Analysis-Ebbing demand for China's favourite firewater adds to debt concerns
MAOTAI, China (Reuters) - In the Chinese village of Maotai, the local firewater named after the town is not only a key source of income, it's a barometer of the country's battered consumer market and the economic misfortunes of its home province.
In the weeks before Lunar New Year, tourists traditionally flock to the town, nestled in the mountains of the southwestern province of Guizhou, to buy the baijiu, or white spirit, as gifts - this year, those crowds were notably smaller.
The premium spirit made locally by Kweichow Moutai has for decades been a fixture at weddings, business dinners and state functions, but its sales in the past two years have been hit by poor consumer and business confidence.
Victor Shih, a professor of political science at the University of California San Diego, says Moutai's strong cash flows have been "an important part of the strategy to help Guizhou's government repay debt that is constantly coming due".
That means any contraction in Moutai's profit constitutes a problem for the government, which "needs that money to repay their debt and to run the government," he added.
Shanghai-listed Kweichow Moutai is majority-owned by Moutai Group, in turn wholly owned by Guizhou, China's second-most indebted province.
Its contribution to Guizhou's economic development is enormous, not only as a major employer but also as a vehicle for the province to raise revenue and pay down debt.
Long considered a bellwether of Chinese consumer demand, its retail performance has been squeezed in recent years by wider deflationary pressures.
"Before, people would fly from Beijing to buy bottles of Moutai for more than 3,000 yuan ($412) several times per year," said a shopkeeper at one of the many liquor stores lining the river in Maotai village.
"Now you can get a bottle for as little as 1,699 yuan, but the environment is so bad, no-one wants to buy."
Kweichow Moutai, the world's largest alcohol company and until last year China's most valuable listed firm with a market value as high as $400 billion, makes its clear spirit from sorghum and has a special place in the nation's history.
Premier Zhou Enlai toasted U.S. president Richard Nixon with Moutai on his landmark 1972 China visit.
But a persistent slump in sentiment has taken the wind out of Kweichow Moutai's share price and the price consumers are willing to pay for the product.
The firm's value has fallen by almost half since hitting a record high in 2021, and the market price of a 500 ml bottle of its flagship 53% proof Feitian "Flying Fairy" last year dropped as much as 22% from 2,700 yuan at the start of 2024.
Kweichow Moutai declined an interview request. Guizhou's provincial government did not respond to requests.
TURNAROUND TROUBLES
To be sure, Kweichow Moutai's revenues are not linked to the market price of the product but to the factory gate price its network of distributors pay.
Moutai's 20% bump in factory gate prices for Feitian in late 2023 helped keep revenues above their 15% sales growth target for 2024, according to preliminary results in January.
But questions remain over how long this growth will last.
Estimates from brokerages and company executives indicate at least 50% of inventory produced by the company over the last decade has not been consumed, but instead held as inventory, often as alternative investments.
Some analysts warn a major inventory sell-off could further impact Moutai's market and share prices. UBS research predicted Feitian's market price could fall far below the 2,000 yuan benchmark by mid-2025.
A fall in prices, in turn, impacts Moutai's luxury brand.
"If you are served Moutai, it means you are important and successful," said George Liu, a private equity manager in Beijing. "If it's cheaper, what's the point of drinking it?"
Moutai also faces demographic challenges, according to Ben Cavender, managing director at Shanghai-based China Market Research Group.
"Baijiu is traditionally an older man's drink and most consumers under the age of 35 really don't have a taste for it," he said.
Chasing younger drinkers, Moutai has collaborated on affordable products like lattes and ice cream, gimmicks that Cavender says haven't had much effect.
Company executives have flagged international expansion for potential growth, though it's unlikely to compensate for a domestic slowdown.
PROVINCIAL GIANT
All of that raises questions about Kweichow Moutai's support for Guizhou.
The company's red, white and blue logo is emblazoned on public works across the province.
In addition to employing more than 30,000, the company accounts for a fifth of the province's tax receipts and 5% of its GDP.
Guizhou has used the company to not only raise revenues and pay down debts but also bail out local highway-builders and contribute to public works such as roads, railways, airports and hospitals.
Four years ago, Moutai Group issued a 15 billion yuan bond to buy an expressway. It then transferred for free a $14 billion stake in the listed company to the Guizhou government.
By the end of 2023, Guizhou's official provincial debt had reached 1.5 trillion yuan, ballooning 26% from the previous year and accounting for 72% of GDP.
