
Delhi govt introduces landmark reform to fast-track green category
Delhi's Environment and Industries Minister Manjinder Singh Sirsa, while announcing the decision, described it as a 'historic reset' in the way Delhi supports enterprise. He emphasized that this reform had been a long-standing demand from the business community and was finally addressed through the leadership of Chief Minister Rekha Gupta and Lieutenant Governor Vinai Kumar Saxena.
Sirsa remarked that what hadn't been accomplished in five decades has now been delivered under the double-engine government, adding that Delhi is now 'open for responsible business.' He further stated that the government is moving away from a system of unnecessary licenses and outdated approvals, replacing it with a model that is pro-growth, pro-people, and purpose-driven.
The reform will directly impact over 65 types of industries categorized as green, which are considered non-polluting and relatively safe for the environment. These include sectors like apparel manufacturing (excluding dyeing or bleaching processes), aluminium and PVC product units, ayurvedic medicine manufacturing without boilers, cold storage operations, wooden and steel furniture production, confectionery units using electric ovens, optical goods manufacturing, toy assembly, soap and detergent units, battery container production, and packaging and cardboard manufacturers, among others.
All of these sectors, many of which are dominated by micro, small, and medium enterprises (MSMEs), were previously subjected to long and often frustrating bureaucratic delays. Now, under the new policy, if a CTO application is not addressed within 20 days, it will be automatically treated as approved, eliminating the need for further follow-ups or additional paperwork.
The Delhi Government believes this reform will be a game-changer for small businesses that have historically struggled under the weight of regulatory red tape. Most of the green category industries are run by small and medium-scale entrepreneurs who can now operate with greater freedom and certainty under a trust-based, time-bound clearance system. Minister Sirsa noted that this move will help these enterprises shift their focus from chasing approvals to scaling their operations and contributing more effectively to the local economy.
This decision is also closely aligned with the broader national vision of Viksit Bharat – Viksit Delhi and reflects the capital's commitment to responsive and modern governance. It forms a key part of Delhi's ongoing Single Window Clearance initiative, which aims to eliminate redundant approvals and create a streamlined, paperless, and transparent framework for industrial operations. By reducing bureaucratic friction and empowering entrepreneurs, the Delhi Government hopes to foster a more dynamic, business-friendly environment that promotes both sustainable development and economic growth.

The Delhi government is studying e-waste facilities in Norway and Hong Kong to develop a first-of-its-kind eco park in India, Environment Minister Manjinder Singh Sirsa said on Wednesday. The project, to be developed over the next 18 months in Holambi Kalan in North Delhi's Narela on a public-private partnership (PPP) model, will boost the circular economy and generate employment, he asserted. 'We are studying successful models across the world, including Norway, which is very eco-friendly, and Hong Kong, where e-waste facilities operate within cities but cause zero pollution,' said Sirsa. The third-party feasibility study will review global models with a focus on the design and engineering of zero-emission, zero-landfill recycling parks, rare earth and precious metal recovery systems, and pollution control infrastructure, among other things. 'Our goal is to adopt only the cleanest and safest technologies. This will not only ensure environmental protection but also provide an economic boost to the local village and mark a major step towards freeing Delhi from its pollution burden,' he added. Sirsa claimed that the upcoming facility will be the first-of-its-kind in the country with net-zero emissions and will be surrounded by a dense canopy of trees, making it one of the greenest plants ever built in the country. Spread over 11.4 acres, the eco park will be developed through a Design, Build, Finance, Operate and Transfer (DBFOT) model, where a private entity is responsible for the entire lifecycle of a project before it is transferred back to the public entity. It will involve a capital cost of Rs 150 crore and an operational cost of over Rs 325 crore, the Delhi government said in a statement. 'It is expected to cause a substantial reduction in pollution,' the official statement underlined. The Minister had announced the plans to build the eco-park in Holambi Khan in June. Earlier on Wednesday, Chief Minister Rekha Gupta chaired a high-level meeting on the project, where it was decided that a global tender will be issued by the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). The facility will process up to 25% of Delhi's total e-waste annually within five years. India, currently the world's third-largest e-waste generator, produces more than 1.6 million metric tonnes annually, growing at 23% each year, as per the statement. It added that, of this, Delhi alone contributes 9.5%, but only 17.4% of e-waste is recycled globally, leading to a loss of nearly $57 billion in valuable metals such as copper, lithium, and rare earth elements. The eco park will feature dedicated zones for dismantling, refurbishing, component testing, plastic recovery, and a second-hand electronics market. It will also include skilling and training centres for formal upskilling of workers. Once operational, it is expected to process 51,000 metric tonnes of e-waste annually, across 106 categories as notified under the E-Waste Management Rules, 2022, and generate over Rs 350 crore in revenue. The project is part of a larger national push for circular economy solutions, inspired by Prime Minister Narendra Modi's address to the Empowered Technology Group. As per the Centre's vision, four such e-waste eco parks are to be established across the country. Delhi is among the first to commit land, governance support, and financial viability to the initiative, government sources claimed.

