1960s NatSteel building, former Pasir Panjang English School proposed for conservation
SINGAPORE – The first stages of Changi Airport and Singapore's MRT system – which have today become pillars of the country's transport system – opened in the 1980s.
What is not as widely known is that at the core of these projects was steel from the National Iron and Steel Mills – the first factory set up in the Jurong Industrial Estate in 1961.
Known as NatSteel today, the firm has remained at its original location for the past six decades, with its former main office building still standing.
Called the Steel Pavilion, the two-storey building – which is more than six decades old – has been proposed for conservation under the Urban Redevelopment Authority's (URA) Draft Master Plan 2025, in recognition of NatSteel's contributions to Singapore's economy.
While relatively unknown and sitting in a far-flung part of the island, the Steel Pavilion's proposed conservation is the latest sign of URA's shifting approach towards conservation.
Having kept a significant number of structures from the colonial era – which form the bulk of the country's more than 7,200 conserved buildings and structures – URA has in recent times increasingly looked to conserve heritage markers from the period surrounding Singapore's independence in 1965.
Also proposed for conservation are the former Pasir Panjang English School at 24 Yew Siang Road and 20 buildings at the former Bukit Timah Turf City, which will be redeveloped into a new housing estate, URA said at the draft masterplan exhibition launch on June 25.

These add to five previously announced sites that are also slated for conservation, such as the former Turf City's two grandstands, former housing blocks in Dakota Crescent and Jurong Hill Tower.
URA said the former school is an example of standardised designs for schools built with timber in the 1920s and 1930s, and was one of the first schools in Pasir Panjang when it opened in January 1933.
The school closed in 1986, and its premises were used from 1999 to 2024 by Breakthrough Missions – a drug rehabilitation centre.
URA said it would conserve the former school's U-shaped main building, which stands as an example of the development of Singapore's schools and education system.
Public agencies are considering integrating the building, which is now vacant, into a future residential development.
Meanwhile, URA's proposal to conserve 20 buildings at the former Bukit Timah Turf City – in addition to the former racecourse's North and South grandstands – follows a study that assessed the feasibility of retaining 27 heritage structures at the site.

Of the five not earmarked for conservation, two are horse bridges that may be retained but not conserved, while the other three, located in the Fairways Quarters – where Turf Club workers lived – were found to be structurally unsound.
The buildings to be conserved include bungalows that were occupied by the club's management and their families, stables, workers' quarters and the former Dunearn Water Depot, which housed a Water Department district office and flats for the depot's officers.

'Taken together, these buildings represent key yet different facets of the former racecourse's history and functional ecosystem,' URA said.
'Repurposing these selected buildings as part of the future housing estate will create a distinctive environment for future residents and communities.'
On June 25, the agency revealed a new thematic framework that will aid its selection of sites and buildings for retention.
The framework groups structures into four themes – economy, housing, social and defence – which represent the building blocks of Singapore's development. It will 'support the identification of selected sites that represent Singapore's history and development over the past 60 years'.

Under 'economy' are infrastructural developments for commercial, industrial, transport and utility purposes that supported Singapore's growth, while 'housing' includes shophouses, high-rise public housing and mixed-use developments.
The 'social' theme – which the former Pasir Panjang English School is classified under – includes medical facilities, schools, places of worship, event venues and sports facilities, while parked under 'defence' are military, law enforcement, fire security and facilities such as army camps and airbases.
URA on June 25 also announced that it had identified three new identity nodes in Siglap, Moonstone Lane Estate and Newton, taking the number of such nodes from 18 to 21.
Identity nodes, which have been earmarked since 2002, are areas with distinctive character and charm that the agency seeks to retain through methods such as rolling out design guidelines for new developments.
URA said Siglap has a laid-back atmosphere that exudes a unique urban charm, while Moonstone Lane Estate's 'intimate waterfront setting and rich multicultural history' will be retained.
It envisages that the upcoming neighbourhood in Newton will be community-centric, with greenery, heritage and identity woven into the area.
Building on the identity nodes, URA in 2022 introduced five identity corridors as part of its long-term plan – a conceptual plan that looks into the country's needs for the next 50 years and beyond, and is reviewed every decade.
At each corridor, the agency aims to strengthen the identity and character of areas along it, while improving walking and cycling infrastructure.
Upgrades to three corridors have been planned based on public engagements.
At the Historic East corridor, which covers Geylang and Changi, a new pedestrian mall will be developed along East Coast Road, near where it intersects with Joo Chiat Road. The pedestrian mall will stretch between i12 Katong shopping centre and Katong V mall.
URA said the mall could include landscaping, seating, recreational spaces for visitors, as well as for community events and activities.
As for the Kallang River corridor, public agencies are planning a new waterfront park between Serangoon Road and Bendemeer Road.
The upcoming park at Kallang River could serve as a pit stop for cyclists travelling from Bishan to the city along the Kallang Park Connector, and as a new community space for local residents and visitors.

