New — and new-ish — rental properties in St. Paul will no longer be subject to the city's 3% cap on yearly rent increases.
The St. Paul City Council, at the behest of Mayor Melvin Carter, voted 4-3 Wednesday to permanently exempt new construction and rentals built after 2004 from the rent control ordinance, which voters approved by ballot measure in 2021.
While increased interest rates and slower growth in rents reduced homebuilding across the country in recent years, local developers have pointed the finger at St. Paul's rent control ordinance as a major factor in their reluctance to build in the city.
Since the council first implemented the ordinance in 2022, construction has dropped off a cliff in the city; In 2024, 80% fewer housing units were built in St. Paul compared to the previous three-year average, according to a MinnPost analysis. (In Minneapolis, voters gave the city council power to enact rent control in 2021, but the council has not passed a rent control ordinance. Minneapolis had an even steeper falloff in construction in 2024 than St. Paul.)
St. Paul's rollback of the ordinance is a bad sign for rent control advocates in Minneapolis, who have pushed the council to implement rent stabilization in recent years.
Prior to Wednesday's vote, the St. Paul City Council weakened the rent control ordinance in other ways: In 2022, the council permanently exempted affordable housing developments; gave new construction a 20-year exemption, and instituted 'vacancy decontrol,' which allows landlords to raise rents by more than 3% when a tenant moves out.
Landlords could also request permission from the city to raise rents by more than 3% if their expenses rose significantly; St. Paul approved the vast majority of those requests.
Minnesota is one of the only Midwestern states without a statewide ban on local rent control ordinances.

New York City's poor showing in the report should come as no surprise to its residents, who have long lived crammed in like sardines. Manhattan renters with just $1,500 to burn can expect only 216 square feet of living space, according to RentCafe. Consider Queens. The Big Apple's largest borough can offer a relatively cozy one-bedroom for your shoestring budget, with an average offering 345 square feet for $1,500. Yonkers, in Westchester, can provide even roomier accommodations at 471 square feet — larger than what you can get in any of the five boroughs. Renters in need of wide open spaces would have better luck pretty much anywhere else — the national average afforded by $1,500 in 2025 is a comfortable 715 square feet. That amount can stretch even further in 63% of the cities surveyed, according to RentCafe, with some Southern and Midwestern metros offering nearly double the national average. 5 Space is a precious commodity in NYC, but other regions of the country offer plenty of room to grow. fizkes – 5 A $1,500 monthly sum in Wichita, Kansas can afford you a practically palatial rental. Cramped New Yorkers who want to stay in-state should look to Rochester, which ranked first place in the Northeast rankings. The city can offer a comfortable, 903-square-foot two-bedroom for $1,500, as can runner-up Buffalo, at 835 square feet.

Dive Brief: Hy-Vee's retail media network, RedMedia, has joined Rippl, a national consortium of regional grocers and convenience stores in the U.S., Rippl confirmed to Grocery the partnership, Rippl said it will provide RedMedia the ability to deepen its first-party data, build off-site capabilities and broaden customer engagement. The partnership comes as Hy-Vee continues to partner with third-party retail media technology companies to bolster its in-house retail media network capabilities.. Dive Insight: More than 285 Hy-Vee grocery stores are joining Rippl's network as part of the partnership, which comes at a time when regional grocers are turning to aggregated and unified retail media solutions to boost customer engagement. Rippl, which is powered by Bridg, has previously linked with several grocers, including Wegmans, Schnuck Markets, Lowes Foods, Giant Eagle, Associated Food Stores and Food City. The consortium spans 58,000 locations and over 140 million shoppers.