Report on Swarna Andhra a comprehensive blueprint for economic growth, says CM
Releasing the report of the Task Force on Economic Development for Swarna Andhra Pradesh (AP)-2047, Chief Minister N. Chandrababu Naidu called it a comprehensive blueprint for the State's economic growth, and that, having achieved the targets laid down in the Vision-2020 document, the government set for itself more ambitious goals now. He said the Swarna Andhra Pradesh vision was in alignment with Prime Minister Narendra Modi's Viksit Bharat-2047, and highlighted the importance of innovation and policy reforms. Mr. Naidu said A.P. had strong and dynamic human resources and fertile land, and was rich in agricultural commodities, especially horticulture, aquaculture, and commercial crops. The State was leveraging those advantages and top priority was given to infrastructure, and asserted that A.P. would be the logistics hub of India. The Chief Minister called upon the affluent sections to invest in people as capital and support the weaker sections so that they would be economically empowered. He noted that Visakhapatnam and Vijayawada had secured the first and third spots in LinkedIn's first-ever 'Cities on the Rise' report, which highlighted India's fastest-growing non-metro cities for professional growth. From WhatsApp governance to AI-driven healthcare, the Chief Minister emphasised the role of technology in improving lives, and cited the success of the pilot project of digitisation of health records in Kuppam, developed in partnership with the Tata Group. On the occasion, Mr. Naidu assured industrialists of full support, and thanked the task force Chairman N. Chandrasekaran and CII for their contributions, and pledged to implement their recommendations.

Naidu releases report of Task Force on Economic Development for Swarna Andhra Pradesh
Andhra Pradesh Chief Minister N. Chandrababu Naidu on Wednesday unveiled the report of the Task Force on Economic Development for Swarna Andhra Pradesh @ 2047 as its Chairman in a programme jointly organised by the Government of Andhra Pradesh and the Confederation of Indian Industry (CII) in New Delhi. Co-chaired by TATA Sons Executive Chairman N. Chandrasekharan, the expert panel made a host of recommendations to the government on diverse sectors that had the potential to catapult it to the league of progressive States. The task force stated in its report that India emerged as one of the fastest growing economies in the world and was expected to be a developed economy by 2047, but its journey towards a 'Viksit Bharat' by the 100th year of Independence hinged significantly on how the States perform individually and drive the economic growth agenda. In this context, it had been noted that with the third longest coastline in the country and one of the largest land banks, Andhra Pradesh was at a comparative advantage to become one of the champions of the country's overall goal of achieving around US$ 35 trillion target over the next two decades. A.P.'s economy had more than doubled to US$ 174 billion in 2023-24 from US$ 86 billion (at current prices) in 2014-15 in spite of the challenges posed by the bifurcation in 2014. The task force felt that though there were some gaps to be filled, A.P. was well poised to take the leap in its developmental journey towards a Swarna Andhra Pradesh by 2047. It was pointed out that the top 15 districts — Visakhapatnam, NTR, Tirupati, Krishna, Eluru, Nellore, Guntur, Anantapur, Kakinada, West Godavari, East Godavari, YSR, Sri Sathya Sai, Anakapalli and Prakasam — contributed as much as 72% to the State's economy. They were expected to contribute nearly US$1.70 trillion to the State's overall target of US$2.40 trillion in 2047. The task force laid down industries such as food processing, marine and aquaculture, electronics, automotive, and life sciences sectors as the potential growth drivers, while noting that emerging opportunities, which included the blue economy, would give a fillip to the growth prospects. In terms of enablers, it was recommended that the State needed renewed focus on quality education and skills development. Towards restoring industry confidence, the task force suggested introduction of a legislative mechanism to protect already announced incentives and concessions, regardless of a change in political dispensation, prioritising the clearance of all overdue incentive pay outs to help restore industry's faith in the system. Expressing concern that the State's current fiscal scenario was a cause for concern, , the task force recommended to the government to set up an independent agency to monitor the compliance of fiscal responsibility legislation provisions, and a State Institutions of Transformation in collaboration with the NITI Aayog, to establish an independent public debt management cell in line with the recommendation of the Fifteenth Finance Commission, and to strengthen the State Finance Commission. The experts said the government should leverage the Central government's initiatives such as the Aspirational Districts Programme to facilitate healthy competition among districts, have a graded incentive structure for specific regions and a dedicated policy for accelerated creation of growth centres in the different regions, and reap the benefits of One District-One Product programme for promoting exports.
