
HC gives expert panel 2 months to submit report on redrawing Pune's flood lines
The panel is headed by an additional chief secretary of the state department of water resources. "The state govt on receipt of the report, submitted by the expert committee, shall take appropriate action on the committee's recommendations within a further period of two months," the bench of chief justice Alok Aradhe and justice Sandeep Marne said. "It will also be open to the petitioners to give suggestions, if so advised, to the state govt," the bench said.
Architect-activist Sarang Yadvadkar, Vivek Velankar of Sajag Nagarik Manch and Vijay Kumbhar of Surajya Sangharsh Samiti filed a PIL in 2021 seeking the court's direction to PMC to replace the demarcations of flood lines in 2017 DP for Pune city and superimpose them with flood lines as demarcated in the maps of March 5, 2011.

The petitioners also sought directions to PMC and its chief engineer not to grant any permission for development in lands within 100 metres of the current flood lines, besides a direction to the respondents to revoke any permissions for development of lands within 100 metres of current flood lines demarcated in the 2017 DP.
Regarding revocation of permission for development within 100 metres of flood lines, the bench said, "The petitioners have not impleaded any person who has raised any construction within 100 metres of current flood lines demarcated in 2017 DP. Therefore, this court is unable to issue any positive direction."
It stated, "PMC shall examine the issue and take action in accordance with law after affording an opportunity of hearing to the persons, who may be aggrieved by the proposed action, which may be taken by PMC after receipt of directions from the state govt issued after consideration of expert committee report."
At a previous hearing, Maharashtra Krishna Valley Development Corporation, one of the respondents, filed an additional affidavit-in- reply, which contained a report dated Jan 2, 2024. The report stated that while determining the flood lines various important factors and considerations were not taken into account in the past. It suggested a comprehensive review of the flood line demarcation. This formed the basis for setting up the five-member expert committee.

No separate municipal corporation for merged areas by demerging PMC: Samant
Pune: State industries minister Uday Samant said on Thursday there was "no immediate proposal" to form a separate municipal corporation for newly merged areas as the state govt was providing funds for their development. "The jurisdiction of PMC has expanded exponentially after merger of 32 villages. This is putting undue pressure on civic manpower and infrastructure. A dedicated corporation for these areas is the need of the hour as PMC has become the largest municipal corporation in the state," Tilekar said. Leaders who have demanded a separate civic body said that PMC was finding it difficult to provide basic facilities in the merged areas. Citizens are not getting water, good quality roads, or sewage treatment facilities. According to PMC officials, the proposal to merge 34 villages received a green signal from PMC in 2013-14. After the court's directives, PMC merged 11 villages into its jurisdiction in 2017. Nine villages were merged partly, while two villages, Uruli-Phursungi, were added fully. Junta House must be vacated in 30 days: North Goa collector
Panaji: The North Goa collector has formally declared Junta House as unsafe and has asked for the building to be vacated within 30 days. Junta House accommodates several key govt departments, including the transport department, and is a frequently visited building, making its continued use a risky proposition. North Goa collector Ankit Yadav said the order to vacate the building is based on the structural audit report by the PWD and the need to ensure the safety of citizens and govt employees. The PWD's audit, which included non-destructive testing, was conducted to assess the building's structural integrity and determine necessary repairs. The concrete structure, built in the 1960s, was crumbling, with the steel-reinforced bars exposed in some locations and showing signs of corrosion. State govt has inked a contract with NBCC (India) Ltd, formerly known as National Buildings Construction Corporation, to redevelop six major govt buildings in a phase-wise manner, including Junta House. NCP (SP) MLA bats for smooth traffic on Nagar & Alandi roads
Pune: In the ongoing monsoon session of the assembly on Thursday, NCP (SP) MLA of Wadgaon Sheri Bapu Pathare raised the issue of traffic congestion on Nagar Road and Alandi Road, while demanding removal of BRTS and demolition of the dedicated lane on Alandi Road to ease vehicular movement. In the question hour session, the MLA raised the issue of traffic snarls, particularly on Nagar Road, during peak hours. "The area is close to the airport. Commuters face daily hardships because of traffic congestion, which worsens because of diversions whenever there is VIP movement. There is urgent need for the state govt to intervene and resolve the issue," he said. In Aug 2024, Pune Municipal Corporation (PMC) had sanctioned Rs97 crore to construct an underpass and flyover on Nagar Road. Pathare said, "There has been no progress on ground. I urge the govt to direct PMC to expedite the process." "The BRTS project in Pune is defunct and the civic administration has cleared all corridors, except the one on Alandi Road. There is no point keeping it. The state govt should instruct PMC to clear the road like they dismantled the BRTS lanes on Nagar Road," Pathare said in the assembly.
