
BIMP-EAGA Council urges fisheries devolution to Sabah under MA63
KOTA KINABALU (Aug 3): The BIMP-EAGA Business Council (Malaysia-Sabah Chapter) has reaffirmed its call for the full devolution of fisheries governance to the Sabah State Government as part of a long-overdue restorative justice process under the Malaysia Agreement 1963 (MA63).
Ita chairman, Dr Raymond Alfred, made the call amid growing national and regional conversations about the need to realign federal-state relations, especially in the governance of natural and marine resources, which are vital to Sabah's economy and cultural identity.
'The devolution of fisheries power is not just a bureaucratic reform – it is a rightful correction of historical imbalances that have long deprived Sabah of full control over its maritime wealth. We see this as a restorative justice measure in line with the spirit and substance of MA63,' said Dr Raymond.
Sabah's coastal communities, traditional fisherfolk and marine entrepreneurs continue to face confusion, double licensing, and weak enforcement mechanisms due to overlapping jurisdictions between federal and state agencies.
Dr Raymond emphasized that the Fisheries Act 1985 (Federal), while applicable to the Excusive Economic Zone (EEZ) and deep sea, should no longer override Sabah's constitutional rights over its internal waters and adjacent seas.
'Sabah has both the institutional maturity and local expertise to manage its own fisheries sustainably and inclusively. What we need is the political will to return what rightfully belongs to the people of Sabah,' he added. The BIMP-EAGA Business Council sees the devolution of fisheries governance as a strategic pillar in the development of a Blue-Green Economy in Sabah. This includes sustainable fisheries, marine-based tourism, blue carbon financing, and community-led aquaculture. Dr Raymond announced that there is a need by the Sabah State Assembly to submit a formal policy proposal to the Federal Government, calling for amendments to the Federal Fisheries Act 1985, the creation of a Sabah Marine and Fisheries Authority (SMFA), a fair revenue-sharing framework and recognition of customary fishing zones.
He urged state and federal leaders to view fisheries devolution not as a political demand, but as a constitutional and moral obligation.
'The time has come to match words with action. Restoring Sabah's autonomy over its seas is essential not only for economic empowerment, but for dignity, equity and the promise of a just Federation,' he concluded.

Bumi Armada, MISC call off merger plans as MoU nears expiry
KUALA LUMPUR: Bumi Armada Bhd and MISC Bhd have mutually agreed not to proceed with their proposed merger, with the memorandum of understanding (MoU) between the two parties set to lapse on Aug 14, 2025. Puncak Niaga's subsidiary to dispose of 3 loss-making units for RM3

(Facebook pic) PETALING JAYA : Puncak Niaga Holdings Bhd's wholly-owned subsidiary, TRIplc Bhd, is disposing of its 100% stake in each of three dormant and loss-making units for a total cash consideration of RM3, as part of efforts to streamline its corporate structure and reduce costs. The three companies involved in the proposed disposal are Layar Kekal (M) Sdn Bhd, Samasys Sdn Bhd and Tirai Gemilang Sdn Bhd, each to be sold for RM1, Puncak Niaga said in a filing with Bursa Malaysia today. Puncak Niaga said the three entities have been inactive and incurred losses since their acquisition by TRIplc on May 31, 2018, for RM210 million, while the total cost of investment in the three companies was RM150 million. 'The board was of the opinion that the cash consideration of RM1 on each company is reasonable, as it enables the group to streamline its structure and achieve cost savings on annual statutory fees,' it said. According to the latest audited financial statements for the financial year ended Dec 31, 2024, Layar Kekal, Samasys and Tirai Gemilang recorded net losses of RM5.38 million, RM5.11 million and RM5.30 million respectively and all three companies had net liabilities of RM3,400 each. Puncak Niaga also clarified that the announcement of the disposal was delayed because the company only received the duly stamped share sale agreements in the late evening of July 30, 2025. 'As the stamping of the agreements is essential to formalise the transaction, the company proceeded to make the announcement on the next market day – July 31, 2025. 'The short delay was also required to complete internal verification and ensure compliance with Bursa's disclosure requirements under the Main Market Listing Requirements,' it added. Puncak Niaga also disclosed that all three companies share the same set of directors, namely Rozali Ismail, Taufik Afendy Othman, Azlan Shah Rozali, Faridatulzakiah Bakhry, and Shahree Shamsuddin. Copies of the audited financial statements for the financial year ended Dec 31, 2024, and May 31, 2018, are available for inspection at Puncak Niaga's registered office in Shah Alam for a period of three months from the date of this announcement.

Bursa pulls back on profit-taking
KUALA LUMPUR : Bursa Malaysia pulled back today as investors took profit on selected heavyweights, capitalising on Friday's sharp rally to lock in short-term gains. However, the recent announcement on the 13th Malaysia Plan (13MP) and the US's tariff reduction could bolster market optimism in the near-term. UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Sedek Jantan said the FTSE Bursa Malaysia KLCI (FBM KLCI) is still in a consolidation phase following strong upward momentum, as investors are still adjusting to evolving global macroeconomic signals. 'Utilities and banking counters came under pressure, contributing to the index's modest pullback. 'We interpret this rotation as reflective of selective repositioning rather than broad-based risk aversion,' he told Bernama. Looking ahead, Sedek maintains a constructive outlook, underpinned by optimism surrounding the recently unveiled 13MP, which lays the groundwork for long-term structural reforms. 'Additionally, the reduction in US trade tariffs has eased near-term geopolitical uncertainty and supported a more stable macro backdrop for Malaysian equities. 'We also expect the market to increasingly price in the prospect of a Federal Reserve interest rate cut at the upcoming federal open market committee meeting,' he added. At 5pm, the FBM KLCI fell 6.37 points or 0.42% to close at 1,526.98 from last Friday's close of 1,533.35. The benchmark index, which opened 3.07 points lower at 1,530.28, moved between 1,522.96 and 1,530.28 throughout the trading session. The broader market was negative, with decliners outpacing gainers 584 to 390, while 479 counters were unchanged, 1,037 untraded and 11 suspended. Turnover declined to 2.63 billion units worth RM1.94 billion from 3.16 billion units worth RM2.23 billion last Friday. The Main Market volume declined to 1.51 billion units valued at RM1.73 billion from 1.97 billion units valued at RM1.98 billion last Friday. Warrants turnover fell to 824.19 million units worth RM117.88 million from 895.32 million units worth RM143.46 million previously. However, the ACE Market volume improved to 290.27 million units worth RM97.82 million from 289.60 million units worth RM108.93 million on Friday. Consumer products and services counters accounted for 192.04 million shares traded on the Main Market; industrial products and services (195.89 million), construction (154.55 million), technology (245.39 million), SPAC (nil), financial services (51.55 million), property (201.98 million), plantation (22.81 million), REITs (32.68 million), closed-end fund (2,700), energy (198.14 million), healthcare (119.63 million), telecommunications and media (32.24 million), transportation and logistics (32.54 million), utilities (34.92 million), and business trusts (144,300).
