Green Cards in limbo: What to know as replacement wait times surge across the US
From 1 January to 31 March 2025, USCIS took an average of 8.3 months to process an I-90 application. Just a few months earlier, between October and December 2024, the median wait time was less than a month, about 0.8 months.

US immigration system is under immense pressure
Immigration courts currently face a record-breaking 3.7 million pending cases. Green card holders are required to file Form I-90 every 10 years or sooner if their cards are lost, damaged, or contain errors.
The agency's website currently states that '80 per cent of cases for 'initial issuance or replacements' for I-90 are completed within 21.5 months,' while 10-year renewal cases are completed in '12.5 months' for 80 per cent of applicants.
Notably, between January and March 2025, USCIS received over 285,000 I-90 applications. That's a significant increase from the 189,000 submitted in the previous quarter. By the end of March, there were more than 356,000 I-90 applications still pending up from 265,000 just three months earlier.
This isn't the first time USCIS has struggled with fluctuating processing times. In FY2024, the agency had dramatically improved processing, bringing the average down to 1.1 months from 9.1 months in 2023. In 2022, the average was 1.2 months, while it stood at 5.2 months in 2021.
Interestingly, USCIS announced in September 2024 that green cards would remain valid for 36 months beyond the listed expiration date for lawful permanent residents who had filed for renewal.

'These receipt notices can be presented with an expired Green Card as evidence of continued status and employment authorization. This extension is expected to help applicants who experience longer processing times, because they will receive proof of lawful permanent resident status as they await their renewed Green Card,' USCIS noted.

A.P. overdrawing Tungabhadra water, TG tells tribunal
Telangana has submitted to the Brijesh Kumar Tribunal (KWDT-II) that Andhra Pradesh is overdrawing Tungabhadra river water affecting its contribution to Krishna river for supplementation of flows to Srisailam reservoir in the downstream and by doing so, it is depriving TG of its water. On the second day of final arguments before the Tribunal in the reference made for re-distribution of water among AP and Telangana from out of the allocation of 811 tmc ft, assured to combined AP, senior counsel appearing for Telangana C.S. Vaidyanathan explained to the Tribunal in New Delhi on Thursday, that KWDT-I had put restriction on utilisation by AP from Tungabhadra Right Bank Low Level Canal (LLC), which takes off at TB dam, at 29.5 tmc ft, including 5.5 tmc ft of evaporation losses. Further, he brought to the Tribunal's notice that KWDT-I had also imposed restrictions on utilisation by AP and Karnataka at TB dam and TB sub-basin to ensure that substantial water supplements Krishna river in the downstream. However, AP was over-tapping water from Rajolibanda Diversion Scheme (RDS) Right Canal and Guru Raghavendra Lift Irrigation Scheme. The existence of multiple sources for the same ayacut of LLC was allowing AP to draw higher volume of water for the ayacut, while the realistic crop water requirement on a scientific basis was only 17.41 tmc ft, thus leaving a saving of 6.59 tmc ft (29.5-5.5-17.41 = 6.59). The counsel requested the Tribunal to allocate the savings of 6.59 tmc ft water to the in-basin projects in Telangana.

"Good policies alone are not enough, what matters actually is timely execution... I think all these years you (tax officer) have done your maximum best. Now is the time to raise the benchmark," she said at the 166th Income Tax Day event here. "You're capable of being even better. Let's earn the trust of the taxpayers through our conduct," she said. Live Events She said income tax day is the moment to reaffirm the unsaid social contract between the state and the taxpayer. "We really cannot afford to have that fray at the edges. We cannot afford that unsaid social contract between the state and the taxpayer to become loose, become diluted," Sitharaman said. Giving awards to officers who were involved in drafting the new income tax bill, 2025, Sitharaman said 60,000 man hours were needed in drafting the proposed law which has been made the Income Tax 1961 simpler. "Since 1961, it has not been touched, layers and layers got added to it. A comprehensive review had not happened. So, that work which was taken up required that many number of hours," Sitharaman said.
