
Free medical tests ordered by Delhi govt dispensaries, Mohalla clinics, others are possible only with these documents
The Lieutenant Governor of National Capital Territory of
Delhi
has made changes to the list of documents required for availing free of cost medical laboratory tests. The updated list of documents has been mentioned in an official gazette notification on May 20, 2025.
To give you a brief background, under this scheme the laboratory tests are outsourced to another company and the tests are ordered by government hospitals, polyclinics, Delhi government dispensaries, AamAadmiMohalla Clinics in Delhi for the patient's health investigation purposes. Consumers are not charged any money for availing this free of cost laboratory tests under this scheme since the money for these tests are paid from the consolidated fund of the government of NCT of Delhi.

What are the updated list of documents required for free laboratory tests?
According to the official e-gazette notification dated May 20, 2025, here are the details of the documents:
An individual desirous of availing the benefit under the above-mentioned Schemes shall hereby be required to furnish proof of possession of the
Aadhaar
number or undergo Aadhaar authentication.
Live Events
Any individual desirous of availing the benefit under the above mentioned Schemes, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of child beneficiaries), provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children/person shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
Henceforth, the benefit under the above-mentioned Schemes shall be given to individuals subject to production of the following documents, namely:
In case individual/beneficiary possesses Aadhaar number: proof of possession of the Aadhaar number or undergo Aadhaar authentication
In case individual/beneficiary does not possess Aadhaar number:
For children
(a) Aadhaar Enrolment Identification slip, or of bio-metric update identification slip; and any one of the following documents, namely: -
1. Birth Certificate; or Record of birth issued by the appropriate authority; or
2. School identity card, duly signed by the principal of the school, containing parents' names; and
3. Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely: –
Birth Certificate; or Record of birth issued by the appropriate authority; or
Ration Card; or
Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
Pension Card; or
Army Canteen Card; or
Any Government Family Entitlement Card.
For other than children
(a) Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely:-
Bank or Post office Passbook with Photo; or
Permanent Account Number (PAN) Card; or
Passport; or
Ration Card; or
Voter Identity Card; or
Kisan Photo passbook; or
Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988).
'Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose,' the notification read as follows.
What if Aadhaar authentication fails due to poor biometrics?
According to the notification dated May 20, 2025, in all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely: -
In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Timebased One-Time Password with limited time validity, as the case may be, shall be offered;
In all other cases where biometric or Aadhaar One Time Password or Time- based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

Ahmedabad: A consumer commission here has ordered a health clinic to refund fees, and awarded Rs 40,000 compensation to a law student after an unsatisfactory 'New Hair' treatment. Crackdown on hosps charging Ayushman beneficiaries
Varanasi: Taking a serious note of increasing complaints from Ayushman card holders that they were charged the treatment cost by listed hospitals, the district administration directed officials of these hospitals to either return the money charged from beneficiaries or be ready to face stern action. As many as 26 beneficiaries have filed complaints for being charged money despite having Ayushman cards. In view of the complaints lodged by Ayushman beneficiaries against hospitals listed under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana, chief development officer (CDO) Himanshu Nagpal convened a meeting on Saturday evening. He made it clear that as all beneficiaries are eligible to receive free treatment as per rules and if any expenses have been charged from them during treatment by any hospital, it should be reimbursed immediately. Punitive action would follow in case they do not follow the directives, he said. The CDO added if any hospital is found involved in charging extra money from an Ayushman beneficiary, its association with the scheme would be revoked by notifying senior officials at the State Agency for Health and Integrated Services (SACHIS), while their registration would also be cancelled. Last year, 26 Ayushman card holders lodged complaints against a few hospitals accusing them of charging the treatment cost. Health officials informed the CDO that of the 26 complainants, the money of 20 has been reimbursed so far. Three cases are still being processed and three have been sent to SACHIS. Complaints against at least three hospitals have been forwarded to the state-level controlling authority (SACHIS) for action, said officials. The CDO emphasized that patients visiting listed hospitals must provide a consent form indicating if they hold an Ayushman card, which should be verified using their Aadhaar card on the portal. All affiliated hospitals should update and inform the office about the information, education and communication (IEC) material, help desks and kiosks related to the Ayushman Bharat scheme. The help desk should display the presence of an Ayushman Mitra along with their phone numbers as well as the phone numbers of the hospital. In compliance with Section 28 (Display of Information) of the UP Clinical Establishment (Registration and Regulation) Rules 2016, hospitals should display the specialty registration number, director's name, bed count, method of treatment and services provided along with details of medical staff (doctors, nurses, etc.) on a display board with a yellow background and black Hindi letters. This board should be placed near the hospital's main entrance and a complaint box should also be installed there. Chief Medical Officer Dr Sandeep Chaudhary stated that requests to revoke claims cancelled by contracted hospitals more than six months ago will not be considered as per SACHIS instructions. Hospitals can submit an appeal to the State Grievance Redressal Committee (SGRC) within 30 days if dissatisfied with decisions made on claim forms presented at the district grievance redressal committee meeting. Additional CMOs, including Dr SS Kannaujia, Dr Piyush Rai, and representatives of the hospitals concerned, were present at the meeting.

From July 1, facial recognition for take-home meals at anganwadis
1 2 Jaipur: Effective from July 1, beneficiaries will receive take-home nutrition at anganwadi centres exclusively through a facial recognition system (FRS). Integrated Child Development Services (ICDS) department has instructed officials to expedite the enrolment process for facial recognition and e-KYC on the Poshan Tracker platform. Additionally, it will be mandatory to record the attendance of children aged three to six years registered at anganwadi centres and the hot supplementary nutrition distributed to them on the Poshan Tracker. "As per the instructions received from the Ministry of Women and Child Development, Govt of India, from July 1, 2025, the distribution of take-home ration to the beneficiaries registered on Poshan Tracker will be done compulsorily through FRS," states an order issued by the department. Officials said beneficiaries can update their KYC details on the Poshan Tracker. "Encourage the beneficiaries to get their photo/mobile number updated in their Aadhaar so that the work of e-KYC can be done easily and organise special camps by establishing coordination with Aadhaar Seva Kendras at the district level to get the Aadhaar of the beneficiaries updated," mentions the order. From Aug 1, registration of beneficiaries on Poshan Tracker will also be possible through FRS. Till now, details of over 18 lakh beneficiaries have been linked out of over 23 lakh beneficiaries. Officials said the delay in updating records of all beneficiaries is due to Aadhaar details not matching with their contact details. Due to this, beneficiaries have been given the option of updating their details on their own.
