Govt, Nadra preparing national health system
Federal Minister for Health Mustafa Kamal, while briefing the Senate Standing Committee on National Health Services and Regulations which was held here on Thursday under the chairmanship of Senator Amir Waliuddin Chisti, said that the Health Ministry is now moving toward formal agreement after a series of detailed meetings with NADRA.
The committee reviewed key legislative proposals concerning healthcare policy, medical regulation, and mental health reform. After a detailed discussion, it unanimously passed the bill titled, 'The National Institute of Health Reorganization (Amendment) Bill, 2024', introduced by Senator Saleem Mandviwalla. Senator Mandviwalla underscored Pakistan's lack of centralised data on cancer prevalence and types, emphasising that despite previous assurances from the federal government, no concrete action had been taken. He stated that the bill aims to catalyse the creation of a national cancer registry.
NHSR&C Minister Mustafa Kamal informed the committee that the bill has been sent to the Ministry of Law and Justice for legal review and affirmed the government's support for its objectives. He also outlined a broader initiative to develop a centralised national health data system by integrating medical records with national identity cards.
The committee took up the Mental Health (Amendment) Bill, 2025, introduced by Senator Samina Mumtaz Zehri. She highlighted the urgent need to address gaps in postnatal mental health care, citing a tragic case in Nawabshah, in which, a mother fatally harmed her children. She emphasised that such cases often go undiagnosed due to the absence of clear practitioner guidelines. Minister Kamal acknowledged the concern and agreed on the necessity of establishing protocols to guide mental health professionals. The committee, unanimously, approved the bill.
'The Islamabad Healthcare Regulation Amendment Bill, 2025', introduced by Senator Mohsin Aziz, was also discussed. Senator Aziz raised his concerns over the lack of progress since the bill's introduction in January and highlighted the inconsistent pricing of diagnostic tests across laboratories. He stressed the need for administrative regulation to standardise healthcare costs and end the widespread practice of price shopping. The chairman committee, while acknowledging senator's concern, also supported the call to regulate the pricing of second-tier medical equipment. The minister suggested one month time period to implement an effective strategy to address the issue and the committee decided to defer the bill for further review.
The committee also reviewed 'the Pakistan Psychological Council Bill, 2025', introduced by Senator Kamran Murtaza. After a brief discussion, the committee recommended that the bill be referred to the House with a proposal to forward it to the Ministry of Law and Justice for legal vetting.
Moreover, Former Deputy Chairman Senate Mirza Muhammad Afridi also raised concerns about the reduction in medical seats for FATA students from 333 originally allocated to 194. He urged the ministry to issue a letter and also requested that minor delays in student attendance be exempted from merit calculations. The minister responded that the issue is receiving serious attention and that plans are underway to restore the original seat allocation. He reassured the committee that 333 seats have already been earmarked for the upcoming academic year and that implementation is in progress.
In his concluding remarks, Chairman Senator Amir Waliuddin Chishti commended the ministry for its efforts toward improving health services. He recommended that the concerns raised by Senator Samina Mumtaz Zehri regarding new examination regulations for PMDC students be discussed in detail at the committee's next meeting.
Among those in attendance were senators, Mohammad Humayun Mohmand, Irfanul Haque Siddiqui, Saleem Mandviwalla, Syed Masroor Ahsan, Muhammad Abdul Qadir, Samina Mumtaz Zehri, Mohsin Aziz, former deputy chairman Mirza Muhammad Afridi, Minister for NHSR&C Mustafa Kamal, Secretary Ministry of NHSR&C, and senior officials from relevant departments.

Polio virus still present in environment: minister
Federal Health Minister Mustafa Kamal on Tuesday acknowledged the persistent presence of the poliovirus in the country's environment and urged the public to counter misconceptions surrounding the disease and its vaccine. Responding to a call-attention notice in the Senate regarding the ongoing anti-polio campaign, the minister informed the upper house that the virus was still actively circulating in the country. "Our environment continues to host the poliovirus," Kamal said. "Unfortunately, false perceptions about polio have taken deep root in people's minds, and I don't know why." However, he clarified that he had explicitly barred authorities from arresting parents who refuse to vaccinate their children. "I have stopped the practice of using police to arrest parents for not administering polio drops," he added. The minister pointed out that despite challenges, polio vaccination was being carried out even in neighbouring Afghanistan. "Except for Kandahar, all Afghan provinces are running anti-polio drives," he said. Referring to the situation in Balochistan, Kamal said he personally visited the province to oversee efforts against polio. "This year, we have reported 14 polio cases," he said, adding that most of the cases emerged from Bannu and other inaccessible regions. "Where we have not been able to reach, cases have spiked," he said. He also pointed to a persistent negative propaganda campaign against the polio vaccine as one of the hurdles in the fight to eradicate the virus. Kamal revealed that environmental samples from districts across the country are testing positive for polio. "This confirms that the virus remains present in our environment," he said. "Only those children who receive polio drops are protected." The minister said that the government was committed to eradicating of polio and called for public support to overcome misinformation and logistical barriers.

