Nomura on GST rate rejig: The long-pending overhaul of India's Goods and Services Tax (GST) structure may finally be gaining traction, with potential implications for sectors like agriculture and consumer durables.
According to a recent note by Nomura, if the proposed rationalisation plan goes through - including the scrapping of the 12 per cent GST slab - tractors and air conditioners (ACs) could see meaningful tax relief that may drive demand and improve pricing dynamics.
'As highlighted in our analysis, tractors fall in the 12 per cent tax bracket. In the event this slab is removed, we believe tractors are more likely to be moved to the 5 per cent GST rate, rather than 18 per cent,' Kapil Singh and Siddhartha Bera of Nomura said. 'This should enhance affordability and stimulate demand, particularly ahead of the transition to stricter TREM-IV emission norms.'
Nomura sees this as a tailwind for manufacturers like Mahindra & Mahindra (M&M), which commands a dominant share in India's tractor market. 'While OEMs are expected to pass on most of the tax reduction to end-users, the change could still improve pricing power and operating leverage,' the brokerage noted.
The 12 per cent GST slab, introduced at the time of GST rollout in 2017, covers a wide range of goods, including packaged foods, household items, and select medical supplies. However, it has long been criticised as an unnecessary middle-tier that complicates compliance without delivering considerable revenue benefits. The GST Council, which is expected to meet later this month, is reportedly considering eliminating this slab entirely and migrating items to either the 5 per cent or 18 per cent categories.
Durables, insurance may also benefit if slabs are realigned
The consumer durables segment may also benefit, particularly ACs, which currently attract the highest GST rate of 28 per cent. 'ACs, along with TVs larger than 32 inches, are among the few household appliances still taxed at 28 per cent,' Nomura pointed out. 'If the Council decides to bring ACs down to 18 per cent, it would partially offset the cost impact from the upcoming Bureau of Energy Efficiency (BEE) norms effective January 2026, which are expected to increase prices by 3-5 per cent.'
This could be particularly positive for listed companies like Voltas and Havells, with Nomura maintaining a 'Buy' rating on the latter. 'Any moderation in GST would help improve volume growth and mitigate the effect of cyclical input cost pressures,' the report stated.
Term life insurance could also see a reprieve, with the GST rate on pure protection plans potentially being cut from 18 per cent to 5 per cent. 'Even at the reduced rate, insurers are likely to retain the ability to claim input tax credit,' Nomura added, suggesting that this could make term products more attractive to price-sensitive consumers.
Compensation Cess regime may give way to targeted levies
On the other hand, the end of the Compensation Cess regime - currently set for March 2026 - is unlikely to bring immediate relief for big-ticket items such as SUVs and luxury cars.
Nomura believes the cess will likely be replaced with more targeted levies. 'We don't expect any material reduction in effective tax rates on large vehicles. The cess might be reintroduced under new heads such as a 'Clean Energy Cess',' it said.
However, the introduction of any new cess outside the existing GST framework would require a constitutional amendment, as current GST law does not permit fresh levies of this kind.
The Compensation Cess, originally designed to compensate states for revenue shortfalls post-GST implementation, has largely funded the Centre's borrowings during the pandemic. However, the proposed shift to a new cess framework - focused on health and sustainability - would require a constitutional amendment, as the current GST law does not allow the introduction of new levies outside the existing structure.
'The government appears to be signalling a shift away from transitional mechanisms to more policy-oriented levies that align with public health and environmental objectives,' Nomura concluded.
While consensus on GST reform has proved elusive despite multiple Council meetings, including the most recent one in December 2024, Nomura's view suggests a window of opportunity may be opening for a long-awaited simplification of the tax structure.

Mumbai: Abu Dhabi-based Ocior Energy has won the bid to supply 5,000 tonne of green hydrogen per year to Hindustan Petroleum Corporation Limited 's Visakhapatnam refinery in Andhra Pradesh, according to people familiar with the development. The green hydrogen project is to be set up on a build, own, operate basis for 25 years. Ocior Energy will manufacture green hydrogen at ₹328 a kg, excluding goods and services tax (GST). ReNew and NTPC quoted a price of ₹469 a kg and ₹505 a kg, respectively. HPCL had invited bids in October 2024. The winning bidder has to construct the green hydrogen generation unit with electrolysers, power systems and purification units. Bids were evaluated based on the lowest quoted rate for green hydrogen supply . The winning bidder would also be required to conduct surveys to connect pipelines from the green hydrogen generation unit to the delivery point at HPCL's refinery. This includes acquiring rights of way and ensuring compatibility with HPCL's hydrogen distribution network . Bidders can, however, establish their own renewable energy projects to procure power through power purchase agreements to meet their energy needs. HPCL operates a 15 million tonnes per annum refinery at Visakhapatnam. Various units in the refinery consume grey hydrogen. The company intends to partly replace grey hydrogen with green hydrogen.

