Starmer's Chagos 'surrender' deal helps Mauritius top destination list for global super-rich thanks to tax cuts paid for by Britain's billions

Mauritius has topped a global league table of desirable destinations for the super-rich, thanks to tax cuts paid for by Keir Starmer 's Chagos Islands 'surrender'.
The tiny Indian Ocean nation is tied with Monaco at the head of Nomad Capitalist's Freedom Index 2025 after announcing plans to abolish income tax using money handed over by British taxpayers.
The Prime Minister last month signed an agreement to cede sovereignty of the strategically-important Indian Ocean archipelago.
The deal will see the UK lease back a military base on Diego Garcia, the largest of the islands, with Britain paying Mauritius an average of £101million a year for 99 years.
In its inaugural Freedom Index Nomad, which brands itself a 'boutique tax and citizenship consultancy' for high and ultra-high net-worth individuals, said Mauritius had 'sensible taxation, a robust legal system and near-zero violent crime, giving investors a stable bridge between Africa and Asia '.
Switzerland, Portugal and Ireland rounded out the top five, with the UK 21st and the United States joint 29th under Donald Trump.
It came as Foreign Secretary today introduces a bill to hand over the British Indian Ocean Territory to Mauritius.
Tory shadow foreign secretary Priti Patel said: 'It's a £30 billion tax on British taxpayers.
'Working people across Britain will pay the government of Mauritius to give them British territory, and deliver tax cuts to the people of Mauritius.'
Mauritius will use almost £500million of the UK payments to help clear its national debt.
This will allow the east African country to abolish income tax entirely for 81 per cent of employed Mauritians and raise minimum salaries.
It has also been pointed out how, under the Chagos Islands deal, UK taxpayers are now funding more than 4 per cent of the Mauritian government's total budget.
Nomad Capitalist research associate, Javier Correa, said its index 'educates and empowers high-net-worth individuals and families on their journey to live more freely'.
'While the West still preaches liberty, countries like the UK and US have become poster children for bloated bureaucracy, rising taxation, and the mismanagement of public finances,' he said.
'From entrepreneurs to investors, globally minded citizens need to understand that the Western world has changed and they may need to look elsewhere, so the Nomad Capitalist Freedom Index is a blueprint for them to go where they are treated best.'
It aims to highlight places 'where personal liberty, financial sovereignty and lifestyle flexibility still exist and thrive - where global citizens can actually live life on their own terms'.
To accompany the treaty, MPs will need to sign off on a Bill to wind up the current governance of the British Indian Ocean Territory (BIOT).
The treaty will only come into force once the legislation is 'in place', according to the Government.
It follows a 2019 advisory opinion by the International Court of Justice, which said the UK should cede control.
As well as establishing a £40 million fund for Chagossians expelled from the islands, the UK has agreed to pay Mauritius at least £120 million annually during the 99-year agreement.
The Government, however, estimates the bill will be lower at around £101 million a year, while critics argue it will be much higher.

This voting fix will backfire on Labour

If in doubt, gerrymander. That is the logic underlying Labour's announcement today that the voting age will be lowered to sixteen at the next election. Having reached, within a year, depths of unpopularity and incompetence that it took the Conservatives fourteen years to plumb, Keir Starmer has now accepted that his only hope of getting re-elected relies on trying to rig the electorate in his favour. This is why he has smashed the glass marked 'Votes at 16'. There is something uniquely moronic about calls to lower the voting age. It is a policy that only interests desperate Labour strategists and A-level Politics teachers. The arguments for and against it are well-rehearsed, as each of us who chose that benighted subject have written half a dozen essays on it. Proponents will argue that it is expanding democracy; opponents will point out the long list of responsibilities politicians deem 16-year-olds too irresponsible to be trusted with – from driving a car to getting a tattoo. Many sixteen-year-olds don't want the vote, with a Merlin Strategy poll suggesting only around half of 16 and 17-year-olds back their enfranchisement; in the elections for the so-called Scottish and Welsh 'Parliaments', the turnout of the young consistently trails that of older voters. Not to mention that for the young – just as for this Government – there are much more pressing issues. But might this decision backfire for Starmer? That same poll found that while a third of teenagers would vote Labour, 20 per cent would choose Reform. The next election is four years away. This Government will only become even more unpopular; Nigel Farage's TikTok mastery will only grow. The last time a Labour Government lowered the voting age, in 1969, it found itself swept away at the next year's election. On current polling, it would be no surprise if history repeated itself. In the meantime, one hopes Starmer's newfound ardour for youthful responsibility will encourage his Government to relax a few other joyless restrictions on a generation already hampered by Covid-addled educations, screen addiction and an inescapable anxiety that their lives will be far worse than their parents'. If they can vote, then let them also be able to drive, get tattoos, and be able to get hypnotised on stage. It would make sense for Starmer; hypnosis might be the only way to get more voting Labour. Or lower the voting age to 14, in the hope they are even more gullible.

General election saw Labour outspend Tories for the first time since 2005 with party pumping £30m into getting Keir Starmer's landslide

Labour outspent the Tories at the general election last year for the first time in nearly two decades. Official figures showed the party pumped £30million into securing Keir Starmer 's landslide majority in the 12 months running up to the poll, over twice the level in 2019. The Conservatives reported spending £23.9million, the Liberal Democrats £5.6million and Reform £5.5 million - more than a million pounds per MP secured. The Greens laid out £1.7 million and the SNP £799,000. Adjusting for inflation, the Electoral Commission said Labour last beat the Tories financially when Tony Blair was at the helm in 2005. The party spent £30.7million that year, compared to £30.6million for their rivals. Overall spending in the year running up to the general election reached a record high of £94.5million, including £69.3million spent by the larger political parties. The biggest spenders among non-party campaigners were the National Education Union with £617,730, Best for Britain with £423,997 and Unison with £394,392. Jackie Killeen, Director of Electoral Administration and Regulation at the Electoral Commission, said: 'Spending at the general election reached a new high as campaigners sought to share their messages with voters and inform their choice at the ballot box. 'A record number of candidates and parties took part, helping to support a robust and vibrant debate. 'High levels of participation and campaigning give voters information about the candidates standing, and today's publication shows voters how that activity was funded. 'Making this information available to voters is an important component of the UK's political finance system, which helps build voter trust and confidence. 'Voters can also be confident that, overall, campaigners are complying with political finance laws and meeting their obligations. 'We saw high levels of compliance with the political finance laws at the 2024 general election.'
