5 Luzon dams released water amid heavy rains — PAGASA
PAGASA weather specialist Juan Paolo Pamintuan said the La Mesa Dam in Quezon City; Upper Wawa Dam in Rodriguez, Rizal; Ipo Dam in Bulacan; and Ambuklao and Binga Dam in Benguet released water due to the heavy rains.
According to Pamintuan, the La Mesa Dam overspilled as its reservoir water level reached 80.17 meters as of 9 a.m., higher than its normal level of 80.15 meters. This is expected to affect low-lying areas along Tullahan River including Quezon City, Valenzuela City, Caloocan City, Malabon City, and Navotas.
The Upper Wawa Dam also started overflowing on Monday evening and may affect areas along Pasig-Marikina River including San Mateo, Rodriguez, Antipolo, Quezon City, Marikina, Pasig, San Juan, Mandaluyong and Manila.
'In-inform tayo ng LGUs ng Rizal at Marikina na nakapag-preemptive evacuation sila. Currently, overflowing pa rin ang Upper Wawa Dam at dinadaanan niyan ang Pasig-Marikina River,' Pamintuan told Super Radyo dzBB.
(The LGUs of Rizal and Marikina informed us that they conducted a preemptive evacuation. Currently, the Upper Wawa Dam is overflowing.)
The Ipo Dam opened one gate and may cause flooding in nearby areas of Angat River. Its water level reached 100.28 meters, still below its normal water level of 101.10 meters.
The Ambuklao and Binga Dam, meanwhile, opened three gates each at 1.5 meters over the weekend to release water.
'Ang baha natin, maliit lang contribution ng dam. Most of the contribution ng baha ay galing sa ulan,' said Pamintuan.
(The dams have little contribution to the flood.)
'Although mababa, hindi pa rin sya negligible. Mayroon pa rin siyang epekto,' he said.
(However, it still has impact and is not negligible.) — RSJ, GMA Integrated News

Tropical Depression Dante to enhance Habagat rains —PAGASA
Dante is expected to enhance the Southwest Monsoon, which has brought rains and floods in Metro Manila and several provinces for days, PAGASA said in its July 22, 11 p.m. bulletin. (Photo from PAGASA-DOST) Tropical Depression Dante slightly intensified as it continued to move northwestward over the Philippine Sea, PAGASA said in its 11 p.m. cyclone bulletin. The state weather bureau said Dante is expected to enhance the Southwest Monsoon, which has brought rains and floods in Metro Manila and several provinces for days. Dante was estimated at 1,055 km East of extreme Northern Luzon with maximum sustained winds of 55 kilometers per hour near the center, gustiness of up to 70 kph. It is moving Northwestward at 25 kph. Dante may reach tropical storm category on Wednesday, PAGASA said. Further intensification into a severe tropical storm remains less likely but is not ruled out, it added. The enhanced Habagat will bring strong to gale-force gusts over the following areas: • Wednesday (23 July): Ilocos Region, Zambales, Bataan, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, and Dinagat Islands. • Thursday (24 July): Ilocos Region, Abra, Benguet, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte Camiguin, Davao Occidental, and Davao Oriental. Dante is forecast to move generally northwestward over the Philippine Sea from Tuesday night to Wednesday, and move towards the Ryukyu Islands and the East China Sea. On the track forecast, Dante may exit the Philippine Area of Responsibility on Thursday evening, July 24.—LDF, GMA Integrated News

Grab donates rescue boats, hot meals in Marikina
Grab Philippines on Tuesday donated motorized rescue boats to the local government of Marikina City in a bid to provide support to the city's disaster preparedness and risk management. Grab also provided more than 4,000 hot meals to various evacuation centers in the city to support families affected by the bad weather. These donation efforts form part of Grab's broader community resilience efforts, particularly in areas that are vulnerable to seasonal disasters. 'We believe that bayanihan is more than just a Filipino tradition—it is a shared duty we uphold, especially in times of need. We remain steadfast in identifying communities where support is needed most and stepping in with urgency and malasakit,'' Grab Philippines managing director Ronald Roda said in a press release. ''Marikina, long vulnerable to the forces of nature, is one such community. This donation is one way we're turning that commitment into action,'' he added. Marikina City Mayor Maan Teodoro thanked Grab for its assistance to the local government. ''Higit ito sa simpleng kagamitan. Ito ay simbolo ng malasakit at pagtutulungan sa pagitan ng pamahalaan at pribadong sektor tungo sa mas matibay na kahandaan sa panahon ng sakuna. Sana nga po ay hindi na namin magamit o kailanganing gamitin ang mga ito. Pero malaking ginhawa ang malaman na handa tayo kung kinakailangan,'' Teodoro said. The Southwest Monsoon (Habagat) continued to affect the country on Tuesday, dumping rains over several areas which have led to flooding and swelling of rivers. Filipinos show bayanihan spirit as Habagat rains continue to bring floods
