SHRC holds Transco responsible for electrocution of 10-yr-old in Jadcherla
The commission has also recommended a compensation of ₹5 lakh to the kin of the deceased.
Shreyan was electrocuted on June 4 after coming into contact with a 160 KV transformer that had no protective enclosure. The transformer was located along the CC road beside Saraswathi Nagar Park. According to the complaint filed by Shreyan's father, Bokka Raghavender, the unit posed a known hazard for months. He stated that a cow and a stray dog had earlier died at the same spot, and residents had repeatedly requested the deputy engineer of TGSPDCL to secure the transformer.
However, no action was taken.
The commission noted that no official from the electricity department visited the family or offered any assistance following the child's death. Despite being served a notice on June 23 seeking a report from the assistant divisional engineer, Jadcherla, the commission received no response.

In its order, the commission said the electricity department's inaction amounted to 'dereliction of duty' and posed a 'serious threat to public safety,' thereby violating citizens' fundamental rights under Article 21 of the Constitution.
It strongly condemned the failure to respond to repeated warnings about the transformer's hazardous condition.
"Such lapses are wholly unacceptable in a society governed by the rule of law. It is the solemn duty of every public department, especially those dealing with essential services like public electricity, to act with alertness, caution, and accountability. No govt department can be permitted to function with such irrelevance towards public safety, and that every lapse of this nature warrants strict scrutiny and legal accountability," the commission said.
The commission recommended that the chairman and managing director (CMD) of Transco conduct a comprehensive review of transformer safety across Telangana and submit a consolidated report within 30 days. It further advised the CMD to implement preventive measures to avoid future incidents of electrocution involving both people and animals.
These measures include regular maintenance, installing protective enclosures, and conducting routine inspections of electrical infrastructure. Additionally, the CMD was asked to investigate the role of officials whose negligence led to the death and to initiate departmental action against those found responsible within 60 days.

He noted that arrests have occurred in Lahore and Rawalpindi, though he did not provide specific numbers. Bukhari criticised the preemptive crackdown, saying, 'Their crime? Dare to state a protest, which is yet to happen. That's not lawful, that's tyranny.' 'If there is any evidence against Khan, then it should be presented in an open court,' he urged. He praised Khan as a transformative leader, stating, 'Imran Khan is the most popular and dignified leader of this nation, who not only elevated Pakistan's image internationally but also gave the nation a vision.' Qaiser added that Khan's detention represents a 'direct attack on democracy, the Constitution, and the rule of law.' PTI planning district-level protests Rather than organising a centralised rally in Islamabad, the PTI has opted for district-level protests across the country, following Khan's instructions. In Peshawar and Khyber districts, a rally led by Chief Minister Ali Amin Gandapur will commence at 3:30 pm from Hayatabad Toll Plaza on Ring Road and proceed to Qila Bala Hisar. In Swabi, protesters will gather at the Ambar Interchange for a day-long demonstration starting at 3:30 pm and continuing until Isha (evening) prayers. In Nowshera, a protest is planned at Khairabad, also beginning at 3:30 pm. Seeman restrained from making defamatory remarks on DIG
Chennai: Madras high court has restrained Naam Tamilar Katchi (NTK) chief coordinator, Seeman , from making defamatory statements against deputy inspector-general of police Varun Kumar. Justice K Kumaresh Babu issued the interim order on a civil suit filed by Varun Kumar against Seeman. Varun Kumar contended that Seeman began a personal tirade against him ever since he acted against an NTK member, 'Sattai' Duraimurugan. Duraimurugan was arrested by Tiruvallur district police for causing a law-and-order issue due to a false claim on his YouTube channel about the death of Foxconn factory workers from food poisoning. He was also detained under the Goondas Act, Varun Kumar said. At that time, he was serving as superintendent of police at Tiruvallur district. Following Duraimurugan's arrest, Seeman developed animosity towards him, the officer stated. He added that Seeman had been making disparaging remarks against him in the media since then. Seeman termed him a 'beggar' and sullied the image of the entire police force in the country by saying he was 'after all an IPS officer'.
