Agadir hosts fourth edition of Marrakech counter-terrorism platform

The fourth edition of the high-level meeting of Heads of Counter-Terrorism and Security Agencies in Africa, known as the «Marrakech Platform», opened on Tuesday in Agadir. The event is co-chaired by the Kingdom of Morocco and the United Nations Office of Counter-Terrorism (UNOCT).
Held over two days, the meeting brings together around forty African intelligence and security services, along with some thirty delegations from the Middle East, Europe, the Americas, and Asia attending as observers.
Representatives from regional United Nations institutions are also taking part in the high-level discussions.
Taking place in a security context marked by the persistence and evolution of terrorist threats across the continent, this year's meeting builds on the momentum of previous editions held in Marrakech (2022), Tangier (2023), and Fez (2024).
The strong interest shown by both African countries and international partners underscores the Platform's growing importance.
The Marrakech Platform has firmly established itself as a key forum for exchanging expertise, strengthening regional cooperation, and identifying capacity-building priorities in the fight against terrorism in Africa.

On Wednesday, July 23, Rome hosted the 5th intergovernmental summit between Italy and Algeria. At the end of the high-level meeting, Prime Minister Giorgia Meloni and President Abdelmadjid Tebboune each delivered statements summarizing the key issues discussed. As is customary during such international engagements, the Algerian president expressed satisfaction with what he called the «perfect convergence» of views between Rome and Algiers on several political matters. On the Western Sahara issue, Tebboune stated that Italy «supports the efforts of the United Nations Secretary-General's Personal Envoy to achieve a just political solution, in accordance with international legality, allowing the Sahrawi people to exercise their inalienable right to self-determination». Joint Statement Contradicts Tebboune's Remarks However, the official joint communiqué released Wednesday by the Italian government presents a notably different stance. In paragraph 29, the document states that both countries «reiterated their support for the efforts of the United Nations Secretary-General's Personal Envoy, Mr. Staffan de Mistura, to revive direct negotiations and achieve a just, lasting, and mutually acceptable political solution, in accordance with the purposes and principles of the United Nations Charter and relevant Security Council resolutions». Notably absent from this joint communiqué is any mention of the «self-determination of the Sahrawi people», which Tebboune emphasized in his remarks. Moreover, in her statement to the press, Prime Minister Meloni did not address the Western Sahara issue. Instead, she highlighted discussions with President Tebboune on crises in the Sahel and Libya. Italy's position on the Western Sahara has been consistent in recent years. In July 2023, following a meeting between Moroccan Foreign Minister Nasser Bourita and his Italian counterpart Antonio Tajani, Rome reaffirmed its support for «the serious and credible efforts made by Morocco» to resolve the dispute. It also reiterated its backing of «the efforts of the UN Secretary-General to continue the political process aimed at reaching a just, realistic, pragmatic, lasting, and mutually acceptable political solution to the Sahara issue, based on compromise and in accordance with resolution 2654», adopted by the Security Council in October 2022, a resolution Algeria notably rejected. Italy also called on «all parties to remain engaged in a spirit of realism and compromise, within a framework consistent with the purposes and principles of the United Nations Charter».

Portugal, as an Atlantic country, welcomes the Atlantic Initiatives launched by His Majesty King Mohammed VI in favor of the African continent. This position was expressed by the Portuguese Minister of State and Foreign Affairs, Paulo Rangel, in a Joint Statement signed following his meeting on Tuesday in Lisbon with the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita. In this Joint Statement, Portugal, as an Atlantic country, thus welcomed the Atlantic Initiatives launched by His Majesty King Mohammed VI in support of the African continent, notably the Initiative of the Atlantic African States Process, the Royal International Initiative to facilitate access of Sahel countries to the Atlantic Ocean, and the Nigeria-Morocco Atlantic African Gas Pipeline Project. Rangel also praised the role of the Kingdom of Morocco as a driver of development and a provider of stability in the region and across Africa. In this regard, he commended the reforms undertaken by the Kingdom under the enlightened leadership of His Majesty King Mohammed VI. The Kingdom of Morocco and the Republic of Portugal emphasized their positive and constructive roles in maintaining stability, security, and peace in their respective regions. They also reaffirmed their commitment to these principles, as well as to the peaceful resolution of conflicts and respect for the territorial integrity and sovereignty of States, the Joint statement adds. David Fischer: U.S.-Morocco ties offer example in Africa, Middle East

The strong and centuries-old ties between Morocco and the United States are an example of bilateral relationships in Africa and the Middle East, and can only get stronger going forward, former U.S. ambassador to Morocco, David Fischer, said. "When you think about Morocco and the United States, there can't be a better relationship in Africa [and] in the Middle East," Fischer told MAP on the occasion of the celebration of the Throne Day. This is a 'longstanding and strong' relationship, which is 'just going to be even stronger as we continue forth', Fischer said, adding that the 26th anniversary of the enthronement of HM King Mohammed VI 'really heralds a wonderful time between the United States and the Kingdom of Morocco.' Fischer said ties between Washington and Rabat reflect a 'long history of deep understanding of trade, of balanced relationships,' adding that 'that's what we build on to go forward.' The U.S. former ambassador hailed Morocco's efforts, under the leadership of HM the King, 'to export a peaceful faith, trying to take the world and calm it down and build on trusted friendships,' in a 'fractious' and 'broken' world that counts 'more fighting than we should have.' Turning to the achievements made in Morocco's Southern Provinces, the diplomat hailed the 'continued investment,' and the 'opportunities' they create. Fischer also noted Morocco's across-the-board progress during HM the King's reign, in fields such as healthcare, education and the business life. 'When you look at Morocco today (...) we are seeing much more opportunity for people than existed 30 years ago.' King Mohammed VI's reign, the ambassador summed, has seen 'strong focus on modernization, social reform, responsible leadership and religious moderation.'