That appears to be stabilising, said Yao Yu, founder of credit analysis firm Ratingdog, noting provincial development is mostly dependent on "central transfer payments and local debt issuance" rather than tax revenues from state-owned enterprises like Kweichow Moutai.
The broader question is where Guizhou will find new sources of revenue, given its patchy record in firing up new industries, such as big data centres.
As it stands, according to Guido Cozzi, professor of macroeconomics at the University of St. Gallen, a slowdown in Moutai's growth limits its ability to financially support Guizhou, "potentially leading to higher borrowing costs and an increased risk of default for the province.

Berkshire takes $3.8 billion Kraft Heinz write-down, operating profit falls
By Jonathan Stempel (Reuters) -Warren Buffett's Berkshire Hathaway said on Saturday it took a $3.76 billion write-down on its stake in Kraft Heinz during the second quarter, an acknowledgment the decade-old investment hasn't worked out. Berkshire also reported a 4% decline in quarterly operating profit as insurance underwriting premiums fell. The write-down and lower gains from common stocks caused a 59% drop in overall net income. Buffett's conglomerate signaled it remains cautious about market valuations, amid uncertainty about tariffs and growth in the broader economy. It reported a near-record $344.1 billion cash stake, and sold more stocks than it bought for an 11th straight quarter. As of mid-July, Berkshire hadn't repurchased any of its own stock since May 2024. Buffett, 94, has led Omaha, Nebraska-based Berkshire since 1965, though he plans to step down at year-end. "Investors are getting antsy and want to seek activity, and nothing is happening," said Kyle Sanders, an analyst at Edward Jones. "Buffett definitely views the market as overvalued, and will sit back and wait for something to come to him." Uncertainty about trade policies, including tariffs, has become a headwind as delayed orders and shipments led to declining revenue at most of Berkshire's consumer businesses. Jazwares, which makes the popular Squishmallows plush toys, saw revenue fall 38.5% in the year's first half. Analysts viewed overall results as lackluster. "Berkshire and the economy are at an inflection point," said Cathy Seifert, a CFRA Research analyst. "I don't think the market will embrace the combination of mediocre results, a lack of stock buybacks, and Berkshire's recent share underperformance amid a management transition." Seifert and Sanders rate Berkshire "hold." KRAFT HEINZ Second-quarter operating income fell to $11.16 billion, or about $7,760 per Class A share, from $11.6 billion a year earlier. Results included $877 million of currency losses as the U.S. dollar weakened. Net income, including gains and losses on stocks such as Apple and American Express, fell to $12.37 billion from $30.35 billion. Revenue fell 1% to $92.52 billion. Buffett views unrealized investment gains and losses, including on stocks Berkshire has no plans to sell, as often meaningless to understanding his company. The $3.76 billion after-tax write-down for Berkshire's 27.4% Kraft Heinz stake, equal to $5 billion before taxes, followed the struggling food company's announcement it would consider strategic alternatives, which could include a breakup. Berkshire had carried Kraft Heinz on its books at above-market value but said economic and other uncertainties, and its longer-term plans to remain an investor, made the gap "other-than-temporary." The write-down is Berkshire's second for Kraft Heinz, following a $3 billion write-down in 2019. Buffett acknowledged at the time that Berkshire overpaid in the 2015 merger of Kraft Foods and H.J. Heinz, one of his biggest investment missteps. Kraft Heinz has suffered as more shoppers favor healthier and private-label alternatives. Its approximately 200 brands include Oscar Mayer, Kool-Aid, Velveeta and Jell-O. Berkshire also carries another big investment, its 28.1% stake in Occidental Petroleum at $5.3 billion above fair value, but reported no need for a write-down. LAGGING THE MARKET Shares of Berkshire have fallen more than 12%, and lagged the Standard & Poor's 500 by about 22 percentage points, since Buffett announced on May 3 he would step down as chief executive at year end. Vice Chairman Greg Abel, 63, will succeed him, though Buffett will remain chairman. Analysts said the premium embedded in Berkshire's stock price because of the presence of Buffett, arguably the world's most well-known investor, has eroded, while growth may slow in the insurance sector, a major Berkshire profit center. The lack of new investments has also been a drag. Analysts believe Berkshire's BNSF unit could buy CSX to create another transcontinental railroad, after Union Pacific agreed on July 29 to buy Norfolk Southern. Buffett transformed Berkshire over six decades from a troubled and since-closed textile company into a $1.02 trillion conglomerate. Berkshire owns several insurers and reinsurers, electric utility and renewable energy businesses, several chemical and industrial companies, and familiar consumer brands such as Dairy Queen, Fruit of the Loom and See's Candies. BIG BEAUTIFUL BILL Berkshire said the 12% quarterly decline in insurance underwriting profit stemmed primarily from reinsurance businesses and some smaller insurance businesses. Geico, its best-known insurance business, saw pre-tax underwriting profit rise 2%, as a 5% increase in premiums offset a smaller rise in accident losses. The car insurer has been ceding market share to State Farm and Progressive, while focusing on improving underwriting quality and technology and cutting jobs. Analysts said higher tariffs could be a headwind for Geico if the cost of auto parts rose, potentially increasing losses from accident claims. BNSF is also cutting expenses. Lower fuel costs helped boost quarterly profit 19% gain, though revenue and cargo volumes barely changed. The energy business, Berkshire Hathaway Energy, posted a 7% profit increase. Berkshire said it is evaluating the impact of the One Big Beautiful Bill Act, signed last month by U.S. President Donald Trump, on the "economics and viability" of its renewable energy, storage and technology-neutral projects.

