Egypt to Highlight New Licensing Opportunities at AEW 2025

Karim Badawi, Egypt's Minister of Petroleum and Mineral Resources, has joined the African Energy Week (AEW): Invest in African Energies 2025 conference, taking place September 29 to October 3 in Cape Town – as a speaker.
His participation comes as the country advances its latest licensing round, seeking to increase production through fresh investment in offshore and onshore blocks. With the round set to close in the second half of 2025, Egypt is gearing up for accelerated growth across its upstream industry.
Egypt's latest licensing round was launched in March 2025, featuring 13 offshore and onshore blocks across key hydrocarbon regions. Available acreage includes seven undeveloped fields in the Mediterranean Sea, three offshore exploration blocks in the Gulf of Suez and three onshore exploration areas in the Western Desert. The bid round forms part of a broader strategy by the Ministry of Petroleum and Mineral Resources to attract new investment across the upstream sector and follows a previous 12-block round which closed in February 2025. Egypt's bold licensing strategy comes as the country strives to mitigate production decline and support the development of high-potential blocks. Under the leadership of the Ministry of Petroleum and Mineral Resources, the country has set a target of drilling 586 oil and gas wells by 2030 and is strengthening collaboration with international partners to realize this goal. Recent deals and exploration milestones align with this strategy, indicating a positive growth trajectory for the country's upstream oil and gas sector.
Egypt approved two transactions by Russian energy firm Lukoil in May 2025, covering exploration and production rights for acreage in the South Wadi El-Sahl region of the Eastern Desert and the Wadi El-Sahl area. Energy major ExxonMobil signed an MoU for a new operational framework in the Cairo and Masry offshore concession areas of the Mediterranean Sea while energy major Eni is spearheading a $26 billion investment strategy across three North African countries – including Egypt. In terms of drilling, Eni is preparing to drill two development wells at the Zohr gas field in 2025. ExxonMobil plans to drill a new offshore gas exploration well in the North Marakia Offshore Concession. The Egyptian Natural Gas Holding Company also plans to drill 17 exploratory and evaluation wells in 2025/2026, targeting acreage in the Delta and Mediterranean Sea. The company is investing $434 million in drilling activities.
Beyond exploration, Egypt is working toward scaling-up its production and export capacity to support growing demand in both regional and international markets. As one of Africa's top gas producers, Egypt already plays an instrumental part in global supply chains, but upcoming projects stand to further consolidate its position as a global exporter. Turkey is deploying a floating storage and regasification unit (FSRU) to Egypt, which will provide LNG storage and regasification services to the country during peak demand periods in 2025. Another agreement was signed with energy infrastructure firm Höegh Evi for the supply of a FSRU, which will be situated at the Port of Sumed in Q4, 2026. The FSRU enhance the country's regasification and export capacity. Meanwhile, energy major Chevron announced plans to conduct a seabed survey in the eastern Mediterranean, aiming to develop a pipeline that will transport gas from Cyprus' Aphrodite field to processing facilities in Egypt. This will not only support regional gas monetization but cements Egypt's role as a regional petroleum hub. Egypt's Zohr gas field has increased its natural gas output by 60 million cubic feet per day following the successful redrilling of the Zohr-6 well, the Ministry of Petroleum and Mineral Resources announced on Friday. The redrilling was carried out using the deepwater drilling rig "Saipem 10000," after it returned to the Zohr gas field in January to resume operations per the approved development plan. Following the completion of Zohr-6, the rig carried out its scheduled tasks. It began drilling at the "Zohr-13" well, which engineering studies estimate will add 55 million cubic feet of gas per day. The drilling operations mark a significant step toward strengthening the natural gas supply system. They will further enhance domestic production levels and confirm earlier predictions by the Ministry of Petroleum. Furthermore, these efforts align with the ministry's strategy to boost domestic production, ensure energy availability, and provide petroleum products to various sectors while meeting citizens' needs. In a statement, the ministry further highlighted its successful partnership with Italian company Eni, operator of the Zohr Field, resulting in the implementation of previously agreed development plans. It highlighted the Egyptian government's full support of its operations to encourage investment in the petroleum sector, maximise domestic output, and ensure energy security and resource sustainability. Egypt awards int'l energy companies 6 exploration blocks expecting $245 mln in investment

Egypt is ramping up its oil and gas ambitions by awarding six new exploration blocks to top international energy companies, expecting to attract $245 million in fresh investment, a statement by the Ministry of Petroleum and Mineral Resources said Wednesday. The move, announced by the Egyptian Natural Gas Holding Company (EGAS), will see at least 13 new wells drilled across the Mediterranean Sea, the Nile Delta, and North Sinai. This marks a significant step toward boosting domestic energy production and attracting international interest. The ministry said the action is part of its plan and strategy to attract new investments in exploration and support ongoing efforts to increase production. These blocks comprise four offshore Mediterranean blocks offered as part of the 2024 global bid round on the Egypt Upstream Gateway and two onshore blocks in the Nile Delta and North Sinai. The blocks and companies are as follows: ** The North Semonian Offshore and North West Atoll