
Caesars Palace Times Square to Fund High-Tech EMS Ambucycle™ Program: Innovative Lifesaving Response Model To Dramatically Reduce Emergency Response Times Set to Come to Hell's Kitchen and West Midtown
Hell's Kitchen and Times Square present unique public safety challenges – welcoming more than 300,000 visitors daily, making the area one of the city's most medically complex zones. While New York City's EMS professionals are highly trained and experienced, ambulance response in the area presents several challenges. In cardiac emergencies, a delay of even two minutes can mean the difference between life and death.
With a foundational investment from Caesars Palace Times Square, this initiative will provide rapid-response emergency care through trained EMT volunteers on foot, bikes, and Ambucycles™ – United Hatzalah's A.I. enabled, GPS-tracked, EMS-licensed rapid response vehicles. The program will dispatch trained professionals to stabilize patients before ambulances arrive, reduce the operational load on FDNY EMS, save tax dollars, and build long-term volunteer EMS capacity in NYC. The initiative will aim to reduce emergency response times from over 12 minutes to under 5 minutes, with sub-3-minute response targets during peak hours.

'During a Town Hall with Manhattan Plaza, we heard about the need for better emergency access on the West Side – and that never left our minds. When we learned about United Hatzalah and their rapid emergency response success in Tel Aviv, we recognized that we could bring this solution to New York for the first time and save lives.'
United Hatzalah is a global leader in volunteer-based emergency medical response, best known for pioneering the world's fastest EMS system in Israel. With a network of over 8,000 trained paramedics and EMTs, United Hatzalah responds to more than 2,200 emergencies daily, achieving average response times of under three minutes, and as fast as 90 seconds in dense urban centers. Their model combines community-based volunteers, micro-mobility responders, and proprietary GPS-enabled dispatch technology to deliver lifesaving care ahead of traditional ambulance arrival.

This initiative will supplement New York City's 911 system without replacing or rerouting any existing services and embed Smart AED cabinets and GPS-based dispatch systems across Hell's Kitchen and Times Square. The program is part of Caesar Palace Times Square's broader $250 million public benefit investment, which includes a more than $80 million public safety plan, along with workforce support and health equity initiatives across Times Square and surrounding neighborhoods.
