Opinion: The Pandemic Was a Sputnik Moment for Rethinking American Education. We Blew It
In March 2020, resilience, innovation and adaptability became urgent priorities, backed by billions in federal funding. It was a Sputnik moment for American education.

We failed to take advantage of the moment. Instead of embracing lasting change, most school systems rushed back to 'normal' — as if normal had ever been good enough.
The results are horrifying. Student achievement is in free fall. Fewer than one-third of students scored proficient in reading and math, according to the latest National Assessment of Educational Progress. These declines predated the pandemic but were exacerbated by prolonged school closures.
Given these realities, can policymakers still pretend the traditional education model works? A system designed over a century ago to train students for farm and factory labor is woefully inadequate for today's needs. It cannot deliver the personalized learning students require in the Age of Artificial Intelligence.

This outdated system relies on one-size-fits-all solutions while assuming teachers can somehow provide differentiated support for every student. It rests on an increasingly fragile social contract: that students will attend school daily, that marginalized families will trust and wait for better service,and that schools are the sole places for learning. The pandemic shattered these assumptions.
The U.S. must rethink education. On this, the fifth anniversary of the start of the pandemic, the Center on Reinventing Public Education has launched Phoenix Rising, a forum for exploring bold, new ideas. Phoenix Rising looks back on the root causes of the disastrous pandemic response and articulates a vision for a more nimble, personalized, joyful and evidence-based public education system. Five years after the pandemic began, we reflect on the failures and propose a path forward.
Our research identifies key failures in the pandemic response and recovery:
Schools lacked incentives, autonomy and capacity to deliver the personalized instruction needed to accelerate learning.
States and the federal government provided little leadership, leaving districts to fend for themselves.
Politics, not science, dictated too many decisions.
Federal aid was distributed without clear expectations or accountability, offering only temporary relief.
The consequences are clear: declining test scores, wildly varied student needs within classrooms, disruptive behavior, chronic absenteeism and increasing mental health challenges for both students and teachers. Parents remain unaware of the full extent of learning loss, and public trust in education is eroding.

Rather than blame educators or school districts, we at CRPE diagnose a deeper problem: The education delivery system is fundamentally overmatched by its challenges. It cannot deliver the outcomes today's students need.
We propose a future-ready system that prioritizes:
Providing flexible, personalized learning pathways: Schools should act as portfolio managers, offering students personalized learning options rather than delivering all the instruction and support themselves. Core academics would remain in assigned schools, but students could use public dollars for apprenticeships, enrichment programs, tutoring and mental health support.
Breaking down barriers in schools: Schools must dismantle rigid structures that limit student potential. Advanced coursework should be more accessible. Universal design for learning and individualized pathways to college and careers should be the norm, not the exception.
Preparing students for the future: Success after high school requires more than career pathways, internships or college applications. Schools must emphasize durable skills like critical thinking, communication and leadership. By high school, students should be immersed in career exploration and have universal access to early college.
Rethinking teacher roles and instruction: New schooling models should encourage team-based teaching. Evidence-based instructional practices must become standard. Research-based methods for reading, writing, math and behavior regulation should be integrated into teacher preparation and school support structures.
Forty years ago, CRPE advocated for a portfolio system of governance, where school boards diversified their offerings — traditional public schools, magnets and charters — while focusing on core services like funding and accountability.
Managing personalized pathways requires going further. It demands not just new governance structures, but also transformed instruction and student support.
States and localities must unlock funding, teacher assignments and student intervention strategies to enable innovative approaches. They should empower new governing bodies, whether independent boards, mayors or state-appointed leaders, to integrate ideas from outside the traditional district framework.

This transformation required bold action. Simply calling for more patience, more money and less regulation is not enough. Schools need sustained state leadership. With the federal government pulling back from education oversight, states must step up. Empty declarations of emergency won't suffice. Top-down mandates won't work.
Students can and will learn if given the chance — but only if educators rethink how they learn. That means transforming classroom instruction, teacher roles, technology use and more. States must reallocate federal funding flexibly, revamp laws to incentivize innovation and create new opportunities for experimentation beyond the traditional system.
Above all, the next wave of education reform must look forward, not backward. American schools cannot afford to cling to outdated structures out of a misguided allegiance to the past.
Policymakers must empower schools to embrace new ideas, act on evidence and be bolder in pursuing better outcomes.
Students' futures — and the country's economic and social prosperity — depend on it.

