'There's too much crime': New top cop vows to get tough in Victoria
Mike Bush is under no illusion about the challenges that confront him as top cop after a leadership crisis in Australia's second-largest police force.
The former New Zealand police commissioner officially took the reins of Victoria Police on Friday, ending a four-month saga among the force's top ranks.
Restoring public trust in the troubled force and tackling the state's exploding crime rate are among his initial priorities.
'There's too much crime,' Mr Bush told reporters after a traditional Maori powhiri ceremony and an address to about 360 budding recruits at the state police academy in Glen Waverley.
'There's too much youth crime. Organised crime drives so much harm in our communities.
'We've got to find a way to work with others to get ahead of it.'
A self-described outsider, Mr Bush comes to Victoria Police after a highly publicised leadership crisis.
An overwhelming no-confidence vote from officers after an 18-month pay dispute cost chief commissioner Shane Patton his job in February.
Rick Nugent stepped in as acting chief and expressed an interest in making the move permanent but withdrew from the race in April, citing a lack of drive.
Deputy police commissioner Neil Paterson, who was also shown the door, had earlier made a complaint to the corruption watchdog alleging 'gross interference and politicisation of police function' from senior figures.
The change at the top of the Victorian force comes after NSW Police Commissioner Karen Webb recently announced her early retirement, although she has tipped one of the state's own to replace her.
Flanked by Premier Jacinta Allan and Police Minister Anthony Carbines, Mr Bush vowed not to shirk from asking 'hard questions' of them.
'Governments love that,' he said.
'Well the governments I'm used to and I'm sure this government (do) as well ... that is part of my job.'
Mr Bush described putting the Victoria Police uniform on for the first time as 'weird but great' and revealed he recently caught up with Mr Patton, whom he had known and respected for many years.
'We might have different ways of policing,' the Kiwi said.
'He shared his advice. I have my own from over 42 years.'
The police veteran joined the NZ police force in 1978 and led it from 2014 to 2020, with the 2019 Christchurch mosque attacks and Whakaari/White Island volcano eruption among the biggest crises of his tenure.
Crime statistics show youth crime in Victoria at its highest point since 1993, when electronic data collection started.
The latest figures do not capture the impact of harsher bail laws rushed through parliament by the under-pressure Allan Labor government.
Police union boss Wayne Gatt said every police officer and community member in Victoria had a stake in Mr Bush's success.
The incoming chief commissioner had a reputation as a leader who listened to officers and prioritised prevention as the greatest weapon against crime, Mr Gatt said.
'We think that these virtues will be invaluable in the fight to win back Victoria,' he said.
The Victorian opposition issued a list of 10 priorities for Mr Bush's five-year tenure, including filling officer vacancies and speaking truth to power.
'I hope chief commissioner Bush gets the chance to do that, but at the moment I have no confidence,' Opposition Leader Brad Battin said.
Another round of proposed changes to bail laws is expected to be introduced to parliament as early as late July.

Mum, 46, found dead in home with ‘serious head injuries' as man in his 30s arrested on suspicion of murder
A man has been arrested on suspicion of murdering a mother who was found dead at a home with "serious head injuries". Irene Mbugua, 46, was found dead by police officers in Markby Road, Birmingham, shortly before 1am on Monday. 2 A post-mortem examination found she had died from serious head and face injuries, West Midlands Police said. A man in his 30s is in custody on suspicion of murder. In a tribute issued through the force, Ms Mbugua's family said: "It's so sad that you got snatched from us in such a cruel manner. Teenager whose arrest led to officer's sacking was involved in drug crime
A teenage knifeman whose arrest led to the sacking of a decorated officer had previously been involved in drug crime, The Telegraph can disclose. Lorne Castle was dismissed for gross misconduct after tackling the masked 15-year-old suspect to the ground and holding him down while telling him to 'stop screaming like a b----'. It has now emerged that the teenager had previously been linked to drug dealing in the Bournemouth area and Mr Castle was aware of that before making the arrest. Mr Castle, who is waiting to hear if he can appeal against his dismissal, has previously said that following the ordeal he no longer feels safe living in the seaside town. Dorset Police said that the officer, who previously won a bravery award for saving an elderly woman from a freezing river, was sacked because his actions would undermine public confidence in the police. In written remarks the misconduct panel said that 'notwithstanding the absence of any evidence of actual harm', Pc Castle should have been aware of how his actions might be perceived. The arrest took place on Jan 27 2024 in Bournemouth. Mr Castle, 46, was at the end of a 10-hour shift when the call about a violent masked offender came in. The 15 year-old he detained was suspected of assaulting an elderly man while riding an e-scooter before getting embroiled in a fight with another youth outside a McDonald's restaurant. Earlier in the day, at the start of their shift, officers were warned that a large gang fight had taken place in the area and potential suspects were still at large. In body-worn video of the arrest, released by Dorset Police, Mr Castle is seen holding the teenager on the ground while telling him to 'stop screaming like a b----'. A knife is also captured in the footage falling from the youth's pocket. The boy was not injured in the incident and was later given an out of court disposal for possession of the blade. The individual that Mr Castle arrested was not the one who complained about his actions. Instead, it was two of his colleagues who assisted in the arrest. Neither had been on the street for more than six months. Four months before the incident, Mr Castle, who had an unblemished service record before being dismissed, plunged into a freezing river in the middle of the night to rescue a vulnerable elderly woman and was given a police bravery award for his actions. He has previously told The Telegraph that throughout the rescue he knew that if something went wrong and she died, he could be arrested for manslaughter as police officers should not technically enter the water in such a dangerous situation. Since his dismissal, Mr Castle said he had received hundreds of messages from serving and former police colleagues offering messages of support. A Go Fund Me page to support the former officer has raised almost £130,000 so far. Last week, while out shopping, Mr Castle conducted a citizens arrest on a shoplifter, who was in his 30s, who had fled a Nike store with stolen goods. The manager of the Nike store later praised Mr Castle, who it was said had been 'extremely pleasant and courteous' to the man he stopped.