Medical and dental colleges in country: Senate body concerned over mushroom growth
ISLAMMABAD: The Senate Standing Committee on National Health Services and Regulations Tuesday expressing serious concern over the mushroom growth of medical and dental colleges in the country has asked the relevant quarters to ensure global regulatory standards in medical education of the country. The committee meeting held here under the Chairmanship of Senator Amir Waliuddin Chishti to discuss matters related to various health issues. During the Senator Atta-ur-Rehman raised concerns, stating that previously there used to be only one or two medical colleges, but now there are several located even within a single street. He questioned what criteria are currently in place for opening a medical college or university. The officials of the Pakistan Medical and Dental Council (PMDC) informed the Committee that certain standards and bylaws exist. He added that new, stricter standards have been introduced because the previous ones were inadequate, and that the new laws were specifically designed to address those shortcomings. Furthermore, the Federal Minister for Health explained that students who are unable to pass the medical entry test often go to Central Asia for education. However, upon returning, their competence does not match the required standard of a qualified medical student, and in the process, their parents end up wasting a significant amount of money. The chairman committee remarked that this situation highlights a positive aspect if new medical colleges are established while meeting the required criteria, it would not only increase patient beds in hospitals but also prevent students from spending around 5.5 million rupees abroad, only to return with substandard education. The committee members discussed the consideration of a private member's Bill titled "The Pakistan Medical and Dental Council (Amendment) Bill, 2025" introduced by Senator Mohammad Humayun Mohmand, in the Senate sitting held on 19th May, 2025 referred to the Committee for consideration and report. Dr Mohammed Humayun stated that just like other Councils, Parliamentarians should also be part of the PM&DC Council. The President of PM&DC, Dr Rizwan Taj, responded that Parliamentarians cannot be part of the PM&DC Council and have never been in the past. The Chairman Committee refuted this, by stating that you are mistaken Parliamentarians have, in fact, served as Council members on multiple occasions in the past. The Federal Minister, for Health Mustafa Kamal told the committee that our democratic conditions are not favorable enough to include Parliamentarians as Council members and even I am not a part of the PM&DC Council. Senator Humayun Mohmand remarked, that If you include a member from one sector in the Council, then members should be included in other Council as well. Addressing the Committee, the Minister stated his opposition to the bill. Senator Irfan-ul-Haque Siddiqui remarked that there is no fundamental issue with the bill. He emphasized the vital role of Parliamentarians in legislation and policy-making. Moreover, he stated that we sit in Committees every day to resolve issues and legislate in the House. If we are being given the opportunity to improve a system ourselves, that is a positive step. He said that It is we who legislate, we who listen to the people's issues, and if we are included, we can truly make a difference. Senator Humayun also said if you convince me that parliamentarian should not be member of council I will withdrawal the bill. Senator Talal Chaudhry was also in favour of this bill and stated that either the government should remove everyone from the council, or political members should also be included. Following this, after details deliberations the Chairman Committee recommended that further deliberations will be held in the next meeting. He stressed the importance of incorporating recommendations from both sides, ensuring that all stakeholders are heard before reaching a final decision. Dr. Mohammed Humayun also presented another bill, Consideration of a Private Member's Bill titled "The Mental Health (Amendment) Bill, 2025 introduced by Senator Mohammad Humayun Mohmand, in the Senate sitting held on 19 May, 2025 referred to the Committee for consideration and report, which proposed an amendment to a definition clause. He pointed out that the term "psychologist" had been included in the definition, while "psychiatrist" had been omitted. After which, the Chairman Committee recommended that the amendment be made and brought forward for discussion in the next meeting. A comprehensive briefing was also given by Pakistan Medical and Dental Council on the future plan of MDCAT examination and Health Services Academy. The MDCAT officials told that there are different provisions for MDCAT in the PM&DC Act. Section 9(2)(f) of the Act provides for the Council to make rules and regulations for the conduct of admissions and examinations to be conducted by each province, Islamabad Capital Territory and Gilgit-Baltistan. Section 13(c) provides for the National Medical & Dental Academic Board to formulate the examination procedure and structure for the MDCAT to be conducted by the respective provinces for approval of the Council. Further they briefed that the MDCAT result of one province shall be valid for