US deadlines in Ukraine are a gift to Putin and Xi
President Trump's announcement this week of a shortened window of '10 to 12 days' for Russian President Vladimir Putin to reach a ceasefire agreement in Ukraine reflects a continued evolution in his rhetoric. His growing frustration with Moscow and his willingness to speak plainly about Russia's escalation send a signal that many in the U.S. and Europe have been waiting to hear. But while the shift in tone signals growing frustration, it has not translated into action. Russia reads the action as a continued pause in pressure, which it has used to intensify its offensive against Ukrainian homes and hospitals. Russian forces are now making their fastest territorial gains in more than a year, and their attacks are becoming more sophisticated. Swarm tactics using Iranian-designed Shahed drones, now mass-produced and adapted inside Russia with Chinese parts, are overwhelming Ukraine's air defenses at an alarming rate. In just one day last month, Russia launched 728 drones, decoys and missiles in a single coordinated wave. Ukrainian interceptors and radar crews are doing heroic work, but they are stretched to the limit. The U.S. has tools at its disposal that remain unused. For months, a bipartisan sanctions bill, co-authored by Sens. Lindsey Graham (R-S.C.) and Richard Blumenthal (D-Conn.) and backed by 85 senators, a veto-proof majority, has been ready to move. The legislation would impose steep secondary tariffs on countries like China, India and Brazil that continue to buy Russian oil and gas, and would significantly raise the cost of doing business with Moscow. But in July, Senate leadership pulled the bill from consideration after President Trump suggested he would act if Russia failed to move toward peace within 50 days. Senate Majority Leader John Thune (R-S.D.) said he would 'hold off' on advancing the bill, signaling that Congress would defer to Trump's timeline. House leaders followed suit. That decision was a mistake. While it is encouraging to see President Trump express increasing resolve, deferring congressional action in the hope that Putin will suddenly negotiate has only given Moscow more time and space to escalate. Every week of delay is a missed opportunity to tighten the financial pressure on Putin's war machine. And the clock is not just ticking in Ukraine. The broader contest involves China, too. Beijing's role in this war has become increasingly visible. Chinese companies are supplying entire weapons systems, not just components. Chinese-made drones and decoys are helping Russia saturate Ukrainian airspace. Chinese officials have even welcomed delegations from occupied Ukrainian territories and continue to sell heavy machinery to companies operating there. European officials report that China's foreign minister recently told the EU that Beijing does not want Russia to lose the war and fears that a Russian defeat would allow the U.S. to focus more squarely on Asia. Ukraine has responded accordingly. In early July, Kyiv arrested two Chinese nationals on espionage charges after they allegedly attempted to steal information about Ukraine's Neptune missile program. Days earlier, President Volodymyr Zelensky imposed sanctions on five Chinese firms accused of supporting the Russian war effort. These are not symbolic gestures, they are signs that Ukraine is increasingly realistic about the stakes and about China's alignment with Moscow. Support for Ukraine is not a distraction from U.S. competition with China. It is a critical part of it. Weakening Putin's military capacity weakens a key pillar of China's global strategy. And allowing Russia to continue its aggression without consequence would embolden Beijing's worst instincts from the Taiwan Strait to the South China Sea. To its credit, the Trump administration has begun voicing stronger concerns about Beijing's role. In the recently concluded round of trade talks, senior U.S. officials reportedly raised objections to China's purchase of sanctioned Russian oil and its sale of more than $15 billion worth of dual-use technology to Moscow. These are important warnings — but without follow-through, they risk being absorbed into the pattern of delay that Moscow and Beijing are already exploiting. The Graham-Blumenthal sanctions bill should move forward. It represents the most serious effort yet to impose real costs not only on Russia, but on the network of countries (especially China) helping it survive sanctions. It complements, rather than competes with, the administration's efforts to pressure Moscow. And it sends a message that the U.S. is serious about backing up its warnings with action. Countdowns can be useful. They create urgency. But urgency without follow-through is no substitute for strategy. What matters now is not how many days remain on the clock, but whether we are using each one to act. Trump's Decision to Fire BLS Chief Echoes Putin's Strategies
