
The US labor market continues to surprise and the unemployment rate, against the odds, is falling
Hiring rose modestly from a revised 144,000 in May and beat economists expectations of fewer than 118,000 new jobs and a rise in the unemployment rate
The U.S. job market has cooled considerably from red-hot days of 2021-2023 when the economy bounced back with unexpected strength from COVID-19 lockdowns and companies were desperate for workers. So far this year, employers have added an average 130,000 jobs a month, down from 168,000 in 2024 and an average 400,000 from 2021 through 2023.
And, according to the data released Thursday, it's getting harder to find a new job if you lose one.
But the June numbers were surprisingly strong. Healthcare jobs increased by 39,000. State governments added 47,000 workers and local governments 33,000. But the federal government lost 7,000, probably reflecting Trump's hiring freeze. Manufacturers shed 7,000 jobs.
Labor Department revisions added 16,000 jobs to April and June payrolls. The number of unemployed people fell by 222,000.
Average hourly wages came in cooler than forecasters expected, rising 0.2% from May and 3.7% from a year earlier. The year-over-year number is inching closer to the 3.5% year-over-year number considered consistent with the Federal Reserve's 2% inflation target.
The U.S. labor force — the count of those working and looking for work — fell by 130,000 last month following a 625,000 drop in May. Economists expect Trump's immigration deportations — and the fear of them — to push foreign workers out of the labor force.
Hiring decelerated after the Fed raised its benchmark interest rate 11 times in 2022 and 2023. But the economy did not collapse, defying widespread predictions that the higher borrowing costs would cause a recession. Companies kept hiring, just at a more modest pace.
Employers are now contending with fallout from Trump's policies, especially his aggressive use of import taxes – tariffs.
Mainstream economists say that tariffs raise prices for businesses and consumers alike and make the economy less efficient by reducing competition. They also invite retaliatory tariffs from other countries, hurting U.S. exporters.
The erratic way that Trump has rolled out his tariffs — announcing and then suspending them, then coming up with new ones — has left businesses bewildered.
The upside surprise in June payrolls likely will encourage the Fed to continue its wait-and-see policy of leaving rates unchanged until it has a better idea of how Trump's tariffs and other policies will affect inflation and the job market. The Fed cut rates three times last year after inflation cooled but has turned cautious in 2025.
"Today's results are more than positive enough to reduce expectations for Fed rate cuts in the wake of tariffs and policy chaos, at least for now,'' Carl B. Weinberg, chief economist at High Frequency Economics, wrote in a commentary.
With unemployment low, most Americans enjoy job security. But as hiring has cooled over the past couple of years it's become harder for young people or those re-entering the workforce to find jobs, leading to longer job searches or longer spells of unemployment.
The Labor Department said the number of discouraged workers, who believe no jobs are available for them, rose by 256,000 last month to 637,000.
When he was laid off earlier this year from his job as a communications manager for a city government in the Seattle area, Derek Wing braced for the worst. 'The word I would use is: 'terrifying''' to describe the experience, he said. Lots of big local employers like Microsoft continue to cut jobs. And he'd heard horror stories of people applying for jobs and then – crickets. 'I had a couple of experiences where I would apply for a job and just feel like it was going out into the ether and never hearing back,'' he said.
But Wing's fortunes turned quickly. He applied for an opening with Gesa Credit Union. 'When I saw the job, it immediately felt right,'' he said. 'I actually told my wife: 'This is the job I want.'' Six weeks later – 'superfast in this economy'' -- he had a job as a communications strategist for Gesa.
The Richland, Washington, credit union had revamped its hiring process to be easier and more transparent for applicants when it was tough to find workers in the hiring boom that followed the COVID-19 pandemic. 'It was really an employee's market for a while,'' said Cheryl Adamson, Gesa's chief risk officer. 'Then the winds have shifted a little bit more in favor of the employer.''

