State Bank of Pakistan recognizes the critical role of financial leadership in strengthening the financial reporting and disclosure regime. This in turn improves the governance framework and fosters trust in the financial system that is crucial for macroeconomic stability and long-term growth. In an era defined by rapid technological advancement, evolving policy landscapes, and global volatility, agility and strategic foresight have become even more important for effective corporate governance. CFOs must adopt a proactive approach, moving beyond traditional boundaries by embracing digital transformation, and anticipating change.
The theme of this year's conference: 'Quantum Leap: Agility & Competitive Edge', is both topical and forward-looking. It encapsulates the expanding responsibilities of finance professionals in areas such as AI, ESG integration, digital finance, and investment foresight. These conversations are essential not only to enhance professional capabilities but also to support the broader national vision of building a robust, and a future-ready economy.

Now, the country's external position has shown a significant turnaround, with total liquid foreign exchange reserves reaching $19.87 billion amid improved inflows and growing political stability. According to the State Bank of Pakistan (SBP), foreign exchange reserves held by the central bank surged to $14.51 billion, marking a sharp year-on-year increase of $5.12 billion, or 54.5%, from $9.39 billion a year earlier. The SBP attributed the rise in reserves to the realisation of inflows including $3.1 billion in commercial loans and over $500 million from multilateral institutions during the final week of June. "This reflects a noticeable improvement in the country's current account balance and realisation of planned inflows during the year," the SBP stated. During the week ending June 27, 2025, SBP's reserves rose by $3.66 billion, climbing to $12.73 billion from $9.06 billion reported the previous week. Total liquid reserves now stand at $19.87 billion, with commercial banks holding $5.36 billion. The dramatic recovery in the last week of FY25 followed a $2.66 billion drop the week before, driven by external debt repayments. The rebound is seen as a result of stabilisation efforts and fiscal reforms aimed at supporting the external account. This rise in reserves is expected to support the rupee, improve import cover, and strengthen Pakistan's position in future talks with international lenders. The Pakistani rupee showed a slight gain against the US dollar in the interbank market on Thursday, appreciating by 0.03% to close at 283.86, up 9 paisas from the previous day's closing rate of 283.95. Meanwhile, domestic gold prices rose on Thursday despite a 1% decline in the international bullion market following stronger-than-expected US payroll data, which dampened expectations of an early rate cut by the US Federal Reserve. According to the All-Pakistan Gems and Jewellers Sarafa Association (APGJSA), the price of 24-karat gold per tola increased by Rs800 to Rs357,000. The 10-gram gold price also rose by Rs685 to settle at Rs306,069. This followed a dip in prices a day earlier, when the per tola rate dropped by Rs600 to Rs356,200. Despite local gains, international sentiment remained bearish. Adnan Agar, Director at Interactive Commodities, said gold traded between $3,311 and $3,363 globally, with prices hovering around $3,325. He noted a key support level between $3,310 and $3,300, warning that a break below this range could push prices down to $3,250. He added that due to the US bank holiday on Friday, trading volumes were expected to remain low, with significant activity likely to resume on Monday.

