
How colleges can double down on community impact at this critical time
This proactive stance, signed by presidents of Harvard University, Massachusetts Institute of Technology, University of Massachusetts Amherst, Emerson College, Tufts University, Wellesley College, Boston University and Bunker Hill Community College, among others, is a beacon of hope in the struggle to safeguard academic freedom.
Amid threats of research funding cuts and political scrutiny over how colleges operate, institutions must not back down. Instead, they should double-down on demonstrating their value — not only in terms of academic freedom — but in tangible value to diverse communities, their students and future career prospects.
This is critical at a time when foreign-born students are being targeted, diversity programs are under attack, and the value of costly degrees are being weighed by parents and students alike.
'Our colleges and universities share a commitment to serve as centers of open inquiry ... free to exchange ideas and opinions across a full range of viewpoints without fear of retribution, censorship, or deportation,' wrote the higher education leaders.
For New England's colleges, outreach to Gateway Cities can play a crucial role in their efforts to enroll new and diverse students following federal anti-Affirmative Action measures that have spurred declines in Black student enrollment across the region.
These Gateway Cities are home to 25% of Massachusetts's labor force but face significant challenges such as high unemployment rates and concentrated poverty among immigrant and low-income families.
Thankfully, these are problems that New England's renowned higher education sector can solve, with the right strategy in place.
In this historically shifting landscape, colleges and universities must go beyond standard brochures and ads offering flashy degrees to diverse students. They must build trust in communities, stay grounded in the workforce needs of their regions, and promote a student experience that fosters inclusion and multiculturalism at a time when these tenets are under attack.

1. Increasing community-centered engagement
Traditional outreach strategies are no longer sufficient. Today's colleges and universities must build sustained, trust-based relationships with the communities they serve — not just to boost enrollment — but to remain relevant and impactful during times of distrust.
Research from the American Council on Education shows that outreach rooted in cultural relevance significantly increases enrollment at institutions.
Bunker Hill Community College recently became a top 'MassReconnect' enroller by increasing multilingual outreach and community partnerships to promote Gov. Maura Healey's MassReconnect initiative, which offers free community college to residents age 25 and older.
Thanks to top MassReconnect enrollers like Bunker Hill, Massachusetts saw a 45% jump in adult enrollment in its first year of the program, supporting Gov. Healey's goal to, 'unlock opportunity and potential all across our state.'
Research from the Lumina Foundation shows that a sense of belonging and connection can drive retention and graduation rates exponentially higher, especially among underrepresented populations like Black and Latino students.
To that end, Urban College of Boston has opened pathways for enrolling more multicultural working adults by promoting new courses in Spanish and Mandarin. Now more than 70% of enrolled students speak a second language.
In our global economy, diversity and inclusion should not be pejoratives, they should be calling cards of higher education.
2: Using smart data to track outcomes
Urban College of Boston and others have employed real-time 'smart data' (on factors like academic progress, demographics, and course feedback) to shape course offerings, partnerships, and services that meet learners where they are.
At UMass Boston, Student Success Dashboards enable the university to track and act on retention and graduation trends. Its Latinx Student Success Initiative, in collaboration with Bunker Hill Community College, aligns programs with the needs and experiences of Latino students using this dashboard.
These are not diversity quotas; they are common-sense programs that meet the needs of the workforce and help boost the economy for everyone by giving everyone a fair chance to learn and prosper.
3. Doubling down on multilingual access and cultural relevance
Clear communication is essential for diverse families when deciding if a college is safe and affordable place for their students. When families don't understand financial aid, visa requirements, enrollment, or academic visions, they're more likely to disengage.
Translation of traditional brochures and ads isn't enough. What's needed is establishing trust, clarity, and an authentic cultural connection through marketing.
Salem State University is a statewide leader in this space. Through its Roadmap to Servingness, it has prioritized campus tours and information sessions in multiple languages. It also promoted multilingual materials for admissions aid and tailored academic student support across key departments.
In 2023, 40% of Salem State students identified as students of color, and 22% identified as Hispanic. These efforts show what's possible when a diversity and opportunity strategy is treated as an institutional priority, not an afterthought.

Crypto week is about to kick off in Congress. Here are 3 predictions for what it could mean for the market.