Improvements will also be made to the riverbank fronting St Andrew's Village, with the possibility of outdoor classrooms for students from nearby schools.

At the Inner Ring corridor, which links fringe districts around the city centre, a stretch of Zion Road between Ganges Avenue and River Valley Road will be repurposed to accommodate wider walking and cycling paths.

By 2030, new cycling paths will also be added to the western stretch of this corridor, between Outram and Orchard, and the eastern stretch, along Lavender Street and between Kallang Road and Balestier Road.

Hotel Miramar Singapore close to sealing sale at under S$200 million
[SINGAPORE] A deal is said to be in advanced stages of negotiations for a sale of Hotel Miramar Singapore at 401 Havelock Road, near the Singapore River. The pricing for the 344-room hotel, on a site with a balance leasehold tenure of about 41.5 years, is expected to be below S$200 million. The hotel has significant value-add potential, including an opportunity to tap some 100,000 square feet (sq ft) of unutilised gross floor area (GFA), and repositioning the asset to a more upscale product. The Business Times understands that the prospective buyer is Aravest, a carve-out of the private funds business of ARA Asset Management unveiled last year. Aravest is owned by Japan's Sumitomo Mitsui Finance and Leasing (SMFL) Company units SMFL Mirai Partners (Singapore) and Kenedix. Industry players said Aravest will be teaming up with co-investors for the Hotel Miramar acquisition in Singapore. Aravest is expected to appoint an international hotel chain to manage and rebrand the property. Hotel Miramar Singapore is owned and operated by an eponymous company set up in 1968; its biggest shareholder is a company named Lim Tjhun Seng, which is controlled by two low-profile individuals with the surname Lim. According to industry players, a drawback of the property is that the authorities have turned down a request to top up the site's lease to 99 years. The 16-storey Hotel Miramar is on a 100,528 sq ft site; this is one of three hotel sites along the stretch of Havelock Road sold by the state about 57 years ago on 99-year leasehold tenures starting from February 1968. On the other two neighbouring plots stand Copthorne King's Hotel and Furama Riverfront Singapore (formerly known as Novotel Apollo and Apollo Hotel). The Urban Redevelopment Authority has retained the hotel zoning for the three sites under the Draft Master Plan 2025 unveiled last month. Also left untouched is the 3.5 plot ratio – which refers to the ratio of maximum GFA to site area – for the trio of sites. Industry observers said the authorities probably prefer to maintain flexibility on future plans for the stretch. Private-sector hotel deals on sites with short balance land tenures are not unheard of in Singapore in recent years; typically, buyers would be looking for an attractive yield and/or value-adding opportunities. Last year, Frasers Property sold the 313-room Capri by Fraser Changi City, near the Expo interchange MRT station, for S$171.8 million to a consortium comprising family office Atelier Capital Partners Singapore, TPG Angelo Gordon, Heeton Holdings and Far East Consortium International. The hotel, which has been rebranded Dorsett Changi City Singapore, is part of an integrated project on a site with a balance term of about 45 years at the time. The new owners have begun asset enhancement works to create additional hotel rooms by subdividing some rooms, while still maintaining some of the larger rooms popular with staycationers. Some underutilised space in public areas including the lobby will be converted into revenue-generating space such as restaurants. In late 2023, Viva Land – linked to convicted Vietnamese businesswoman Truong My Lan – sold the former SO/Singapore hotel on a site at 35 Robinson Road with about 47.5 years' balance lease. The property was bought by a consortium that included the Tan family behind Sunray Woodcraft Construction and Mini Environment Service. Mingtiandi reported the price at around S$170 million to S$180 million. Hotel Miramar's guest rooms have an average room size of 26 square metres (about 280 sq ft); the rooms are on levels five to 16 in two towers. The hotel rooms are above a four-storey commercial podium which includes the hotel lobby as well as office and food and beverage/retail units for lease. Behind the commercial podium and two towers is a four-storey carpark block with nearly 200 car parking spaces. The carpark is connected to the hotel towers. The incoming owner is expected to embark on asset enhancement works such as upgrading existing rooms. There is potential to increase the room inventory by tapping around 100,000 sq ft of unutilised GFA to build a new hotel wing – which could be located where the multi-storey carpark is – subject to approvals by the relevant authorities. Another way to increase the room count would be to subdivide some of the existing rooms in the two towers. An industry player said there is scope to uplift the ambience of the hotel by injecting more greenery and having a biophilic design. Appointing an international hotel management chain to rebrand and operate the hotel should improve operational efficiency and revenues. In March last year, ESR Group announced the sale of ARA Asset Management's private funds business in Australia, Singapore, South Korea and the US to the two SMFL units. The consideration was based at an enterprise value of US$270 million. The divestment came two years after ESR completed its buyout of Singapore-based ARA Asset Management, co-founded by Singaporean John Lim and backed by Hong Kong billionaire Li Ka-shing. Commentary: As Singapore builds up, can it hold on to its memories?