ISLAMABAD: The National Assembly Standing Committee on Poverty Alleviation and Social Safety expressed serious concern over the country's escalating poverty rate - now nearing 50 percent and highlighted persistent inefficiencies at the Benazir Income Support Programme (BISP) beneficiaries' point-of-sale camps where beneficiaries face undue hardship. The committee meeting presided over by Mir Ghulam Ali Talpur, was convened to evaluate and expedite the transition of social protection mechanisms towards a more transparent, technology-driven system with minimal human intervention. Talpur contextualised Pakistan's social protection framework and emphasised the original intent of the income support mechanism: to minimise human intervention in the disbursement of financial assistance, thereby, ensuring dignity and transparency. The committee noted with dissatisfaction the delay in launching the digital banking pilot project, which was initially scheduled for rollout by June. In response, the State Bank of Pakistan (SBP) official stated that while most technical and backend components have been completed, the remaining procedural approvals are in their final stages. The pilot is now expected to launch by the end of the current month. The initiative will integrate formal banking channels, leveraging geotagged branches and simplified account-opening procedures developed in collaboration with the BISP. The SBP conveyed its assurance that the project—developed over the past year—would be operational within a week, with the first beneficiary accounts to be opened by 15 August 2025. Initially, the pilot will be implemented in seven districts and one additional district of Muzaffargarh, followed by a six-month evaluation (two quarters) to assess outcomes before scaling it nationwide. To improve access and efficiency, SBP plans to expand ATM networks, implement a staggered distribution mechanism to reduce congestion, and gradually introduce digital wallets. Biometric verification will serve as the primary method of authentication, with debit cards issued only where fingerprints are unreadable. The banking industry is now fully onboard, and API integration testing is nearing completion. Two-factor authentication mechanisms are also under consideration to further secure payments. The committee members expressed concern regarding the treatment of beneficiaries at bank branches and campsites. The Acting Governor SBP reiterated its commitment to safeguarding customer dignity and ensuring access to full banking services, including interoperability and secure fund transfers. The committee discussions also underscored the need to integrate cellular networks mobile repository data through the Pakistan Telecommunication Author-ity (PTA) to enhance biometric reliability and reach. On the institutional front, BISP reported that out of 3,486 sanctioned posts; only 2,347 are currently filled, with only 1,858 positions currently held by BISP regular staff. The committee was informed that excessive reliance on deputation staff compromises institutional continuity and drives up operational costs. The Finance Division clarified that recruitment policy falls under the Cabinet and Establishment Division's purview. As Pakistan remains under an International Monetary Fund (IMF) programme, hiring decisions must comply with fiscal and administrative frameworks. The committee urged BISP to engage with the Establishment Division and Finance Ministry to address the staffing shortfall. It was mutually agreed that a coordinated approach is required to ensure timely resolution. Additionally, BISP will relocate offices to underserved tehsils such as Munda and Balambat to improve accessibility. The meeting concluded with a consensus to expedite the pilot rollout, while maintaining strict oversight to uphold transparency, protect beneficiary rights, and integrate vulnerable populations into formal banking systems. The committee was attended by the following Members of the National Assembly: Mir Ghulam Ali Talpur, Ahmad AteeqAnwer, Aasia Ishaque Siddiqui, Mahtab Akbar Rashdi, Muhammad Bashir Khan, Jamshaid Ahmad, Misbahuddin, Shahid Usman, Nawabzada Iftikhar Ahmed Khan Babar, Shafqat Abbas, Mohammad Ilyas Choudhary, Mir Khan Muhammad Jamali and whereas, Aniqa Mehdi attended the meeting virtually. The federal secretary of Ministry of Poverty Alleviation and Social Safety, and senior officers of the Ministry Poverty Alleviation and Social Safety, Finance, Planning Development and Special Initiatives and representatives from its allied departments, including BISP, PPAF and TVO were also in attendance. In a bid to promote cashless payments, the State Bank of Pakistan (SBP) is formulating a strategy to simplify digital payment methods for traders. This was revealed during a weekly meeting on cashless and digital economy held on Thursday, read a statement released by the Prime Minister's Office (PMO). In a briefing to the prime minister, it was stated that the Digital Payments Innovation and Adoption Committee, the Digital Public Infrastructure Committee, and the Government Payments Committee, formed during the previous meeting, have now been constituted. During the meeting, these committees gave a presentation on their strategies and proposals for digitising the economy. Pakistan's e-commerce sector faces operational costs surge amid new taxes 'A digital transaction system is essential to bring transparency to the economy,' said PM Shehbaz. The prime minister was informed that a facilitation package will be introduced to encourage the participation of small businesses in digital transactions. It was learnt that the government intends to increase the number of mobile app users for digital payments from 95 million to 120 million, raise the number of merchants using QR codes from 0.9 million to 2 million, and expand total digital payments from Rs7.5 billion to Rs12 billion. It was also shared that the Digital Economy Project under the vision of Digital National Pakistan has been launched. The Islamabad City mobile app has so far recorded 1.3 million downloads and currently offers 15 services. Through the app, collections under the ICT Excise and Taxation head have reached Rs15.5 billion. It was told in the briefing that work on the Digital Pakistan ID project is progressing swiftly. Additionally, efforts are underway to provide Wi-Fi internet services throughout Islamabad, especially in hospitals, educational institutions, government offices, parks, and along metro bus lines. The prime minister ordered that all these facilities be introduced across federal territories, Azad Jammu & Kashmir, and Gilgit-Baltistan as well, read the statement.
