Maharashtra sees 479 farmer suicides in March-April; Minister says aid hike not being considered

The Hindu04-07-2025
A total of 479 farmer suicides were reported in Maharashtra in March and April this year, state relief and Rehabilitation Minister Makrand Patil said in the assembly on Friday (July 4, 2025).
In a written reply during Question Hour, he said 250 farmer suicides were reported in March in Marathwada and Vidarbha, while 229 suicides were reported statewide in April.
Of the 250 cases in March, 102 were found to be eligible for financial aid as per government rules, with amounts being disbursed in 77 cases.
A total of 62 were found to be ineligible, while inquiries are pending in 86 cases, Mr. Patil added.
"In April, 229 farmers committed suicide. Of these, 74 were found to be eligible for aid. Funds were released in 33 of these 74 cases," the Minister informed the House.
As per a government resolution (GR) of January 24, 2006, farmer suicides due to crop failure, inability to repay loan from nationalized and cooperative banks or licensed money lenders, burgeoning debt etc are considered eligible for financial aid. The kin of such farmers are given ₹1 lakh.
A hike in the financial aid is not under consideration, the Minister said.

Minister says aircraft crash probe ‘unbiased'

Responding to supplementary questions during Question Hour on the first day of the House in the monsoon session of parliament, the minister said, 'We want to stand by the truth. We want to find out what exactly happened, and that is only going to come out once the final report (of AAIB) is tabled. We have to respect the process of investigation, and once that happens, then we can talk about what happened, how it happened, and then corrective measures can be taken.' The AAIB recently released its interim report on the crash involving an Air India Boeing 787-8 aircraft en route from Ahmedabad to London Gatwick on June 12, claiming the lives of 260 individuals, including 19 people on the ground. Naidu said media, in India and the West, were presenting diverse viewpoints and narratives. 'I want to tell you that the way we are seeing the probe is through facts,' he said.

Never allowed to speak in House, it's my right as LoP: Rahul

NEW DELHI: Hitting out at the government, Congress leader Rahul Gandhi on Monday said that as Leader of the Opposition in the Lok Sabha, it is his right to speak in the House, a right he claimed, is being denied. 'I am the Leader of Opposition, it is my right. I am never allowed to speak,' Gandhi told reporters outside Parliament, as the House witnessed repeated adjournments on the first day of the Monsoon session. His remarks came after opposition MPs, led by the Congress, created a ruckus demanding a discussion on Operation Sindoor. The House was adjourned twice amid noisy protests and slogan-shouting by the opposition benches. 'The question is that the Defence Minister and their (the BJP) people are allowed to speak, but if someone from the Opposition wants to say something, he is not allowed,' Gandhi said. Taking a dig at Prime Minister Narendra Modi, he added, 'He ran out of the House in a second.'

Explained: What happens when the Vice-President resigns mid-term

Vice-President Jagdeep Dhankhar's resignation late on Monday night has created a rare mid-term vacancy in the country's second-highest constitutional office. He is only the third Vice-President in India's history to resign before completing his term, after V.V. Giri and R. Venkataraman—both of whom stepped down to contest presidential elections and were succeeded by Gopal Swarup Pathak and Shankar Dayal Sharma, respectively. Here's what happens next: Q. Who performs the Vice-President's duties now? The Constitution does not provide for an acting Vice-President. However, since the Vice-President is also the ex-officio Chairman of the Rajya Sabha, the Deputy Chairman — currently Harivansh Narayan Singh — will preside over the House in his absence. Q. When will the election be held? In the case of the President, the Constitution requires that a vacancy be filled within six months. But for a Vice-Presidential vacancy, there is no such fixed deadline. The only requirement is that the election be held 'as soon as possible' after the post falls vacant. The Election Commission will announce the schedule. The poll is conducted under the Presidential and Vice-Presidential Elections Act, 1952. As per convention, the Secretary General of either House of Parliament is appointed as the Returning Officer, in rotation. Q. How long will the new Vice-President serve? The elected candidate will serve a full five-year term from the date of assuming office — not just the remainder of Dhankhar's tenure. Q. How is a new Vice-President elected? The Vice-President is elected by an electoral college made up of members from both Houses of Parliament — Lok Sabha and Rajya Sabha — including nominated members. Unlike in a presidential election, state legislatures do not participate. Voting is held in Parliament House in New Delhi, by secret ballot, using the system of proportional representation with a single transferable vote. Each MP casts a vote by ranking candidates in order of preference. All votes carry equal value. To be declared elected, a candidate must reach a required minimum number of votes — called the quota. This is calculated by dividing the total number of valid votes by two and adding one (fractions, if any, are ignored). If no candidate crosses the quota in the first round, the one with the fewest first-preference votes is eliminated, and their votes are transferred to the remaining candidates based on second preferences. The process continues until one candidate crosses the quota. Q. What are the eligibility criteria for candidates? A person contesting for the post of Vice-President must be a citizen of India, at least 35 years old, qualified to be elected to the Rajya Sabha, and registered as an elector in any parliamentary constituency. They must not hold any office of profit under the central or state governments, except positions like President, Governor, or Minister.