July 14 marks the start of a weeklong event in Congress that could see further legislative support extended to the cryptocurrency market. Crypto policy has been a key area of focus for the Trump administration, creating a steady tailwind for the market in recent months. Bitcoin prices recently surged to new record highs as it passed $120,000, sparking bullish predictions for how far the rally could go. Now, a slew of bills aimed to bolstering digital assets could create a fresh positive catalyst for prices. This week, House Committee on Financial Services Chairman French Hill recently stated that "The House of Representatives looks forward to considering the CLARITY Act, the Anti-CBDC Surveillance State Act, and the Senate's GENIUS Act as part of Congress' efforts to make America the crypto capital of the world." The CLARITY Act is aimed at defining regulatory oversight for digital assets, while the Anti-CBDC Surveillance State Act would limit the power of the Federal Reserve to create a central bank digital currency. Already passed in the Senate, the GENIUS Act would establish a regulatory framework for stablecoins. Here's what crypto pros told Business Insider about what to expect from this week's legislative crypto bonanza. What regulator changes are being proposed? While no new crypto bills have been fully passed yet, optimism for legislative support has helped fuel gains for bitcoin and other cryptos this year. "This growing optimism suggests that clearer rules could restore trust and bring cautious investors back into the fold," Adrian Fritz, head of research at 21Shares, told BI. "US crypto stocks and bitcoin are rallying as traders position themselves ahead of next week's expected publicity." Fritz also cited stronger global liquidity and lower geopolitical tensions as contributing factors to bitcoin's latest rally past $120,000, but still sees the crypto push on Capitol Hill as an important catalyst. "[The CLARITY Act] is incredibly important to help further institutionalize and onshore secondary market activity in the US. This should help improve counterparty risk, improve liquidity, and improve the ability for investors seeking risk managed solutions to get them in well regulated vehicles," Tony Fenner-Leitão, president at Cambrian Asset Management, sad. Which cryptos are most likely to benefit? A consensus among many crypto experts is that stablecoins are likely to see significant momentum as crypto week unfolds. This could prove highly beneficial to companies like Circle and Coinbase, which have high exposure to the fiat-backed digital assets. Fritz said that under the GENIUS Act, stablecoins would be recognized as programmable money, likely leading to further integration into payment systems. "The stablecoin sector is thus positioned for significant expansion, likely experiencing increased institutional adoption for remittances, e-commerce transactions, and decentralized finance (DeFi) collateral" he said. He added that blockchain networks, such as ethereum and solana, are likely to rise benefit as well, since they serve as the underlying infrastructure for stablecoins. Chris Kline, COO & co-founder of BitcoinIRA, also flagged a possible boost to stablecoins, highlighting the benefits for stablecoin infrastructure and compliance frameworks that can stem from further regularity clarity. "Stablecoins and tokenized assets represent the most immediate growth opportunities," he told Business Insider. "These sectors will likely experience complementary rather than competitive development." Doug Carrillo, co-founder and Chief Strategy Officer of Bitstop & GoldATM predicts that crypto week will spur growth for stablecoins but also highlighted another asset class that's likely to benefit. "Tokenized assets (treasuries, real estate, gold, etc.) will experience accelerated growth as clear frameworks reduce perceived legal risks, opening opportunities for new markets," he stated. What will be the biggest developments? All three crypto bills being mulled in Congress are expected to garner strong support, and the market implications for such a vote of confidence from lawmakers are powerful. "Passage in the House would mark a historic milestone as the most comprehensive crypto legislation package ever approved by a chamber of Congress," Fritz noted. Sahel Ahyaie Assar, an international tax attorney who serves as blockchain and digital asset practice group leader at Buchanan Ingersoll and Rooney, sees legislation on stablecoins as being particularly important this week. "As currently drafted, the GENIUS Act's treatment of decentralized protocols and 'digital commodity' classification will be most impactful. If DeFi protocols receive treatment akin to commodities or software platforms—as distinguished from securities issuers—it may change the entire posture of the U.S. crypto enforcement regime," she stated. Anthony Tuths, a tax principal and digital asset practice leader at KPMG, predicts that even more changes will be coming for the financial sector in the wake of crypto week. "As the financial system adopts blockchain technology, you will see markets trade 24/7 and the back-office related support shrink," he stated. "The programmable money and intra-day collateral movements will save large financial institutions billions due to greater capital efficiency."

