Hindi pa man opisyal na nagsisimula ang impeachment proceedings ng Senado bilang impeachment court sa kaso laban kay Vice President Sara Duterte, naghain na ng resolusyon si Senador Robin Padilla para hindi na itong dinggin.
Sa Senate Resolution 1371, inihayag ni Padilla na magtatapos na "sine die" sa Biyernes, June 13 ang 19th Congress at, "all pending matters and proceedings shall terminate upon the expiration of one (1) Congress."
'Whereas, the Articles of Impeachment against Vice President Sara Zimmerman Duterte is one such pending matter, and the consideration thereof is one such pending proceeding,' paliwanag sa resolusyon.
'(F)rom all the foregoing, it is indubitably clear that the matter of the Articles of Impeachment against Vice-President Sara Zimmerman Duterte and its consideration by the present Senate cannot be fully accomplished by the expiration of the Nineteenth Congress on 30 June 2025, thereby resulting in its termination,' patuloy nito.
Nitong nakaraang Pebrero nang i-impeach ng mahigit 200 kongresista sa Kamara de Representantes si Duterte.
Kabilang sa mga alegasyon na ibinato laban sa kaniya ang betrayal of public trust, culpable violation of the constitution, graft and corruption, at other high crimes.
Kung mapapatunayang nagkasala, mapapatalsik sa kaniyang puwesto si Duterte.
Gayunman, itinanggi ng pangalawang pangulo ang mga alegasyon laban sa kaniya.
SIMULAN NA ANG PROSESO
Kaugnay nito, naghain ng mosyon ang grupo ng minorya nina Senate Minority Leader Aquilino "Koko" Pimentel III at Senator Risa Hontiveros, na simulan na ng Senado ang proseso upang maging impeachment court ang kapulungan.
'Mr. President, my dear colleagues, any further delay not only undermines the explicit mandate of the Constitution and our rules. It risks eroding public trust in the Senate's capacity and capability to uphold the accountability of public officers and the rule of law,' saad ni Pimentel sa plenaryo nitong Lunes.
Sa mosyon ni Pimentel, iminungkahi niya ang mga sumusunod:
suspendihin ang mga legislative business ng Senado;
buuin na ang Senado bilang impeachment court;
panumpain ang Senate President bilang presiding officer sa impeachment court;
panumpain ng Senate President/presiding officer administer ang mga senador bilang impeachment judges;
itakda ang calendar para sa impeachment trial;
at sa June 10, 2025, sa ganap na 2 p.m. gagawin ng impeachment court para sa presentasyon at pagbasa sa articles of impeachment ng panel of prosecutors mula sa Kamara; at
magpalabas ng writ of summons sa inaakusahang opisyal.
Sinuportahan ni Hontiveros ang mosyon ni Pimentel pero sumalang muna ito sa mahabang diskusyon ng mga senador bago pagbotohan.

Jinggoy pushes for creation of Department of Disaster Resilience

Senate President Pro Tempore Jinggoy Ejercito Estrada has filed a bill seeking the creation of the Department of Disaster Resilience (DDR) that would lead the preparations, response, and recovery efforts in times of disasters. Under Senate Bill 791, Estrada said that the proposed DDR would stand as the principal government body with "sufficiently high level of authority to lead the coordination, monitoring, oversight, and implementation of disaster risk reduction and management efforts' in the country. The agency is also expected to provide a 'clear operational framework to address the fragmented institutional functions and actions among concerned agencies on climate change and disasters.' It will also cover all natural and biological hazards, including typhoons, earthquakes, pandemics, volcanic eruptions, and other climate-related threats. 'Given how natural disasters can seriously affect our country's economic progress, it's important for the government to put in place long-term strategies and practical solutions to manage risks and help communities become less vulnerable,' Estrada said in a statement. Aside from this bill, the senator also included in his priority measures for the 20th Congress the enactment of the Disaster Food Bank and Stockpile Act, which seeks to establish a nationwide network of food banks and relief supplies for quick deployment during calamities and emergencies. Under Senate Bill 2860, food and non-food items will be prepositioned at strategic areas housed in a calamity-proof and secure warehouse that will be jointly managed by the National Disaster Risk Reduction and Management Council (NDRRMC) and the Department of Social Welfare and Development (DSWD). The local stockpiles will contain non-perishable food, potable water, medical supplies, first-aid kits, power and light sources, tents, and communication devices. The bill also requires stored items to have a minimum shelf life of two years, enough supplies to be maintained to support the local population for at least three weeks, and the use of a 'first-in, first-out system' to ensure timely use and replenishment of expiring goods. 'Relief efforts are often delayed because of access issues. Senate President Francis "Chiz" Escudero on Monday committed that the proposed Senate measures seeking either a total ban or strict regulation of online gambling in the Philippines will be discussed in plenary. 'Kung ipinagbawal nga natin ang POGO kaugnay ng pagsusugal ng dayuhan, hindi ba dapat lalo 'yung pagsusugal na Pilipino mismo? Definitely, it cannot go on this way,' Escudero said in an ambush interview. (If we banned POGO that is connected with foreign gambling, shouldn't we prohibit gambling among Filipinos themselves all the more? Definitely, it cannot go on this way.) 'Three bills or four bills have been filed to either ban or regulate Philippine inland gaming. We will pursue those bills and make sure that they lead to a floor debate and plenary vote on the matter,' he added. In March, Escudero called for a review of Philippine Inland Gaming Operators (PIGOs), expressing concerns over their impact on Filipinos following the ban on Philippine Offshore Gaming Operators (POGOs). He warned that while POGOs have been shut down, some may have simply rebranded as PIGOs to continue operations. He thus urged the Philippine Amusement and Gaming Corporation (PAGCOR) to conduct a thorough and transparent review of PIGOs to assess their true costs and benefits. Several lawmakers have included in their priority bills for the 20th Congress the legislation for the total ban of online gambling in the country, while some are only pushing for restricting access to it. As for the Executive, Malacañang said that President Ferdinand ''Bongbong'' Marcos Jr. will study the calls to ban online gambling. ''Ang mga pagpapasyang ganito po ay talagang pinag-aaralan kung ito ba'y makakaapekto sa ekonomiya, makaapekto sa mamamayan at hindi po tayo maaring magpadalos-dalos po dito,'' Palace Press Officer Undersecretary Atty.
