CBI-led Interpol Red Notices double since 2023 amid tech, diplomatic push

Interpol's Red Notices issued at the CBI's request have more than doubled annually since 2023, showing a paradigmatic shift in the country's pursuit of fugitives by building on the deliberations during the hosting of the Interpol General Assembly and G20 summit as well as by embracing technological sophistication, officials said Sunday.
The Lyon-based International Criminal Police Organization (Interpol) had issued 25 Red Notices in 2020, 47 in 2021 and 40 in 2022.
Since 2023, the number of Red Notices issued on India's request spiralled with remarkable alacrity -- 100 notices in 2023, 107 in 2024 and 56 in the first six months of 2025, the latest data seen by the PTI shows.
The Interpol traditionally issued eight coloured notices for different purposes to 195 member countries, alerting them on a request from a country. It has added a ninth one -- Silver Notice -- on a pilot basis this year, in which India is also a participant, to track illicit assets parked abroad.
A Red Notice (RCN), the most important one to track a fugitive, is a request issued by Interpol to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender or similar legal action.
It is the first crucial step in pursuing the extradition of a fugitive who escaped to a different country to evade the law.
All state and central agencies submit their request for Interpol Notices to the CBI, which is the nodal agency for India for all Interpol matters. The CBI then makes the requests for the Notices to Interpol and coordinates with the intergovernmental organisation in follow-up.
"It is only after an RCN is issued that a fugitive can be located abroad. Once the alleged criminal is located, diplomacy and law enforcement work in tandem to secure the extradition or deportation," an official in the know of the process said.
The uptick was not only visible in terms of Red Notices issued on India's request, but also in other colour-coded Notices as well.
The Blue Notices, through which a country seeks information about a person, have gone up from 47 in 2020 to 68 in 2024 and 86 till now in 2025; Yellow notices, used for seeking details of abductions, disappearances or identity issues, have gone up from one in 2020 to 27 in 2024 and four in 2025 (till now).
In total, 145 Interpol Notices have been issued in 2025 till now, as compared to 73 issued in 2020. Last year, 208 Notices were issued by the Interpol, the data shows.
The increase in the number of Notices by Interpol at India's request can be attributed to a confluence of deft diplomacy, institutional assertiveness and technological modernisation, besides the meticulously hosted Interpol General Assembly in November 2022, followed by the G20 Summit in 2023, officials said.
On a special request from India, the Interpol General Assembly was held in 2022 here to coincide with the 75th Anniversary of Indian Independence, 25 years after the global confluence of police chiefs was held here in 1997.
Normally, each of the 195 member countries gets a chance to hold the annual event on a rotation basis.
The Assembly served as both a symbol and a catalyst, deepening the agency's operational rapport with Interpol's General Secretariat in Lyon, they said.
The G20 Summit held in 2023 further burnished India's image at the international level. Ostensibly an economic conclave of 20 big countries and regions, the event enabled ancillary security collaborations, lubricating internal legal cooperation and consensus on extradition of fugitives.
In both events, India made a strong argument in favour of the extradition of fugitives wanted by a country and the denial of "safe havens" to criminals.
The CBI, which is the National Central Bureau of India, also took a leap in terms of digital sophistication, employing advanced data analytics, digitised dossiers, AI-powered profiling and seamless integration with Interpol's I-24/7 network.
In 2023, the CBI top brass emphasised on making Interpol engagement seamless and cutting down on the processing time of requests coming from state police, besides building on the negotiations during the General Assembly and G20.
The agency developed an in-house portal, Bharatpol, operationalised in January, which made the process of RCN -- historically mired in paperwork and procedural torpor -- frictionless and cut down the time from an average of six months to three months.
The results translated in terms of extradition as well, with the CBI coordinating closely with Interpol, as well as state and central enforcement agencies, to secure the extradition or deportation of 134 fugitives since 2020. Of these, 23 were brought back this year alone.
In contrast, only 74 fugitives were returned during the decade between 2010 and 2019. The results are encouraging but far from the targets that the agency has set for itself.
"Thousands of Interpol requests are being issued on the request of big countries, while our requests are in the hundreds. We are moving forward and we have to further improve our processes to ensure that fugitives are not able to find safe havens anywhere," an official said.