University of Louisville shuts down employee groups in response to Kentucky anti-diversity law

(Kentucky Lantern photo by McKenna Horsley) The University of Louisville has disbanded the UofL Women's Network and four other employee groups in response to a new state law. A former president of one of the disbanded groups criticized the action, telling the Kentucky Lantern it goes further than required by the Republican legislature's new ban on diversity initiatives in public higher education. Ricky Jones, former president of the UofL Black Faculty/Staff Association and professor of Pan-African Studies, said the employee resource groups provided safe spaces for underrepresented people and allowed them to have 'a unified voice to speak to the administration about issues.' Jones criticized administrators at UofL and other universities for bowing to political pressure on decisions about diversity, equity and inclusion on campus. He predicted the assault on diversity in Kentucky higher education will 'get worse before it gets better.' 'Higher education in Kentucky, for Black folk in particular, and for other groups that are being targeted, I think it's a lost cause at this point, unless something drastic changes. And we don't have leadership at these schools that are committed to making those types of changes, so we're in trouble.' In addition to the groups for Black and women faculty and staff, UofL has eliminated the Asian, Asian American and Pacific Islander Faculty and Staff Association; Hispanic Latino Faculty and Staff Association; and the LGBTQ+ Faculty and Staff Association. After a review, some university resource groups 'were deemed not to be' in compliance with the new law, said UofL spokesperson John Karman. 'Our Employee Success Center will continue to explore ways to support meaningful engagement and to ensure all UofL faculty and staff are valued and supported,' Karman added. Employee resource groups, or ERGs, were created to 'promote a climate of inclusion and provide a place where employees can come together to network, create a strong sense of community, and share their concerns,' according to a now-removed UofL web page description. Earlier this year, Kentucky's Republican-controlled General Assembly passed House Bill 4, which eliminates diversity, equity and inclusion (DEI) programs and resources at all public universities and colleges within the commonwealth. The universities were directed to enact changes to meet the law's requirements by June 30, 2025. UofL and Kentucky's other public universities began reviewing policies in the spring shortly after the law was passed. Eastern Kentucky University adopted a viewpoint neutrality policy and a resolution saying EKU plans to comply with the law in May. Before the 2025 legislative session, the University of Kentucky and Northern Kentucky University disbanded their diversity offices amid scrutiny of DEI programs nationally. UofL President Gerry Bradley outlined how university administration reviewed programs and resources for compliance with the law in a June 27 email to campus. That included work groups reviewing areas of 'position analysis; policy analysis; admissions, financial aid and scholarships; and athletics.' The work group submitted recommendations to UofL's legal counsel and a Board of Trustees committee. The board considered policy changes during a June 26 meeting. Bradley wrote in his email that decisions to implement changes 'were difficult to make in the face of our work to build a culture of belonging — a culture that supports all, that is welcoming of all and reflects our community of care.' He acknowledged that people 'have felt hurt and abandoned during this process,' adding that he has 'heard your voices and understand the feelings expressed.' 'Let me assure you that I stand by my commitment to support and celebrate all of our community and meet their needs,' Bradley said. 'This matter will continue to spark important and necessary conversations about ideas of belonging, success, access to higher education and more. 'With this challenge comes an opportunity for all of us to remain committed to making the University of Louisville a place where we embrace differences and celebrate uniqueness. We will continue to do so with compassionate and steadfast resolve.' Jones, the UofL professor, said the university's actions speak louder than the president's words. He said the state's new anti-DEI law makes no mention of the kinds of employee groups that UofL ordered dismantled and said administrators chose to be 'more aggressive about anti-diversity moves' than the bill required. 'Either they agree with the uber-conservative legislators coming out of Frankfort who are doing real and meaningful harm to Black people, LGBTQ people and others' or 'they just don't care,' Jones said. 'I think it's just a feeling of hopelessness there right now,' he said. 'It's to the point now even those of us who have spoken out over the years, it's like, 'Speak out for what?' This is over.'

