Can tourism help Laos escape poverty?

Luang Prabang, in the north of Laos, is experiencing something of an economic boom. When the author of this article last visited in 2012, the city's central street and roadway, Sisavangvong Road, did not have many foreign tourists, and most of the Westerners were backpackers just passing through to either Thailand or Vietnam.

The options for tourists felt limited.
But things are different today. Handicraft markets have popped up at the south end of the now-bustling road, near tight alleys leading from the Wat Pa Phai Buddhist temple. Further down Sisavangvong, international travelers and tourists can be seen dining and drinking in quirky bars and restaurants. Even the adjacent streets have improved, with fancy eateries, cocktail bars, and travel agents ready to serve its international clientele.
Official figures show a 162 per cent increase in visitors year over year as of April 2025. Luang Prabang has also been named by Lonely Planet as Asia's top place to visit for 2025.
Thousands of families escape poverty in Luang Prabang:
The Laotian province aimed for 900,000 visitors last year — and it got over 2 million, generating some $560 million (€491 million) in revenue. Thanks to the money flowing into the city, officials say that over 16,000 families have moved out of poverty, which is 98.3 per cent of the city's total population.

In Laos, the criteria for being free from poverty include stable employment, a permanent home, secondary-level education and access to basic health care, clean water and energy.

But Laos, with its 7.8 million inhabitants living mostly in rural environments across a territory that is nearly the size of the UK, is struggling to raise living standards.

As of 2023, official data shows that nearly 17 per cent of its families were living in poverty, but assessments by international organizations suggest the actual rate could be higher when considering factors like access to education and health care, among others.
The Southeast Asian country is ruled by a single party, the Lao People's Revolutionary Party, and UN benchmarks classify it as one of the world's 44 Least Developed Countries (LCDs).
And last year it was reported Laos had a total public debt of $13.8 billion, which was 108 per cent of the country's GDP. Its currency, Lao Kip, also depreciated to record lows against the US dollar and Thai Baht, making it harder to pay back any debt.
The country is heavily reliant on agriculture, with a large proportion of the population working the fields or engaged at other points of the food production chain.
Laos has also invested heavily in hydropower, aiming to become the "battery" and supplying electricity to countries in Southeast Asia.
However, these investments have been costly, with Laos deep in debt with Chinese energy firms. On the other hand, thanks to Chinese investment, Laos now boasts a high-speed train line connecting its capital, Vientiane, to the Chinese border, and there are also discussions of linking Vientiane with Cambodia.
Can Laos use tourism to get rich?
The rise of Laos' ancient capital, Luang Prabang, sparks hope that the entire country could follow in its footsteps and boost tourism earnings to alleviate poverty.
But analysts warn that not all visitors bring new business to the local population.
For example, over a million Chinese tourists visited Laos in 2024. However, many of those are so-called "zero-dollar" tour groups that pay low rates and only spend money in Chinese-associated businesses, almost entirely bypassing the local economy.
"While the new high-speed railway connecting China to Laos has increased arrivals, it has not translated into meaningful economic benefits for the local Lao population," says Professor Worrawoot Jumlongnark from Thailand's Mahasarakham University.
For others, like Inthy Danesavanh, chairman at the Inthira Group and an eco-tourism specialist in Laos, boosting tourism is a key piece of the puzzle, in addition to improving agriculture.
"Luang Prabang province is along the line of the Laos-Chinese railway, and we can focus more on agriculture, and exports, and the railway can export to the huge Chinese market and this can bring benefit to the local people," he said.
"And I strongly believe in tourism because Laos is surrounded by five countries with bigger populations. With more than 200 million tourists a year traveling around Laos, or next to Laos. I think tourism, agriculture, and logistics have a future to help Laos get rid of this poverty," he told DW.

