Oman targets 5,380 jobs for citizens in key sectors in 2025

Muscat – Oman's Ministry of Transport, Communications and Information Technology (MTCIT) has reported notable progress in its 2025 drive to boost employment of nationals in the transport, logistics, and information technology sectors.
In the first quarter of the year, 1,450 Omanis secured jobs in the transport and logistics sector, while 236 found employment in the IT sector. The ministry is targeting a total of 4,950 jobs in transport and logistics and 430 in IT by the end of 2025.
A ministry official confirmed that the 21% Omanisation target in the transport and logistics sectors was achieved in the first quarter. The ministry is also aiming to reach 10% Omanisation in technical, specialised and leadership roles in both sectors, and an overall Omanisation rate of 63%, with 41% specifically in technical and leadership positions.
To meet these goals, the ministry has introduced several policies and regulations. These include mandatory Omanisation quotas for consulting firms contracted by the ministry and a 20% Omanisation requirement for supervisory roles in the last-mile delivery sector.
Efforts to build workforce readiness are also underway. Around 210 Omanis are currently participating in training programmes that include classroom instruction linked to employment. In collaboration with the Oman Logistics Association, 52 Omanis are undergoing training to become qualified heavy and tractor-trailer truck drivers.
In the IT sector, the ministry is promoting both structured employment and freelance work. As part of its Freelance Work Initiative, a contract has been signed with Awasr to provide 58 freelance opportunities for Omanis. Additionally, 50 nationals received hands-on training and job placements in semiconductor-related investment projects through the ministry's On-the-Job Training Initiative in Q1.
The Makeen Initiative, aimed at equipping youth with digital skills to support entry into the digital economy, benefitted 990 Omanis during the same period.
The ministry stated these initiatives reflect its commitment to creating sustainable employment opportunities for citizens.

The Minister of Labour has issued a ministerial decision setting the minimum periodic bonus (salary increment) and regulating its disbursement to Omanis working in the private sector. An Omani worker will be entitled to a periodic increment on January 1 of each year, provided that he has been employed in the establishment for at least 6 months, according to the result of his evaluation in the performance report (Ejada), and as a minimum, as follows: Four percent of the basic wage if the worker receives a very good evaluation. Two percent of the basic wage if the worker receives an acceptable evaluation. Five percent of the basic wage if the worker receives an excellent evaluation. Three percent of the basic wage if the worker receives a good evaluation. The worker is not entitled to a periodic increment if he receives a (poor performance report. Decision The Minister of Labor issued Ministerial Resolution 317/2025 on Sunday regarding setting the minimum periodic allowance and regulating its disbursement to Omanis working in the private sector. Based on the Labor Law issued by Royal Decree No. 53/2023, and Ministerial Resolution No. 541/2013 specifying the minimum periodic allowance for Omanis working in the private sector and the procedures and conditions for its disbursement, and based on what the public interest requires, it is decided. Article 2 Without prejudice to any better benefit granted to the worker, the Omani worker is entitled to a periodic bonus on the first of January of each year, provided that he has been appointed for at least (6) six months in the establishment, according to the result of his evaluation in the performance report and as a minimum as follows: - (5%) five percent of the basic salary if the worker receives an excellent evaluation. - (4%) four percent of the basic salary if the worker receives a very good evaluation. - (3%) three percent of the basic salary if the worker receives a good evaluation. - (2%) two percent of the basic wage if the worker receives an acceptable evaluation. The worker is not entitled to a periodic bonus if he receives a 'weak' performance report. In all cases, the worker has the right to file a grievance against the results of his evaluation in the performance report with the relevant administrative division in the Ministry. Article Three In applying the provisions of Article (50) of the Labor Law, the establishment in which the worker spent the longest period of one year is responsible for preparing a performance report on him, and the establishment to which he is transferred is obligated to pay the periodic bonus due to him. Article Four The employer may reduce the periodic increment if the establishment proves that there is an economic reason, provided that the committee stipulated in Article 45 of the Labor Law approves. Article 5 The employer may stop the periodic bonus in the following cases: 1 - If the worker is accused of committing a misdemeanor or felony within the workplace and is referred for investigation by the competent authorities, and in the event that a final judgment is issued acquitting him, the establishment shall be obligated to pay the periodic bonuses that were suspended, in accordance with the provisions of this decision. 2 - If the worker spends unpaid leave under the provisions of Articles (80, 83) of the Labor Law or is absent from work for a period exceeding (6) six months in the year in which the periodic bonus is calculated. Article 6 The periodic increment shall continue to be paid to the worker after the reason for the reduction or suspension has been removed, under the provisions of this decision. Article Seven An administrative fine of RO50 shall be imposed on every employer who violates the provisions of this decision, and the fine shall be multiplied by the number of workers involved in the violation. Article Eight Ministerial Resolution No. 541/2013 referred to herein shall be cancelled, as shall anything that contradicts this resolution or conflicts with its provisions. Article Nine This decision shall be published in the Official Gazette and shall take effect from the day following the date of its publication.