How Traders Capitalized on Oil's Extreme Price Swings
The oil market didn't disappoint rollercoaster-ride fans in the first half of the year with wild price swings and sudden dips and price hikes. U.S. trade policies, OPEC+ production policies, and the on-and-off war premium have all influenced market movements and traders' behavior and strategies at some point over the past six oil prices traded in a fairly narrow range in the first quarter of the year, in the low to mid $70s per barrel. Hedge funds and other portfolio managers expected a recovery in China's industrial activity and oil consumption amid continued OPEC+ production cuts. Traders bet on stronger global oil demand amid restricted supply, while the Fed signaled inflation is tamed and additional interest rate cuts would follow soon. However, the price of oil collapsed at the start of the second quarter. U.S. President Donald Trump announced sweeping tariffs on all countries, threatened a trade war with Canada, America's top trading partner, and intensified trade pressures on China. The so-called 'retaliatory' tariffs on dozens of countries—now suspended—plunged the equity and oil markets into chaos. Speculators began to fear recessions, including in the United States. Investment banks elevated the risk of a U.S. recession to a base-case scenario. Traders bet on falling oil prices, amassing short positions. To compound the price slump, the OPEC+ group began in April what analysts believe is a strategy to regain market share and punish U.S. shale. The alliance led by Saudi Arabia has been consistently raising collective output by 411,000 barrels per day (bpd) each month, nearly triple the volume originally scheduled. OPEC+ continues to cite 'current healthy oil market fundamentals' to justify its production hikes. In reality, the group has been adding lower volumes than the baseline figure of 411,000 bpd, as some producers appear to now sincerely work to compensate for previous overproduction. Such is the case of Iraq, OPEC's second-biggest producer after Saudi Arabia. But non-OPEC Kazakhstan has been openly defying the group's targets as it continues to raise production from projects involving international majors such as Chevron. Kazakhstan's Energy Minister Yerlan Akkenzhenov confirmed in May that 'the republic has no right to enforce production cuts' on foreign operators. Despite Kazakhstan's production growth, the OPEC+ producers are adding fewer barrels to the market than the headline figure of 411,000 bpd. Compliance and compensation levels have been and will be key for traders and investors to guesstimate how much additional crude OPEC+ is really adding each month. For now, it looks like OPEC+ is going after market share and depressing prices for the U.S. shale producers. In the latest Dallas Fed Energy Survey out this week, 61% of executives expect their firms' oil production would decrease slightly from June 2025 to June 2026 if the WTI price remained at $60 per barrel. At WTI price at $50 per barrel, 46% of executives expect their firms' oil production would decrease significantly from June 2025 to June the slump in April and May, oil prices jumped in June to a four-month high at the beginning of the 12-day war between Israel and Iran. Traders feared a disruption to oil and gas supply from the Middle East, and were speculating that the mother of all disruptions – an Iranian attempt to close the Strait of Hormuz – shouldn't be too easily discarded. With the start of the conflict, traders hiked their bullish bets on oil prices by the most since last October. At the same time, short positions – bearish bets that prices would drop – hit the lowest level in four months. The price spike was short-lived as the U.S. ended the conflict (for now) by bombing three Iranian nuclear sites. The ceasefire added volatility to the market, which saw wild swings in June and traders followed the trends. Related: Brent crude surged by more than 30% in just three weeks, peaking on June 23, before nose-diving in its biggest two-day drop since 2022, erasing most of the gains from summer demand expectations and the Middle East risk premium, Ole Hansen, Head of Commodity Strategy at Saxo Bank, said in a commentary early this week. The latest commitment of traders reporting week to June 24 saw a dramatic unwind across commodities, sparked by the sudden easing of Middle East tensions following a U.S.-brokered ceasefire, Hansen added. 'Crude oil took the biggest hit, with WTI and Brent futures tumbling 12%, while gold and silver also lost their shine as safe-haven demand faded.' Trend-following funds and managed money accounts reacted swiftly to the fading war premium, unloading 95,500 crude oil contracts and wiping out more than half of the previous three weeks' buildup. Brent saw the biggest unwinding in longs, with the net long position – the difference between bullish and bearish bets – slashed by 29%, Saxo Bank's Hansen noted. Going forward, traders will take clues from geopolitics and U.S. trade policies, the OPEC+ moves to add supply to the market, the Fed's dot plot of the pace of expected interest rate cuts, the strength (or weakness) of peak summer oil demand, and the ever-present but currently subdued war risk premium in the Middle East. White knuckles and ‘massive unknowns' ahead of Trump's July 9th tariff deadline