Vijayawada Additional secretary, tourism, Government of India, Suman Billa said tourism sector acts as a best growth engine for economic development and stressed the need for increased share of tourism sector in GDP from existing 5 per cent to 10 per cent. Addressing AP Tourism Conclave Tch AI 2.0 here on Friday, the additional secretary said that the tourism sector was playing a key role in economic growth around the globe by contributing 9.1 per cent. He said the sector also turned a major employment provider and 2.5 crore jobs will be created by 2029. He said the tourism sector is netting 2.49 lakh crore foreign exchange. Stating that with improved infrastructural facilities in India, now it is time to tap tourism. He said 800 flights are being operated in the country and in the next five years, another 1,000 flights will be added. When we look forward towards bottlenecks despite improving infrastructure, Billa said that there was a huge gap between supply and demand in tourism sector, with supply is not keeping up with demand. He said 1.9 crore tourists are visiting India and the domestic tourist footfall stands at 254 crore. When we segregate the domestic tourists, 47 crore tourists are making pleasure trips for holidaying and shopping. He said 47 crore tourists is bigger figure than population of 150 countries and the number is expected to be triple by 2029. He stressed the need for discouraging domestic tourists from going abroad for holidaying by attracting them towards holidaying within the country. Suman Billa said that Rs 10 lakh crore investments needed for improving infrastructure in tourism sector in the country. Citing the example of temple town Tirupati, the additional secretary said that as per the pilgrims rush, Tirupati needs 10,000 rooms. He said infrastructure should be improved to provide any one an opportunity to stay back for three days in Tirupati along with his family. Stating that AP's Tourism Policy is the best policy, Billa said that AP has more potential to tap tourism with Buddhist sites, eco tourism in Araku and Papikondalu. He said as tourists from Arab countries are looking forward for eco tourism, AP can tap the potential by improving infrastructure by developing eco tourism townships. He said Konaseema, the jewel of AP, has rich potential to promote rural and country tourism. Appealing the investors that it is right time to invest in tourism sector, the additional secretary said that the long coastline in AP also has potential to develop beach and cruise tourism.

Naidu unveils vision to turn AP into global tourism hub

Vijayawada: Chief Minister Nara Chandrababu Naidu on Friday unveiled an ambitious vision to position Andhra Pradesh as a global destination of tourism, emphasising its role as an engine for economic growth, employment generation, and cultural promotion. Addressing industry leaders, policymakers, and stakeholders at a tourism conclave here, the Chief Minister said his goal is to make Andhra Pradesh a wealthy, healthy, and happy state. "Andhra Pradesh will be the future destination for wellness and happiness. My goal is a wealthy, healthy, happy Andhra Pradesh - that is the goal I have set," he said. He extended a special invitation to Baba Ramdev, who attended the conclave as the special guest, to serve as a spiritual guide and advisor, urging him to actively promote wellness tourism in the state. Observing that one in every ten jobs created globally comes from the tourism sector, Naidu said it generates eight jobs for every Rs 1 lakh invested, more than sectors like IT, manufacturing, and agriculture. Naidu outlined plans to grow the sector's employment share from 12 per cent to 15 per cent and increase its contribution to the state's Gross State Domestic Product (GSDP) from Rs 74,000 crore to Rs 2.4 lakh crore by 2029. From the 19,500 hotel rooms currently available in the state, Naidu said the target is to scale up to 50,000 rooms in the next four years. Naidu also spoke about the inclusive Homestay Policy, which aims at establishing over 10,000 homestays across tribal, rural, coastal, and heritage regions. The government is actively developing seven tourism anchor hubs: Visakhapatnam, Araku, Rajahmundry, Amaravati, Srisailam, Gandikota, and Tirupati. Additionally, over 25 thematic circuits are planned, including 10 temple circuits, five coastal routes, four river routes, two cruises, two Buddhist circuits, and three eco-tourism trails, he added. Dispelling the notion that tourism investment is exclusive to the wealthy, the Chief Minister presented the Andhra Pradesh Tourism Policy 2024–29 as a 'game changer'. Tourism has now been granted industry status across all segments, he pointed out. Ajay Jain, Special Chief Secretary, Youth Advancement, Tourism and Culture Department, also spoke. Amrapali Kata, Managing Director, AP Tourism Development Corporation (APTDC), unveiled a tourism growth dashboard for real-time performance monitoring. On the occasion, the Chief Minister launched Andhra Pradesh's Tourism Digital Calendar, along with a new brochure, strategy paper, and the annual tourism event schedule. APTDC also signed memoranda of understanding (MoUs) worth Rs 10,329 crore in the Chief Minister's presence. Naidu also officially flagged off the state's Caravan Tourism initiative. This new programme offers modern, mobile travel solutions for families and groups, designed to boost tourism in lesser-known destinations, create employment opportunities, and support sustainable regional development.
