Editorial: Japan's LDP has breached the public trust with corporate donations Diet dodge

The ruling Liberal Democratic Party (LDP)'s unwillingness to take responsibility and measures over the money in politics issue is tantamount to a breach of public trust.
The Diet did not revise the Political Funds Control Act regarding the treatment of corporate and organizational donations during the ordinary session that closed in late June. This was because the LDP refused to accede to the Constitutional Democratic Party of Japan and other opposition parties' demands that these donations be banned in principle, insisting instead that they continue.
The bills respectively submitted by both sides have been carried over for further discussions, with no prospect they will be passed.
The LDP-sponsored bill is designed to boost the transparency of corporate and organizational donations while retaining the system. Under the bill, the names of companies that donated upward of 10 million yen (approx. $69,000) a year will be released alongside their amounts. However, just 5% or so of the LDP's branches will be required to make such a disclosure, leaving an enormous loophole.
In the first instance, donations to political parties by specific companies and organizations could distort policy. In the "Heisei-era political reform" about 30 years ago, it was envisaged that such donations would be banned after five years, but successive LDP administrations have shelved the issue.
In the wake of the LDP factions' slush fund scandal, the need for reviewing those donations was once again pointed out, but the Shigeru Ishiba administration has repeatedly postponed a conclusion since its inauguration last autumn. Amid strong resistance within the LDP, Prime Minister and party chief Ishiba stopped short of exercising his leadership by drastically reforming the system.
The issue of political funds concerns the management and governance of all political parties. Essentially, reform must be carried forward based at least on an agreement among the largest parties in the ruling and opposition camps. However, the LDP did not even agree to set a deadline for reaching consensus with the opposition.
The responsibility of Komeito, the LDP's junior ruling coalition partner, and the Democratic Party for the People (DPFP) is also grave as they have the de facto deciding vote under the minority government. Even though the two parties had called for stringent regulations for corporate and organizational donations, they changed course after negotiations with the LDP led to a move to allow such donations on condition that political funding reports be submitted online.
While Komeito and the DPFP claim that digitizing the process will make it easier to check political funds, it will only end up preserving conventional donations. After the parties faced a public backlash for snuggling up to the LDP, they even stopped trying to get involved in drafting the bill.
In the recent Tokyo Metropolitan Assembly election, considered a prelude to the July House of Councillors race, the LDP suffered a major setback, with the slush fund scandal hitting its faction in the assembly.
If the LDP is to keep turning its back on moving to ban corporate and organizational donations, it will have to pay even a higher electoral bill. The party should be aware of the harsh gaze cast by voters.

During a speech at a rally in Wakayama Prefecture, western Japan, Tsuruho apparently attempted to stress the need for local government administrative tasks -- such as obtaining residence and other official documents -- to be available outside a person's area of residence, as was possible after the Noto earthquake. While praising the government's efforts to simplify such procedures, Tsuruho said, "Fortunately, there was an earthquake in Noto" that demonstrated rules can be relaxed for obtaining official documents away from the area of one's registered address.

Criticized from all sides, the chair of the ruling Liberal Democratic Party's Upper House Budget Committee decided to resign from the post for a remark that angered survivors of the deadly Noto Peninsula Earthquake. Yosuke Tsuruho, 58, has already submitted his resignation letter to the LDP's Upper House speaker, according to a senior party member. But Tsuruho earlier denied he would vacate his Upper House seat or leave the party, saying, 'At present, I am not thinking that far.' Tsuruho made the offensive comment in a speech in support of an LDP candidate for the Upper House election in Wakayama on July 8. He said efforts to create 'two-region lifestyles,' in which people can have two different bases of living, had progressed after the Noto Peninsula Earthquake on New Year's Day last year. 'Fortunately, there was an earthquake in Noto,' he said. Tsuruho was criticized as insensitive by disaster victims as well as ruling and opposition party members. Campaigning for Sunday's Upper House election entered its final week Monday, with at least one media poll showing that the Liberal Democratic Party and Komeito ruling coalition could lose their majority in the chamber. A Mainichi Shimbun poll, conducted jointly with JNN, indicated that the LDP and Komeito could end up with fewer than 50 of the 125 contested seats in the Upper House. If that happens , they would no longer hold a majority in either house of parliament, resulting in the possible resignation of Prime Minister Shigeru Ishiba along with further political uncertainty and instability. The same poll also predicted that major opposition parties, including the Constitutional Democratic Party of Japan, the Democratic Party for the People and Nippon Ishin no Kai, were likely to gain seats or end up around their current levels, while the smaller extreme right-leaning nationalist party Sanseito was expected to do well. The polls came after weekend campaigning by the ruling and opposition party leaders. Speaking in Kikuchi, Kumamoto Prefecture, on Sunday, Ishiba admitted that the LDP faced a tough election. He said his party would provide relief to consumers hit by high prices and, in the heavily rural Kumamoto area, pointed to his government's efforts to lower the price of rice. Ishiba also said his party was focused on increasing the income of farmers who are cutting costs, exporting products and boosting production. 'We must implement agricultural policies that reward such efforts by the entire nation,' Ishiba said. Ishiba and the LDP, however, are finding it tough to win over voters. The Mainichi Shimbun poll conducted over the weekend showed the LDP and Komeito face tight races in eight of the 32 districts, with one seat up for grabs. Opposition-backed candidates have the edge in 18 other districts. The poll estimates the ruling coalition could win between 31 and 55 seats, including the proportional representation seats, where people vote for a party and the parties distribute seats won among their candidates based on the number of votes it received. The projection was lower than a similar poll conducted earlier this month, which had the two parties winning between 36 and 56 seats. The LDP, the Mainichi poll predicts, is likely to finish the election with 27 to 43 seats, total, while Komeito is expected to collect between four and 12 seats. On the other hand, the CDP — the largest opposition party — and the DPP are expected to increase their seat totals. The CDP, which has 22 seats up for re-election, was predicted to win between 23 and 32 seats. The DPP, with four seats up for re-election, is expected to pick up between 11 and 19 seats. Speaking in the city of Okayama on Sunday, CDP leader Yoshihiko Noda also touched on high consumer prices, seen as the top concern of voters in this election. 'One of the CDP's pillars is to protect you from high prices, and we have promised to reduce the consumption tax rate to 0%,' Noda said, referring to the party's goal of eliminating the tax on food items for one year, in principle. Sanseito, with one member up for re-election, continues to gain momentum with its 'Japanese First' policies. It is predicted to win between eight and 17 seats. Nippon Ishin, which aims to win at least six seats in the election, was only predicted to win between five and seven seats.