Family members of the deceased have consented to a movie on the crime, which sent shockwaves across the nation following the arrest of his wife Sonam and her suspected lover, Raj Kushwaha. The movie is being directed by SP Nimbawat, and is tentatively titled 'Honeymoon in Shillong,' reported newswire PTI. The film's director revealed that the script is complete and ready for production. Shooting will take place in Indore, the hometown of the couple, and in various locations across Meghalaya, where Raja's body was tragically discovered. '80 per cent of its shooting will be done in Indore and the remaining 20 per cent in different areas of Meghalaya,' SP Nimbawat told reporters. Raja Raghuvanshi had travelled to Meghalaya with his wife Sonam in May. Days after he went missing, his mutilated body was found on June 2 in a deep gorge near a waterfall in the Sohra area (also known as Cherrapunji) in East Khasi Hills district. Without revealing the names of the actors of the movie, director SP Nimbawat said: '...It is a murder will ensure that the movie is good and that talented Bollywood actors play the roles,' reported ANI. Raja Raghuvanshi's brother, Sachin, said the family consented to a movie on the chilling crime to bring the truth about his brother's murder to light. "We gave our consent for the upcoming film on the murder case. We believe that if we do not bring the story of my brother's murder on the big screen, people will not be able to know who was right and who was wrong?" Raghuvanshi's elder brother, Sachin, told reporters. Weeks after the brutal murder of Indore-based businessman Raja Raghuvanshi during his honeymoon, his family performed a puja at the crime scene in Meghalaya on Thursday. Raja and Sonam, who were married on May 11, went missing on 23 May during their honeymoon in Shillong. According to the police, Sonam Raghuvanshi had allegedly plotted Raja's murder with her lover, Raj Kushwaha. Three others — Akash Rajput, Vishal Singh Chauhan, and Anand Kurmi — allegedly assisted in the crime.

Kerala nuns' arrest: Sessions court in Chhattisgarh declines bail plea, refers case to Bilaspur HC

Raipur/Thiruvananthapuram: In a setback for two Kerala-based nuns currently lodged in Durg jail, a sessions court on Wednesday declined to entertain their bail plea, directing the petitioners to approach the NIA-designated bench at the Chhattisgarh High Court in Bilaspur. The court ruled that it lacked jurisdiction to hear the bail application in the matter, which is being probed under the provisions of the National Investigation Agency (NIA) Act. Despite insistence from the nuns' counsel, the court dismissed the plea. Just before the sessions court began its hearing, a group of Bajarang Dal activists gathered and started shouting slogans against the nuns and the way they were trying to cover up a case that, according to them, involved human trafficking and forced religious conversion. The complainant in the case is Ravi Nigam. A battery of five lawyers represented him in court during the proceedings. Advocate Jaiswal, present in the court, said the sessions court is not competent to hear the case and asked them to approach the High Court. As the news came, the Bajarang Dal activists, waiting outside the court, erupted in celebration. The issue was raised in both houses of Parliament, though it was not taken up for discussion. Earlier, all MPs from Kerala staged a protest outside the parliament. Later, Congress-led UDF MPs called on Union Home Minister Amit Shah and briefed him on the matter. Senior lawmakers, including AICC general secretary K.C. Venugopal, have sought an appointment with Prime Minister Narendra Modi to bring the issue before him. Venugopal, speaking in the Lok Sabha, said this is a burning issue in Kerala. Centre must intervene as the Chhattisgarh Chief Minister is not acting responsibly, he said. "Spoke in Parliament demanding the immediate release of Sister Vandana and Sister Preethi belonging to the Assisi Sisters of Mary Immaculate, who were brutally attacked by Bajrang Dal goons in Durg in Chhattisgarh and later arrested by the police without any reason. Instead of upholding the Constitution, the Chhattisgarh CM is validating the mob narrative that took the law into their own hands for their hateful agenda. The PM and Kerala BJP wax eloquent about their newfound love for Christians, but in reality, have venom in their hearts against minorities," Venugopal posted on X. Earlier in the day, a delegation led by CPI(M) politburo member Brinda Karat and including MPs A.A. Rahim, K. Radhakrishnan, and Jose K. Mani visited the nuns in jail. Karat condemned the arrest, calling it a clear case of fabricated charges. 'The nuns are completely innocent. This is a targeted move against Christians. We demand their immediate release and quashing of the case,' she said. Back in Kerala, both the ruling LDF and the Congress-led UDF launched separate protests. Senior Congress leaders, including KPCC president K. Sudhakaran and Leader of Opposition V.D. Satheesan, marched to the Kerala Raj Bhavan, demanding urgent action. 'This is unacceptable. These nuns are known for their humanitarian work. The Centre must act decisively,' said Satheesan. Later in the evening, Church leaders and members of the Christian community will hold a protest march to the Raj Bhavan. The two nuns -- Sister Preeti Mary and Sister Vandana Francis -- belong to the Assisi Sisters of Mary Immaculate, a congregation under the Syro-Malabar Church in Alappuzha district. They had been working at a hospital in Agra. On July 26, while accompanying three women from Chhattisgarh's Narayanpur district to Agra for jobs as kitchen helpers in a convent, the nuns and a man, Sukhman Mandavi, were stopped at a Chhattisgarh railway station by Bajrang Dal activists and later taken into custody by police. They were produced before a local court and sent to judicial custody. With the sessions court now directing the matter to the High Court, the nuns will remain in jail until further orders.
