Govt to ensure SST exemption for eligible construction projects

The Star28-07-2025
KUALA LUMPUR: The government has introduced proactive measures to fine-tune and implement targeted sales and service tax (SST) exemptions for eligible construction projects, the Dewan Rakyat was told.
Deputy Works Minister Datuk Seri Ahmad Maslan ( pic ) said these exemptions include construction services related to residential buildings and public facilities such as places of worship, public toilets and recreational parks.
'The government recognises the importance of ensuring that the construction sector is not adversely affected by the implementation of SST.
'Therefore, we have taken steps to provide exemptions for specific categories of projects deemed eligible,' he said on Monday (Jul 28).
Yusuf Abd Wahab (GPS-Tanjong Manis) asked about the types of construction projects that are exempt from SST, and the ministry's approach to ensure that ongoing developments are not disrupted.
Ahmad said certain business-to-business (B2B) activities are subject to specific conditions.
For example, while main contractors may be subject to SST, subcontractors involved in projects valued below RM1.5mil are exempt.
Additionally, he said essential construction materials such as cement, gravel and sand remain zero-rated for sales tax as part of the government's effort to support the sector.
He also said there are currently no plans to increase the SST threshold, which will remain unchanged.
'There have been no discussions to raise it to RM3mil,' he said.
On project timelines, he stressed that the ministry does not tolerate delays.
'We do not like late work. After two or three extensions of time (EOT), the companies involved will be fined daily.
'Once they are penalised, they will not be awarded future projects,' he said.

Set up federal body to enforce child support

KUALA LUMPUR: The government has been urged to establish a federal child support enforcement agency to ensure the fair and automatic collection of child maintenance from non-compliant parents. Seputeh member of Parliament Teresa Kok said such an agency was crucial to strengthening family institutions under the Madani framework, and that the system should not rely on the assumption that all fathers would automatically fulfil their responsibilities. "Strengthening family institutions cannot rest on the assumption that all men will automatically fulfil their responsibilities. "The reality is that many mothers are forced to become personal debt collectors, chasing down ex-husbands just to obtain their children's basic rights. "This is not only unfair but also causes prolonged emotional and financial stress," she said while debating the 13th Malaysia Plan (13MP) in the Dewan Rakyat today. Kok proposed that the government model the agency after similar mechanisms in countries such as Australia, the United Kingdom and Canada — where authorities are empowered to enforce child support payments through wage deductions, passport suspensions, licence restrictions and legal action. "Such an approach would make child support a responsibility monitored by the state, not a personal burden. "Malaysian mothers are long overdue for this, but it is not too late to act in the interest of justice and our children's future," she said. Kok also said that the proposed agency must be inclusive and serve all mothers, regardless of race or religion.

Seputeh MP proposes agency to enforce child support on errant fathers

Anwar Says Govt Steadily Lowering Fiscal Deficit

Credits to PMO FB The government is reducing the fiscal deficit gradually to prevent disruptions in funding for essential programmes such as education, healthcare and the Rahmah Cash Aid (STR), said Prime Minister Datuk Seri Anwar Ibrahim. He told the Dewan Rakyat during Ministerial Question Time that the deficit stood at 5.5% of gross domestic product in 2022 before being brought down to 5% in 2023 and further reduced to 4.1% in 2024. 'Our target is to reduce the deficit gradually in phases. As long as the deficit is not reduced, the debt amount will increase,' Anwar said. He noted that new debt had been declining in recent years: RM100 billion in 2021, RM99 billion in 2022, RM92.6 billion in 2023 and RM76.8 billion in 2024. Anwar added that the phased approach allows higher allocations for key sectors. 'Last year, STR and Rahmah Basic Aid (Sara) allocations rose to RM15 billion, and the Education Ministry received the highest increase to RM64 billion, while the Health Ministry received a RM45 billion rise.' He said this policy had been positively received, reflected in improved confidence among both foreign and domestic investors.
