OpenAI To Build World's Largest AI Data Centre In Abu Dhabi, UAE

Gulf Insider22-05-2025
In a landmark collaboration, OpenAI confirmed that it is developing a massive AI data centre in Abu Dhabi, marking the first international deployment of Stargate, OpenAI's cutting-edge AI infrastructure platform.
This project is a crucial step in the UAE's ambition to become a global leader in AI technology, leveraging the country's strategic position and innovation drive to make advanced AI more accessible across the globe.
The new facility is being developed in partnership with key players in the tech industry, including G42, an AI company backed by the UAE's sovereign wealth fund, along with Oracle, NVIDIA, Cisco, and SoftBank.
The development is a part of OpenAI's broader strategy to extend AI infrastructure to key regions worldwide, bringing powerful AI capabilities to more countries in a secure and sustainable way.
Once completed, the Stargate UAE data centre will be 5 gigawatts in size, significantly larger than any facility OpenAI or its closest rivals have previously built.
The project's massive capacity, which is set to span approximately 10 square miles in Abu Dhabi, will dwarf the 1.2GW planned for Stargate's first U.S. campus in Abilene, Texas. The UAE centre is expected to be a critical hub in expanding the reach of AI technologies, particularly US-designed AI software, to new global markets.
'This initiative is a bold leap forward for the AI industry, with the UAE playing a key role,' said Sam Altman, CEO of OpenAI, in a statement on Thursday.
'By establishing the world's first Stargate outside of the US in the UAE, we're turning a bold vision into reality. This is a step toward ensuring some of this era's most important breakthroughs — whether it's safer medicines, personalized learning, or modernized energy — can emerge from more places and benefit the world.'
The Stargate UAE project is also a significant milestone in strengthening the growing AI partnership between the UAE and the US.
Peng Xiao, CEO of G42, emphasized that the partnership was a 'significant step in the UAE–US AI partnership,' reflecting the strong ties between both nations in advancing AI infrastructure.
This joint initiative builds on existing collaborations, including President Trump's recent visit to the Gulf, where several AI infrastructure projects were announced.
As part of this collaboration, the UAE will also become the first country to offer ChatGPT services nationwide, with the tool being integrated across government agencies and key sectors such as energy, healthcare, and education.
Furthermore, all UAE residents will receive ChatGPT-Plus subscriptions, ensuring that OpenAI's tools are accessible to everyone in the country.
The new data centre also holds the potential to serve as an AI infrastructure and compute capacity hub within a 2,000-mile radius, reaching up to half of the world's population.
This capability aligns with OpenAI's broader ambition to create a globally distributed, democratically powered AI network, helping AI adoption to accelerate across multiple countries.
By bringing the Stargate infrastructure to the UAE, OpenAI is creating an environment where AI can continue to thrive, making it easier for governments and businesses to integrate cutting-edge technologies into their daily operations and services.
With future Stargate facilities planned for other regions, OpenAI is laying the groundwork for a more connected world driven by AI technologies. This project is just the beginning of a larger global initiative that aims to place AI infrastructure at the heart of innovation in economies across the globe.
The Stargate UAE facility represents a game-changing moment in the world of AI technology, enabling faster access to cutting-edge tools while solidifying the UAE's role in the future of global AI innovation.
With OpenAI, G42, and other tech giants leading the charge, the UAE is set to be a key player in shaping the future of AI, not just regionally but globally.

Strategic AI adoption and climate resilience could add $232bln to Middle East GDP by 2035, reports PwC

New research published today by PwC outlines three divergent data-driven scenarios for the Middle East in 2035, revealing a US$232 billion opportunity if regional governments and businesses successfully harness AI-driven productivity gains and manage the economic impacts of climate change. The research, Value in Motion: The Middle East's time to lead is now, also suggests that over the next decade, industries will reconfigure to meet human needs in new ways, leading to the formation of new 'domains' that cross traditional sector lines. These shifts will create opportunities for businesses and organisations to reinvent themselves and target new client bases, form cross-sector alliances and innovate their service and operating models. With bold climate commitments, access to the world's lowest-cost renewable energy and rapidly advancing AI capabilities and infrastructure, the Middle East holds a unique strategic advantage and is well-positioned to lead the next wave of sustainable, tech-enabled economic growth. PwC's modelling shows that under a business-as-usual scenario, regional real GDP could grow by 41.8% by 2035. But when factoring in climate-related risks – such as heatwaves, water scarcity and flooding – this growth drops by 13.9 percentage points to a net increase of 27.9%, placing GDP at US$4.57 trillion. This serves as the foundation for assessing three distinct future scenarios globally, and their impact in the Middle East. At stake is US$232 billion – the gap between the region's most optimistic and constrained economic futures. In the most optimistic scenario, widescale AI adoption could add 8.3% through productivity gains; this, combined with decisive climate action could lift GDP to US$4.68 trillion by 2035. Stephen Anderson, Chief Strategy & Technology Officer at PwC Middle East, said: 'The decade ahead will challenge the region's imagination and capabilities like never before. As the dynamics of the 'three tomorrows' unfold, they will reshape the Middle East's economy. To stay ahead, businesses and governments must act with pace, purpose and partnership – reimagining traditional models to unlock the competitive advantage the region is uniquely positioned to deliver.' The research introduces a new framework structured around emerging 'domains of growth' – such as how we move, fuel, build, care, compute and connect. These cross-industry ecosystems signal the future of value creation, replacing traditional sector silos with more dynamic, interconnected opportunities. The report also highlights the role of clean energy in powering AI infrastructure and scaling innovation. As global hyperscalers ramp up investment, the Middle East's renewable energy advantage could help it become a regional and global AI hub. Dr. Yahya Anouti, Partner at Strategy& and PwC Middle East Sustainability Platform Leader, said: 'A critical factor will be how effectively the region balances the cost and scalability of AI with the availability and affordability of clean energy to power it – especially as AI adoption accelerates at an unprecedented pace. Striking this balance will be essential to unlocking the region's full potential.' The report calls on governments, business leaders and academia to take bold, coordinated action to shape the region's future. It urges governments to redesign institutions around evolving human needs – by establishing ministries focused on care or mobility and creating dedicated funds to fast-track AI adoption in public services. Business leaders are called on to reinvent operating models for a more localised, digital and low-carbon economy, while strengthening supply chain resilience and cross-sector alliances. Meanwhile, academia must anchor national progress by developing future-fit talent, advancing applied research in strategic areas, and embedding entrepreneurship across the education system. With bold visions and world-leading capabilities, the region has the opportunity not just to adapt, but to lead. The value is already in motion – now is the time to act. Abu Dhabi Announces First Successful Flying Taxi Test Flight

