Malaysia's NADI centres to boost digital inclusion with new upgrades
Communications Minister Datuk Fahmi Fadzil highlighted the need for faster internet and expanded services like e-Health.
Speaking after the World Summit on the Information Society (WSIS) Prizes 2025 ceremony, Fahmi emphasised the goal of fully utilising NADI MADANI centres nationwide.
The NADI Digital Inclusive Project, particularly its NADI Pulau Banggi initiative, was recognised at the event for bridging the digital divide in remote areas.
Fahmi noted the global interest in Malaysia's approach, with other nations keen to replicate the model.
The WSIS Prizes, organised by the International Telecommunication Union and UN agencies, honour ICT projects supporting sustainable development.
The awards coincide with the WSIS+20 High-Level Event, running until July 11. – Bernama

MCMC opens public consultation on communication data regulatory framework
THE Malaysian Communications and Multimedia Commission (MCMC) has launched a public consultation on its proposed regulatory framework for communication data. The framework follows recent amendments to the Communications and Multimedia Act 1998, which introduced Sections 252A, 252B and 268A. These form the legal basis for new rules governing the retention, preservation and disclosure of communication data for investigations. Under the framework, relevant service providers must retain data for 12 to 18 months, accessible only by law enforcement through legal procedures. Access requires a disclosure notice and must follow principles of necessity, proportionality and legality. The public consultation is open from July 25 to August 8. MCMC invites public and industry feedback on how communication data should be managed to support investigations. Cybersecurity provider LGMS Bhd executive chairman Fong Choong Fook explained the importance of the communications data regulatory framework. "When someone commits a serious online crime like a scam or cyberbullying, enforcement needs to access digital records such as call logs and messages to investigate. But they must do it legally, without unnecessarily invading people's privacy. "A clear framework tells everyone—the telco, the police and the public—what can or cannot be done. It ensures a fair and proper process," he told the New Straits Times. With increasingly complex online criminal threats, a proper framework allows enforcement officers to act faster, follow digital trails more effectively and take action before the damage gets worse. "Today's online crimes are fast, sneaky, and sometimes come from other countries. To catch these criminals, the authorities need quick access to digital information," said Fong. Fong cautioned that any data accessed must follow strict rules, only when necessary, with proper approval. "There should also be checks in place, like independent bodies, to make sure the rules aren't abused," he said. Fong believes MCMC's public consultation is a positive move to break the ice on the topic and instill confidence in the public.

PM Anwar thanks private establishments for over RM127m Sejahtera Madani contributions
PUTRAJAYA, July 25 — Prime Minister Datuk Seri Anwar Ibrahim has expressed gratitude to all private establishments for their contributions of over RM127 million towards realising the Sejahtera Madani 2025 initiative. Communications Minister Fahmi Fadzil said the contributions would help fulfil the aims of the initiative, launched yesterday, which seeks to improve the wellbeing of poor and hardcore poor households across the country in areas such as wages, healthcare and education. 'As mentioned before, the prime minister in his earlier speech said he did not expect a large amount, but it turned out to be more than two and a half times (what was anticipated). 'The prime minister also told the Cabinet that there are some private establishments that have identified around 1,000 schools that could benefit from this programme, while the Education Ministry has also received applications from schools to be enrolled in this initiative. 'This will be sorted by the Education Ministry accordingly,' Fahmi told a press conference at the ministry building here today. The Sejahtera Madani programme is coordinated by the Implementation Coordination Unit (ICU) under the Prime Minister's Department and targets beneficiaries registered in the national eKasih database. According to the ICU, Sejahtera Madani consolidates various forms of government, private sector and civil society aid into a single, focused approach for poverty reduction. As of July 15, 306,403 heads of households are registered under eKasih nationwide, comprising 1,017 hardcore poor and 305,386 poor households. The government aims to reduce the national poverty rate by 33 per cent this year as part of its ongoing commitment to eradicate hardcore poverty.

Wan Suraya's Appointment As Auditor General Is Constitutionally Valid
PUTRAJAYA, July 25 (Bernama) -- The appointment of Datuk Seri Wan Suraya Wan Mohd Radzi as Auditor General is lawful and does not contravene the Federal Constitution, said Communications Minister Datuk Fahmi Fadzil. Fahmi, who is also the MADANI Government spokesperson, said that the matter was confirmed by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar during today's Cabinet meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim. 'From a constitutional perspective, there is no issue. The appointment aligns with what is clearly stated in the Federal Constitution,' he told reporters during a post-Cabinet press conference today. Fahmi said the KSN also clarified that Wan Suraya had ceased to be a civil servant at the time she agreed to take on the role of Auditor General, effectively addressing concerns that her appointment may have breached constitutional provisions. 'This means there is no issue of her being an active civil servant at the time of her appointment,' he said, noting that the Public Service Department (PSD) is expected to issue an official statement soon to provide further clarification. The clarification comes amid recent claims from several quarters alleging that Wan Suraya's appointment as Auditor General was unconstitutional. Critics argued that the role should be held by someone who has already retired or formally resigned from the civil service, to preserve the independence of the office from the executive branch. Wan Suraya, who previously served as the Malaysian Institute of Integrity (IIM) chief executive officer, was appointed Auditor General effective June 13, 2023. Her distinguished career includes prior roles as secretary-general at both the Ministry of National Unity and the Ministry of Entrepreneur Development, as well as serving as deputy secretary-general (Strategy and Monitoring) at the Ministry of International Trade and Industry.