Bihar Cabinet approves one crore jobs, employment opportunities in next five years

The Bihar cabinet on Tuesday (July 15, 2025) gave its nod for creation of new one crore jobs and employment opportunities in the state over the next five years by 2030. Giving approval to the Labour Resources Department's proposal, the cabinet set a target of creating new one crore jobs and employment opportunities over the period of five years between 2025-2030. The jobs & employment opportunities will be created both in government and private sector apart from firms/entrepreneurs getting aid in any form from the government, Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth said at a post cabinet briefing in Patna. A total of 30 decisions were taken at the cabinet meeting chaired by Chief Minister Nitish Kumar. It also decided to set up a 12-member high level committee chaired by the Development Commissioner to give its suggestions to the government after considering all the possibilities and alternatives for the purpose. The committee will comprise of 11 department heads - Additional Chief Secretary/Principal Secretary/Secretary – of Finance, General Administration Department, Agriculture, Rural Development, Animal and Fish Resources, Industries, IT, Science & Technology, Education, Tourism and Labour Resources. Mr. Siddharth said that the decision would help the state's youths financially, besides giving a boost to investment that would in turn spur industrial activities. In another decision, the cabinet also decided to extend the benefit of the social security scheme to the non-corporate tax-payers who are residents of the state and their businesses are registered in the state. It approved the Commercial Taxes department's proposal 'Bihar Vyavsayi Durghatna Mrityu Anudan Yojana, 2025' (Bihar Businessmen Accident Death Scheme, 2025) in this regard, Mr. Siddharth said. As per the proposal, the state government would give ₹5 lakh as an ex-gratia to the next of kin of a businessman if he/she dies in an accident, provided the businessman is the resident of Bihar or has registered his business in the state. Apart from benefitting the state's businessmen, it would also cover the GST tax-payers. The cabinet also sanctioned ₹394.41 crore as grant in aid to secondary and higher secondary schools for payment of lump-sum amounts to teaching and non-teaching staff. Mr. Siddharth explained that after abolishing the unaided education policy, the government gives grants to such schools based on the number of students passed from the school in different divisions. It also sanctioned ₹179.37 crore for maintenance of the priority corridor of Patna Metro Rail Project for a period of two years and eight months (August 2025 and March 2028), Siddharth said and added that the sum would be paid to the Delhi Metro Rail Corporation. Besides, it also approved ₹21.15 crore for taking on rent the three-car single train set metro for a period of three years. The metro train is first expected to begin its service on the priority corridor on an elevated section between Malahi Pakri and New ISBT. The cabinet further decided to give a one-time honorarium of ₹6000 to 77,895 Booth Level Officer (BLO) and 8245 BLO Supervisors for carrying out Special Intensive Revision (SIR) electoral roll in the state. The cabinet sanctioned ₹51.68 crore for the purpose. The cabinet also sanctioned an estimated ₹7832.29 crore for expansion, renovation and modernisation work of Western Kosi Canal Project. The project is expected to be completed by the end of March 2029. On the completion of the project, it is expected to benefit 16 blocks of Darbhanga district and 20 blocks of Madhubani district. The project's cultural command area (Krishi Yogya Command Kshetra) is 2,15,672 hectare and annual irrigation capacity is 2,91,158. The cabinet approved the finance department's proposal for payment of 30% of basic salary to the Bomb Disposal Squad personnel, subject to the maximum payment of ₹25,000 per month. It also approved a proposal to give an annual increment to the officers of Bihar Judicial Service with effect from January 01, 2016 on the lines of state government employees. Mr. Siddharth added that the cabinet also approved ₹5119 crore for the development of Munger (Safiyabad)-Bariyarpur-Ghorghat-Sultanganj (42 km) and ₹4849 crore for Sultanganj-Bhagalpur-Sabour(40.80 km) under Ganga Path Project that will be executed on Hybrid Annuity Model (HAM). Under the project, an alternate bypass and Ganga Path along river Ganga will be constructed in order to provide a smooth and safe ride.