Alaska is America's worst state for business in 2025 as falling oil prices sink economy
From the first discovery in Prudhoe Bay in 1968, Alaskans have had a love-hate relationship with oil. On one hand, it allowed Alaska to abolish its state income tax, fund most government operations and provide every Alaskan with a dividend that continues to this day. On the other hand, it has left the state at the near total mercy of the global oil market. In recent years, that has proven to be a bad bet. And it is the major reason Alaska finishes at the bottom of the CNBC America's Top States for Business rankings in 2025. With the price of Alaska North Slope crude oil down by double digits from a year ago, according to the Alaska Department of Revenue, Alaska has America's worst economy as measured by the CNBC study. Economy is the heaviest-weighted category under this year's methodology. Alaska's gross domestic product growth is in the bottom ten nationally. The state's economy grew by just 1.5% last year, compared to 2.8% nationally. More crucially, the state's fiscal year 2026 budget is based on a forecast of $68 per barrel for crude oil, and it is unclear if that will hold. Alaska North Slope crude traded as low as $63.49 on May 5 before rebounding above $70 in recent weeks. State forecasters are counting on oil for around 70% of the state's revenue over the next ten years, or nearly half the state's operating budget. And some localities are far more dependent. "When you look at the economic engine by default," North Slope Borough Mayor Josiah Patkotak told CNBC last month, "That happens to be oil and gas by about 98% of our operating budget." For decades, Alaska has sought ways to diversify its economy, but it has had limited success. Proposals have involved alternative energy, agriculture, and the state's tourism sector. In 2023, Gov. Mike Dunleavy, a Republican, signed legislation to put Alaska into the carbon market, using the state's vast public lands for carbon storage, and to generate carbon offset credits for high carbon emitters in other states. But the program is still in the study phase. A report to the legislature in January said the program is not expected to generate any revenue until at least 2027. More recently, the Trump administration is backing a proposal to build a natural gas pipeline alongside the Trans-Alaska oil pipeline, allowing the U.S. to ship liquid natural gas — a byproduct of North Slope oil production — to Asia. The idea has been around for years, but the price tag, estimated at around $40 billion, was impossible for the industry to swallow even when petroleum prices were high. Now, however, administration officials think that trade tensions might change the economics. "There [are] countries around the world looking to shrink their trade deficit with the United States, and of course, a very easy way to do that is to buy more American energy," U.S. Energy Secretary Chris Wright told CNBC's Brian Sullivan in Prudhoe Bay last month. "If you get the commercial offtakers for the gas, financing is pretty straightforward," Wright said. If the project gets off the ground, it could provide a huge boost to Alaska's economy, though it would still be at the mercy of commodity prices. Alaska's struggling economy is a major reason for its poor competitive performance, but it is not the only one. The state ranks No. 49 in Infrastructure. While the state's roads and bridges are in better shape than in many states in the Lower 48, its virtual infrastructure leaves much to be desired. Fewer than 2% of Alaskans have access to affordable broadband service, according to BroadbandNow Research. The data center boom has passed Alaska by thus far, with only four in the entire state. Alaska is a notoriously expensive place to live, especially in the many remote parts of the state. "When you're paying 16 bucks a gallon for milk, we've got to figure out how to make sure that you can afford to buy the milk so you can live here. We've got to make sure you can afford to buy the gas so you can hunt here," said Patkotak. But one aspect of life is a bargain in Alaska. At a time of soaring homeowner premiums, online insurance marketplace Insurify projects Alaska homeowners insurance premiums will average $1,543 this year, the second lowest in the nation. I tried 3 fast-food chains in Canada that you can't get in the US. Here's how they ranked from worst to best.
I'm an American who sampled three Canadian fast-food chains in Vancouver, British Columbia. Pizza Pizza, Mary Brown's Chicken, and Triple O's are Canada-based chains that don't serve the US. I ranked my meals at each establishment from worst to best. As an American, fast food is a guilty pleasure of mine. Some nights, nothing beats scarfing down a cheeseburger combo meal I paid less than $20 for. So, when I traveled to Vancouver, British Columbia, for the first time in May, I sampled three Canadian fast-food chains that don't operate in the US. Here's how I'd rank them from worst to best. My least favorite chain was Pizza Pizza. Pizza Pizza is a quick-service pizza joint that has been around since 1967. According to the company's website, there are more than 750 locations across Canada. I stopped by a location in Vancouver's West Point Grey neighborhood on a sunny early evening. Inside, the store was decorated with orange accents, from ceiling beams to strip lighting. I didn't see any other customers during my visit. I ordered a plain slice and a soda for $5. I live in New York City, so I wasn't expecting to be blown away by a slice from a fast-food chain. The mozzarella on the slice, sourced from Canadian farmers, tasted fresh. However, the sauce was a bit too sweet for me, the crust was thicker and chewier than I like, and I thought it lacked crispiness and flavor. I ate about 75% of this slice before tossing the rest on my way out. Although it was a good deal, I wouldn't eat at Pizza Pizza again. I had a better meal at Mary Brown's Chicken. Mary Brown's Chicken was established in 1969 and has more than 270 locations in Canada, according to the company's website. I had lunch at the fried chicken chain's East Vancouver location and spotted 50-pound sacks of locally sourced potatoes, which are hand-cut and fried in-store. Some customers stopped in to pick up orders, while others ordered at the counter and dined in, like I did. I got a three-piece chicken meal for about $14. My meal included three pieces of bone-in chicken breaded with an over-50-year-old recipe, a side of "taters" (potato wedges), and a small coleslaw. The chicken was everything I hoped it would be — moist and flavorful with a crispy outer shell. I liked the seasoning on the taters, but they tasted a bit dry to me. I'm not a fan of coleslaw, so I skipped it. Although the sides didn't satisfy me, the chicken was so good that I would definitely return. So Mary Brown's Chicken takes the middle slot in my ranking. Triple O's not only tops this list — it may be my favorite fast-food chain of all time. Owned by White Spot Hospitality, Triple O's opened in Vancouver in 1997, according to the company's website. Today, the fast-food chain — which serves burgers, breakfast, sandwiches, and shakes — has 70 locations across British Columbia, Alberta, and Ontario. I had an early lunch at the Triple O's in Vancouver's Kitsilano neighborhood, where many customers shuffled in and out throughout my visit. I ordered a cheeseburger meal for $16. My meal included a cheeseburger with iceberg lettuce, tomatoes, and a secret sauce. It also came with a long pickle slice that I stuffed inside the sandwich, fries with a side of gravy, and a soda. The burger was juicy and flavorful, complemented by the tangy sauce, crispy lettuce, and fresh-tasting tomatoes. Unlike many fast-food burgers, the bread didn't feel like an afterthought. The thick bun was chewy inside, and the toasted exterior protected it from sogginess. I thought the fries, made from locally sourced potatoes, were the best in the fast-food game. They were thick and soft inside with a crispy outer layer, and the gravy made them taste like Thanksgiving dinner. I savored every bit of this meal. By the end, I was fairly certain it was the best fast-food meal I'd ever had. I'll return to Triple O's whenever I visit the Canadian provinces it serves.