SINGAPORE: When the Urban Redevelopment Authority (URA) launched its draft master plan last month, most of the conversation focused on how many new homes would be built – at least 80,000 in more than 10 new neighbourhoods over the next 10 to 15 years. It's not surprising. In land-scarce Singapore, housing is one of the most talked about and debated topics. But tucked away in the 47-point media release and stack of annexes was a concept for several so-called 'identity corridors' that were first introduced in URA's Long-Term Plan Review in 2022. What are identity corridors? And how can they help foster Singapore's national and urban identity? CITIES REPRESENT SOCIAL IDENTITY In their 2013 book The Spirit of Cities: Why the Identity of a City Matters in a Global Age, political scientists Daniel A Bell and Avner de-Shalit argue that every city expresses a set of distinctive values or ethos. In that book, Singapore is strongly associated with the ethos of nation-building. This too, is hardly surprising. Singapore's position as a thriving and liveable global city today is very much an outcome of our nation-building efforts. The outcome of these efforts is clear. The IMD World Competitiveness Index 2025 ranks us as the second most competitive economy in the world. But this progress comes with big changes. As Singapore's economy grew rapidly, so too did the changes in its urban landscape. The kampungs that dotted our island made way for high-rise public housing with cleaner and more modern living conditions. The old National Library building, much-beloved by students and readers of that era, gave way for the Fort Canning Tunnel. In some instances, brand new spaces were created to cater to our socio-economic needs. For instance, the Marina Bay district was developed as an extension of the Central Business District (CBD), which had become increasingly crowded as global banks and corporations flocked to Singapore during its rapid growth as a financial hub through the 1990s and 2000s. This is not unique to Singapore. In many cities, rapid economic development can result in equally rapid changes in the urban landscape. These can have implications for a city's social fabric. For instance, Google's entry into Zurich has given rise to extensive gentrification and a spike in housing costs and consequent public unhappiness and protests. Protesters blamed large banks and companies for driving up housing costs and accessibility. In land-constrained cities, heritage sites and buildings can be particularly vulnerable in the face of rapid economic and urban transformation. A 2024 report by the World Monuments Fund identified rapid urbanisation and overtourism as top threats to heritage conservation. At the same time, cities cannot survive without economic growth. The first cities of the world had emerged due to the confluence of economic and human activity within their boundaries. Cities today continue to thrive as key nodes in global trade and finance. Even as Singapore continues to grow as a major economic and financial hub, it will need to preserve aspects of the city that reflect citizens' memories, identity and aspirations. PRESERVING SINGAPORE'S ZEITGEIST In response to a question that was posed to me during the launch of the 2025 draft master plan, I had mentioned that '(w)e want to plan for our future climate needs, our socio-economic needs; but at the same time, we want to preserve some of the spaces that sort of define the zeitgeist of Singapore'. Like Bell and de-Shalit, I too feel that Singapore's identity is very much defined by our nation-building efforts. It is therefore important that we conserve some of the spaces that have played key roles in our nation-building story. The NatSteel building that was recently proposed for conservation is a good example of this. However, Singapore's national identity is much more than our nation-building journey, important as that may be. It comprises a rich tapestry of cultural practices and lived experiences that have accreted over multiple generations. This is where the URA's identity corridors will play an important role in conserving and even enhancing the identity and heritage that already exist in many of our iconic spaces and neighbourhoods. For instance, the Historic East corridor includes culturally rich and ethnically diverse neighbourhoods such as Geylang Serai, Joo Chiat and Katong. By linking up these neigbourhoods, the Historic East identity corridor provides a more cohesive and integrated experience of these neighbourhoods' heritage and identity. This can in turn generate greater interactions between visitors and residents and interest in the traditional crafts and food that continue to be found in these neighbourhoods. Tampines regional centre set to get more homes, offices and public amenities
