Canada's bail policies are back in the spotlight, with the man accused in a violent Vancouver robbery back on the street.
James Chartrand, 60, is accused of demanding money and threatening a Mount Pleasant shopkeeper as she closed up her family store last September.
'She was choked, she was thrown to the ground, and those were just the physical things that happened to her,' said Vancouver police Const. Tania Visintin.

The alleged assault was broken up by a trio of passersby who heard the victim's screams as she was dragged into an alley. The suspect fled and was arrested nearby.
Chartrand was initially released, but was re-arrested in April.
He has since been charged with robbery, assault by choking, assault with a weapon, disguising his face and uttering threats.

He has also been released again.
'It's not just concerning to police that this man is out, it's very concerning to the victim,' Visintin said.
Global News attended a home in Surrey listed as Chartrand's address on court documents.
The man who answered the door identified himself as a 'friend,' but said Chartrand wasn't home, adding he sometimes stays at a place in Vancouver.
Chartrand's release came with several conditions, including no contact with the victim.
He is due back in court on July 17.

A year after B.C. businessman set on fire, suspect charged but still at large

Nearly one year after a Surrey, B.C., businessman was doused in accelerant and set on fire inside his Whalley currency exchange, the suspect, Kalid Yimer, has been charged with the attempted murder of Rahat Rao. He remains, however, at large. The charge against Yimer, 34, was approved on June 26. No court appearances have been scheduled as Yimer is still wanted on outstanding arrest warrants of out B.C. and Alberta. 'The family is very, very scared,' family friend and Pakistan-Canada Association of B.C. president Saif Pannu told Global News. 2:01 Man set on fire during robbery in Surrey says witness On Aug. 2, 2024, Rao was at work at his now-closed SNS Currency Exchange near Surrey Central Station when witnesses said he entered a back room with a man they believed was a client. Story continues below advertisement 'After 30 to 40 seconds, I saw Rahat coming out in fires,' recalled witness Zeeshan Wahla in August 2024. Wahla was one of several passersby who rushed to help Rao, using a blanket and other items to put out the flames. Yimer was to appear in the Edmonton Court of Justice on that date on charges of aggravated assault, assault with a weapon, uttering threats to cause death or bodily harm, and uttering threats to cause damage. 2:07 Surrey burn victim recovering in hospital The accused was not present, according to the Alberta Justice and Solicitor General, and an arrest warrant was issued. Story continues below advertisement 'We are really scared that that person is not going to be in jail,' said Pannu. Pannu said Rao's wife came to Canada from Pakistan only months before her husband was attacked and badly burned. 'They (Rao's family members) have quite a bit of concern as why police (are) not able to catch him,' he said. Rao remains in hospital undergoing reconstructive surgeries, said Pannu, after suffering third-degree burns to more than half of his body in what RCMP believe was a targeted incident. No motive has been revealed and Pannu said Rao, who used to share Islam outside his business, 'never did anything wrong in his life.' Rao, he said, is also well known as an activist in the local Canadian-Pakistani community and ran a popular YouTube channel, Overseas View with Rahat Rao, where he offered opinions on current issues and politics. 2:05 Man suspected of attacking Surrey business owner wanted on assault charges in Alberta 'That's why the family's afraid,' Pannu said in an interview. 'They don't know what happened, why that person attempted to murder him.' Story continues below advertisement Global News requested an interview with the Surrey Police Service (SPS) or RCMP for an update on the file. The SPS said it spoke with RCMP investigators who advised that there is no update that can be provided publicly at this time, other than to say the investigation is ongoing. Anyone with any information that could lead to the whereabouts of Kalid Yimer is urged to contact their local police. SPS S/Sgt. Lindsey Houghton also said he's been asked to hold off on conducting any interviews on the file until at least next week. 'It's a big mystery,' said Pannu. 'That's why the family is more scared, more upset you know, the person is still at large.'

Vernon, B.C. meat shop broken into, inventory, cash stolen

An overnight break-in has Vernon, B.C. meat shop owner Stuart McKnight wondering — where's the beef? McKnight arrived at Yankee Flats Meats Monday morning to find the front door kicked in, cash missing and inventory gone. 'Somebody kicked in our front door and came in, entered the premises and sort of helped themselves to some of our stuff,' McKnight said. About $500 in cash and another $500 worth of meat were taken, along with damage to the property. The shop opened last year and moved just six months ago — only a block away in downtown Vernon. In that short time, it's already weathered two break-ins. 'It almost comes with the territory, unfortunately. We love being part of the local retail community, but there's a dark side downtown where you become a sitting target for people who just want to grab and go,' McKnight explained. It means we have to work a little harder and longer to get back on top,' McKnight said. He also emphasized why supporting local matters. 'All of our meat — pork, chicken, beef, and lamb — comes from right around here. We get it straight to our customers, who really appreciate the work,' he said. Meanwhile, the shop is looking to beef up security measures. 'We're looking at getting more hardware and defenses against this kind of thing, but that's more cost, so you have to weigh the trade-offs,' McKnight added. In 2024, Lo's brother was murdered. Soon after that, his mother attempted suicide. Neighbours say they were aware of problems at the home, one saying they sometimes heard screaming from the home and that police cars were sometimes there. Lo remains in custody.
