Brentford are tipped to return with an improved offer of £37.5m but are now likely to face even stiffer competition for the England Under-21 international.
Hutchinson, 21, did not travel to France for the Tractor Boys' friendly against Auxerre last weekend because of uncertainty about his future.

Boss Kieran McKenna said: 'Omari, with the speculation around his future at the moment, he didn't feel mentally in the right place to come for the game.
'It's a challenging situation for everyone. He's a player that we love and we support and we have empathy with, with the year that he's been through and this important moment in his career.
'We'll keep working and communicating on that situation as well and hopefully it'll be the best resolution for the club and for the player.'
The sale of Hutchinson would give McKenna huge funds to rebuild his squad as Ipswich bid to make an instant return to the Premier League.

But it could also hand Chelsea a huge PSR boost after another summer spending spree.
The England U21 winger played just twice for the Blues, but SunSport understands the West Londoners agreed a 25 per cent sell-on clause before he joined Ipswich.

Hutchinson put himself in the shop window for a big money move last season as one of the few bright sparks in Ipswich's relegation campaign.
He further proved his class and maturity with his performances in England U21's Euros-winning tournament.
He featured in all six of the young Lions' matches at the tournament, and scored the second goal in their 3-2 victory over Germany in the final.

Manchester United are gearing up for the 2025-26 season, a campaign which be quieter than usual because of the Red Devils' failure to qualify for any European competition Harry Maguire admits that Manchester United's lack of European football this season gives them 'no excuses' in the Premier League. Maguire, 32, has said that the extra time to prepare for league matches should be an advantage for his team-mates and boss Ruben Amorim, who'll have more hours to work with them on the training ground. United manager Amorim often bemoaned the Red Devils' busy schedule after he was appointed in November. Due to having a fixture either in Europe or domestically every three to four days for the vast majority of the campaign, the Portuguese found it even more difficult to implement his system. But that's been flipped on its head this term. After finishing 15th in the Premier League and losing the Europa League final last time out, Amorim's side won't be in Europe whatsoever. It's only the second time since Sir Alex Ferguson retired in 2013 that the Red Devils will go into a season without European football. For Maguire, he sees it as an opportunity to make sure that they're in tip-top condition to enjoy a much better Premier League campaign. "I just want to be part of a successful team this season," the defender told MUTV. "I think last season was a tough season for everyone individually, but also as a team, as a squad, as a club. "This season, there are no excuses. We're going to have a lot of time to prepare for the Premier League games, and we've got to make sure we're ready. So, for myself, it's making sure I'm available, I'm fit, I'm ready to go, and give everything I can to this team and this club."
