5 Luzon dams released water amid heavy rains — PAGASA

Four dams in Luzon released water amid the continuous downpour brought about by the Southwest Monsoon (Habagat), state weather bureau PAGASA said Tuesday.
PAGASA weather specialist Juan Paolo Pamintuan said the La Mesa Dam in Quezon City; Upper Wawa Dam in Rodriguez, Rizal; Ipo Dam in Bulacan; and Ambuklao and Binga Dam in Benguet released water due to the heavy rains.
According to Pamintuan, the La Mesa Dam overspilled as its reservoir water level reached 80.17 meters as of 9 a.m., higher than its normal level of 80.15 meters. This is expected to affect low-lying areas along Tullahan River including Quezon City, Valenzuela City, Caloocan City, Malabon City, and Navotas.
The Upper Wawa Dam also started overflowing on Monday evening and may affect areas along Pasig-Marikina River including San Mateo, Rodriguez, Antipolo, Quezon City, Marikina, Pasig, San Juan, Mandaluyong and Manila.
'In-inform tayo ng LGUs ng Rizal at Marikina na nakapag-preemptive evacuation sila. Currently, overflowing pa rin ang Upper Wawa Dam at dinadaanan niyan ang Pasig-Marikina River,' Pamintuan told Super Radyo dzBB.

The Ipo Dam opened one gate and may cause flooding in nearby areas of Angat River. Its water level reached 100.28 meters, still below its normal water level of 101.10 meters.
The Ambuklao and Binga Dam, meanwhile, opened three gates each at 1.5 meters over the weekend to release water.
'Ang baha natin, maliit lang contribution ng dam. Most of the contribution ng baha ay galing sa ulan,' said Pamintuan.
(The dams have little contribution to the flood.)
'Although mababa, hindi pa rin sya negligible. Mayroon pa rin siyang epekto,' he said.

Some flights were canceled on Saturday, July 26, 2025 due to inclement weather brought by the Southwest Monsoon and tropical cyclones Dante and Emong. In an advisory, the Civil Aviation Authority of the Philippines (CAAP) said the following flights were canceled: Philippine Airlines PR 2932: Manila - Basco PR 2933: Basco – Manila Cebu Pacific Meanwhile, Cebu Pacific said that its flight operations are now returning to normal. However, the budget carrier said some delays might still be expected, particularly on the following destinations: Cauayan, Laoag, San Jose, Tuguegarao: July 26 Taipei: July 26-27 Kaohsiung: July 28 'Passengers are advised to check directly with their airlines for real-time updates, rebooking options, or refund procedures,' the CAAP said. The aviation regulator, moreover, said that glass panels and a portion of the ceiling at the San Fernando Control Tower sustained damage due to the typhoon, resulting in the exposure of all communication equipment to water. 'Pending completion of repairs, the San Fernando airport will remain closed and the Authority has issued a Notice to Airmen (NOTAM),' it said. The CAAP said it continues to closely monitor weather developments and is in active coordination with airline operators and airport authorities to ensure the safety and welfare of the traveling public. The enhanced Southwest Monsoon (Habagat) is expected to bring strong to gale-force gusts over parts of the country as Tropical Depression Emong exited the Philippine Area of Responsibility (PAR) on Saturday morning, state weather bureau PAGASA said. No Tropical Cyclone Wind Signal was issued in its 11 a.m. advisory. However, strong to gale-force gusts may be expected over the following areas (especially in coastal and upland areas exposed to winds): Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Nueva Vizcaya, Quirino, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Northern Samar, Western Visayas, Negros Occidental, and Davao Oriental. Rough seas are also expected over the following coastal waters, where mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels: Up to 4.0 m: The seaboards of Batanes and Babuyan Islands; the northern seaboard of Ilocos Norte Up to 3.0 m: The seaboards of mainland Cagayan and Isabela; the western seaboards of Ilocos Norte, Ilocos Sur, Pangasinan, and Zambales Meanwhile, up to moderate seas will be over the following coastal waters, where mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions: Up to 2.5 m: The western seaboards of Bataan, Lubang Islands, Occidental Mindoro, Palawan including Calamian Islands, and Kalayaan Islands; the northeastern seaboard of Aurora Up to 2.0 m: The remaining seaboards of Bataan, Lubang Islands, Occidental Mindoro, Palawan, and Aurora; the northern and eastern seaboards of Polillo Islands, Camarines Norte, Catanduanes, and Northern Samar; the eastern seaboards of Sorsogon, Surigao del Sur, and Davao Oriental; the western seaboards of Batangas, Antique, and Guimaras; the southern seaboards of Oriental Mindoro, Marinduque and Quezon; the southwestern seaboard of Iloilo; the northern and western seaboards of Ticao Island and Romblon; the seaboards of Camarines Sur. 'EMONG is forecast to weaken into a remnant low today while over the East China Sea,' PAGASA said in its track and intensity outlook of the tropical cyclone. The center of Emong was estimated based on all available data at 695 km northeast of Itbayat, Batanes (25.7 °N, 126.0 °E), which is outside PAR. Moving north northeastward at 35 km/h, it has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. —KG, GMA Integrated News
