53 billion worth of Malampaya gas field royalties were allegedly spent on school buildings, the San Vicente Airport Development Project, road projects, solar home system, and a day care center. "There is manifest partiality when accused Reyes, as HoPE (Head of Procuring Entity), improperly evaluated the bid proposals, leading to the award of numerous or overlapping contracts to a single contractor with one set of key personnel," the anti-graft court said. "Accused Reyes approved contracts that awarded multiple projects to a single contractor while being fully aware that these projects required the contractor's presence at specific times that conflicted with other projects. This act indicates a clear, notorious, or plain inclination or predilection to favor one side or one person rather than another, which the Anti-Graft Law categorizes and punishes as manifest partiality," it added. Based on documentary evidence presented before them, including the contracts awarded to the same contractor for overlapping projects and the Commission on Audit report, the Sandiganbayan ruled that there was "a clear violation of contractual obligations." "For one, it is logically impossible for the same key personnel to be involved in all these projects at once, given their different locations which are far apart from each other. Although the towns and areas belong to only one province (Palawan), the Court takes judicial notice that these towns are not really geographically located in one single island," it said. "Additionally, the contractors failed to update or submit revised lists of key personnel for the overlapping projects," the anti-graft court said. The Sandiganbayan also said that Reyes and Madamba, who was then BAC secretary, failed to publicly post the bidding for the subject government contracts due to "neglect and utter lack of effort." While Reyes posted bail in these cases, the court said the ex-Palawan governor failed to appear or present any evidence to dispute the evidence presented by the prosecution. "His (Reyes) failure to be present and adduce evidence could indeed be considered as a waiver of his constitutional right to defend himself and confront the witnesses against him," the Sandiganbayan said. Madamba, for his part, defended himself by arguing that he only failed to properly register the invitation to bid on the Philippine Government Electronic Procurement System (PhilGEPS) because of a former contractual employee's failure to provide a password and to the poor internet connection in Palawan before 2010. The Sandiganbayan, however, says this defense rings hollow absent evidence. "Not a shred of evidence was offered to prove these allegations. Thus, the basic rule applies that, a mere allegation is not evidence and is not equivalent to proof," it said. "Besides, there were available alternative options provided by the Government Procurement Policy Board to ensure mandatory posting, such as contacting the PhilGEPS division for assistance, fax the documents for posting, or utilizing internet cafes. This noncompliance with these posting requirements led to limited participation in the bidding process, as evidenced by the COA Audit Report which showed only one bidder for 65 projects and two bidders for 139 projects," it added. —AOL, GMA Integrated News
