AI-driven governance key to future: CM Chandrababu Naidu

VIJAYAWADA: Chief Minister N Chandrababu Naidu on Thursday unveiled a bold vision for Andhra Pradesh's future, emphasising AI-driven governance that balances technology with human-centric solutions.
Speaking at a two-day AI workshop, he highlighted the importance of real-time service delivery, and intelligent systems to redefine public administration. Reflecting on the State's progress, he said, 'From 2 Mbps for audio-video to gigabit connectivity today, we've come far.'
Stressing the need to overhaul outdated systems, he said, 'Inefficient systems hold us back. It's time to replace old laws with smart and digital solutions.'
To drive this vision forward, the Chief Minister proposed appointing an AI Champion in every department to spearhead innovative use cases, such as drone surveillance and Aadhaar-linked disaster relief deliveries. The cornerstone of his vision is a state-wide Data Lake to integrate massive datasets for predictive governance.
Naidu set ambitious goals, including full infrastructure saturation for housing and sanitation by 2028-29, and uplifting underprivileged families through Public-Private-People Partnership (P4). Expressing optimism about achieving 15% economic growth, he drew parallels with Telangana's transformation. He highlighted Andhra Pradesh's industrial growth since 1995, fuelled by second-generation reforms, and a new wave of entrepreneurs driving economic progress.
While championing AI's potential, he underscored the need for empathy in governance, stating that 'technology must address real problems with a human touch.' He noted that 75% of governance grievances involve land issues, which can be resolved through digitised records. Highlighting India's innovation journey, he remarked, 'We once marvelled at ISRO's satellites. Now, Indian startups build them for Rs 30 crore. World is watching us.'
The workshop, themed 'AI and Emerging Technologies for Government Digital Transformation,' aims to equip senior and mid-level officers with the knowledge and tools to implement AI-driven innovations.
R Chandrasekhar, former Secretary of MEITY and DoT, praised Naidu's early adoption of IT in governance. Prakash Kumar, CEO of Wadhwani Centre, highlighted their 20-year legacy in training for entrepreneurship, skilling, and digital governance. The workshop trains IAS, IPS and IFS officers as AI Champions and young officials as AI Enablers, detailing AI applications in various fields.
Chief Secretary K Vijayanand lauded the initiative as a significant step forward, emphasising that it would empower the departments to leverage technology and AI to deliver timely services to the people.
ITE&C Department Secretary Katamaneni Bhaskar underscored the workshop's role in enabling government departments to provide superior services to citizens, stating that training is a continuous process and that the workshop would explore over 300 use cases, fostering a two-way communication approach.

China-linked hackers target Taiwan's chip industry with increasing attacks, researchers say

Chinese-linked hackers are targeting the Taiwanese semiconductor industry and investment analysts as part of a string of cyber espionage campaigns, researchers said on Wednesday. While hacking to steal data and information about the industry is not new, there is an increase in sustained hacking campaigns from several China-aligned hacking groups, researchers with cybersecurity firm Proofpoint said in a new analysis. 'We've seen entities that we hadn't ever seen being targeted in the past being targeted,' said Mark Kelly, a threat researcher focused on Chinese-related threats at Proofpoint. The previously unreported hacking campaigns were carried out by at least three distinct Chinese-linked groups primarily between March and June of this year, with some activity likely ongoing, Proofpoint said. They come amid rising restrictions by Washington on exports to China of U.S.-designed chips that are often manufactured in Taiwan. China's chip industry has been working to replace its dwindling supply of sophisticated U.S. chips, especially those used in artificial intelligence. The researchers declined to identify the hacking targets, but told Reuters that approximately 15 to 20 organisations ranging from small businesses, analysts employed by at least one U.S.-headquartered international bank, and large global enterprises faced attacks. Major Taiwanese semiconductor firms include Taiwan Semiconductor Manufacturing Co, MediaTek, United Microelectronics Corp, Nanya Technology and RealTek Semiconductor. TSMC declined to comment. MediaTek, UMC, Nanya and RealTek did not respond to requests for comment. Reuters was unable to identify the specific hacking targets or determine whether any of the efforts were successful. A spokesperson for the Chinese embassy in Washington told Reuters in an email that cyber attacks 'are a common threat faced by all countries, China included,' and that the Asian country 'firmly opposes and combats all forms of cyber attacks and cyber crime — a position that is consistent and clear.' The activity ranged from one or two emails sent as part of the more targeted campaign focused on specific people, to as many as 80 emails when trying to gain information from the company at large, Kelly said. One group targeted semiconductor design, manufacturing and supply-chain organisations using compromised Taiwanese university email accounts to pose as job seekers and send malware via PDFs with URLs leading to malicious files, or a password-protected archive. Another targeted financial analysts at major unnamed investment firms focused on the Taiwanese semiconductor industry by posing as a fictitious investment firm and seeking collaboration. Two of the entities are based in Asia, while the third is based in the U.S. The FBI declined to comment. A representative of TeamT5, a cybersecurity firm based in Taiwan, told Reuters that it had also seen an increase in emails being sent targeting the semiconductor industry tied to a few hacking groups, 'but not a wide or general phenomenon.' Targeting of semiconductors and the supply chain around them 'is a persistent threat that has existed for long,' the representative said, and a 'constant interest' for Chinese-related advanced hacking operators. These groups often target 'peripheral suppliers or related industries,' the representative said, such as a situation in June where a China-linked hacking group identified by TeamT5 as "Amoeba" launched a phishing campaign against an unnamed chemical company that plays a critical role in the semiconductor supply chain.