Muscat - The National Program for Digital Transformation (Tahawul) (2021-2025) has recorded an 80 percent increase in overall performance since its launch until the end of May 2025. The program achieved a 19 percent qualitative leap over its performance recorded at the end of the first half of last year, confirming the effectiveness of the implemented strategies and the levels of progress achieved in organizational and digital structures as an effective tool for leading the digital transformation in the Sultanate of Oman towards a digital government that applies the highest standards of efficiency, speed of implementation, and quality of services. The average readiness of government institutions for digital transformation rose to 81 percent, a seven percent increase over the rate recorded at the end of June 2024. Meanwhile, the readiness of the digital infrastructure in government institutions rose to 86 percent, and procedures for 96 percent of targeted and priority government services were simplified, including 381 services whose procedures were simplified in Manjam's laboratories for simplifying government procedures. 74 percent of targeted and priority government services were digitized. 48 government agencies completed 11,439,542 digital transactions between January and May 2025. 33 advisory and enabling sessions were held in the areas of digital transformation, and 4,100 services were documented and indexed in the digital guide for government services. Dr. Ali bin Amer Al-Shidhani, Undersecretary for Communications and Information Technology at the Ministry of Transport, Communications and Information Technology and Chairman of the Technical Committee for the Government Digital Transformation Program, said that the results and performance indicators of the "Transformation" program reflect the extent of concerted national efforts and the commitment of government institutions to proceed with confident steps towards a promising digital government. He praised the level of institutional integration with the program's vision and objectives, which embodies the ability to keep pace with digital transformations with confident and deliberate steps. Al Shidhani affirmed that the "Transformation" program is moving forward to continue enhancing the efficiency of digital services, improving infrastructure, completing the digitization of more services, and empowering national competencies, in line with an ambitious national direction to build a more innovative future that meets the aspirations of the Sultanate of Oman's renewed renaissance. Among the most notable achievements of the National Government Digital Transformation Program (Tahweel) over the past period is the launch of the unified government services portal, which includes 23 government services for a number of government agencies. The number of portal users reached 35,746, while the number of service requests completed through the portal reached 3,905. The Visual Library section was activated in sign language to support the use of the portal by people with disabilities. The electronic payment gateway (OmanNet) has also been fully operational, contributing to an increase in the volume of electronic payment transactions and reducing the risk of fraudulent transactions. The total number of transactions executed through the platform reached 14.5 million digital transactions during the first quarter of this year. The number of active users of the electronic document and records management system "Wusool" has reached more than 17,000, and the total number of documents created through the system has exceeded 1.5 million, providing services to 20 government entities using the system. The number of digital transactions signed via electronic authentication during the first half of 2025 reached approximately 1,572,638 digital transactions. The number of data records exchanged via the National Electronic Integration Platform during the same period reached 163 million records. More than 90 digital community consultations were conducted to enhance the government's efforts to activate the digital participation approach across various government institutions and governorates in the Sultanate of Oman. It may be noted that the National Government Digital Transformation Program falls under the umbrella of the National Digital Economy Program. The Ministry of Transport, Communications and Information Technology, in coordination with all government agencies, has drawn up a roadmap and an implementation plan for the program spanning the period (2021-2025) to transition to a digital government based on governance principles and the use of emerging technologies to create a future-oriented government agency that provides an integrated digital experience.

Muscat – The industrial sector recorded a 27.5% increase in foreign direct investment during the first quarter of 2025, taking total FDI in the sector to RO2.749bn, according to figures released by Ministry of Commerce, Industry and Investment Promotion (MoCIIP). The manufacturing sector also posted steady gains, supported by higher demand across regional and international markets. Non-oil exports grew 7.2% between January and May 2025 to RO2.7bn. The United Arab Emirates remained the top importer of Omani goods with RO485mn, up 22.9%, followed by Saudi Arabia at RO451mn, up 34.9%, and India with RO280mn, up 38.9%. H E Dr Saleh bin Saeed Masan, Undersecretary for Commerce and Industry, said the figures reflect the impact of policies to build a resilient and competitive industrial base, in line with Vision 2040 and Industrial Strategy 2040. He highlighted the role of incentive plans and efforts to improve services in industrial zones. Khalid bin Salim al Qassabi, Director General of Industry, noted that Omani factories managed to expand production despite global market volatility and supply chain pressures. He attributed this to public-private sector collaboration and reduced operational costs, which led to higher project activity and improved Omanisation rates in industrial zones. MoCIIP continues to support initiatives focused on local value chains and broadening the national production base. Khalid bin Salim al Qassabi, Director General of Industry Jassim bin Saif al Jadidi, Technical Director at the Undersecretary's Office, said investor confidence remains strong due to improvements in the business environment, updated regulatory frameworks and enhanced incentives. These include targeted industrial financing, logistics upgrades, technology localisation and international partnerships. The petrochemical and electrical conductors sectors led the growth in manufacturing. Iron and aluminium industries also reported consistent gains, while cement companies began to recover from earlier losses. Tiles and ceramic production showed signs of revival, though glass manufacturers continued to face operational issues. Jassim bin Saif al Jadidi, Technical Director at the Undersecretary's Office Food processing firms – including milling and beverage producers – posted higher profits, driven by operational efficiency and increased demand across local and regional markets. Investments were concentrated in sectors identified as strategic – renewable energy technologies aligned with Oman's green economy goals; mineral production and exports; and food and medical industries supporting national security.
