Former MP calls for setting up panel to revive cooperative sector in Puducherry
In a statement, Mr. Ramadass pointed out that in the assessment of the Union Ministry of Cooperation, Puducherry lags behind among 28 States and 8 Union Territories. The government should rectify the situation by charting out a road map for the growth of cooperatives, focused on the primary cooperative networks, digital infrastructure, policy reforms and prosperity of communities, especially, farmers and labourers.
Stating that the government had missed an occasion to reflect on the state of the cooperative sector during the celebration of International Day of Cooperatives recently, Mr. Ramadass felt that the movement which had struck deep roots over the course of seven decades in sectors, such as agriculture, livestock, fisheries, weaving, sugar mills, public distribution system and consumer welfare, was today crippled by multiple problems.
'The movement, which should have been a people's movement by the people and for the people, has become a bureaucratic one defeating the principles of cooperation,' he said.
There was no Cooperative Election Commission to hold periodic and regular elections to cooperatives and to ensure the rule of the members. More often than not, the officials of the Department act as Administrators of the societies as a result of which the members were reduced to strangers in their own institutions. In the absence of elected committees, central and higher-level societies were operating according to the whimsical and arbitrary orders of politicians.
Moreover, the activities of the societies have not been audited periodically and neither the politicians nor the officials of the Department owned accountability for not holding elections, annual meetings and conducting auditing, he added. As a result of political interference and administrative incompetence, several cooperative spinning mills and sugar mills had turned defunct, he said.
The Cooperative Advisory Committee as mandated in the Puducherry Cooperative Act 1972 has not been formed. The number of officers has not increased in consonance with the growth of the cooperative sector and consequently the workload has increased and hampered the cooperative department from performing its duties properly, Mr. Ramadass said.

Officials organising a series of contests in Andhra Pradesh to raise RTI awareness
To foster a comprehensive understanding of the Right to Information (RTI) Act among students, the Commissionerate of College Education is organising a series of competitions in activities like essay writing, elocution, debate and quiz at various levels across the State, coinciding with the 79th Independence Day. The event is a part of the year-long programmes being planned by the Andhra Pradesh State Information Department to commemorate the 20th anniversary of the enactment of the Right to Information Act. According to the schedule of the events, college-level competitions would be completed by July 28, the zonal level by August 6 and the State-level competitions on August 11. The Department also conducted several awareness programmes for faculty, office staff and students in government degree colleges from July 4 to July 18, 2025 to scale up awareness on RTI legislation. Director, College Education, Narayan Bharat Gupta, Joint Director C. Krishna, Academic Guidance Officers and others are supervising the arrangements being made for successful conduct of the events. Mr. Bharat Gupta expressed gratitude to the State Information Commissioner P. Samuel Jonathan for providing guidance for the event.

Chandrababu Naidu unveils ₹1,500 crpre road development plan
In a significant push to modernise Andhra Pradesh's road infrastructure, Chief Minister N. Chandrababu Naidu has announced the construction of 2,000 kilometers of new roads at a cost of ₹1,000 crore and the repair of damaged roads worth ₹500 crore. The Chief Minister directed officials to expedite cost estimations and initiate the tendering process immediately. Presiding over a review meeting with the Roads & Buildings (R&B) Department at the State Secretariat on Thursday, Mr. Naidu emphasised that road repairs must be carried out continuously, even during the monsoon season, to ensure early completion. He expressed concern over the poor state of roads, blaming years of neglect under the previous administration. The Chief Minister has set a 15-day deadline for officials to submit a comprehensive report detailing roads requiring repair, new road proposals, and maintenance needs. He stressed the need for adopting cutting-edge technologies in road construction to reduce costs and enhance quality. Officials briefed the Chief Minister that 20,000 km of roads have already been repaired to make them pothole-free. 'Our roads must meet the quality standards of national highways,' the Chief Minister asserted, adding that construction of all roads should commence by November, immediately after the monsoon ends. Details regarding contractors responsible for construction and maintenance must be made publicly available online. Additionally, CCTV cameras are to be installed every 50 km along major roads, and all road maintenance work will be assigned to contractors. Mr. Naidu also called for preventive measures to avoid monsoon-related damages. Public-Private Partnership to play a key role Officials informed Mr. Naidu that the state currently has 12,653 km of state highways. Of this, 260 roads stretching over 10,200 km are suitable for development under the Public-Private Partnership (PPP) model. Under Phase 1A, 18 high-density roads totaling 1,332 km have been proposed. Phase 1B includes 67 roads exceeding 40 km each, collectively spanning 3,854 km. Another 175 roads, each between 20 and 40 km in length, have been proposed under Phase 2, covering a total of 5,039 km. Two strategic roads—Yelamanchili to Gajuwaka and Gajulamandyam to Sri City (SEZ), totaling 115 km—have also been identified for PPP development. The Chief Minister directed officials to conduct feasibility studies and submit a final report on these proposals.