Maryland churches could openly endorse candidates from the pulpit, under IRS proposal
Churches could make political endorsements without fear of losing their nonprofit status, if a recent IRS settlement agreement is approved by a federal judge in Texas in a lawsuit brought by churches. Floyd believes church leaders should have the liberty to speak to their congregations and support certain political candidates, especially when it comes to improving their communities. Floyd, pastor at Heart Changers Baptist Church in Silver Spring, said Friday some people may believe that allowing that only helps evangelical Christians, pointing to white evangelicals like the late Rev. Jerry Falwell Sr. who established the Moral Majority in 1979 as a political organization pushing a 'pro-family' agenda. 'Not allowing the Black church, in particular, to be able to speak from the pulpit their political views, and also to be able to endorse their candidates and focus and support their agendas, I believe would be dangerous and problematic,' Floyd said. 'When there is something that is unjust … we must speak truth to power.' Now, the Internal Revenue Service agrees. In a proposed settlement filed last week, the IRS agreed with the National Religious Broadcasters that churches and other houses of worship should be allowed to formally endorse political candidate without endangering their nonprofit status under the tax code. A U.S. District Court judge in Texas still has to approve the agreement, which would settle a lawsuit by two Texas churches, the Intercessors for America and the National Religious Broadcasters that challenged the 'Johnson Amendment' to the Internal Revenue Code. That 1954 amendment was introduced by then-Texas Sen. Lyndon B. Johnson, and said that nonprofit organizations can maintain tax exempt status if they refrain from political campaigning. SUPPORT: YOU MAKE OUR WORK POSSIBLE There's no specific deadline for the judge to make a decision. A lawyer with the IRS didn't respond to an email for comment. A lawyer for the plaintiffs declined to comment Thursday. The seven-page court filing states the amendment violates the plaintiffs' First and Fifth Amendment rights to freedom of speech and free exercise of religion, as well as their rights to equal protection under the law. It said merely speaking from the pulpit does not violate the Johnson Amendment rule against participating in or intervening in a political campaign. 'Bona fide communications internal to a house of worship, between the house of worship and its congregation, in connection with religious services, do neither of those things, any more than does a family discussion concerning candidates,' the proposed settlement says. 'Thus, communications from a house of worship to its congregation in connection with religious services through its usual channels of communication on matters of faith do not run afoul of the Johnson Amendment as properly interpreted,' it says. The settlement also acknowledged the IRS 'has not enforced the Johnson Amendment against houses of worship for speech concerning electoral politics in the context of worship services.' University of Notre Dame law Professor Lloyd Hitoshi Mayer said in an interview Thursday that the IRS hasn't been enforcing the so-called Johnson amendment for at least the past 20 years. 'Many religious leaders have become bolder and bolder in inviting candidates to come speak at their church, calling them up to get praised, or saying other things that clearly indicate support of a candidate and not have the IRS open up an audit or threaten their types of status as a result,' said Hitoshi Mayer, whose areas of research include election and tax law and political activity by churches and other religious organizations. 'It gives churches that perhaps were hesitant to engage in this activity because they were worried about the IRS a green light to do so,' he said. Even if the judge decides not to approve the settlement, and asks both parties to go back and try again, Hitoshi Mayer said the IRS acknowledges 'we are not going to enforce the Johnson amendment' against churches and other houses of worship. At least it wouldn't happen during the Trump administration, he said, because President Donald Trump (R) said during his first term in office he wanted to repeal the amendment. Under shadow of deportation, Latinos find light at Hyattsville church On Wednesday during a lunch with African leaders, Trump said, 'I love the fact that churches can endorse a political candidate. If somebody of faith wants to endorse, I think it's something that I'd like to hear. Those people were not allowed to speak up. Now they're allowed to speak up. I think it's terrific.' Jeff Trimbath, president of the nonprofit Maryland Family Institute, called the IRS court filing 'a watershed moment.' 'For too long, many pastors have operated under the chilling belief that the law prevented them from equipping their congregations on how to think biblically about civic engagement, candidates, and public policy,' Trimbath said in a statement Tuesday. 'The IRS made it clear: there is no such prohibition. Let's pray this leads to pulpits that are once again unafraid to preach the whole counsel of God — including His truth for the public square.' Not all religious groups are on board. Ashley Hildebrand, senior adviser with Catholics for Choice based in Washington, D.C., hopes the judge rejects the settlement, especially given what it could mean for the separation of church and state. 'If the church can endorse a political candidate, it is just one more way that priests could preach from the pulpit and further alienate people in the pews,' Hildebrand said Thursday. 'If we allow the pulpit to be weaponized or put into service of a political agenda more so than it already is, we are essentially allowing a very well-organized religious force to mobilize its base in pursuit of a partisan agenda,' she said. 'That is inherently dangerous.' No matter what the judge decides, the United States Conference of Catholic Bishops said it plans to maintain its stance of not endorsing or opposing political candidates. 'The IRS was addressing a specific case, and it doesn't change how the Catholic Church engages in public debate,' the conference's spokesperson Chieko Noguchi said in a statement Tuesday. 'The Church seeks to help Catholics form their conscience in the Gospel so they might discern which candidates and policies would advance the common good.'