To boost the use of offline Aadhaar-based Know Your Customer (KYC) verification, the Unique Identification Authority of India (UIDAI) is revamping the process to enhance its security and make it simpler for users, according to a report by The Economic Times. The updated system will allow customers to complete KYC without sharing their Aadhaar number or personal information. It will also remove the need for biometric authentication or one-time passwords (OTPs), the news report said. Disruptions spark tighter rules In June, several startups — including food delivery and e-commerce platforms — faced onboarding issues after the UIDAI and the Ministry of Electronics and Information Technology (Meity) blocked websites for unauthorised access to the Aadhaar database. This affected KYC processes at fintech and lending companies. To improve ease of use, UIDAI is planning to promote QR codes and PDF files, which will be simpler alternatives to the XML format currently used in offline KYC. UIDAI tightens Aadhaar rules to curb fraud The UIDAI has rolled out new and stricter rules for Aadhaar enrolment and updates, aiming to curb misuse and strengthen the identity verification process. These changes include real-time document verification and cross-database checks to ensure the authenticity of applicants. Aadhaar plays a crucial role in India's digital infrastructure, with over 1.4 billion Aadhaar numbers issued in the last 15 years. However, concerns have grown over fake or duplicate enrolments. In March 2025 alone, UIDAI issued two million new Aadhaar numbers and updated 19.1 million existing ones. In light of the rising misuse of Aadhaar, the government is now focusing on securing new adult registrations. UIDAI has begun verifying documents like passports, ration cards, birth and school certificates in real time. Additionally, a new digital tool has been launched to match applicant data with online records from sources such as PAN cards, driving licences, electricity bills, and MGNREGS databases. Kids' Aadhaar may be deactivated without biometrics UIDAI also warned that Aadhaar numbers of children enrolled before the age of five may be deactivated if their biometric details are not updated after they turn seven. 'UIDAI has started sending SMS messages... for completing the MBU (Mandatory Biometric Update) exercise,' the authority said in a press release on July 9. Biometric updates — including fingerprints and iris scans — must be done between the ages of five and seven. After this age, a ₹100 fee is applicable. Failure to update may affect access to essential services such as school admissions and scholarships.

Nvidia, Tesla, Apple, Alphabet, among others were the top US stocks that were most actively traded by the Indian investors in the April-June 2025 quarter, which was marked by global market jitters, according to Vested Finance's Q2 2025 Global Investing Behaviour Report. Nvidia Corporation, now valued at nearly $4 trillion, dominated trading activity on the platform, accounting for 6.4% of total buy volumes and 8.3% of total sell volumes between April and June. The report attributes this to a mix of profit-booking and 'buy-the-dip' strategies, reflecting tactical rebalancing by Indian retail investors. Alphabet shares stood out for receiving the highest net inflows during the quarter, with a 113% jump in the number of unique investors on the platform. Other frequently traded names included Tesla, Advanced Micro Devices, and Apple, reaffirming Indian investors' continued interest in tech giants and innovation-led companies. Interestingly, lesser-known innovation-focused firms also caught attention. Duolingo saw a staggering 2,255% surge in investor count, while UnitedHealth Group and Novo Nordisk recorded more than 500% growth in investors. Overall, the platform witnessed a 20.5% quarter-on-quarter (QoQ) rise in buy volumes, while assets under management (AUM) climbed by 35.4% QoQ and 140% year-on-year (YoY). Notably, net buying exceeded selling by 18.2%, underscoring a shift from short-term trades to long-term conviction-led investing. ETF investing emerged as a key theme this quarter, with investors increasingly favouring diversified exposure. The Invesco NASDAQ 100 ETF (QQQM), iShares Semiconductor ETF (SOXX), and Vanguard S&P 500 ETF (VOO) saw investor counts rise by 131%, 101%, and 47%, respectively. Small-cap ETFs, too, witnessed explosive growth. iShares Russell 2000 ETF (IWM) saw a 622% jump in investors, while iShares Core S&P Small-Cap ETF (IJR) rose by 222%, suggesting rising appetite for innovation and recovery-oriented opportunities. Amid a weakening US dollar and diverging central bank policies, Indian investors also turned to global diversification. ETFs offering exposure to Europe, China, and Brazil — such as Vanguard FTSE Europe ETF (VGK), iShares China Large-Cap ETF (FXI), Direxion Daily CSI China Internet Index Bull 2x Shares (CWEB), and iShares MSCI Brazil ETF (EWZ) — saw increased interest. Sectoral rotation was another clear trend. Healthcare witnessed a sharp resurgence, with the Health Care Select Sector SPDR Fund (XLV) attracting 1,087% more unique investors. AI-focused small-cap names like Crispr Therapeutics (CRSP), SoundHound AI (SOUN), Hims & Hers Health (HIMS), and IonQ (IONQ) recorded investor base growth between 300–800%. At the same time, more conservative instruments gained ground. Funds such as the Schwab US Dividend Equity ETF (SCHD), Vanguard Ultra-Short Bond ETF (VUSB), and iShares Silver Trust (SLV) indicated that investors were also pursuing risk-adjusted, balanced portfolio strategies. 'Q2 wasn't about chasing momentum — it was about disciplined re-engagement,' the report noted. Indian investors demonstrated greater maturity in their approach, embracing themes like healthcare, semiconductors, small caps, and AI while increasingly adopting global and sectoral diversification through ETFs. The findings highlight how Indian retail investors are no longer merely reacting to headlines but are gradually building conviction-driven, globally diversified portfolios.