the entire country and shall be valid for a period of three years. Each province, GB and ICT shall give preference to the students having domicile of their respective province or territory as the case may be. The PM&DC deadline for completion of MBBS / BDS admissions for coming session is 28 February 2026. The Vice Chancellor of the Health Services Academy briefed the Committee about the institution. During the briefing, he stated that no ban had ever been imposed on the Academy. The Chairman Committee pointed out that a ban had, in fact, been imposed by the Higher Education Commission (HEC). The Vice Chancellor acknowledged this, clarifying that the ban was later uplifted. To this, the Chairman remarked, and then you should not have claimed that no ban was ever imposed. The meeting was attended by Senators Syedaal khan (Deputy Chairman Senate) Dr Mohammed Humayun Mohammed, Tallal badar, Syed Masroor Ahsan, Irfan ul Siddiqui, Fawzia Arshad, Atta Ur Rehman (Mover) and senior management from the Ministry/relevant departments. Federal capital: Timely completion of emergency, cancer hospital project directed
ISLAMABAD: Federal Minister for National Health Services and Regulations Mustafa Kamal Tuesday directed the officials and other concerned quarters for timely completion of under construction emergency and cancer hospital project in the federal capital as well as installation of MRI machine at Polyclinic Hospital. During his visit to the Federal Government Polyclinic Hospital and the Pakistan Institute of Medical Science (PIMS), the minister directed fast-tracking of cancer hospital construction with increased workforce and double shifts. In a decisive move to enhance diagnostic capacity, Kamal instructed the immediate installation of an MRI machine at Polyclinic Hospital. He reiterated his commitment to ensuring the provision of quality healthcare services to the public at all costs, stating, "Access to timely and quality medical care is a fundamental right of every citizen." During the visit, Kamal ordered comprehensive feasibility and master plan for old Polyclinic hospital building upgradation with modern Heating, Ventilation and Air Conditioning (HVAC) system integration. During the visit, the minister was accompanied by Federal Secretary of Health Syed Waqarul Hassan. The visit was aimed at reviewing healthcare facilities and service delivery at one of the capital's key public sector hospitals. The health minister conducted a thorough inspection of all hospital departments and evaluated the services being provided to the patients. He visited the medical wards, Intensive Care Unit (ICU), and dialysis centre, where he received briefings on the current infrastructure and operational status. The executive director of Polyclinic provided a detailed presentation on the hospital's facilities and areas requiring immediate improvement. While acknowledging the efforts of the staff, Mustafa Kamal directed that 20 additional beds be added to the dermatology and psychiatry departments located at G-7/3-4 to cater to the growing patient load. He also ordered the development of a comprehensive feasibility plan for upgrading the old building of Polyclinic Hospital, incorporating a modern HVAC. The minister emphasised that this should be aligned with a holistic service delivery improvement plan to ensure better healthcare outcomes for the public. Later, the federal health minister visited the under-construction New Emergency Block at PIMS (Pakistan Institute of Medical Sciences), where he assessed the pace of construction work. He was briefed by the executive director of PIMS and officials from Infrastructure Development Authority Punjab (IDAP). The briefing highlighted that the new emergency facility would have a capacity of 200 beds. Minister Kamal directed the PIMS administration and IDAP to immediately prepare a comprehensive project presentation, including a clear timeline and details of all challenges. 'I must be briefed on all obstacles faced by the project, along with deadlines for completion,' he said. He assured that any challenges falling under the ministry's jurisdiction would be resolved on an urgent basis, and tasks assigned to other stakeholders must be executed on a fast-track basis. He stressed that the new emergency project is directly linked to saving human lives and that swift completion and operationalisation is a national priority. He also directed that the hospital's sewage treatment system be upgraded to meet quality standards, and emphasised that the provision of clean drinking water remains a top priority of the ministry. Concluding his visit, Mustafa Kamal proceeded to inspect the under-construction Cancer Hospital in Islamabad. The project director provided a briefing on the facility, which will be a 200-bed hospital equipped with advanced healthcare technologies. It was shared that the hospital will also feature a PET Scan facility, a major advancement in cancer diagnostics and treatment. The minister called for a detailed and time-bound presentation on the project and asked to be informed of all existing challenges. To speed up construction, he instructed an increase in the number of labourers and engineers, and directed that work be carried out in double shifts to meet deadlines. 'These projects are not just infrastructure they are a promise to the people of Pakistan.
