Supreme Court to hear petitions against Bihar voter list revision on July 10

The Supreme Court on Monday agreed to hear petitions challenging the Election Commission's decision to carry out a special intensive revision of electoral rolls in Bihar on July 10, Live Law reported. The special intensive revision of the electoral rolls in Bihar was announced by the Election Commission on June 24, ahead of the Assembly elections expected to be held in the state in October or November. As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. This means that 2.9 crore out of the state's 7.8 crore voters – or about 37% of the electors – will have to submit documentary evidence. Petitions against the exercise have been filed by Rashtriya Janata Dal MP Manoj Kumar Jhal, Trinamool Congress MP Mahua Moitra, non-governmental organisations Association for Democratic Reforms and People's Union for Civil Liberties and activist Yogendra Yadav. The lawyers representing the petitioners on Monday mentioned the matter before a two-judge bench of Justices Sudhanshu Dhulia and Joymalya Bagchi, requesting an urgent hearing. They argued that if voters do not submit forms along with specific documents by the deadline, their names could be removed from the voter list, even if they have been voting for over two decades. Advocate Abhishek Manu Singhvi, representing one of the petitioners, told the court that the Election Commission's June 24 notification imposed a strict deadline on marginalised voters to produce documents, and that the accepted documents did not include commonly used ones such as Aadhaar and ration cards, The Hindu reported. The court, while agreeing to hear the case on July 10, allowed the petitioners to give advance notice to the Election Commission. Revision of electoral rolls The special intensive revision guidelines state that the voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents. If the officers are satisfied with the details provided, the voters will be re-enrolled to a new voter list by electoral registration officers. If not, they will be removed from the voter lists. A draft roll will be published on August 1 and the final roll will be out on September 30. On Wednesday, eleven INDIA bloc parties told the Election Commission that the exercise risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents. Chief Election Commissioner Gyanesh Kumar on Sunday defended the ongoing special intensive revision of Bihar's electoral rolls, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls.

‘Pakistan spy' Jyoti Malhotra visited Kerala on govt invitation, reveals RTI; state tourism min reacts

Jyoti Malhotra, a 33-year-old vlogger from Haryana recently arrested on charges of espionage for Pakistan, had earlier visited Kerala on an official invitation from the state government, said an RTI (Right to Information) reply that has now surfaced. Malhotra was part of a tourism promotion campaign organised by the Kerala Tourism Department, which funded a group of social media influencers to enhance the state's digital visibility as a travel destination, ANI reported. The RTI response confirms that Malhotra's travel, stay, and itinerary expenses were fully covered by the department during her visit, according to a report by ANI. As per official records, Jyoti Malhotra toured Kannur, Kozhikode, Kochi, Alappuzha, and Munnar between 2024 and 2025 under the government's influencer collaboration initiative. Her participation was listed alongside several other digital creators active between January 2024 and May 2025. Investigations have since revealed that Malhotra had travelled to Pakistan multiple times and had established contacts with officials from Pakistani intelligence agencies, including personnel from the Pakistan High Commission. One such official was later expelled by India after their association came to light, ANI reported. Kerala Tourism Minister P A Mohammed Riyas on Sunday said that the Left government in the state and its ministers would never "knowingly" invite spies here and provide them with all facilities. Riyas remarked in response to reporters' queries regarding BJP leader K Surendran's allegation that social media influencer Jyoti Malhotra, who was arrested in May on suspicion of spying for Pakistan, was invited to Kerala to promote tourism in the state. Surendran, in a post on social media platform 'X', also referred to an RTI reply confirming such an invitation to Malhotra and questioned why 'a Pak-linked spy's trip' was sponsored by Kerala Tourism. One of her earlier viral clips shows her dressed in a traditional Kerala sari while attending a Theyyam performance in Kannur, highlighting her role in cultural and tourism-focused content creation. Malhotra is among 12 individuals arrested in a coordinated crackdown across Punjab, Haryana, and Uttar Pradesh, targeting a suspected spy network accused of using Indian social media influencers to gather intelligence. The Left government in the state and its ministers would never 'knowingly' invite spies here. Her YouTube channel, Travel with Jo, features 487 videos, including travel content from Pakistan, Bangladesh, and Thailand. Delhi to urge SC for uniform policy on overage vehicles: CM Gupta

Delhi Chief Minister Rekha Gupta on Sunday said her government will urge the Supreme Court to allow uniform rules on overage vehicles in the national capital in line with those followed across the country. Gupta's remarks came after Delhi Lieutenant Governor V K Saxena wrote to her saying it is "irrational" to imagine that a 10-year-old diesel vehicle has reached its end of life in Delhi while remaining roadworthy and lawful in any other city under the same law. "This appears incongruent with the principle of legal certainty and equal treatment," he said in the letter sent to CM on Saturday. The LG also said the government should file a review petition before the SC apprising it of the range of initiatives taken by the government in the recent past and the changed circumstances for reconsideration of its order relating to end-of-life vehicles in relation to Delhi-NCR. Last week, the Delhi government urged the Centre's air quality panel to immediately suspend the fuel ban on overage vehicles and said it will make "all-out efforts" to resolve issues related to restrictions on the movement of end-of-life vehicles on city roads. Delhi Environment Minister Manjinder Singh Sirsa, in a letter to Commission for Air Quality Management (CAQM) chairman Rajesh Verma, said the fuel ban is not feasible and cannot be implemented due to technological challenges. Talking to reporters on the sidelines of an event here, Gupta said the government will echo the sentiments of the people before the Supreme Court. "We will tell the Supreme Court about the pollution control measures taken by the government. The parameters that are applicable in the entire country should also apply to Delhi. We want Delhiites not to face any inconvenience," she said. When the order to ban fuel to overage vehicles was issued by CAQM, the government was worried since then, she said. "The previous governments never did anything to control pollution in Delhi. Hence, NGT had to intervene and take such steps. However, now the situation has changed. Our environment minister wrote a letter to CAQM and told them such a provision cannot be implemented in Delhi," she said. The chief minister said they are committed to providing relief to people. Gupta also pointed out that if an overage vehicle is denied fuel in Delhi, it can still be filled from neighbouring areas. A 2018 SC judgment banned diesel vehicles older than 10 years and petrol vehicles older than 15 years in Delhi. A 2014 National Green Tribunal order also prohibits the parking of vehicles aged over 15 years in public places. In the communication to Gupta, Saxena also suggested that the government take up the matter with the CAQM chairman, presenting the entire gamut of facts for a reconsideration of the directions relating to overage vehicles and to keep them in abeyance at least till the entire NCR region is in a state of preparedness. He had also recommended that the government send a communication to the Union transport ministry, highlighting the regulatory challenges in implementing Registration and Functioning of Vehicle Scrapping Facility rules and the rationale for a fresh look. Sirsa said the government has accepted the suggestions made by the LG and is moving forward accordingly. "The chief minister will instruct the chief secretary to act on the LG's recommendations, including reaching out to the Supreme Court and the Ministry of Road Transport and Highways (MoRTH). Our stand is clear - vehicles should be evaluated based on actual emissions, not just their age," Sirsa told PTI. He added that one of the five recommendations, which involved communicating with the CAQM, has already been acted upon. "We have already written to CAQM. The rest of the suggestions will also be taken up in due course," he said. Taking a swipe at the previous AAP government, Sirsa said that over 80,000 vehicles were scrapped under their policy without assessing whether they were actually polluting. "This decision has affected thousands of families. The compensation people got was minimal, while they had to spend a lot more to buy new vehicles. It seems the policy was designed to benefit vehicle manufacturers. In contrast, we are working in the interest of Delhi residents."