President Donald Trump's firing of the Commissioner of the Bureau of Labor Statistics (BLS) on Friday afternoon just after she delivered a negative jobs report echoes the impulse of many leaders to shoot the messenger. Trump declared, 'I've had issues with the numbers for a long time. We're doing so well. I believe the numbers were phony like they were before the election and there were other times. So I fired her, and I did the right thing.' While Trump may or may not be friends with Vladimir Putin, he is clearly following the Russian President's HR staffing guidelines to eliminate lieutenants who bring bad news. As we've documented before, the Federal State Statistics Service (Rosstat) has a long history of manipulating official economic statistics to please Putin, 'bending over backward to correct bad numbers and burying unflattering statistics' under the pressure the Kremlin has exerted to corrupt statistical integrity, especially since Putin's invasion of Ukraine in 2022. The reliability of official statistics from China has also been brought into question, leading analysts to rely on a wide range of unofficial or proxy indicators to gauge the true state of the Chinese economy. Even China's former Premier, the late Li Keqiang, reportedly confided that he didn't trust official GDP numbers. Read More: What to Know About the Jobs Report That Led Trump to Fire the Labor Statistics Chief Like other strongmen, Trump has repeatedly shown a pattern of manipulating data to suit his preferred narrative. Trump's surprise firing of BLS Commissioner Erika McEntarfer has quickly caught the attention of technical market analysts and economists on both sides of the political spectrum. One side cheers the push to disrupt a slow, bureaucratic federal agency. The other side shouts in dismay over concerns about yet another example of Trump politicizing an apolitical institution. Both responses are warranted. The accuracy of BLS data has long been questioned as major revisions only come in months later. To their credit, the BLS, in addition to other statistical agencies, has publicly recognized a need to modernize its methodology. Unfortunately, though, the severity of job revisions has worsened since the COVID-19 era, with no successful program to address the issue. The downward revision on Friday of more than 250,000 jobs marked the most significant adjustment since the depths of the pandemic. However, Trump's accusations against the BLS of rigging the job numbers to make him and the Republican base look bad, and his subsequent firing of McEntarfer based on a belief that BLS revisions were politically motivated, are yet another step closer to authoritarianism. Introducing his latest conspiracy theory, the President went even further by suggesting McEntarfer, whose career spans two decades across Republican and Democratic Administrations, rigged the numbers 'around the 2024 presidential election' in then-Vice President Kamala Harris' favor. Trump conveniently fails to mention that his definition of 'around' was back in August 2024. Recall, the 2024 presidential election was a full three months later in November. Revisions are not unusual behavior by the BLS. They are a critical part of the natural process for developing an accurate picture of the largest, most dynamic economy in the world. The average size of job revisions since 2003 is not insignificant at 51,000 jobs. And, despite what Trump may want Americans to believe, his tariff policies have created an unprecedented level of uncertainty in the U.S. economy, comparable only to that of 2020, with many economists expecting a recession to follow as a result. Bloomberg reporting has pointed to a possible connection between the severity of negative job revisions and recessionary economic environments. The BLS has also been subjected to DOGE-led hiring constraints and other resource rescissions. In addition, the Trump Administration's disbanding of the Federal Statistics Advisory Committee in March both eliminated one of the main engines for enhancing agency performance and, perhaps, in what should have been a concerning harbinger, abolished the canary in the data integrity coal mine. Complaints about BLS methods are legitimate, like the reliance on enumerators over scanner data, and deserve attention, but this is not how to fix it. From crowd sizes to weather forecasts, vote counts to tariff formulas, Trump has discarded facts for fictions that play to his political favor. Trump doesn't just bend the truth—he twists the numbers until they resemble propaganda and then silences those who disagree. As CBS News titan Edward R. Murrow warned 65 years ago: 'To be persuasive, we must be believable. To be believable, we must be credible. To be credible, we must be truthful.'