Based on the draft masterplan, at least two residential plots and four commercial plots could be developed in Tampines regional centre. SINGAPORE – More homes, offices and public amenities are set to be built in the heart of Tampines, latest plans from the Urban Redevelopment Authority (URA) show. Plans showcased at the URA's Draft Master Plan 2025 exhibition state that the added developments will 'future-proof Tampines Regional Centre for new live-work-play trends', such as by bringing offices and leisure facilities closer to homes. These are part of a decentralisation strategy that Singapore has pursued since 1991 that brings jobs out of the city centre and into residential towns. A URA spokesperson told The Straits Times on July 18 that the plans build on previous efforts to rejuvenate the regional centre and optimise land use, such as the development of Our Tampines Hub, which opened in stages from November 2016 and has amenities such as a library, sports facilities and a hawker centre under one roof. Based on the draft masterplan, at least two residential plots and four commercial plots could be developed in Tampines regional centre, which was established in 1992 and is about 37.5ha in size. Of these, three commercial plots are within an area that the authorities have identified for potential mixed-used developments, including a site that is about 5.4ha in size that currently houses the Tampines Bus Interchange, a Housing Board commercial block and a Central Provident Fund (CPF) Board building. Tampines MP Masagos Zulkifli had said in February that agencies were studying plans for a new integrated transport hub in the town centre , and the URA spokesperson said this could involve linking the Tampines stations on the Downtown and East-West MRT lines with the bus interchange. Other integrated transport hubs – or developments with integrated bus interchanges that are linked to MRT stations – include Hillion Mall in Bukit Panjang and Bedok Mall. URA's Master Plan sets out the permissible land use and floor area of developments, and the latest draft was unveiled on June 25 and is expected to come into force later in 2025. There are also plans to reduce car usage within the Tampines town centre by making it more pedestrian-friendly. To this end, a 50m stretch of Tampines Central 5, between Tampines Mall and the East-West Line's Tampines station, will soon be pedestrianised. Other improvements outlined by the URA include 'green pedestrian streets' and 'community streets' that will cut across the town centre, allowing users to get to its various amenities on foot. A new centrally located public space will also be introduced, said URA. Plans show that this will be sited in front of the CPF building, in an area currently occupied by the bus interchange. ST PHOTO: LIM YAOHUI The agency's spokesperson said agencies are currently consulting stakeholders and residents to shape plans, and details including the development timeline will be finalised only after ideas and feedback are reviewed. Analysts told The Straits Times that each housing plot in the regional centre that was identified in the draft masterplan could yield more than 300 units, if used for private homes. One plot is about 0.9ha in size and has been assigned a gross plot ratio of 3.0, and is located next to a plot earmarked for a healthcare facility. The other is about 1.1ha in size and has a plot ratio of 2.5. It previously housed an office building that was demolished within the last two years after its 15-year lease ended. Mr Alan Cheong, executive director of research and consultancy at Savills Singapore, said using the land for private housing will unlock the most value, given the premium that buyers would fork out to be close to the area's two MRT stations and surrounding amenities. Ms Tricia Song, head of research for South-east Asia at CBRE, added that given the relatively high concentration of public flats and executive condominiums in Tampines, there is scope to build private condominiums on these plots in the town centre. Analysts told The Straits Times that each housing plot in the regional centre that was identified in the draft masterplan could yield more than 300 units, if used for private homes. ST PHOTO: LIM YAOHUI On the plans for more commercial spaces, both said that there is no immediate need to develop them, with other areas such as Bishan receiving more attention at URA's exhibition, and given the lacklustre response to Jurong Lake District's master developer tender in 2024 . Mr Cheong noted that office rents for Tampines are lower than in other regional centres – Jurong East and Woodlands – owing to the age of buildings and the lack of demand for the area. Ms Song added that continued investment in infrastructure, amenities, and business ecosystems will help to increase the appeal of regional centres such as Tampines, and added that the offices in the town – where rents could be up to half that of prime Central Business District buildings – could attract small and medium-sized enterprises and cost-conscious tenants. He noted that the 5.4ha plot and the 2.6ha plot – both earmarked for mixed-use developments with a plot ratio of 4.2 – are large enough to accommodate more than just commercial developments. Including housing on these plots will draw higher bids than keeping them purely for commercial uses, he said.