The enhanced Southwest Monsoon or Habagat continued to dump rain across the Philippines on Tuesday, with government agencies, churches, civic organizations, companies and regular Filipinos working to help communities through this latest chapter of the Philippines' perennial flooding problem. The Department of the Interior and Local Government declared that classes will continue to be suspended in Metro Manila and several Luzon provinces, as well as government work except in agencies responsible for basic, vital and health services, preparedness and response duties. Several local governments have declared a state of calamity, including Quezon City and Manila; Malabon City; and the province of Cavite. The House of Representatives announced that 36 legislative districts—33 in Metro Manila and three in Palawan—will receive P10 million each in AKAP funds. In Emil Sumangil's report on 24 Oras, an overflowing river stranded motorists in parts of Las Piñas: in Tuazon Village, residents used plastic carriers to transport their neighbors through knee-deep waters as they continued to wait for government aid. Las Piñas River Drive was also submerged by the overflowing river, along with the boundary of Zapote and Bacoor. On the North Luzon Expressway (NLEX), motorists were stranded for hours overnight into Tuesday as the thoroughfare's pumping stations struggled to control the floodwaters. In Pangasinan, the Provincial Disaster Risk Reduction Management Office (PDRRMO) is monitoring major river systems after several overflowing rivers caused floods in multiple parts of the province. Houses were submerged in floodwaters at Barangay Lasip in Calasciao, Pangasinan, causing residents to use makeshift rafts to travel within the area. Authorities have begun to conduct rescue operations due to the heavy flow of the flood. 'Compared po sa nakaraang taon na baha, medyo mataas po ito at the same time, mabilis po yung pagtaas ng tubig,' said Barangay Lasip Kagawad Mercy Ferrer. (Compared to flooding in previous years, this year is too high and rose too fast.) Calasiao MDRRMO also reported that the Marusay River was overflowing, while 17 barangays were already submerged in flood. 'Sa ngayon po, naghahanda po ang ating tanggapan at ang buong lokal na pamahalaan ng Calasciao. Magco-conduct tayo ng forced evacuation sa ating low-lying barangays,' said MDRRMO Calasciao LDRRMO III Kristine Joy Soriano. (Currently, our office and the entire local government of Calasiao is preparing. We will be conducting forced evacuations for our low-lying barangays.) COURTESY: Calasiao Information Office via GMA Regional TV One North Central Luzon Magsaysay Fish Market, despite being flooded, continued operations. In Barangay Anolid, Mangaldan, residents were forced to traverse through floods to be able to reach the central area. More than 1,700 houses, including Anolid Elementary School, had already been affected by flooding due to the heavy rainfall. Rescue personnel of the PDRRMO and several local government units are already on standby for immediate response in case of emergencies. Churches, companies offer aid Organizations including GMA's Kapuso Foundation, Angat Buhay and Caritas Manila are open to receive donations for storm-hit Filipinos. Churches have opened their doors to evacuees and are organizing relief operations, while malls continue to offer free parking, WiFi, and the use of charging stations to stranded motorists and commuters. PLDT-Smart announced they are providing free calls, texts, and 250MB of data to storm-hit subscribers in Angono, Bataan, Bulacan, Cainta, Las Piñas, Marikina, Mindoro, Pampanga, Pangasinan, Pasig, Tarlac, Taytay, and Zambales. Grab Philippines, meanwhile, donated motorized rescue boats to the Marikina City government and provided more than 4,000 hot meals to various evacuation centers. Furry family members were also not forgotten, with groups calling for donations for pets and urging pet owners to include them in their disaster plans. With red and orange rainfall warnings raised over parts of Luzon—PAGASA forecasts more than 200mm of rainfall in Zambales, Bataan, Metro Manila, Cavite, Batangas, and Occidental Mindoro on Tuesday until Wednesday afternoon from the enhanced Habagat—the state weather bureau is also monitoring Tropical Depression Dante, which may intensify into a tropical storm as it moves north or north-northwest over the Philippine Sea. — BM, GMA Integrated News