The 90-day pause on reciprocal tariffs is set to expire on July 9, and U.S. consumers and investors are left waiting in limbo as President Donald Trump negotiates deals with trade partners. Experts tell Fortune Trump's next moves could put his credibility in question, as he's already walked back on previous tariff hikes after his 'Liberation Day' announcement. The countdown to the 90-day freeze on sweeping Liberation Day tariffs expires next week, and President Donald Trump's administration is a far cry from its '90 deals in 90 days' goal. Trump's self-imposed July 9 deadline follows his sweeping reciprocal tariffs address in April, which sparked global panic and caused the S&P to shed $5 trillion in value in about two days. As next week's deadline approaches, the Trump administration has announced new trade agreements with countries including China, the U.K., Vietnam and Indonesia—but details about these agreements are scant, and no word of further deals being made yet has left U.S. consumers and investors with little clarity. Investors have grown accustomed to the 'TACO,' or Trump Always Chickens Out trade, where markets fall when Trump announces steep tariffs on imports and then jump back up when he pauses them. But experts say this pattern can't last forever. 'Time's ticking to get deal frameworks in place,' Wedbush Securities Senior Equity Research Analyst Dan Ives told Fortune. 'Even though the market has shrugged it off, for businesses that operate every day, there's massive unknowns and a lot of white knuckles. It's a key week and a key few months ahead [for] tariffs.' Economists already expect current tariff rates to increase costs on consumer goods this summer—these prices could increase further after July 9. Pantheon Macroeconomics economists wrote in a note on Thursday that there is an 'imminent risk' of a temporary jump in tariffs rates across the board as the deadline nears. If imposed, reciprocal rates could boost consumer prices from tariffs to 1.5% from 1% under the current tariff rates, they wrote. But experts are skeptical that Trump will maintain any reciprocal rates imposed next week, as he's lowered rates in the past as talks with trade partners have continued. Trump and China formalized a rare earth deal in June, after Trump briefly charged 125% duties on Chinese imports in April. 'In the end, however, we expect any ratcheting-up of the tariffs to be short-lived. Other countries will respond forcefully; they all saw Mr. Trump fold to pressure from China in May,' the Pantheon economists wrote. 'The weaker economic backdrop compared to April and the further decline in the president's approval rating since then also suggest an eventual climbdown is likely.' Some experts even anticipate little change as the deadline approaches, as current pacts with major trade partners still need to be refined. 'So far we have a tiny number of agreements which are themselves not very detailed,' UBS Chief Economist Paul Donovan told Fortune in an email Thursday. 'The Chinese 'agreement' is simply a partial de-escalation of an unsustainable deal. The UK 'agreement' is partially implemented with plenty of disagreement on the outstanding details. The deadline is likely to serve as a point from which further extensions or continuation of negotiations will be announced.' Trump's credibility in question Markets have grown accustomed to Trump walking back on extreme tariffs threats. Now, experts say Trump's next moves will inform whether countries in negotiations with the U.S. have a similar mentality. '[Trump] certainly doesn't want to be accused of chickening out because it would hurt his credibility in any future negotiations,' Thierry Wizman, Macquarie Group financial markets economist, told Fortune. 'The focus is always on showing that he can in fact cut you off.' Wizman does expect some deals to be announced, though, which he says will be touted by the administration. 'Trump can always come out and say, 'We have a deal,' but it will be a deal that's very narrow in scope. So they'll segregate the things that they have agreed on and say that's a deal like with China,' Wizman said. 'There's a whole bunch of ways this can go right, and it's also a whole bunch of ways it can be spun.' Experts say to expect continued talks past July 9 with many major trading partners like the EU. 'The deadline is probably not going to change very much—mostly the status quo will be retained while negotiations continue with more or less vigour depending on the importance of the bilateral relationship,' UBS' Donovan wrote, 'Uncertainty about the ultimate outcome will persist. If there is any attempt to escalate, investors are likely to shrug their shoulders and wait for U.S. President Trump to retreat.' Trade with China China accounts for about 37.6% of U.S. imports this year, according to supply chain intelligence platform project44. This is a 0.1% increase from 2024. Still, Wizman says whatever trade agreements to come in the near future may look to lock out China from moving capital in and out of other countries' supply chains. He says this may be a focus in trade agreements with countries like Japan, South Korea and the EU. 'If you can get these countries to depend on bilateral trade with the U.S. and depend less on China, then you basically bolt these countries into the U.S. orbit permanently,' Wizman said.
