
Maharashtra directs urban bodies to conduct structural audits of all bridges, buildings
'The responsibility of maintenance and repair of bridges and buildings constructed in the area of urban local bodies from their own or government funds is with the respective urban local bodies. Large crowds gather at tourist or religious locations and due to that there is the fear of accidents at dilapidated bridges or buildings,' said Sachin Sahasrabuddhe, deputy secretary of the state urban development department in a Government Resolution (GR) issued on Monday.
He said the state government has directed all urban local bodies to conduct structural audits of all bridges and buildings built by them. 'The civic body should immediately take safety measures at all such dilapidated bridges and buildings to avoid any loss of life or property,' said Sahrabuddhe.
Urban local bodies in the state are provided funds to construct bridges and buildings under various government schemes. It is the responsibility of the respective urban local body to ensure the safety of people using it by regularly taking up repairs and maintenance work.
On June 15, four people died and 50 suffered injuries when an iron bridge over the Indrayani river collapsed with over 150 tourists on it. The incident happened at Kundamala, a popular but offbeat tourist site, 30 kms from Pune and near Talegaon Dabhade in Maval taluka of Pune district.
Civic activist and AAP leader Vijay Kumbhar said the state government has woken up after the accident and ordered structural audits of bridges and buildings.
'What was the need to give such directions when their are rules, laws and recommendations for the safety and maintenance of bridges and buildings? There is defect liability period for every work and everyone knows it,' he said, adding it was unfortunate that these accidents occur and directions for structural audit are issued thereafter.

8 detained in Delhi as ‘illegal' migrants after opting for India in 2015 enclave exchange, released
Eight residents of West Bengal's Cooch Behar district, who were detained in Delhi on the suspicion of being 'illegal' Bangladesh migrants, were released on Tuesday. They were members of families who had relocated to India in the 2015 enclave exchange between India and Bangladesh. All eight were detained by the police on Monday from a brick kiln in Haryana during a drive against undocumented migrants, Deputy Commissioner of Police (Northwest Delhi) Bhisham Singh told The Indian Express. They were released on Tuesday, their family members told Scroll. The release came after the eight migrants produced their resident cards issued by the West Bengal government and other relevant documents, Singh added. Those who were detained were identified as Samsul Haque and his brother Rejaul Haque, Muhammad Rayhan Haque, Muhammad Rabiul Haque, and his wife Rashida Begum, the newspaper reported. Rabiul's three children were also detained. Their family members told The Indian Express that all eight are from Dashiar Chhara, a former Indian enclave in Bangladesh. They had moved to an apartment complex in Cooch Behar's Dinhata area made exclusively for enclave dwellers who had come to India after the exchange in 2015. Their release came the police in Cooch Behar district police contacted their counterparts in Delhi. Samirul Islam, chairperson of the West Bengal migrant welfare board, claimed that such detentions were happening daily to migrants from the state. He alleged that police in Bharatiya Janata Party-ruled states and in Delhi do not bother to inform the state government about such cases. 'We, on our own, have made verifications and sent them the requisite documents,' The Indian Express quoted Islam, also a Trinamool Congress MP, as having said. 'In this case, the district administration got in touch with the Delhi Police authorities.' He added that Prime Minister Narendra Modi and Chief Minister Mamata Banerjee had welcomed the families to India after the enclave and exclave exchange in 2015. 'Now they are being detained as illegal Bangladeshi citizens,' he was quoted as saying. 'And that too in the national capital.' The exchange of enclaves and exclaves took place on August 1, 2015. Under this agreement, 111 Indian enclaves covering 17,160 acres inside Bangladesh were transferred to Bangladesh, while 51 Bangladeshi enclaves occupying 7,110 acres in India became part of India. The residents of these enclaves were given the option of accepting citizenship of either country. At least 921 residents opted to move to the Indian side. The incident came as Indian authorities have been pursuing a policy to force individuals claimed to be undocumented migrants into Bangladesh. In June, four men from West Bengal, who were forced into Bangladesh on allegations of being undocumented migrants, were brought back. India has pushed back more than 2,000 persons into Bangladesh since the country launched ' Operation Sindoor ', a military operation in May against terrorist camps in Pakistan and Pakistan-occupied Kashmir. The legality of the 'push back' policy has been debated in India and internationally. Experts have told Scroll that the policy violated India's obligations under international law and customary international law.

