Saudi Arabia Rolls Out Robotaxi Service in Riyadh

Riyadh, Saudi Arabia's capital, has deployed a Robotaxi pilot fleet, developed by Chinese tech firm WeRide in collaboration with Uber and local partner AiDriver.
WeRide has recently obtained Saudi Arabia's first Robotaxi autonomous driving permit, which allows it to operate self-driving vehicles business in the Kingdom and deploy Robotaxis across Saudi regions. Robotaxi in Riyadh
This permit makes WeRide the only tech firm in the world that has autonomous driving permits in six countries: Saudi Arabia, China, the UAE, Singapore, France, and the US.
On July 23, 2025, the Chinese company, in cooperation with Uber and AiDrive, launched its pilot operations across key locations in Riyadh, including at King Khalid International Airport, major highways and selected city center hubs.
The Robotaxi service will have designated pick-up and drop-off stations to streamline travel to and from the airport. It will boost transport efficiency, sustainability, and safety across Riyadh, easing traffic congestion in the Saudi capital.
The Robotaxi is set to expand into full-scale commercial service by the end of 2025.
WeRide is the first company to get a permit for its Robotaxi in Saudi Arabia, after completing a rigorous approval process, including testing, assessments, and technology validation, to meet the highest safety and performance standards set by the Kingdom's Transport General Authority (TGA). The tech company received the permit during an official ceremony, with the participation of the Saudi Minister of Transport and Logistics Services and Chairman of the TGA, Saleh bin Nasser Al-Jasser, and CFO and Head of International at WeRide, Jennifer Li, alongside other Saudi senior officials.
On this occasion, Li said: 'This permit marks a major step in our global expansion, enabling us to scale Robotaxi services and unlock new commercial opportunities in Saudi Arabia.'
Meanwhile, the Saudi Transport Minister hailed the initiative. 'The pilot launch of autonomous taxi services reflects the kingdom's forward-looking vision and strategic investment in future mobility,' he said.
'This step reinforces our commitment to fostering innovation, enabling cutting-edge technologies, and creating a globally competitive, efficient, and sustainable transport sector that supports economic growth and enhances the quality of life for all,' Al-Jasser added. In addition to Robotaxi, WeRide, which entered Saudi Arabia in May 2025, has been testing and operating Robobus service in key locations, such as King Fahad Medical City, Aramco residential communities, AlUla, and the Ritz-Carlton in Riyadh.
It is also operating Robosweeper S1 at King Fahad Medical City, Riyadh Second Health Cluster, marking the first paid autonomous sanitation project in both Saudi Arabia and the wider Middle East.

RIYADH: Saudi Arabia's non-oil business activity continued to expand in July, even as growth momentum softened, with the Purchasing Managers' Index easing to 56.3, down from 57.2 in June, a market tracker showed. Compiled by S&P Global for Riyad Bank, the PMI remained well above the neutral 50-point threshold, signaling ongoing improvement in private sector operating conditions. The robust growth in Saudi Arabia's non-oil business activity aligns with the broader goals of Vision 2030, which aims to diversify the Kingdom's economy and reduce its reliance on oil revenues. This comes as Saudi Arabia's economy grew by 3.9 percent year on year in the second quarter of 2025, driven by strong non-oil sector performance, according to flash estimates released last month by the General Authority for Statistics. Naif Al-Ghaith, chief economist at Riyad Bank, said: 'Saudi Arabia's non-oil economy remained on a solid growth track in July, supported by higher output, new business, and continued job creation. Although the headline PMI edged down to 56.3 from 57.2 in June, the reading still pointed to a healthy level of activity across the private sector.' He added: 'Firms continued to benefit from ongoing project work, resilient domestic demand, and focused marketing efforts, even as some indicators showed signs of cooling compared to earlier in the year.' Al-Ghaith noted that the slight dip in the headline index was primarily due to a moderation in new order growth. He said businesses were still experiencing improved demand, though 'competitive pressures and more cautious client spending weighed on the pace of expansion.' He also pointed out that external demand was softer and that purchasing activity had increased at a slower pace. On the employment front, Al-Ghaith said firms continued to expand their workforce to support rising activity, with 'July marking another solid month of hiring as companies worked to keep operations running smoothly.' He further noted that firms expect growth to continue over the coming year, underpinned by steady demand, strong pipelines, and Vision 2030-linked investments. Employment is expected to remain supportive, although rising input costs and wages led to price hikes — especially in services, construction, and manufacturing. The PMI report also showed that non-oil private sector output grew strongly in July, driven by ongoing projects and new orders. However, the pace of expansion was the slowest in three and a half years. Order books continued to develop, buoyed by solid domestic demand and active sales efforts. However, growth was partially offset by intensifying competition, lower footfall, and the first drop in export orders in nine months, as firms faced challenges in attracting new foreign clients. In response to rising activity and backlogs, firms recorded another sharp increase in hiring, following June's 14-year employment peak. The uptick was attributed to capacity constraints and growing workloads. Inventory levels rose significantly in July, particularly among manufacturers and wholesale and retail firms, even as new input purchases slowed. Delivery times improved but at a slower rate, in part due to customs delays. Input prices in the Kingdom's non-oil sector increased strongly during the month — albeit at a slightly slower pace than in the second quarter — driven by steep salary hikes to retain staff. This contributed to a rise in selling prices for the second straight month.

Saudi Arabian Oil Co. (Saudi Aramco) CEO Amin Nasser said Saudi Basic Industries Corp. (SABIC) is well-placed to withstand the current downcycle, citing strong competitive advantages. Global oil demand is expected to reach 105.8 million barrels per day (bpd) in 2025, he told Reuters. Oil demand is expected to grow between 1.1 and 1.3 million bpd this year, likely hitting the upper end, Nasser said, adding that global inventories remain below the five-year average. The CEO revealed that Aramco is in discussions on blue ammonia projects in South Korea and Japan. CFO Ziad Al-Mursed said Aramco is focused on SABIC's transformation, adding the petrochemicals major, similar to the entire group, is undergoing restructuring of its investment portfolio. The petrochemical industry is facing a prolonged industry downturn due to overcapacity, he added. Speaking on Aramco's financials, Al-Murshed said the company adopted 'adjusted net income' to align with peers and improve transparency. He said both upstream and downstream units are undergoing changes, with a priority on cost reduction. Aramco is optimizing assets by freeing up capital from low-return investments and reallocating to higher-yielding ones. Some of the reviewed assets are infrastructure-related, which, despite low returns, attract investor interest. The company secured export credit agency-backed financing and is considering issuing bonds in different currencies and regions, as well as domestic sukuk. According to Argaam 's data, Aramco's H1 2025 net profit, after minority interest, dropped to SAR 181.3 billion from SAR 209.5 billion in H1 2024. Q2 2025 profit stood at SAR 85.6 billion.