Offshore blocks were awarded to the Chevron Egypt and BG (Shell) consortium, with two exploration wells planned in each block. ** The North Ras El-Teen Offshore block was awarded to IEOC Production (Eni), with three exploration wells planned. ** The East Alexandria Offshore block was awarded to Cheiron Egypt, with three exploration wells planned. ** The North Tanta Onshore block in the Nile Delta was awarded to IPR, which plans to drill two exploration wells. **The Al-Fayrouz Onshore block in North Sinai was awarded to Perenco, which plans to conduct a 3D seismic survey and drill one exploration well. A diverse range of blocks, including several underexplored offshore fields in the Mediterranean, are still available on the Egypt Upstream Gateway (EUG) for additional investment opportunities. Second only to developments in the Iran-Israel conflict, reports on government efforts to secure gas supplies and prevent load shedding now dominate both airtime and print space in the Egyptian media. The government is moving on parallel paths, starting with signing gas import agreements, accelerating the connection of new regasification units to the national grid, depending more on fuel oil to operate power plants, and offering new areas for exploration. The Ministry of Petroleum and Mineral Resources awarded seven new exploration and production blocks to investors earlier this week. A statement by the ministry noted that out of these blocks, at least 17 new oil and gas wells should show yields soon. Meanwhile, the new Floating Storage and Regasification Units (FSRU), huge vessels that dock in ports receiving liquified natural gas (LNG) shipments and convert them into the gaseous state that can be easily pumped into pipelines connected to the national grid, were largely in the limelight. Both the prime minister and the minister of petroleum visited the Ain Sokhna Port to observe the readiness of the infrastructure for the connection of the second and third FSRU. Currently, Egypt has one operational FSRU, Hoegh Galleon, at the Red Sea port of Ain Sokhna, with two more expected to start working in July and a fourth to reach the country in August. 'Bringing the second and third regasification vessels into operation by the first week of July will secure our needs if gas supplies from the networks of neighbouring countries are cut off,' said Prime Minister Mustafa Madbouli at the cabinet's weekly press conference. The two new units are Energos Eskimo, obtained from Jordan earlier this month, and the German-built Energos Power. Egypt had contracted for eight LNG shipments to be offloaded, regasified, and pumped into the national grid in June, provided that a second regasification unit was up and working. However, there was a delay in connecting the new FSRU unit, and because the shipments had already maxed out the capacity of the Hoegh Galleon, the only currently working FSRU, tankers are queuing in Ain Sokhna waiting to offload their cargoes, according to the Middle East Economic Survey (MEES). The problem of delays would have been circumvented had the Energos Eskimo been in its original place in Aqaba. In December 2024, the American company that owns the Energos Eskimo agreed with the Egyptian authorities that the unit would be transferred to Egyptian waters, on the condition that Egypt provided Jordan with the needed gas through the Arab Pipeline. Under the deal, Jordan, which has a gas supply gap and is also dependent on Israeli gas exports, had the right to share the use of the Energos Eskimo until 2026, with around 350 million cubic feet of gas per day exported to Jordan and representing a significant share of the vessel's regasification capacity. The MEES explained that Egypt last year imported four gas cargoes between April and June through the Energos Eskimo while it was at Aqaba, but 'it is now marooned and waiting to be installed to Egypt's grid.' The ship was transferred from Aqaba to Ain Sokhna at the start of this month. Due to disruptions in Israeli gas supplies, Egypt is supplying Jordan with only 100 million cubic feet of natural gas per day to help it operate its power plants. It is doubling its electricity exports to Jordan. The two countries have a long-standing electricity exchange agreement, which was renewed for 2025. Another track that the government has been following is increasing its purchases of fuel oil that can be used instead of gas in operating the facilities of some industries. According to Reuters, Egypt is seeking approximately 900,000 tons of fuel oil for supply in August through its latest supply tender. The country consumes approximately 40,000 tons of fuel oil per day for power generation, according to the news agency. The current situation is a far cry from how things were between 2019 and 2022, when Egypt was a net gas exporter thanks to the production of the giant gas field Zohr. However, a slowdown in production in the Field due to technical issues, as well as foreign explorers' reluctance to increase production with their dues accumulating, cast its shadow on the country's production, and it started to import gas from Israel. Egypt's gas production came below the four billion cubic feet per day threshold in recent months, its lowest in almost a decade. Gas represents 80 per cent of the fuel mix used to generate power in Egypt. Imports from Israel were stable until the recent escalation of the conflict between Israel and Iran. Egypt's gas imports from Israel stopped on 13 June, with the Leviathan and Karish fields suspending production as soon as the first Iranian blows struck Israeli targets. Egypt used to receive around one billion cubic feet per day of gas from Israel, accounting for up to 60 per cent of its total gas imports and around a fifth of its total consumption, according to the Joint Organisation for Data Initiative (JODI), an international initiative to make oil and gas data available. While Israel resumed pumping gas, in small quantities, to both Jordan and Egypt at the beginning of the week, it is rumoured to have stopped a couple of days later, with Iran's attacks hitting energy facilities.