Gujarat Elections: AAPs Visavadar Win A Wake-Up Call For BJP, Trouble For Congress? Explained
Traditionally speaking, by-elections tend to favour the ruling party, which allows it further to solidify its influence and power in the state. However, Gujarat's 2025 by-polls produced mixed results for the Bharatiya Janata Party (BJP). The Aam Aadmi Party's Gopal Italia registered a landslide win in Visavadar, while the saffron party successfully retained its seat in Kadi. Although Kadi's win is significant for the BJP, the spotlight is firmly on AAP's breakthrough in Visavadar. The outcome reflects the dynamic political landscape of the constituency. As AAP bagged the Visavadar seat, the party's national convenor, Arvind Kejriwal, is touring the state to connect with voters. AAP leader Gopal Italia won in Gujarat's Visavadar assembly by-poll, defeating BJP's Kirit Patel by 17,554 votes after 21 rounds of counting. Italia secured 75,942 votes while Patel received 58,388 votes. Nitin Ranpariya of Congress stood at 5,501 votes. 'AAP-BJP History In Visavadar' Visavadar is an Assembly seat in Gujarat where the BJP has not marked its victory for a long time. Gujarat is the home ground of Prime Minister Narendra Modi, and the BJP has retained the Chief Minister seat in the state for over two decades now. The last two leaders of Visavadar have had a rocky journey. In 2017, Congress's Harshadkumar Ribadiya won the seat. However, he joined hands with the saffron party in 2022. In 2022, the AAP candidate Bhupendra Bhayani defeated the BJP in Viasavadar, but he too later joined hands with the ruling party, leading to the by-elections being held in 2025. 'AAP Model Vs Gujarat Model' The Aam Aadmi Party's victory in the bypolls shows that while the BJP has retained its vote share, the base of Congress is shifting towards the AAP. Political experts are of the opinion that the AAP still has a long way to go in the state to gain power. Dr. Binit Kumar Sinha, Assistant Professor, Department of Political Science, University of Delhi, shared his viewpoint on the possible resurgence of Kejriwal at a national level. He explained that a by-poll loss cannot be a verdict on the ruling government and can't make waves for the winning party. 'Local dynamics (caste, candidate, local issues, anger with the BJP) matter more than national mood. The latest full-vote percentage for AAP in the Gujarat Assembly remains 12.92% from December 2022. Overall, in the bypolls, AAP delivered a strong performance in Visavadar but was almost non-existent in Kadi,' he said. Dr Sinha further added, 'In the same bypoll election, Congress collapsed to just 3.9% of the vote. In the 2024 Lok Sabha election in Gujarat, the AAP received only 2.69% of the total votes, contesting in two out of the 26 seats as part of the INDI Alliance. Kejriwal's legal issues aren't over yet. So, we can not say it's a resurgence." 'Congress To Rework Its Strategy' Manish Doshi, Gujarat Congress Spokesperson, said that the grand old party certainly needs to strengthen its organisation, make improvements, and bring in new people. He emphasised that it needs to fight on all fronts because the 'opponent is strong'. 'Congress has started this process, and our leader Rahul Gandhi has initiated organisational work from Gujarat,' he added. 'Opposition In Gujarat' When asked how he thinks this bypoll outcome will impact the dynamics of the opposition in Gujarat? Doshi replied that while the results were not in Congress's favour, they are bound to have a large impact, and continued, 'We've seen how the BJP's divisive tactics played out in the elections. That said, our recent results weren't great, and we need to take a hard look at what went wrong and get stronger for the next round.' 'Shift In Gujarat Politics Coming?' Dr. Sinha explained that it is too early to call it the beginning of a larger shift in Gujarat's political landscape; however, he added that this bypoll victory is more than symbolic. 'It suggests a crack in the BJP's invincibility and the emergence of AAP as a third force in Gujarat. The next 1-2 years will be key. BJP's Gujarat dominance has been near total — ever since 1995. Even Modi ji's national rise started from here. Congress has been declining steadily. But now, AAP is replacing Congress as the challenger, at least in some pockets,' he said. On the other hand, the Congress Spokesperson said that the people of Gujarat are upset with the BJP. 'The people of Gujarat are facing immense difficulties, whether it's unemployment, inflation, women's safety, or farmers' problems - the BJP government has failed on all fronts,' he said. 'Lessons For BJP After By-Poll Results' Dr. Sinha explained that grassroots dissatisfaction can bubble up, especially if issues like unemployment, agrarian distress, or local corruption are ignored. He added that regular performance reviews of local representatives and the rotation of leadership are needed. 'Treat this bypoll result as a warning shot and engage in honest introspection, not just blame games,' he emphasised. 'Door-to-door canvassing, micro-targeting based on community dynamics, and social media campaigns, Gujarati asmita (pride) should be widely used. BJP should activate and motivate the booth-level workers, 'panna pramukhs,' and central leaders in large numbers for intensive campaigning for the coming election in 2027,' he concluded.

AAP's 'Maya Mahal' dig at Rekha Gupta's house renovation gets BJP 'no luxury' reply
The AAP and BJP sparred over a Rs 60 lakh renovation of Delhi Chief Minister Rekha Gupta's new official residence, with the Arvind Kejriwal-led party alleging that "crores of rupees were being spent on her 'Maya Mahal'". However, the BJP hit back, saying it was not a luxury who took office in February, was allotted Bungalow No 1 on Raj Niwas Marg, ending months of speculation on where the Chief Minister would reside. Gupta currently lives in her house in her constituency, Shalimar to the tender issued by the Public Works Department (PWD) on Tuesday, the first phase of the refurbishment will begin in the first half of July and will primarily focus on electrical upgrades. This includes complete rewiring of 80 light and fan points, installation of 24 two-ton air conditioners - costing over Rs 11 lakh - and 23 premium energy-efficient ceiling fans along with 16 wall-mounted fans. The house allotted to the Chief Minister is a Type-7 lighting overhaul will see 115 fixtures, including wall lights, hanging lamps and three large chandeliers, installed at a cost of Rs 6.03 lakh. Additionally, the PWD will procure 16 nickel-finish flush ceiling lights, seven brass ceiling lanterns and eight brass-and-glass wall-mounted lights for common hall areas.