Abu Dhabi on Wednesday announced a successful test flight of its flying taxi at Al Bateen Executive Airport. The US-based Archer Aviation and Abu Dhabi Investment Office (Adio) announced the successful flight ahead of its commercial launch set to take place early next year.'Today is the first step of many steps that are going to happen to enable the commercialisation of air taxis in Abu Dhabi and the UAE. We don't just test to test, but test to commercialise. We're not just launching an air taxi service, we're building an ecosystem around us — from pilot training to MROs to talent development to manufacturing with Archer Aviation, with the facility in Al Ain,' said Omran Malek, head of autonomous mobility and robotics at Abu Dhabi Investment Office. 'We are also collaborating with universities on what curricula or short diplomas need to be developed for the workforce that will go into this ecosystem.' He said the test phase will continue into the summer to 'understand how this vehicle will withstand the unique summer environment with humidity and dust. Then we'll bring this aircraft to fly over the city and then into the commercial phase in early 2026.' The successful launch of a test flight by Abu Dhabi comes a couple of days after a similar successful test launch by Joby Aviation in Dubai. Both the emirates are looking to launch flying taxis in the next few quarters. Dr Talib Alhinai, manager of Archer Aviation in the UAE, said Archer just completed its first flight of its Midnight aircraft in the UAE capital, which is Archer's planned first global launch market. 'It was a vertical takeoff and landing flight at the Al Bateen Executive Airport in Abu Dhabi city. Our initial flight test operations in the UAE are focused specifically on evaluating the aircraft's performance, including high temperature, humidity, and dust exposure. This allows us to validate our readiness for a planned commercial deployment in the UAE. The initial aircraft that we brought to the UAE specifically focuses on testing the UAE's conditions, and so it's not one of our piloted aircraft. We plan to have those in operation in the UAE later this year,' he said. 'Once we validate that readiness, we'll be able to assess our readiness for commercial deployments and expand our flight test programme.' In the initial phase of commercial launch, Archer plans to deploy a small fleet of aircraft to the UAE. In an interview with Khaleej Times , Omran Malek noted that the priority is to launch the commercial operations safely and have the ecosystem ready with the vertiports and integration with the airspace. 'So, all that is the priority for us to launch in Abu Dhabi.' He added that the aim is to launch commercial flying taxi services in early 2026 in Abu Dhabi. He added that the manufacturing of the flying taxis by Archer will begin in Al Ain in 2027. And in the next phase, they will be exported to other countries as well due to strong interest from regional countries. In terms of pricing, he said that the assumption is that this new mode of transportation is 'only for luxury travellers, which is not the case in Abu Dhabi. The price will be feasible for the public. As we introduce more vertiports and aeroplanes, that price will scale down so that it can be used on a daily basis.' UN calls for more aid amid ‘climate chaos and conflict'

AFP | Seville UN chief Antonio Guterres urged the world to 'rev up the engine of development' at an aid conference in Spain yesterday as US-led cuts jeopardise the fight against poverty and climate change. He urged nations to 'change course' and 'repair and rev up the engine of development to accelerate investment' in 'a world shaken by inequalities, climate chaos and raging conflicts'. Dozens of world leaders and more than 4,000 representatives from businesses, civil society and financial institutions are in the city of Seville for the June 30-July 3 meeting to seek fresh impetus for the crisis-hit sector. But the US is snubbing the biggest such talks in a decade, underlining the erosion of international cooperation on combating hunger, disease and climate change. Investment Guterres told the opening of the conference that two-thirds of UN sustainable development goals set for 2030 were 'lagging' and more than $4 trillion of annual investment were needed to achieve them. President Donald Trump's gutting of US development agency USAID is the standout example of aid cuts but Germany, Britain and France have also slashed funds while boosting spending in defence and other areas. The Oxfam charity says the cuts are the largest since 1960, while according to the World Bank rising extreme poverty is affecting sub-Saharan Africa in particular.
